Welcome to North Little Rock for the 78th Convention of Arkansas State Chapter P.E.O. Sisterhood!

Your state executive board officers and your sisters in the 14 convention hostess chapters are thrilled to welcome you to North Little Rock! This past year has been filled with a lot of excitement in planning the activities of convention just for you. State convention is designed to carry out the business of the state, learn more about the projects and to offer new ideas for membership in your chapter. It is also a time to have fun and fellowship with other sisters across the state. Be sure to take advantage of the many opportunities you have to learn how Arkansas plays a significant role in our Sisterhood. Spend some time visiting the displays and discover the impact that our 115 chapters can have on the lives of young women. Past convention evaluations have indicated that you would like more time to socialize and interact with each other. The meals, workshops and social time are provided for that! I hope that you will make the effort to sit with sisters other than from your chapter. While visiting you may hear new ideas for ways and means, chapter programs and even BIL parties. I also urge you to meet and visit with our International Representative, Mary Ann Langston, C, North Carolina. She is a Trustee for the Program for Continuing Education. Share some of our Arkansas hospitality with her!

ou are the eyes and ears of your chapter. Be prepared to report to your chapter all that you see and learn. We have included a chapter report outline for you to follow. We have also provided an evaluation form. Please let us hear from you how our convention can continue to improve and address the needs of your chapter. You have been scattering joy all through the year. Now, for the next couple of days, sit back and soak it all in. Your spirit will be renewed for P.E.O. RULES OF CONVENTION Admission:

1. Delegates and visitors must register before attending convention business meetings. 2. Admission to convention will be by password or official badge.

General:

3. Members are requested to be in their seats for the call to order. 4. Remain seated for the processional and the recessional. 5. Use of cameras or camera phones is prohibited during business meetings. 6. No cell phone, pager, tape recorder or laptop (with the exception of a laptop for the

secretary) may be used during the meetings. Place cell phone on silent mode. 7. Pages, guards and tellers will distribute necessary communications except during

speeches or musical presentations. 8. Inability to hear shall be signified by raising the hand. 9. A committee, appointed by the president, has the responsibility to read and approve the

minutes of convention. 10. A question box will be available Friday. Submit questions prior to the Projects Dinner.

Questions will be answered Saturday morning. Include name and address if time does not allow for all questions.

11. Addresses, remarks and answers to questions given by the representative of International Chapter or by the organizer, shall not be taped, duplicated or distributed.

Speaking and Voting: 12. All members of convention shall remain in their assigned seats for voting. 13. A member addressing the presiding officer shall give her name and chapter letter(s) and

city before being recognized. 14. When speaking to an amendment, no member shall speak more than once or for more

than two minutes. 15. Two signed copies of a motion from the floor shall be sent to the platform, one given to

the president and one for the secretary. 16. Amendments adopted at convention will take effect at the close of convention or as

instructed in state bylaws.

REPORT OF THE PRESIDENT

With hard-working board sisters and enthusiastic chapters, the year has been one of scattering joy throughout the state as the work of the sisterhood was carried out. The following duties by this officer have been met:

Attended and presided at all meetings of the Arkansas State Board. Hosted a retreat weekend with the help of Chapter CL and conducted board training. Participated in Received reports and memos from International and forwarded information as required. Served as proxy organizer and visited Chapters I, M, X, AL, AZ, CK and DL. Served as a member of each state committee except Nominating. Supervised the work of the state executive assistant. Stayed in contact with state committee chairmen. Signed all official bank and P.E.O. report documents as required. Reviewed monthly financial reports, signed warrants, and checked bank statements. Provided monthly New News articles and website updates to the website manager. Met and worked with the 2011 convention leadership and hostess chapters as the plans for convention were

fine tuned and implemented. Participated in the Fall Workshop in Benton. Reviewed and approved all workshops and programs for convention. ta. Received and edited all proceedings reports and forwarded to state secretary. Communicated by mail, email, telephone, and conversation to respond to information, inquiries, questions,

and suggestions from International, chapter officers and sisters, and board members. Prepared program, agenda, and closing remarks for convention 2011.

Duties to be completed after close of convention 2011 include: - Proofread minutes of the 2011 convention. - Proofread the amended Bylaws and Standing Rules of Arkansas State Chapter. - Work with Secretary to complete and distribute Proceedings. -

REPORT OF THE EXECUTIVE ASSISTANT

The Executive Assistant has served Arkansas State Chapter and the Executive Board this year as she carried out the following duties:

Maintained the financial records of the state chapter in International program using QuickBooks Enterprise Deposited all funds as directed by the executive board Paid all bills as directed by the president and the executive board Paid all convention bills as directed by convention chairman and state president Prepared the books for auditing at the end of the fiscal year Served as an ex-officio member of the Finance Committee Reported to the Convention of State Chapter a summary of all monies received and disbursed, and amounts

on hand in all funds of the state chapter

REPORT OF THE HISTORIAN

re received. It was a pleasure to read them and learn of the joy scattered through programs, social events and tremendous project support. Perhaps the most exciting news came from the area of membership. Only 15 chapters did not report new membership through initiation, transfer or re-instatement. The initiations often numbered five, six or seven, and several chapters spoke of utilizing multiple initiations. All chapters supported our projects financially and 69% were actively involved in sponsoring a candidate. Many chapters sponsored more than one candidate, and all of our projects were represented. Claire Lorenzen, who are greatly missed. The historian is not on the mailing list to receive chapter yearbooks. Some were received, so please make a note to

items and pictures such as recognition for chapter members, P.E.O. anniversary celebrations, and project recipients. There was much participation in the STAR project and a number of chapters sent clippings of scholarship presentations to be placed in the state scrapbook. REPORT OF THE P.E.O. EDUCATIONAL LOAN FUND CHAIRMAN

The Chapters who sponsored loan recipients are AM, BQ, CK, DH, DL and Z. Chapter Z sponsored two girls!! New loans total $69,000.00. Chapters whose recipients have paid in full are BC, BT two, CC, CH, CK, CR and DG. These loans total $64,500.00. The website has a wealth of information for Chapter ELF chairman. There is a new program available and monthly 123 facts for a brief report at meetings. Having our own Cathy Allen on the ELF Board of Trustees is additional support for all Chairmen who are in the learning process. ELF had a good year, with the help of

REPORT OF THE P.E.O. STAR SCHOLARSHIP CHAIRMAN

As I write this in March 2011, we are anxiously awaiting notification of new STAR scholarship awards for Arkansas. Arkansas had 2 winners in the 08-09 year and 3 winners in the 09-10 year. We hope we can continue this trend. While I did not keep track of phone calls, I am sure that many chapters in Arkansas have nominated very competitive applicants. In Fort Smith, the chapters went together to the high school guidance counselors and set up interviews with girls that they suggested. I have served as a resource for chapters as they went through the application process and also when making project reports to the chapters. REPORT OF THE P.E.O. PROGRAM FOR CONTINUING EDUCATION CHAIRMAN

Twenty-nine chapters were able to help 37 deserving women in Arkansas through the PCE program during the 12 months from April 1, 2010 through March 30, 2011. Chapters U and CM were able to secure PCE grants for 3 recipients each! Chapters X, AH, AS, and CX had two recipients each. Chapters A, F, G, V, W, AC, AD, AG, AL, AP, AT, BK, BL, BR, BT, CB, CF, CU, CY, DG, DH, DK, and DL had one recipient. Congratulations to all of these chapters, and particularly their PCE committees, for their hard work! The 37 recipients during the past year received a total of $46,300, with the average grant being about $1,250, considerably below the current maximum grant of $3,000. During the 12 months ending 6/30/10 (basically, the previous year), 44 recipients received $69,500, with the average grant being $1,580. During the 12 months ending 6/30/09, 44 recipients received $80,850, with the average grant being $1,837. As shown by these figures, the amount PCE has been able to help our applicants has dropped considerably in less than two years. Undoubtedly the hard economic times have contributed to this situation. However, it is also reason for us to redouble our efforts to keep the PCE Program strong by contributing more to this project. I personally feel there are more deserving women in Arkansas who can be helped by this project than by any other! During the past year this advocate for Cottey College and education has accomplished the following through many contacts with all local chapters:

After reviewing all applications received by the Arkansas Cottey Scholarship Committee, scholarships for tuition and fees were awarded to three outstanding students who have been accepted by Cottey for the 2011-2012 academic year. The funds from the Bertha L. Sanders Memorial Trust Fund will provide $4,480 of the award and the Arkansas Cottey Scholarship Fund will provide $14,520 to total the award given of $19,000 for the three recipients. In accordance with the duties defined in the P.E.O. Constitution and the bylaws of Arkansas State Chapter, the Finance Committee submits the following report: Reports of state officers, trustees, and committees containing accounts of receipts and expenditures of state chapter funds have been examined. The report of the 2010-2011 audit conducted by Denman and Associates was reviewed. The proposed budget for the current P.E.O. year of 2011-2012, retroactive to April 1, has been prepared after careful study of the receipts and disbursements for the past year and is submitted to the convention for adoption. The line item details are presented in the Finance and Budget Report. Betsy earned a Master of Science degree from Missouri University of Science and Technology and a Bachelor of Science degree from the University of Arkansas. In December 2010 Betsy retired from IBM where she was a partner in the healthcare consulting practice. She has more than 25 years of experience in management of technology. Her successes include leading a strategic transformation of business and services solution to improve primary and secondary education internationally, and establishing a nationally recognized consulting and services practice to serve the healthcare market. Betsy especially enjoys mentoring women helping each of her protégés build confidence and career skills and strike her unique work-life balance. Born January 3, 1950, Betsy lives in Little Rock and attends St. James United Methodist Church where she is responsible for guest and new member assimilation and team teaches her adult Sunday school class. She and her husband Reid enjoy hiking, biking, and traveling. Spending time with her son, Stanley Wood, Round Rock, TX, her daughter, Laura Brissey, Batesville, AR, and her five wonderful grandsons is a favorite activity! Following the legacy of her mother, who was a P.E.O. in Blytheville, AR, Betsy was initiated into the P.E.O. sisterhood in 1973, by Chapter Z in Batesville. She was a charter member of BQ in Batesville and served as chapter president in 1980. Betsy transferred to AM in Marietta, GA, and then to AZ in Little Rock where she serves as recording secretary.

Dallas Indianapolis Charlotte The Committee wishes to inform you that it did its best to allow those scheduled to attend in 2013 to remain the same; however, in our efforts to ensure equal representation from all areas of the state a few had to be moved back one or two conventions. hat was a pretty good deal to miss a day of school just for visiting some old girls college. So I very reluctantly went on the bus trip. Well, that trip is when my life started to change. I instantly fell in love with Cottey College. I loved the whole weekend and knew Cottey was just the school for me. In fact I filled out the Cottey application on the bus trip

A few years later my journey on the state board began. What started out as a way to give back to P.E.O. became a gift back to me in many, many ways. I have grown so much in 7 years. P.E.O. in Arkansas has grown a lot in 7 years too. Since 2004 we have grown from 110 chapters to 115 chapters; 4,873 members to 5,055 members. Our giving to the projects in 2004 was a total of $74,809, with an average of $15.41 per member. In 2011 the total was $144,073, with an average of $27.56 per member. I would say Arkansas P.E.O.s are definitely making a difference in the lives of a lot of women. But more important than the numbers are the women we have in P.E.O . My favorite part of being on the state board was getting to know and visit with so many wonderful PEO sisters across the state. Arkansas P.E.O.s are the best! Without caring, loving, intelligent, motivated and loyal women our sisterhood would not be what it is today. It is definitely a team effort. We each have a part to play in the big P.E.O. puzzle. I am thankful for each part of the puzzle these last seven years. My family, my daughter, my mom and my two sisters; my local Chapter CL sisters; the board women I have served with the past seven years; the past state presidents, and all of you, the great women in chapters of Arkansas. For each of you I am eternally grateful. When we all work together amazing things happen. I have been honored and humbled for the opportunity to serve the state of Arkansas P.E.O. for the last seven years. I thank each of you for the love and support you have given me throughout this journey.

Most of you know that I am a pharmacist and this career has influenced me in all my undertakings. So it is with P.E.O... My theme had to be something about medication therapy so my theme for the year is: RX OF THE HEART: Promoting Education to Others I give credit to my chapter sister, Leslie Cooper, who designed this logo for me. I am so grateful for her artistry and creation. When you hear the word HEART, the first thought might be that big red organ inside your chest that beats so many times a minute, pumping blood and keeping you breathing, like mine right now...! TODAY, I want us to think of the word heart, not as a noun, but as a verb, A VERB that is showing action and causing us to show passion in the things we believe in. If you have passion for something, then you have

passion for something that you love and believe in. I read somewhere that there is nothing stronger than the HEART of a volunteer, so listen: We are all volunteers in this Sisterhood. YOU contribute to your chapter either by serving on a committee or by serving as an officer in your local chapter. I will challenge you to think about serving at the state level. Service to this sisterhood will strengthen your heart and it starts by filling out those state interest forms. P.E.O. ple support P.E.O. Philanthropies which allows women to advance their lives through education. Those of you that heard Emily and Ashley last night at the projects dinner saw that excitement and how P.E.O.s helped

We need to educate ourselves about our projects, grants, scholarships and loans. ASK: Do you know who the projects target? Do you know what the projects offer? Do you know how to obtain them? Just pick one project to concentrate on and learn all about that project. Trying to learn about all six at one time could be overwhelming, and I guarantee will exercise your heart, too. Back to my logo: That heart on my logo is made of all those sweet yellow and white daisies. You see the heart shape of daisies attached to a stethoscope will remind us to periodically check the health of our own chapter. Look at the heart of your chapter with membership challenges and look at the heart of your chapter in giving to our projects. Check you chapter's heart-heath: Is that heart beating slowly bradycardia or is it really experiencing

The 78th Annual Convention of Arkansas State Chapter of the P.E.O. Sisterhood convened at 1:30pm, Friday, May 6, 2011at the Wyndham Riverfront in North Little Rock. Chapters L, R, Z, AA, AW, BF, BQ, CO, CT, CZ, DB, DF, DJ, and DK, served as hostesses.

Chapter, member(s) of honor and past state presidents. The meeting was called to order by President Stephanie Jenkins, Chapter CL at 1:35 p.m.

Susan von Gremp, Chapter CL, PPASC delivered the invocation.

Cathy Allen, Chapter U, PPASC, led the Pledge of Allegiance, after which Helen Daniel, Chapter L, led the singing

The president welcomed all on behalf of the Executive Board of Arkansas State Chapter.

Head Guard Diane Higginbothom, Chapter AW gave the report of the guards.

In the first report of the Credentials Committee, Chairman Jeanne Fitzgerald, Chapter BQ, announced there were 235 members of convention entitled to vote.

On behalf of the committee, Jeanne Fitzgerald moved the report be adopted. There being a majority in the affirmative the report was adopted.

A quorum being present, the president declared the 78th convention of Arkansas State Chapter opened in due form and ready for the transaction of business.

Marsha Jackson, Chapter AC, PPASC led the singing of the Opening Ode, followed by the reciting of the Objects and Aims.

The devotion was given by Betsy Dietz, Chapter AZ. Susan Goss, Valorie Lawson, and Mary Schambarger from Chapter CL gave the vocal response.

Earline Tripp, Chapter BQ, secretary, moved that the rules of convention, as printed in the program, be adopted. The motion was seconded and adopted.

The members of the Committee to Approve Minutes of Convention were introduced and thanked for assisting the secretary with the minutes.

President Stephanie Jenkins, introduced and welcomed Mary Ann Langston, as the Representative of International Chapter. Mary Ann, is a member of Chapter C, Charlotte, NC, past president of North Carolina and currently serves the International Chapter as a trustee of the P.E.O. Program for Continuing Education.

The president announced that Mary Ann Langston, Representative of International Chapter would serve as convention parliamentarian. Member of Honor, Cathy Allen, Chapter U is a past president of Arkansas and currently serves the International Chapter as Educational Loan Fund trustee. The president also introduced Mathilda Hulett, BE, PPASC and announced that she has been appointed to the Cottey College Board of Trustees. Her appointment will start June 1st. Marsha Jackson, Chapter AC, PPASC introduced the 17 past presidents in attendance. President Stephanie Jenkins introduced the members of the executive board: Rita Stewart, AL-Little Rock, First Vice President; Sallie Huss, CY-Hot Springs Village, Second Vice President; Layne Bourland,, DI-Maumelle, Organizer; Earline Tripp, BQ-Batesville, Secretary; Julie Gaddy, BH-Fayetteville, Treasurer.

All Arkansas P.E.O. sisters registered as visitors were warmly welcomed and encouraged to attend all business meetings and convention activities. Mary Vandiver, Chapter C, North Carolina was recognized.

By authorization of the executive board, the secretary moved to grant disbandment to Chapter BK. The vote was favorable and the disbandment was granted, effective May 6, 2011.

Earline Tripp, secretary, read a letter from Liz Garrels, President of International Chapter of the P.E.O. Sisterhood.

Following the introduction by President Stephanie Jenkins, the Representative of International Chapter Mary Ann Langston presented the keynote address encouraging Arkansas P.E.O.s to embrace change. The president thanked her for her inspiring message

President Stephanie Jenkins called attention to the copy of the budget provided each member of convention. (Program, pg.21) She introduced the Finance Committee chairman Patti Swinford, AR - Pocahontas, who introduced other members of her committee: Lauren Maxwell, E-Conway and Sonya Jones, BH-Fayetteville. The chairman announced there is a correction in the program to the recommendation of the surplus of funds. The

nformation regarding review of accounts, study of audit, preparation of budget and recommendation for surplus funds.

The chairman moved the adoption of the report. By general consent, the vote was divided into three parts and a majority voted in favor of each of the following:

(1) adoption of the budget,

(2) transfer of surplus funds,

(3) remainder of the report.

The President stated that the adoption of the report approved the report of the treasurer.

The president thanked the members of the Finance Committee for their careful attention to the financial details of the Arkansas State Chapter this past year. The audit report was on display for anyone to read.

Melissa Anthony, CK, Nominating Committee member, introduced the committee and gave the report of the Nominating Committee. The president thanked the committee for its work.

The next order of business was election of officers.

There being no further nominations from the floor, the nominations were declared closed. There being no objection, the written ballot was dispensed with and a voice vote was taken. The entire slate as presented was elected as officers of Arkansas State Chapter for the ensuing year.

President Stephanie Jenkins recognized the hostess chapters and thanked them for the outstanding planning, organizing and getting the work done for this convention.

The president thanked pianist Pam Liles, Chapter AA, song leader Helen Daniel, Chapter L, and photographer Sarah Agee, Chapter S, for their service.

Marilyn Allen, DO and a member of the Mountain Home, Arkansas P.E.O. Group was recognized.

In preparation for the presentation of amendments to the Bylaws and Standing Rules of Arkansas State Chapter, the president requested all members of convention to be in assigned seats and asked visitors to leave one vacant row behind the delegates. She instructed the convention in the procedure for presentation of amendments and voting. She announced that adopted amendments would take effect at the close of convention (as specified in the Bylaws and Standing Rules of Arkansas State Chapter).

The report of the Amendments and Recommendations Committee was given by the chairman Dotty Bunner, BJ, PPASC, who first introduced the other members of the committee: Betsie Czeschin, DN, and Mary Jean Cannell, DC

The president shall appoint at the beginning of her term, subject to the approval of the executive

board, a chairman for three of the International projects. Each of these chairmen shall serve a two-year term under the direction of a designated state office.

PROVISO: In 2012, the president shall appoint a chairman for each of the International projects and designate three to serve for a term of one year and three to serve for a term of two years.

At the direction on the A & R Committee, the chairman moved the adoption of the following resolution.

Resolved, That the 2011-2012 Executive Board of Arkansas State Chapter be authorized to correct article and section designations, punctuation and cross-references, and to make such other technical and conforming changes as may be necessary to reflect the intent of Arkansas State chapter.

The vote was in the affirmative and the resolution was adopted.

The president thanked the members of the committee for their work.

Representative of International Chapter Mary Ann Langston and Organizer Layne Bourland answered questions from the question box.

By unanimous consent, convention rule #5 was suspended to allow photos during the next item of business. An invitation to the 2012 Convention of Arkansas State Chapter to be held in Little Rock on April 27 and 28, 2012, was extended by hostess chapters C, I, W, X, AK, AL, AX, AZ, BV, CK, DI, DL, and DM.

President Rita Stewart accepted the invitation to the 2012 Arkansas convention on behalf of the Arkansas State Chapter.

The president announced that Rule #5 was back in effect and photographs were not allowed.

President Rita Stewart announced committee appointments, which had been approved by the newly elected executive board. She explained that the committee list handouts were distributed and a copy should be made for the Yearbook Chairman. The information can also be found on the state website.

Convention Chairmen Dianne Jones, Diane Johnston, and Karen Carper reminded convention participants to complete their evaluation forms so future hostess chapters could use them in planning conventions.

BYLAWS OF ARKANSAS STATE CHAPTER P.E.O. SISTERHOOD

AMENDED May 7, 2011

Section 1. MEETINGS of Arkansas State Chapter shall convene during the month of May. The date and place of meeting may be changed by the executive board, with the consent of hostess chapters. Section 2. HOSTESS CHAPTERS are grouped geographically. These chapters shall select general chairmen, and such committees as are necessary. The groupings shall be arranged by the Groupings Committee (Article VII, Section 4) and shall be printed in the state chapter proceedings. Lodging and meals shall be provided for members of convention, the convention coordinator and up to four pages appointed by the president for the following: president, past presidents, and International representative. Section 3. PLACE. The executive board, after consultation with the hostess chapters and convention coordinator, shall designate the convention site. Section 4. CONVENTION COORDINATOR(S). Convention coordinator(s) may be appointed by the executive board for each of three consecutive convention years and may be the same person(s) from year to year. Selection of a coordinator will be based upon her qualifications and experience with event planning. She must be an active member of an Arkansas P.E.O. chapter and be willing to volunteer her services. The coordinator will be reimbursed for necessary expenses approved by the board. Section 5. FINANCE. The convention of Arkansas State Chapter will be financed by funds from Arkansas State Chapter and supplemented by hostess chapters. Section 6. MEMBERS. The convention of the Arkansas State Chapter shall consist of the following (active) members, when present and registered:

Executive board Past presidents of the state chapter Resident past presidents of International Chapter Two delegates from each local chapter, the president being a delegate when feasible Historian Chairman, or acting chairman, of the Amendments and Recommendations, Finance, Nominating, and special committees, if appointed.

Executive assistant to Arkansas State Chapter (as long as she is an active member of an Arkansas chapter)

Chairman or chairmen (no more than three) of the current convention. Section 7. FORMAL ACTION. Any item passed by convention of Arkansas State Chapter shall become effective immediately following the close of convention, unless otherwise ordered, and must be implemented as soon as official written notice is received from the executive board.

Section 1. DELEGATES to Convention of International Chapter shall be chosen by rotation of groups of seven local chapters or major fraction thereof, arranged geographically by the Groupings Committee. The groupings shall be printed each year in the Proceedings of the convention of Arkansas State Chapter.

Section 2. DELEGATES AND ALTERNATES to the Convention of International Chapter shall be nominated by the local chapters entitled to representation by the first meeting in March of the year in which Convention of International Chapter convenes. Names of nominees shall be sent to the president and secretary of the state chapter before the state convention, and the name of each nominee for delegate shall be presented to the state chapter convention for election. To be eligible for election, a nominee shall be a member of convention or shall have served as delegate in a previous convention of Arkansas State Chapter. The president of the state chapter shall fill any vacancies in the delegation by appointment: first, the alternate nominated by the chapter entitled to representation; second, a member from the chapter entitled to representation; third, a member from the group of chapters to be represented; and fourth, a member of the state chapter. Section 3. PAST STATE PRESIDENTS of Arkansas State Chapter shall choose from the active, resident members of the group, in order of service, the members entitled to housing and meals. The immediate past president shall be one of this number. Vacancies in the delegation of past presidents shall be filled by this group. ARTI Section 1. SEQUENCE OF OFFICERS. The sequence of officers shall be president, vice president, organizer, treasurer and secretary. Section 2. ELIGIBILITY. Any member of convention who has served as president of an Arkansas chapter for one term shall be eligible for office on the state chapter executive board. Two members of the same chapter shall not serve on the executive board at the same time. Section 3. TENURE. An officer of Arkansas State Chapter shall not serve for more than two consecutive terms in the same office. The president shall not serve two consecutive terms. Section 4. NOMINATING COMMITTEE. A nominating committee shall be composed of three active resident members of the state chapter, one to be appointed annually by the president for

ex officio members. If it is impossible for the immediate past president to serve, then a past state president shall be appointed by the current president. This committee shall present at the state convention the name of one candidate for each office. Selection of the nominee(s) shall be made from recommendations of the local chapters. Nominee(s) shall be members of convention. Personal interviews with each candidate may be held at the discretion of the nominating committee. Names of candidates may be submitted to the nominating committee by local chapters and by the nominating committee. Each candidate must give her consent to be nominated at the state convention. Section 5. ELECTION OF OFFICERS. Election shall be by written ballot, unless there are no further nominations from the floor for each office called for in sequence, in which case, by general consent, the ballot may be dispensed with and the vote taken viva voce for the entire ticket. If there are nominations from the floor for one or more offices, separate elective ballots for each such office shall be taken in sequence. A majority of votes cast shall elect.

The executive board shall consult and advise during the annual interval and shall transact necessary business. Appointments for the new term may be made and approved after election.

Section 2. VICE PRESIDENT. The duties of the vice president shall be: To serve as chairman of the Arkansas Cottey College Scholarship Committee. To serve as adviser to the Arkansas State Cottey College chairman and to supervise a display at state convention.

To serve as ex officio member of the Finance and Membership Committees. To notify, before annual election, each chapter entitled to representation in Convention of International Chapter by February 1st of that year.

To preside at the projects hour. To prepare for presentation at preconvention board meeting a proposed nominee for each of the committees: Amendments and Recommendations, Cottey College Scholarship, Finance, Groupings, Nominating, Membership, and a member to any committee where a vacancy may occur; these appointments to be approved by the executive board immediately following her installation as President.

To serve as proxy for the organizer. To arrange the Time of Remembrance at convention. The memorial roll is to include only those names reported from March 1 to the last day of February, inclusive.

To have supervision of reciprocity groups and the P.E.O. Groups in the state. To serve as adviser to the Arkansas State P.E.O. International Peace Scholarship

Fund chairman and to supervise a display at state convention. Section 3. ORGANIZER. The duties of the organizer shall be:

To organize new local chapters as directed in the Constitution, Part III, Article I, Section 1. To make an official visit or direct the proxy organizers to visit local chapters. Each chapter shall be visited every four years. At the discretion of the executive board, workshops may be scheduled in a district during a year when no official visit is scheduled.

To make a visit or direct a proxy to visit any chapter not attending state reimbursement for mileage, meals and housing).

To supervise a Period of Instruction during the days of convention of state chapter. To attend the Convention of International Chapter or be represented by an alternate. To serve as ex officio member of the Nominating Committee with the immediate past president.

Section 4. TREASURER. The duties of the treasurer shall be: To arrange the review of local chapter yearbooks annually and direct that the chapter be notified if corrections are required.

To arrange for the display of yearbooks at convention. To arrange the Anniversary Chapters and Golden Girls Celebration during

To serve as proxy for the organizer. Section 5. SECRETARY. The duties of the secretary shall be:

To have the minutes and the bylaws and standing rules, as amended, distributed within two months after the convention of state chapter. Copy shall be submitted to the immediate past president for her approval.

To provide a copy of the proceedings to those specified in Part II, Article VIII, Section 6, of the Constitution, three copies to the organizer for use for new

chapters, two copies to the state historian, two copies to the immediate past state president, one copy each to the members of the Amendments and Recommendations Committee, chairmen of Finance and Nominating Committees, the chairmen of the next two state conventions, and the executive assistant.

To maintain a program file for the purpose of collecting and making available programs for local chapters.

To accompany the organizer or her proxy on two official visits and then serve as proxy for the organizer.

To serve as adviser to the Arkansas State P.E.O. Educational Loan Fund chairman and to the Arkansas State P.E.O. Program for Continuing Education chairman and

to supervise displays for each at state convention.

ARTICLE V SPECIAL DUTIES OF EXECUTIVE ASSISTANT The duties of the executive assistant shall be:

To prepare copies of the membership summary for members of convention. To deposit funds as directed by the executive board. To pay all bills as directed by the president and the executive board. To have books ready for auditing at the end of the fiscal year. To report to convention of state chapter a summary of all monies received and disbursed, and amounts on hand in all funds of the state chapter.

To maintain the financial records of the state chapter. To send and receive Annual Reports for local chapters. To pay convention expenses as directed by the president and convention chairman. To assist the executive board with technology during convention. To maintain the state website as directed by the president and executive board.

ARTICLE VI FINANCE Section 1. DUESdollars and fifty cents ($32.50) per active member, which shall be allocated as follows:

for Cottey College; nine dollars and fifty cents ($9.50) Arkansas State Chapter Dues which includes six dollars and fifteen cents ($6.15) state chapter general fund, two dollars and ten cents ($2.10) Arkansas State Convention Fund, and one dollar and twenConvention Fund. Section 2. Upon majority vote and recommendation of a local chapter, and the unanimous vote of the executive board of the state chapter, a member who can no longer participate in local chapter life for reasons of health, financial difficulties, or advanced age, may be exempt from state chapter dues. The local chapter president shall make the request in writing to the president of the Arkansas State Chapter by November 1 of the year in question. Section 3. The Arkansas State Chapter shall pay all necessary expenses of the organizer and/or her proxy. Each local chapter shall provide meals and lodging of the organizer or her proxy at the time of visitation, or organization of a new chapter, and shall pay the state treasurer annually, on or before March 10, the sum of ten dollars ($10.00) to be known as the organizer's fee. Section 4. A local chapter shall be responsible for the expenses incurred by phone or wire in making out annual reports. Section 5. Arkansas State Chapter shall pay all traveling expenses of the president, the organizer, and the treasurer to the Convention of International Chapter. Arkansas State Chapter shall pay the transportation of each chapter delegate, the immediate past president, and the past presidents of Arkansas State Chapter who are elected as official delegates to the Convention of International Chapter. Choice of transportation shall be determined by the executive board. If the delegate wishes to provide her own transportation, she shall be reimbursed only the portion of transportation expense as determined by choice of transportation. Section 6. The fiscal year for the Arkansas State Chapter shall be from April 1 through March 31 of the following year. Section 7. The Arkansas State Convention Fund is available up to two years preceding each convention. If the expenses of the state convention exceed the total budgeted from the Arkansas State Convention Fund, the balance needed shall be collected equally from the hostess chapters. If state convention expenses are less than the amount budgeted from Arkansas State Convention Fund, the balance is to be returned to the State Convention Fund. Each local chapter shall provide for travel expenses of its delegates to the state convention. A registration fee of one hundred dollars ($100) per chapter and a convention assessment of $2.40 for each active member of the chapter shall be paid whether or not the delegates attend, and shall be sent to the executive assistant at the same time as state and International dues. These funds shall be allocated to the Arkansas State Convention Fund. Section 8. Arkansas State Chapter shall pay all necessary expenses of its officers in conducting the business of the state chapter. Officers of the state chapter shall render an itemized account of expenditures at each meeting of the executive board. An annual report of these expenses shall be sent to the chairman of the Finance Committee by April 1. Arkansas State Chapter shall pay necessary expenses for no more than four board meetings, a meeting prior to convention, and one or two more at the discretion of the president; and workshop meetings as necessary.

Arkansas State Chapter shall pay the necessary transportation expenses of the state Cottey College chairman and of other eligible members attending the Cottey College Seminar when held, and those officers invited by International to attend the L.E.A.D. Conference held annually in Des Moines. Section 9. AUDIT. A qualified CPA firm shall audit the financial records of the state chapter for the fiscal period April 1 through March 31.

All standing committees of the Arkansas State Chapter shall be rotating committees, consisting of three members, except for the Cottey College Scholarship Committee. The senior member, in point of service, shall be the chairman, unless otherwise designated, and shall retire at the close of the state convention. In case of appointment of an entirely new committee, the president shall designate the chairman, second, and third members. Should a vacancy occur on a committee, the member serving the shortest remaining term shall be chairman. Other committees, standing or special, shall be appointed by the president or the executive board from time to time as deemed necessary to carry on the work of the state chapter. Section 1. AMENDMENTS AND RECOMMENDATIONS. This committee shall be composed of three active, resident members of the state chapter, one to be appointed annually by the

Section 2. ARKANSAS COTTEY COLLEGE SCHOLARSHIP. The committee shall receive applications for a Cottey College scholarship; make investigations, and present recommendations to the executive board. A committee member shall excuse herself from the application process if she is related to the applicant. The chairman of this committee shall be the vice president of the state chapter. The second member appointed by the president on even years for a two year term shall be the State Cottey Project Chairman, and the third member appointed annually by

GROUPINGS. This committee shall consist of the three immediate past presidents of the state chapter. The senior member shall be chairman, and shall retire at the close of the annual convention of Arkansas State Chapter. The immediate past president shall become the new member of the committee. The duties of the Groupings Committee shall be to arrange local chapters into groups for convention hostess groups and representation to Convention of International Chapter; to maintain a schedule of the groups for ten years in advance; and to review annually these schedules and report to convention of state chapter. This committee shall consider wishes of the chapters in grouping for convention, make adjustments where necessary, and revise the hostess chapter groups as deemed necessary. Section 5. HISTORIAN. The executive board shall appoint a historian who shall serve for a period of three years and may be reappointed. It shall be the historian's duty to collect and edit P.E.O. data relative to Arkansas during her term of office. She shall have two volumes of the

Section 6. HISTORY COMMITTEE. Each eighth year from the publication of the most recent

appoint incremental publication of the state history. Section 7. NOMINATING. (See Article III, Section 4) Section 8. INTERNATIONAL PROJECTS. The president shall appoint at the beginning of her term, subject to the approval of the executive board, a chairman for three of the International

state officer. The duties of each chairman shall be to conduct all business related to her project and to report monthly to the assigned state officer regarding the business of the project. Proviso: In 2012 the president shall appoint a chairman for each of the International projects and designate three to serve for a term of one year and three to serve for a term of two years. Section 9. MEMBERSHIP. This committee shall be composed of a past state president, and two active, resident members of the state chapter, one to be appointed annually for a three year term. The state vice president shall serve as ex officio member. The duties of the Membership Committee shall be to promote the growth and development of local chapters; to stress quality of membership and responsibilities of each P.E.O. member; to encourage all forms of membership enhancement; to keep records of membership growth; and to assist unaffiliates and members of disbanded chapters.

Section 1. One not a P.E.O., desiring to select a charter list, shall be recommended by five P.E.O.s who know her personally before she shall receive instructions and a petition form. These recommendations shall be in the form of personal letters. The proper consent form shall be sent to the organizer. Section 2. Each charter initiate shall be recommended to the organizer by a personal letter from three active members. Section 3. In a city where one or more chapters exist, there shall be at least two P.E.O.s on the petition for a new chapter.

Section 1. The Arkansas State Chapter shall establish and maintain a Bertha L. Sanders Memorial Trust Fund, in honor of the first Arkansas State Chapter President. Section 2. This fund shall be increased by donations, gifts, devises or bequests, which shall apply on the principal. The income alone shall be used for Cottey College scholarships, to be administered by the Arkansas Cottey College Scholarship Committee. ARTICLE X ARKANSAS COTTEY COLLEGE SCHOLARSHIP Section 1. Provided a recommendation is made by the Arkansas Cottey College Scholarship Committee and the executive board, Arkansas State Chapter shall grant annual Cottey College scholarships of not less than $1,000. This scholarship shall be rassessment from each chapter, payable in March, and by the income from the assets of the Bertha L. Sanders Memorial Trust Fund, payable annually. Personal contributions and bequests to apply on this scholarship or to promote additional scholarships may be received.

Section 2. Applications for scholarships shall be made to the committee by March 1. Scholarships shall be awarded annually to first and/or second year Arkansas students recommended by the Arkansas Cottey College Scholarship Committee. A student applying for the first time must have been recommended by a local chapter and must have been accepted for admission to Cottey College by March 1.

Section 1. PURPOSE. Local chapters or their representatives in a city or district may unite to welcome unaffiliated P.E.O. members, and to promote the acquaintance of all members in the city or district. Section 2. SUPERVISION. Each reciprocity group so formed shall be under the supervision of the vice president of the Arkansas State Chapter. The bylaws of the reciprocity group shall be sent to her annually by March 10. Section 3. NAME. The name of such a group may be chosen by the group. Section 4. BYLAWS. Each group shall adopt bylaws consistent with the laws of the Sisterhood and subject to the approval of the executive board of the state chapter. Section 5. OFFICERS. Constitution, Bylaws and Standing Rules, made at Convention of International Chapter, affecting bylaws of local chapters, automatically amend local bylaws and/or standing rules without a chapter vote.

Section 3. Local chapters shall follow the official visit and workshop schedule as outlined in Article IV, Section 4. Section 4. Each local chapter shall pay the expenses of sending their elected officers or their representatives to regional workshops. ARTICLE X

Fifteen (15) regular meetings a year of which one to three (1-3) may be regular social meetings and 12 must be regular business meetings. Regular business and social meetings must be indicated in yearbook.

Section 2. Provisions for exceptions If the date of a regular business meeting falls on a holiday, the meeting

may be held on that date, or on the date specified in the chapter bylaws for each exception, provided each exception is scheduled in the chapter yearbook. A meeting called for the purpose of an official visit by the organizer or her proxy may be considered a regular business meeting. Only meetings held in accordance with the requirements of this section shall be considered regular business meetings.
