Overcurrent and Distance Relays
Siemens LSA 2.1.3 . March 1997 1
Application
The 7SJ511 is used as a definite–time orinverse definite minimum time (IDMT)overcurrent protection in medium–volt-age distribution systems with single–endinfeed. It is also used as back–up for dif-
ferential protection schemes applied tolines, transformers and generators.
Construction
Within its compact design, the unit con-tains: All components for analog value ac-
quisition and numeric evaluation Operating panel Indication and command outputs
Binary inputs Serial interfaces for parameterization
and connection to substation controland protection
Auxiliary voltage converter. The device can be provided in two hous-ings. The model for panel surface mount-ing is equipped with terminals accessiblefrom the front. The options for flushmounting have rear connection terminalsand are available with or without glasscover.
Implemented functions/features
The following functions are available: Definite–time/inverse time overcurrent
protection Definite–time/inverse time earth–fault
protection Overload protection (with memory)
Reverse interlocking (busbar protec-tion scheme)
Circuit–breaker failure protection Trip circuit test function Display of on–load measured current
values Fault recording.
Mode of operation
With the use of a powerful micro–control-ler and digital analog value preparationand processing, the effect of high fre-
quency transients and transient DC com-ponents is largely eliminated. If definite–time characteristics are usedthe measuring method involves evalua-tion of the fundamental. If dependenttime characteristics are chosen there is achoice between r.m.s value or fundamen-tal calculation.
Serial interfaces
The device is equipped with two serialinterfaces.
A PC can be connected to the front portto ease setup of the relay using DIGSI.This program, which runs under MS–
WINDOWS, can also be used to evaluateup to 8 oscillographic fault records, 8fault logs and 1 event log containing up30 events.
The 7SJ511 can be hooked up to asubstation automation system. The sys-tem interface for linking to the SINAUTLSA substation control and protectionsystem or a protection master unit usesthe protocol IEC 870–5–103 (standard ofthe Association of German Power Utili-ties, VDEW/ZVEI recommendation). Theconnection can be either via an 820 nmfibre optics interface or an electricalRS232C interface.
Self monitoring
Hardware and software are constantlymonitored and irregularities immediatelydetected and signalled. In this way a veryhigh degree of safety, reliability and avail-ability is achieved.

Convenient setting
The menu driven HMI or connected OC isused for setting parameters. The parame-ters are stored in a non–volatile memoryso that the setting is retained even if thesupply voltage is cut off.
Oscillographic fault recording of up to8 records (5 seconds maximum)
The ”Fault recording” function is used torecord the phase currents in the event ofa power system fault. Either pickup, trip-ping or binary input can be selected totrigger waveform capture. The maximumlength of a record can be programmed. The recorded traces of the phase andground currents and pickup and drop–offof internal events can be transmitted to aPC for convenient analysis using DIGRA.

IEC curves
The function is based on phase–selectivemeasurement of the three phase cur-rents and the earth current. Either defi-nite–time or inverse–time maximum cur-rent time protection can be used. Inaddition to the overcurrent stage there isa high current state both for the phases( >, >>) and for the earth ( E>, E>>).
The high current stage always has defi-nite–time characteristics:

Earth–fault protection
For protection against high–resistanceearth–faults in earthed networks, it ispossible to monitor the earth current viaan independent fourth input current trans-former. As for the phase current protec-tion, a choice may be made between thedefinite–time and the IDMT overcurrentcharacteristics, both having definite–timehigh–set overcurrent characteristic.
Intermittend earth–fault protectionwith firmware V3.1
Intermittend (re–striking) faults occur dueto insulation weaknesses in cables or asa result of water penetrating cable joints.Such faults either simply cease at some
stage or develop into lasting short–cir-cuits. During intermittent activity, how-ever, starpoint resistors in networks thatare impedance–earthed may undergothermal overloading. The normal earth–fault protection cannot reliably detect andinterrupt the current pulses, some ofwhich can be very brief.
The selectivity required with intermittentearth faults is achieved by summatingthe durations of the individual pulses andby triggering when a (settable) summedtime is reached. The response threshold E> evaluates the rms value, referred toone systems period.
Reverse interlockingBlocking of any stage (e.g. >>) is pos-sible via a binary input. Thus, the numeri-cal overcurrent protection 7SJ511 can beused as a fast busbar protection in wyeconnected networks or in open ring net-works (ring open at one location), usingthe reverse interlock principle. This canbe used in medium–voltage systems, inpower station auxiliary supplement net-works, etc., in which cases a transformerfeeds from a higher–voltage system ontoa busbar with several outgoing feeders.
Thermal overload protection
For the protection of cables or machines,
an overload protection with a pre–warn-ing stage for temperature and current isimplemented. The temperature of theequipment to be protected is determinedusing a thermal homogeneous bodymodel that contains energy input to theequipment and energy output to the envi-ronment. In this way currents thatchange over time and pre–loading can betaken into account (overload protectionwith memory).Using a parameter, it is possible to selectwhether the maximum of the phase–re-lated conductor temperature or the meanvalue of these is to be taken as the deter-mining value. It is also possible to calcu-late the temperature from the maximumvalue of the conductor current.
Circuit–breaker failure protection
After the issue of a trip command by therelay or upon the excitation of a digitalinput by an external protection, thebreaker failure current check function isinitiated. If current is still detected after the settime (e.g. in the case of a breaker fail-ure), an alarm relay or a command relay(for breaker failure tripping) is energized.
Inrush stabilization
When switching on a transformer the7SJ511 can distinguish between inrushand real short–circuits. Inrush is particu-larly noticeable by its relatively high se-cond harmonic content. In the case of a
short–circuit, the second harmonic con-tent is almost non–existent. The har-monic stabilization operates indepen-dently for each of the three phases. When using inrush stabilization on onephase, it is also possible to block the re-maining phases (cross block). When us-ing inrush detection the pick–up of thehigh–set element stays active, and thenormal overcurrent element is blocked.
Fault recording
The digitized analog values of phase cur-rents and earth current are stored in theevent of a fault. The analog values re-corded can be transferred to a PC where
they can be displayed, analyzed and ar-chived using DIGSI. As an option theycan be read out by the SINAUT LSAsubstation control and protection system.
The serial interface conforms to VDEW/ ZVEI. Up to eight fault recordings can bestored. The fault recording buffer is a cir-culating buffer with a maximum length sothat when it is full every new networkfault overwrites the oldest recorded fault.A total of 5 seconds are available for therecording duration.
Indications
The 7SJ511 supplies detailed data foranalyzing faults and checking states dur-ing operation. All the following indicationsare protected against supply voltage fail-ure, in case there is a battery–backedclock. Time
Time can be synchronized via a binaryinput or the serial interface. The dateand time are assigned to all indica-tions.
Fault indicationsThe indications of the faults in the de-vice are available with a resolution of1 ms.
Operational indicationsAll indications that do not immediatelyrefer to a fault (e.g. operating orswitching actions) are stored in the op-erational indication buffer (resolution1 ms).
Circuit–breaker trip circuit test func-tion
The integrity of the circuit–breaker tripcircuit can be tested via an operator initi-ated trip command. This test can be initi-ated via the front panel keyboard or oper-ator serial interface, but only after inputof a code word.
Marshalling of command and alarm/event relays, LEDs and binary inputs
All input/output relays and indicatingLEDs may be functionally allocated ac-cording to the user‘s requirements.Several indications can be assigned toone output relay, LED or binary input si-multaneously. In this case they are
