As I reflect on the events and engagements the International Council on Systems Engineering (INCOSE) Washington Metro Area (WMA) Chapter have had this year I am very proud of the successes we were able to get accomplish together. INCOSE WMA Board of Directors (BOD) started year 2018 with the goal to be more engaging with the members through interesting presentations at monthly meetings, valuable and applicable Systems Engineering knowledge sharing at tutorials sessions, increased collaboration with the local colleges and universities, as well as strong Science, Technology, Engineering, and Math (STEM) support in the local community. In addition to exceeding the goal we set out INCOSE WMA had an impressive presence at the INCOSE International Symposium (IS) 2018 that was held in Washington, DC this year. I cannot say thanks enough to all our hard-working volunteers and BOD members who made the year 2018 activities possible. Like every year, INCOSE WMA is having a BOD election in the month of December. INCOSE WMA has always been lucky with great Board of Directors that run the organization. And this tradition continues for which we need your support by electing outstanding BOD for 2019. President’s Message Greetings to you all. The year 2018 is finally over. As I reflect on the events and engagements the International Council on Systems Engineering (INCOSE) Washington Metro Area (WMA) Chapter have had this year I am very proud of the successes we were able to get accomplish together. October Tutorial SysML in Agile Environments, Maria Romero

The INCOSE WMA tutorial on held on Saturday, October 27th and presented by Maria Romero focused on using SysML in Magic Draw for use on agile projects. The tutorial was held at George Mason University and had a very good turnout of over 35 attendees.

Maria Romero presented on diagram taxonomy, structural elements and characteristics, and used diagrams developed in SysML to explain the properties types and parts, ports, personas, and modeling for an agile environment. The agile user story creation, product backlog, story points and definition of done were also discussed.

Attendees were engaged and desired to learn knowledge on the topic area for use on their own projects that were either getting started in model-based system engineering (MBSE) and combining with agile. Great job Maria!

INCOSE and Other Systems Engineering Events

INCOSE's International Workshop 2019 INCOSE's International Workshop is the event of the year for systems engineers to contribute to the state of the art. Unlike INCOSE's annual International Symposium and other conferences, there are no paper, panel or tutorial presentations. Instead, attendees spend 4 days working alongside fellow systems engineers who are there to make a difference. Systems Engineers at all levels and from all backgrounds are encouraged to engage in working sessions, and contribute their knowledge and experience to take the discipline forward.

IW2019 facilitates working meetings for groups engaged in INCOSE's major projects and in international standards development, workshops to explore the Systems Engineering challenges in new sectors, opportunities for chapter leaders to meet and share best practice, support sessions to help you get the most out of INCOSE's shared working environment and a broad range of other technical meetings. Planned sessions will be published on the website as these become available.

INCOSE Strategy Session – IW2019 As part of the IW2019, INCOSE will hold an all-day strategy Session on Friday 25 January 2019, focusing on five key areas listed below. These areas were selected to embrace our vision of “a better world through a systems approach”. As such, our focus will be to continue our efforts in positioning Systems Engineering (SE) for the future, to look into possible participation in striving to achieve a better world and to continue to increase our value proposition for our members. Together, as leaders of INCOSE, your support and input are invaluable to develop our plans. For further details of each Session contact the Session Leads.

1. Future of Systems Engineering (FuSE)

Session Leads: William Miller, [email protected] and Tom Shortell, [email protected]

Why this Session is important

The scale of complicated and complex systems & services continues to increase exponentially with intricate and often hidden interfaces & interrelationships, and operating in a dynamic and non-deterministic world. FuSE is a critical effort to position Systems Engineering and INCOSE to meet the future.

Background

This is a systems community initiative with a collaboration of more than ten societies and institutions. The initiative was started at the strategy session conducted in conjunction with the 2018 INCOSE International Workshop in Jacksonville, FL, USA. This session will continue to build on the work carried out to date.

Emerging technologies such as machine learning, autonomous physical systems, 3D printing, quantum and nano-technology, biomimicry, big data, artificial intelligence and cybersecurity, to name a few, provide opportunities to enhance the practice of SE. Likewise, the growing expectations for SE solution to underpin more comprehensive solutions; higher order of intelligence and adaptability; increasing connectivity and interoperability; trust, safety and cybersecurity of the digital world; and increased inclusivity, will continue to be explored and addressed by the FuSE team.

2. Service Portfolio Business Model

Why this Session is important

As a strategic focus, INCOSE wishes to develop a fuller and more coordinated effort to raise the number, type, and impact of its services offerings. This strategy session will inform that effort.

Background and Approach

INCOSE currently offers two types of technical services - events and professional certification. In 2019, we are going to add professional training as a third service.

The Board of Directors has just created a new position, Director for Technical Services, to be the overall INCOSE focal point for technical services and has appointed Don Gelosh in that role. This role is, in a sense, the services analogy of the Director for Technical Operations role guiding and overseeing INCOSE products. We need to develop a fuller picture of how we will grow and manage technical services to deliver high impact and value to our members, while generating net revenue to fund INCOSE activities.

3. Grand Challenges – Get Involved

Session Leads: Kerry Lunney, [email protected], and Serge Landry, [email protected]

Why this Session is important

To truly embrace our vision “a better world through a systems approach”, what better area to get involved in than participating in the initiatives addressing the Sustainable Development Goals (SDGs). The SDGs address global challenges related to poverty, inequality, climate, environmental degradation, prosperity, and peace and justice. Each SDG interconnect with each other and have set targets to achieve by 2030. These are truly complex systems integration Grand Challenges of all scales. Not only will we be “looking after our world”, such participation will help extend INCOSE’s global reach, diversity and influence globally.

Background and Approach

Grand challenges “represent the greatest obstacles to attaining universal well-being” (Ref: Wikiversity). They are “ambitious but achievable goals that harness science, technology and innovation to solve important national or global problems, and that have the potential to capture the public’s imagination” (Ref: White House). The 17 identified SDGs and associated targets can be labelled as Grand Challenges and do not occur in isolation. They are complex systems problems that we can apply a systems approach, engaging with a variety of stakeholder groups with a similar purpose. It will be a collaborative, learning journey.

INCOSE has a role to play and it is our intent to participate with other stakeholders on one or two Grand Challenges at any one time, starting in the near future. We will focus our resources and skills joining a globally orientated coalition. This may be through an existing alliance(s) or generate a new alliance.

This session will build on previous related work the INCOSE Academic Council has undertaken. As part of the Future SE Research Directions, the Academic Council selected four Grand Challenges to investigate what was needed in these areas with respect to useful research to help. (This effort was highlighted in one of the Invited Panels for IS2018.) However, for our session, where Academia was looking at Grand Challenges from the viewpoint of contributing to research and learning, we will be focusing on active participation in addressing a Grand Challenge, identifying our future steps towards having an impact.

4. Streamlined Events Model Session Leads: Tony Williams, [email protected] and Nicole Hutchison, [email protected]

Why this Session is important

Expanding the Events value stream by adding additional smaller events will provide great benefit to our members and our profession. Care must be taken to ensure these new activities are well targeted, well planned, and are synchronized with existing INCOSE related international and/or regional events. It is envisaged these streamlined events will be of 1 of 2 day durations, with minimal preparation time and effort to organise and a lower level of financial investment.

Background

The INCOSE International Workshop and the International Symposium are the INCOSE ‘flagship events’ and are primary focus of the INCOSE Events organization as well as the Events value stream. As part of the evolution of our Events value stream, we are looking at introducing and/or supporting different types of events. This could be:

• Smaller events like workshops, • Targeted “focus events” with narrow topics such as HSI, AI, block chain technology, etc, • Participating in another organization’s event, e.g. hosting a Systems Engineering track, • “Mixed Media” events using different communication and media modes, e.g. incorporate webinar with a

face-to-face event, conducted over 2 days in different locations with one site face-to-face and the other site remote connecting, etc.

At the same time, Chapters acting alone or in collaboration conduct conferences and workshops in different parts of the globe. Key to success of new streamlined INCOSE events will be synchronization to avoid conflict and enhance synergy. This also presents the opportunity for mixed sponsorship models – where a Chapter or Sector might lead an event on behalf of the global organization. Regardless of event type or sponsorship approach, candidate events must be conceived with the expectation that a profit will be made.

5. Membership Engagement – Preparing for Implementation. Session Leads: Tina Srivastava, [email protected]; Don Boyer, [email protected]; and Kayla Marshall, [email protected]

Why this Session is important

Based on the analysis of INCOSE membership data over recent years, far too many new members do not renew after one or two years. Engagement is key to retention. We must engage all members, in particular new members from the day they join INCOSE. However, we need to expand involvement to include other parts of INCOSE. This session will broaden the scope for the membership engagement initiative and a strategy for the initiative moving forward.

Background

INCOSE is attracting new members on a steady and increasing rate. However, this is masked by the number of new members who fail to renew their membership. Hence our retention rate needs to improve.

Retention begins when a member joins INCOSE. Studies of other associations and technical organizations clearly show early engagement as key to retention. There are many ways in which a member can engage. This can be through social media interaction, participation in working groups and initiatives, invitation to events, to name a few. It is important to make every touch point more inviting and accessible. This will require every INCOSE entity that interacts with members to ensure their touch points are member focused, user friendly, and show clear benefits to members’ professional challenges and career.

The expected output from the strategy session is as follows: • Agreement of high priority touch points for new members, including at each touch point -

o Identification of the most important factors to engage a new member, o What data/information is needed to better understand how to engage;

• Specific actions, with focus on immediate/near term implementation, to improve the touch point and encourage further engagement;

• Identification of means to ensure implementation of initiatives and measure success, including identifying how to report and track lessons learned;

• Increased awareness of why and how all parts of INCOSE are critical to engagement; and • Engagement strategy moving forward with check and adjust timeframes.

Systems Engineering D.C. 2020

The Premier Systems Engineering Event

in the Mid-Atlantic Region INCOSE WMA is pleased to announce the Systems Engineering D.C. (SEDC,) the premier Systems Engineering event in the mid-Atlantic Region! This staple of INCOSE WMA supports several functions of the WMA Chapter.

• First and foremost, it provides a platform for our members to showcase systems engineering expertise to leading edge Engineering Firms, the Department of Defense (DoD,) and other Federal and Local Government Agencies.

• Secondly it promotes the purpose and charter of INCOSE, and lastly provides the WMA Chapter with a fund-raising opportunity.

The focus of SEDC 2020 are Local, State, and Federal Government Agencies and is a traditional two-day conference with speakers, presentations, vendors booths, sponsors and social events. WMA has also sponsored INCOSE SEP exams and other SE training events during this conference. The past several events have been held at the Marriott’s Westfield’s Convention Center but WMA will gladly accept any and all location suggestions!

This is a big undertaking for WMA and as such we are asking our membership to step up and volunteer! A planning committee will be formed in next few months and will need all the support and help our members can provide.

Other Upcoming INCOSE/Systems Engineer Events

Working Group of the Month INCOSE Complex Systems Working Group

The purpose of the Complex Systems Working Group is to enhance the ability of the systems engineering community to deal with complexity. The Complex Systems Working Group works at the intersection of complex systems sciences and systems engineering, focusing on systems beyond those for which traditional systems engineering approaches and methods were developed.

The Complex Systems Working Group focuses on the challenges and opportunities presented by systems with large numbers of components, with even greater numbers of interactions distributed in scope across multiple scales and/or across large areas. Systems of interest are characterized by rich interdependence among diverse components, non-linearity, open systems boundaries, networks of causality and influence (vice linear causal chains), emergence, varied and changing system goals, self-organization, and multi-level adaptation. These traits limit the utility of traditional systems engineering paradigms, which are generally centralized, goal oriented, requirements driven, and reductionist in approach. These traits, however, are increasingly the norm and not the exception. The Complex Systems Working Group collaborates with the Systems Sciences Working Group to define the scientific basis of these characteristics.

Further, complexity is a characteristic of more than just a technical system being developed. The socio-technical ecosystem in which a system under development will be employed exhibits these attributes, as does the environment that gave rise to the challenge or opportunity to which the system was developed in response. Further, the design and development of technical systems is a complex endeavor itself. It is critical for systems engineers to understand the nature of the systems with which they are working, and of which they are a part, to be effective.

The goals of the Complex Systems Working Group are to communicate the complexity characteristics to systems engineering practitioners, provide knowledge and expertise on complex systems in support of other INCOSE working groups working in their systems engineering areas, facilitate the identification of tools and techniques to apply in the engineering of complex systems, and provide a map of the current, diverse literature on complex systems to those interested in gaining an understanding of complexity.

Complexity Primer Recognized as 2016 INCOSE Product of the Year The Complex Systems Working Group was recognized during the Opening Plenary of the 2017 International Workshop, receiving the award for the 2016 Product of the Year for A Complexity Primer for Systems Engineers. Congratulations to the group, and particular thanks to all those who contributed to its development and acceptance as an INCOSE product. The intent for the primer was for it to be a “living document”, with regular updates and supplemental materials that drill down into more detail on particular topics of interest to the SE community. Student Chapters Happenings at George Mason

2nd Annual Andrew Sage Memorial Capstone Design Competition

April 29, 2019 George Mason University, Fairfax, Virginia, U.S.A

The Systems Engineering Capstone Design Competition is a student-focused international forum for the design of complex systems. The competition is a leading showcase for undergraduate and graduate (Masters) design projects, such as those from capstone design courses or from baccalaureate, honors, or design-oriented graduate theses. Designs should demonstrate System Engineering skills and knowledge to perform all the activities associated with the “System Engineering – V." Designs should include analysis of Context, Stakeholders, Concepts of Operations, Requirements, Design (including trade-offs of alternate designs), Implementation, Verification, Validation, and Business Plans. Where possible, model-based simulations and/or prototypes shall demonstrate the Con-Ops and be used to generate data for design trade-off analysis. Verification testing should be demonstrated. Validation testing and Business Plans are encouraged. Projects sponsored by faculty, industry, and government are encouraged.

BEST PAPERS:

One paper per track will be awarded the Best Paper Award. Awards shall be determined by a team of experienced System Engineers and Engineering managers from industry and government. Awards are based on the quality of the written paper and the presentation. Quality is assessed by the demonstration of System Engineering skills and knowledge associated with the SE-V.

Undergraduate and graduate student papers will be assessed in separate tracks.

Teams interested in Entrepreneurship opportunities are encouraged to participate in the “Shark Tank” competition (in addition to the technical sessions).

Extended Abstract must be between 750 and 1000 words. Extended Abstracts should include concise summary of the project including: Context, Stakeholders, Concepts of Operations, Requirements, Design (including trade-offs of alternate designs), Implementation, Verification, Validation, and Business Plans. Extended Abstracts may include preliminary results. Extended Abstracts must include Title and Authors Names.

Friday, March 8, 2019: Notified of paper acceptance.

Monday, April 1, 2019: Upload completed conference paper manuscript by 11:59 pm East Coast time. All papers must be submitted in IEEE conference paper format and no longer than 8 pages.

SE Eminence Opportunities

INCOSE Technical Leadership Institute INCOSE Technical Leadership Institute is a development program for active INCOSE members seeking to improve their leadership skills in open, collaborative environment.

Purpose:

The purpose of the Institute is to accelerate the development of systems engineering leaders who will exemplify the best of INCOSE and SE profession.

Program Overview:

The technical leadership institute is two-year program where new cohort is formed annually. There are four events per year: two face-to-face and two webcasts. There are individual projects work between the events. Each cohort mentors the one following. The candidate for the cohort must be nominated by an INCOSE Chapter leader by submitting an application package and be recommended by their home organization.

The Benefits:

• Individual members will become more capable leaders within their organizations • INCOSE will have a growing pool of capable leaders from which to draw on, filling leadership positions • INCOSE’s international reputation will be enhanced by helping to develop systems engineering leaders of

the highest caliber
