April Message from Board President Richard Stoll
Spring has sprung and so let’s have the dancing and the fun at the Tropics
begin. Since the New Year’s Eve Party we have had great fun at our events. But
we are not through yet. Join us with Beatle music this month, Latin night in May
and Hawaiian night in June. We want to thank Jerry Garcia, Christine Lee, Brenda
Sands and all the others for putting on such great events.
The wish list is in for this year. Many residents have helped make it one of
the best lists that we’ve had. I presented it to Management and they seem
excited in getting started on them. Stay tuned for some changes coming up for
the betterment of the Tropics. Speaking of betterment for the community, we
need a Betterment Committee. Management said we can buy lawn equipment
that can be shared by the residents, but it needs to be controlled by the
committee. Management will give us a place to store it, but not be liable for its
use.
This month I need to appoint a nominating committee for the Election this
July. If interested come to the meeting on April 11. At this meeting we should
have updates on the wish list and other projects being done in the park.
I want to wish Melody and the Bingo volunteers for their 4th year
anniversary in running Bingo every Wednesday night. Check out the celebrations
going on each week at Bingo. Remember all new players get first pack free and if
you bring them yours is free also. The Snack bar is open to all, even if you don’t
play Bingo. Clarence is on the grill with Traci and Jerry supporting him.
I’m looking forward to the next three months of events. I don’t even have
to organize them. I will be cooking and supporting but I get a rest. Thanks to all
the support and team effort in making our events fun for everyone to enjoy!
A word from your editor— As President Richard states above, your elected officers are ob-ligated to serve just THREE MORE MONTHS . That includes your Breeze editor. We have been having great events. Your Resi-dents’ Club is on a roll. Don’t drop the ball! Attend the April Gen-eral Meeting and express your interest in joining the Board, or trying your hand as Editor.

MILLENNIUM MEMO Last month I mentioned that we’re looking at a possible refinancing of The Tropics’ bonds. We’re told that we can substantially lower the annual bond payment—perhaps by as much as $300-$500K. That would be exciting, wouldn’t it? It’s a month later, and our “looking at” a refinance has progressed to “actively pursuing.” We’re hoping to get City Council approval on April 9, although there’s a lot of work to do between now (I’m typing this on March 7) and then. The City says they’re on board, attorneys are busily drafting documents, the rating agency is scheduling its Site Visit… I should have a lot more to report next month. Keep your fingers crossed! Boardwalk to Better Health? Isn’t that a catchy name for a Health Fair? This fine event was scheduled for March 30, so I hope you stopped by. Stacee told me she expected to have health screenings, 16+ vendors, prizes, a FREE lunch, entertainment (either Celtic Singers or a Hawaiian group)…maybe even an Ear Wax Screening table. (Ear Wax Screener—how’s that for a job title?) One more attraction: the Spectrum folks previewed the Exercise Class they’re starting. As always, thanks to Stacee & SPARC for sponsoring the Boardwalk & the exercise classes. At the last Fair, I overheard a Grandmother talking to a nurse about her grandson, who had swallowed a quarter. “What’s his condition,” asked the Nurse. “No change yet,” she replied. More Reminders…
It’s finally stopped raining, Spring is upon us, new weeds have emerged…now is a good time to take a fresh look at your yard. Besides, it’s easier to remove your weeds while the soil is still damp. Or as one resident put it: “Weed it and reap!”
We continue to get complaints about Dog Waste around the Park. You might call it The Tropic’s Number 2 Problem.
It stinks to say this, but if no one sees the perps (or is willing to report them), there isn’t much we can do, is there? If you have a solution, we’d love to hear it. In the meantime, please teach your little buddy better bathroom manners.
Spare a kind thought for Miguel, as he struggles to keep The Tropics maintained while short-handed. Nancy told me that with all the recent rains, Miguel has been “swamped.” Hey—she said it, not me. Let’s hope Miguel gets help soon.
Take a look at your weeds, bring a baggie when you walk your dog, wish us luck with the bonds…and have a Happy Easter (April 21) and a Safe & Sane St. George’s Day (two days later)! George Turk

Manager’s Corner Our pool will open April 1 for the new season and will be monitored by Richard Esquivel on weekends and holidays. Please review the Swimming Pool Guidelines – hours for children under 18 – 9am-3pm Monday thru Saturday. Sunday and holidays remain open for all and residents must accompany their guests. Alameda County Water District increased the amount for water effective March 1st that will appear on your April bill. NO – not an April Fool’s joke. It is for real. Reminders: Please abide by the Cannabis Laws posted by Union City. You cannot smoke or consume cannabis anywhere in public, including driveways, parked vehicles or the playground area. In addition, outdoor cannabis cultivation is not permitted. Yes, I have received complaints. Be kind to your neighbors and with the good weather give your yards a good spring cleaning. The Breeze of last November contained an article by Union City Senior
Commissioner, and Park Resident, Anita Roque, about her good work volun-
teering in a Community Vegetable Garden. Now she has put to paper some thoughts
about gardening:
How Does Your Garden Grow
SEEDS are the beginning of life, just as human life begins from
a seed in the womb. Seeds need water, fertilizer, sun and
nutrients as we need them, too. As seeds mature into a plant we
also mature into our body. Some plants do better in different
seasons, like the cactus, it likes hot weather others like warm and
cool as in the spring, just like we do. Plants have their season but
can become ill, they too have diseases, we’ll call fungus and weeds,
we too have our own illnesses which can interfere with our life’s
season. Some plants need pruning to cut back to make room for
new growth, as we do also to make changes for new growth as we
should in our lives. After months of hard work it’s time to reap the
benefits of your hard work and harvest your fruit and vegetables
and appreciate their contribution to our lives until our season of
life ends. To love gardening teaches a lot about ourselves such as
endurance, wisdom, appreciation, sharing, thankfulness, and
healthy eating. So love yourself as the beautiful flower you are
because you are your own garden.

Board Meeting Minutes
2-7-19
The meeting was called to order by Vice-President Ernie Odiamar at 7 PM
Roll call was read with all members present
There were no quest speakers
The minutes for January 3, 2019 were read and accepted
The Treasurer’s, Bingo and Traveler’s reports were read and accepted
Correspondence and e-mails were read.
Old Business:
Ernie mentioned that we still have openings. He brought up the question of “what can we do to get more involvement in the Board”.
February breakfast was mentioned
Everyone enjoyed New Year’s Eve Dinner and Chinese New Year Dinner.
Mardi Gras was discussed. Brenda gave an overview of the food and who is doing what. A discussion followed about the cost. Richard moved that we pay Carolyn approximately $250 for decorations. Motion carried. A meeting for organization will be Tuesday, February 12
New Business:
St. Patrick’s dinner was presented. Then a discussion of entertainment and dancing was discussed.
Wish list was discussed. B-Bug wants popcorn machine, Clean the creek, speed in the park, new solar signs for speed, make Tropicana a 3 way stop, stop sign at entrance, a discussion of speed bumps or rumble strips, install lights above poppy bag dispensers, digital clock in the dinning room, new TV for the stage (Board voted to use Snack Bar money to buy one), and Pete Lowe sent a letter concerning a new organization of the dinning room during non-event days. Kitchen flooring needs to be replaced and better railing in swimming area. Sorita asked that we request lawn equipment for residents to use to keep their yards clean.
The Board voted to donate $1,000 to Spectrum.

I'VE DISCUSSED, IN THIS FORMAT, THE PROBLEM WITH OUR RESIDENTS AND
THEIR DOGS. NO LEASHES, NOT CLEANING UP AFTER THEM, ETC.
SOOO, FOR THE CAT PEOPLE. I LOVE CATS. I SINCERELY DO. UNFORTUNATELY,
AS I'VE AGED, (YUK), I'VE BECOME ALLERGIC.
BACK TO THE POINT.
OUR LEASE IS QUITE CLEAR ABOUT CATS. 2 PER HOUSEHOLD AND THEY MUST
BE KEPT INDOORS. WELL, THAT RULE HAS BECOME VERY BLURRED. IN FACT,
FOR THE MOST PART, IGNORED.
CATS HAVE BECOME FREE TO ROAM THE PARK AND, ARE ONCE AGAIN,
AGAINST THE RULES, BEING FED OUTDOORS. NOT ONLY ENCOURAGING
OUTDOOR LIVING BUT ALSO BRINGING IN UNDESIREABLES, LIKE SKUNKS,
WHICH ALL OF US COMPLAIN ABOUT.
ONE BIG POINT WITH ME, A VERY CONSCIENTIOUS DOG OWNER, IS THAT NOT
ONE OF THESE CATS ARE ON LEASHES AND, NOT ONE OF THEIR OWNERS ARE
FOLLOWING THEIR CATS AND CARRYING "POOPIE BAGS".
WHILE THESE SAME PEOPLE COMPLAIN ABOUT DOGS MESSING IN THEIR YARDS,
THEY HAVE ABSOLUTELY NO IDEA WHERE THEIR CATS ARE "LEAVING THEIR
MARK". MY YARD HAS BEEN A "DUMPING GROUND" FOR QUITE SOME TIME. A
NUMBER OF MY NEIGHBORS FALL INTO THIS "CAT"EGORY.
