Our responses on each the different items of your letter are as follows.

A. 24kV Outdoor Automatic Recloser with by-pass Switch

1. By-pass Switch: the vendor HEAG is approved for by-pass switch. Please provide information of the item to be supplied (model reference as per catalogue etc.) and test reports (of same model same rating) to relevant IEC standards for considering the product approval.

2. Your explanation is not regarded as convincing. Please comply with the Contract. Type tests shall be done on the same item (same rating) to be supplied to comply with clause 7.3 of the Technical Specification in the Contract Documents and submitted for our review.

3. Battery

Submitted is only a schematic diagram. Please provide details as per paragraph 7 & 8 under clause 7.4.2 a) of the technical specifications. (E.g. input voltage to the charger, equipment required to derive input voltage, are those equipment built in the auto recloser or external to it? battery characteristics, battery life, number of operations that can be performed when battery fully charged, etc.)

4. Recloser tank:

The offered recloser tank is made of steel sheet with plastic spray. This does not comply with clause 7.4.4 of the technical specifications.

Required as per clause 7.7.4 is; the tank shall be made of stainless steel, galvanized steel or aluminum and strong enough to support dynamic short circuit forces and the vibration of the automatic recloser during operation and transportation. Please refer the clause for full details.

Therefore the offered tank is not acceptable. Please provide tank to comply with the above clause.

5. Operation counter is required. Please see clause 7.6 for the full list required accessories.

6. The submitted catalogue contains details of many models of ground operating rods. It is not possible what item is going to be supplied. Please give the catalogue number.

B. 24kV Disconnector Switch

The Distance between phase centres specified in the specifications in the Contract Documents is a requirement. Please note that any specific requirements as stated in the Technical Specifications (Tech. Data Sheet) shall be binding. The offered switch is not acceptable. Please compare the offered product with the drawings given in the Contract Documents for more details regarding deviations.
