A 59 year old Oracle man surrendered to Pinal County Sheriff’s Office SWAT members after negotiators were able to convince the man to

leave the home he was barricaded inside. According to the Pinal County Sheriff’s Office, EMTs from the Oracle Fire Department responded to a

Oracle man arrested after opening fire on EMTshome in the 2200 block of West Ivan Street in Oracle on Wednesday, Sept. 7, after a woman called to report her husband had overmedicated himself with prescription drugs. As the Oracle Firefighters/EMTs arrived on scene, the patient, identified as James Evans, 59, became agitated, proceeded outside and fired a .223 caliber rifle approximately 11 times into the air. Evan’s wife attempted to take the weapon from her husband but was unsuccessful. Both then went back into the home. PCSO deputies responded

as the EMS crew evacuated. Evan’s wife left the home unharmed and informed deputies that Evans would not come out and was heavily armed. Evans refused to speak with law enforcement for approximately two hours, but a SWAT crisis negotiator was eventually able to make contact with Evans and convinced him to surrender peacefully at 7 p.m. No one was injured during the incident. Once inside the home, PCSO verified that Evans had a large stock of weapons and ammunition.

Evans was taken to a nearby hospital where he was evaluated and properly medicated. He was booked into the Pinal County Jail in Florence on charges of discharging a firearm within city limits and domestic violence-disorderly conduct with a weapon. Larry Southard, Battalion Chief at the Oracle Fire Department, said he was very proud of the firefighters involved in the incident. “I met up with our on duty crew about two minutes after the shots

were fired,” he said. “They were visibly shaken up, but they handled the situation very professionally and they acted in a manner that was consistent with their training.”

Editor, San Manuel Miner: This is in reference to the letter to the editor written by Robert Skiba in the San Manuel Miner, published on Aug. 10. Hello Mr. Skiba. My name is Aubrey Keck. I assisted in starting the Pinal County Deputies Association in 1997. I would like to tell you why public employees need a union. In 1997, under the leadership of Sheriff Frank Reyes, the Pinal County Sheriff’s Office was among the least trusted of agencies in the state. Employee morale was at an all time low and those employees who tried to do anything about the situation found themselves immediately blackballed for any of the

Letter to the Editor: Here’s why deputies need a unionspecialty assignments or promotion. They could not do anything about it; to speak out was automatic termination. As a county employee, we found ourselves to be third class citizens within the county in which we lived. To join the sheriff’s office I was told to first register as a Democrat. At work I was told as a deputy not to do too much and not to make any complaints about the way the sheriff’s office was ran. Back East they have a little thing known as Civil Service. While it has many detractors, its main function was to hire qualified employees and protect them from the vagaries of the political office that they worked under. Every politician has his own idea of how things should be run (sometime regardless of what the law states) and who they want working for them. In

Tamany Hall days it was out with the old (all of the old employees that had not supported the new political regime) and in with the new. Pinal County, along with the rest of the counties in the state has a Merit Board. The purpose of the Merit Board is to protect employees from being fired without cause. One of the parts of the Merit Rules at the time allowed an employee a hearing in front of the Merit Board if he felt that he/she had been mistreated or dealt with harshly without cause by an administration. During the early 2000s that was removed from the Merit Rules and employees were left with being able to lodge grievances only for suspensions, demotions or terminations and EEOC issues. One political administration after another has seen to removing the employees’

recourses and even their ability to speak out. On the other hand, an employee union is a protected entity. It can speak out for those employees and inform the public of what is going on in its government. Its speech unlike the

individual employees’ is protected. We, the Pinal County Deputies Association, have worked for more than 13 years to first get the Meet and Confer Ordinance and finally to get a written contract with the county. This contract spells out

how the employee will be treated in certain situations. It assures the employee of at least a fair shake in his/her employment, regardless of who the current sheriff is. One of our mottoes has been that Sheriff’s

come and go, but the job remains the same. The deputies that work in your communities, the dispatchers, the secretaries, the evidence personnel and the detention personnel have all worked hard to get where they are. They depend on their jobs to feed their families the same as the rest of the community. Most of them are in highly specialized positions that they have both gained experience and trained for. They work hard for you, their community, for they are a part of you. Until a better solution comes around, the union and collective bargaining

is here to stay. I’ve seen politicians come in and attempt to sweep out many of the older employees, sometimes with reason and sometimes not. They have concocted one plan after another to accomplish this. From reinterpretation of existing rules, to re-writing the rules, to changing a position’s name in order to get the people into place that they want. They have no care for the existing employees as such and indeed those methods are still in use today. I hope you understand Mr. Skiba, that they are just fighting to keep their jobs and to be treated fairly. You would think that is not too much to ask. Sincerely,/s/ Aubrey M. Keck

Editor, San Manuel Miner and Copper Basin News: After reading the comments Peter Rios made in the Copper Basin News and San Manuel

Miner newspapers about the Sheriff Babeu and Rios’ incident at Maria’s Restaurant, I would like to add my comments about Babeu’s irresponsible actions.

In early July, I walked into Babeu’s office in Oracle and was met by one of his deputies who asked if he could help me. I told him I was there to file a complaint of somebody

who trespassed and broke into three travel trailers I have stored on private property in Pinal County, vandalized and stole private property. The deputy wrote down

Letter to the Editor: In agreement with Riosmy complaint of the damages and also the names of the suspects and their place of residence in Dudleyville. To my surprise, the deputy didn’t know where Dudleyville is. He promised me there would be an investigation and he would contact me as soon as it was conducted. One month went by and I still hadn’t heard from Babeu’s office. In August, I walked into Babeu’s office and I asked him what happened to my complaint. He said he knew nothing about it. I think Pete Rios was right. Babeu doesn’t even read the incident reports. Babeu assigned one of his

Sergeants to the case and I had to go through all the paperwork, again. Again they promised me there would be an investigation. Another month has gone by and I still haven’t head from Babeu’s office, even though I presented proof and evidence who the suspects were and how they could be contacted. I know the suspects are still running loose and still vandalizing and stealing from rural county residents. Peter Rios, “I second the motion.” Mr. Babeu should start cleaning up his department./s/ Larry RomeroConcerned Citizen

Editor, San Manuel Miner: This letter is to thank Charlie Mendez for keeping his yard and a foreclosure next door

mowed and trimmed. He has been known to do other yards in our neighborhood when people aren’t able. Guess what? Charlie is

a renter who even takes care of the inside of the rental and I bet he even pays his rent when it’s due. If you know anyone else

that goes all out for our town let them know how much it means to people who care about our town. God bless you, Charlie./s/ Betty Sereda

Mammoth Police Report The Mammoth Police Report is submitted by the department. According to state law, there are two methods by which police may arrest suspected offenders. The suspect may be physically taken into the department and booked into jail, or the arresting officer may write a citation and release the suspect to appear in court later. All suspects are presumed innocent until proven guilty in a court of law. Aug. 21 A disturbance was reported in the 500 block of Rolfs Avenue. The

parties were advised of the complaint and asked to keep the noise down. Aug. 21 Mammoth Fire assisted a patient in the 88000 block of river Ranch Road. The patient was transported to the Oro Valley Hospital. Aug. 21 Loud noise was reported in the 500 block of Crenshaw. The parties were asked to keep the noise down. Aug. 21 An intruder was reported in the 700 block of Dungan. Officers were unable to locate. Aug. 22 An officer

responded to a report of a dog left after people moved out from a residence in the 700 block of San Manuel Drive. The owner was contacted and the dog situation rectified. By Mila Lira For the past three weeks, Copper has remained just over $4 a pound. Throughout the day Copper had dipped below $4 to $3.91 but closed at $4 a pound. Gold, Silver and Platinum also continue to experience a decrease in price.Millrock Announces Resumption of Drilling at San Jose Copper Porphyry Project, Arizona Millrock Resources Inc. reported that it has started a second phase of drilling at its San Jose project in the Safford area of southeastern Arizona. Inmet Mining Corporation (“Inmet”) is funding the drilling as part of an earn-in option agreement. Millrock is the operator.Three holes will be drilled in the northern part of the San Jose claim block to test coincident

magnetic high ZTEM conductor anomalies. Six geophysical anomalies were identified during a recent airborne survey and three have been selected for this drill program. Based on their survey results, Millrock staked an additional 289 claims, substantially increasing the property holding. The holes have been pre-collared using a reverse circulation rig, and will be completed with a core rig. Hole depths may be up to 1,700 m each. The San Jose project is positioned right at the intersection of the prolific Safford and Morenci porphyry trends. The Safford deposits, presently being actively developed by Freeport McMoran Copper & Gold, form a linear northwest striking trend. The San Jose project is located approximately six km

from the Sanchez deposit at the southeast end of the Safford trend. Morenci is located approximately 30 km to the northeast. Together, Safford and Morenci account for approximately 10 billion tons of past copper production and future reserves and resources. A porphyry cell located on Millrock’s claims was discovered by drilling done by Noranda Inc. in the early 1990s. ZTEM geophysical conductive zones surrounding magnetic highs are the primary target of the current drilling program. The geophysical signature appears very similar to that reported over the Safford deposits.Toro Resources Granted Permit for 27 Drill Sites Toro Resources Corp. has reported that the US Forest Service’s Tonto National Forest has issued

Mining Reporta permit which will allow the Company to conduct an exploration drilling program at its Morgan Peak Copper Project in Arizona which is located in the Globe-Miami mining district. The Morgan Peak project has been explored since the late 1940s by numerous groups including Consolidated Copper, Kerr-McGee, Exxon (Humble Minerals), Phelps Dodge and most recently American Copper Corporation. The permit allows Toro to drill-test the southern and eastern portions of the project area with 27 drill sites under a Plan of Operations. The Company intends to carry out the program of core drilling, totaling approximately 3,000 meters, to test the thickness and depth of the copper mineralization. The Company is currently negotiating a drill contract and intends to mobilize the drill within the next 60 days. William Galine, President of Toro, states that, “We designed this drill program to have minimal environmental impact

while providing the company with a thorough test of the project. Based on past work and Toro’s recent studies, we believe that if the Company has exploration success then development of this project could substantially boost the local economy.” Historic drilling has identified copper as copper oxide and chalcocite occurring as a shallow “blanket” of mineralization within the project boundaries. The zone of mineralization is an area roughly 1,500 meters wide by 3,600 meters long extending in an easterly direction throughout the property. Past drilling includes over 70 holes ranging from 120 meter spacings in the northwestern portion to over 1,000 meter spacings in the eastern portion of the property. The 27 permitted sites are interspersed between historic holes within the south and central portions of the project area. These sites are designed to further define the mineralized “blanket” encountered in previous

drilling and provide a sense of continuity. Florence Coppert Project Curis Resources Ltd. received a key letter of support recently from Arizona State Land Commissioner Maria Baier in relation to the development of the Florence Copper project. In a letter dated August 24th, 2011 the State Land Commissioner concluded that: “...the ASLD, whose mission is to manage State Trust lands and resources to enhance the value and optimize economic return for Trust beneficiaries, has no objection to the FCP (Florence Copper Project) from an environmental perspective, and does see a clear benefit to the Trust from revenue generated through its mining operations and subsequent reuse made possible through sound mining and reclamation practices.” “We welcome the support and leadership that has been shown here by Commissioner Baier” commented Michael McPhie, President and CEO of Curis. “After many months of technical review and meetings with our team in Arizona, the Arizona State Land Department (ASLD) has concluded that the development of the Florence Copper Project is the highest and best use of the land. . This is a key step in the approval and permitting process for the project and is an important part of preparing the ground for the start of development early in 2012.” Curis holds the rights to a 160 acre Mineral Lease issued by the ASLD. That lease covers a little over half of the known 2.84 billion pound Measured and Indicated copper oxide resource located in Florence, Arizona. The remaining 1,182 acres of land that is owned by Curis

By John Hernandez Hey, kids! Want to take Mom, Dad and the whole family out for a nice meal to celebrate perfect (or near perfect) attendance at school? Here’s your chance! The Mammoth-San Manuel Unified School District has begun a pilot attendance incentive program, developed to offer kids and their parents a reward incentive for improving attendance in the school district. The Mammoth-San Manuel Unified School District Education Foundation is providing a $50 gift certificate good for any restaurant in the Tri-Community. Students from 1st grade

The Miner swimmers traveled to Canyon State Academy on Thursday, Sept. 8, to compete in a five-way meet against Phoenix Christian, Bourgade Catholic, Valley Christian and Canyon State. The Miner boys swim team narrowly won the swimming portion of the competition. Boys’ swimming scores were San Manuel 65 points, Canyon State 64, Bourgade Catholic 50, Valley Christian 31 and Phoenix Christian 13. Canyon State won the boys diving competition with 10 points (no other teams had divers) and that was enough to place them ahead of San Manuel in the overall meet standings.

The Miner girls team finished third. Final girls team scores were: Valley Christian 83, Bourgade Catholic 76, San Manuel 39, Phoenix Christian 21. Wayne Newman led the Miner charge at the meet. Newman won both individual events he swam, setting two new individual school records in the 200 Freestyle and 100 Breaststroke. In addition, Newman swam a time that may qualify him for the state Championship Meet. Coach Alex Gort explained that in swimming, the fastest 32 swimmers in individual events qualify for the State Championship Meet in November. Coaches expect that Newman’s 100 Breaststroke time of

1:07.94 will easily qualify him (perhaps in the top 16) for State. Newman was also on the winning 200 Medley Relay team with PJ Mortensen, Martin Seballos and Colten Smith which set a new school record of 2:01.94. Martin Seballos and Colten Smith finished first and third in an extremely close 100 Butterfly race where the top four swimmers finished within a second of each other. John Bribiescas set a new school record in the 500 yard freestyle with a time of 7:06.83. Bribiescas, Newman and Seballos joined with Daniel Shenk to set a new School record of 4:21.43 in the 4 x 100 Freestyle Relay. The girls team swam

Cierra Austin finished second in the 50 Freestyle and third in the 100 Breaststroke. Both boys and girls will compete in an upcoming meet on Thursday at Canyon State against Tanque Verde, Florence and Poston Butte. By Frank Smith The San Manuel Miners varsity football team hosted the Tombstone Yellow Jackets Friday night, keeping the Yellow Jackets from taking flight with a 48 – 14 win. The weather played a factor in late into the second quarter as rain and lighting caused an hour and a half delay in starting the second half. The Miners received the opening kick off with return man Jared Gonzalez bringing the ball up the Miners 40 yard line on a 25 yard return. San Manuel lined up for the drive but was forced to punt after quarter back Marcos Sierra took a sack for a 13 yard loss on third down, making it a fourth and 20 to go for the first down. Tombstone took over for their first possession of the night at their own 42 yard line. The Miners would not have to wait long as the Yellow Jackets fumbled the ball three plays on the exchange with linebackers Fernando Torres recovering the ball for the Miners. The Miners lined up at their own 49 yard line and gave the ball right back to the Yellow Jackets on the very first play of the drive as the ball was also fumbled on the exchange. Tombstone took over at their own 49 yard line. The Yellow Jackets threatened to score as they moved the ball into the red zone two plays later at the Miners 12 yard line. The Miner defense stepped up turning Tombstone away with several key plays driving the Yellow Jackets backwards. After a five yard penalty against Tombstone, defensive end Anthony Garcia dropped the quarterback for the 15 yard loss bringing up a third and 28, then the right side defensive end John Croci stopped the running back for a no gain forcing the punt. The Miners line up at their own 20 yard line after the punt, running back Jared Gonzalez got the first snap taking the ball up the 33 for a 13 yard gain. The Miners drove the ball down field with a combination of quarterback Sierra and running backs

Gonzalez, John Ruiz, Vincent Valdez, and Daniel Perez taking the turns picking up yards along the way to set the ball up at the Yellow Jackets nine yard line. Sierra took the snap from center Daniel Renteria, handing off the ball to Ruiz for a nine yard touchdown run into the right side of the end zone. Ruiz also converted on the two point conversion to take the lead 8 – 0 with 6:56 on the clock in the first quarter. The Miners drove 80 yards in 11 plays taking 6:07 on the drive. The Miners defense forced the punt three plays later after the Yellow Jackets lined up at their own 20 yard line. San Manuel’s offense lined up at their own 38 yard line after the Tombstone punt. The Miners made quick work of the drive with running back Gonzalez getting the first call on the drive – hitting the right side of the line and turning on the after burners as he burned his way down field for a 62 yard touchdown run. Gonzalez also converted on the two point conversion for a 16 – 0 lead with 11:07 in the second quarter. The Miners drove 62 yards on one play taking :14 seconds on the drive. Tombstone would try to pace. On their next possession the Yellow Jackets took flight starting out at their own 18 yard line. Tombstone’s first play was a pass to the 38 yard line. The Yellow Jackets picked up five yards on the next play. Their next pass went incomplete. On third and five the Tombstone quarterback connected with a wide open receiver down at the San Manuel three yard line. The Yellow Jackets punched the ball in on the next play for a three yard touchdown run with 9:17 on the clock in the second quarter. The two point conversion was good for a 8 – 16 score. The Yellow Jackets drove 82 yards in five plays taking 2:16 on the drive. On the next possession for the Miners, Sierra dropped back on a second down and two yards to go for the first down – fired a pass down

field that was tipped and intercepted, the Yellow Jackets returned the ball back to the Miners 41 from their own 47. Tombstone was within striking distance after five plays at the 30 yard line. The Miners defense stood their ground – getting the ball back for the offense after a pass went incomplete for the Yellow Jackets on fourth and 15 at the Miners’ 25 yard line. The Miners took over on downs at their own 25. Ruiz got the first call picking up nine yards. Gonzalez lost two yards. A motion penalty went against the Miners, making it a third and eight. Ruiz picked up another nine yards for the first down. On first and 10, running back Perez gained two yards. Sierra picked up one yard on a keeper. Gonzalez ran for five yards, facing a fourth and two yards to go; running back Valdez blasted down field for 17 yards – picking up the first down. With the offense lined up at the 39 yard line on first down, Sierra handed the ball off to Ruiz who hit the right side of the line and sprinted down field 39 yards for pay dirt. Ruiz also converted on the two point conversion for a 24 – 8 score with :11 left in the half. The Miners drove 75 yards in eight plays taking 5:23 on the drive. After a lengthy delay – the second half began with the Yellow Jackets fumbling the ball on their first play of the opening drive; linebacker Perez recovered the fumbled ball at the Tombstone 30 yard line giving the Miners the short field. San Manuel lined up at the 30 yard line. With Ruiz gaining six yards on the first play, Valdez picked up 15 yards for the first down. Ruiz ran for one yard and Gonzalez would set up another touchdown, moving the ball down to the 10 yard line where Sierra called his own number on the next play running the ball in for a score on a sweep to the right side of the field. Ruiz would convert on the two point conversion for a 32 – 8 score with 9:06 showing on the clock in the third quarter. The Miners drove 30 yards in five plays

taking 2:42 on the drive. Tombstone’s next drive resulted in a punt as did San Manuel’s next possession giving the ball back to the Yellow Jackets at their own 48 yard line. The Yellow Jackets continued to invade Miner territory bringing the ball down to the San Manuel 33 yard line looking to score. The Miners’ defense once again held their own this time with defensive lineman Rene Ortega recovering the fumbled pitch at the Miners 32 yard line. The Miners’ offense lined at their own 32, marching the ball to the Yellow Jackets one yard line with running back Perez capping off the drive with a one yard push into the end zone. Valdez converted on the two point conversion play for the lead of 40 – 8 with 9:07 in the fourth quarter. The Miners drove 68 yards in nine plays taking 3:36 on the drive. The Yellow Jackets would not go away quietly. Tombstone would score on the ensuing possession when the Yellow Jackets running back scored on the third play of the drive on a 63 yard run into the end zone. The two point conversion pass was intercepted by Miner defensive back Mariano Lopez to keep the score at 14 – 40 with 7:34 left in the fourth quarter. The Miners would score for their final time of the night – lining up at their own 20 yard line. Ruiz gained nine yards on the first play of the drive. Valdez would take the ball to the 45 yard line on the next play. Ruiz found his way to the 50 yard line where on the next play quarter back Sierra kept the ball-sprinting up the middle for a 50 yard dash into the end zone. Gonzalez converted on the two point conversion play for the score of 48 – 14 with 5:19 left in the game. The Miners drove 80 yards in four plays taking 2:25 on the drive. On the final possession for the Yellow Jackets, the Miners’ defense continued to pressure the quarterback, forcing errant throws where a pass was deflected away by defensive back Richard Ochoa. By John Hernandez The Community Schools Youth Soccer League season has started and coaches and league officials have been busy. There are 25 teams this year. The league consists of three divisions, first graders and under, second and third graders and fourth through sixth graders. Teams are made up from kids in the Tri-Community as well as

from Kearny, Hayden-Winkelman, Dudleyville, Redington, Eagle Crest and Aravaipa. Referees are paid and made up of high school students and former students. The Coaches are volunteers. “We have some fantastic coaches,” said Larry Ramirez, Mammoth-San Manuel Community Schools Director. “Some of them are coaching more

Community Schools soccer gets off to a kicking good start

than one team.” The soccer games are on Saturdays and played in Oracle, Mammoth and San Manuel. There is a concession stand at games serving food and drinks. The

Community Schools allows non-profit youth organizations and school programs to run the concession and keep the profits for their group. “This allows us to keep the money local

and support local teams and organizations,” said Ramirez. Plans are in the works for a flag football league and a winter basketball league. For more information about Community Schools contact Larry Ramirez at (520)385-2337 or in Oracle call Rosa Flores (520)896-3050. Next week’s games start at 8 a.m. on Saturday in Oracle at the Mountain Vista football field.

By John Hernandez Mountain Vista Sports has started with the Lady Cougars volleyball team and the boy’s football team already competing. Last week the Lady Cougars eighth grade team defeated San Manuel. Their sixth/seventh grade team took San Manuel to three games before losing. Coaches say that their eighth grade girls are looking really good and they attribute this to the experience these girls

gained as sixth and seventh graders. The sixth/seventh grade team has potential but is young. Sixteen of the 25 girls on the roster are sixth graders. The Lady Cougars played in Superior this Monday. Information on this game was unavailable at press time. Coaches for the Lady Cougars are Janice Vigil and Trina Duarte. The girls are excited about this coming week as they are

getting new uniforms.Football The Cougars football team is very inexperienced and it has shown in their fi rst two games. They lost their fi rst game to San Carlos and lost at home last week to Miami 42 to 8. David Valenzuela scored the only touchdown for Mountain Vista on a long run after a busted play. The Cougars have a week off before traveling to Eloy on Tuesday, Sept. 20.

A full copy of the letter from Commissioner Baier can be viewed on the Company’s project web site at www.florencecopper.comResolution Copper Republican members of the Senate and House Western Caucuses released a plan to create jobs in America. The plan calls for eliminating restrictive government policies and regulations concerning domestic energy production as well as mining exploration, agriculture and forestry. One of the key points to the plan it so strengthen the mining sector the plan

specifically authorizes that the Southeast Arizona Land Exchange and Conservation act be passed to allow the Resolution Copper Mine to be developed. It is expected that the Republican controlled U.S House of Representatives will vote later this month on Rep. Paul Gossar’s Land Exchange Bill (H.R. 109). If the bill passes in the House of Representatives, the bill will then need to be approved by the Senate. Senators McCain and Kyl are both supporting the bill to be passed in the Senate but there will need to be support from the Democrats in the Senate in order for the bill to pass the Senate.
