PART I. CONTEXT

1. Origin

. ,

This Pre-Project is a follow-up of the ITTO's Expert Panel suggestions and recommendations to the Project Proposal-PD 134/02 (F). It focuses on provision of basic data of stock volume and condition of mangrove at Langkat District and its adjacent. The data will be used to forn1Ulate a project proposal and it will be used as initial infonnation to develop model of rehabilitation and sustainable utilization of mangrove forest. The model is required to support the on going Indonesia's policy in mangrove mamgement. It is expected that the model is not only the Langkat's environment, but also for other area. Langkat District, North Sumatera Province is choosen to be the proposed project area because it has high stock volume of mangrove area but it is poorly managed.

Local government and community have recognized that mangrove ecosystem support their daily life. Hov.rever, the ecosystem is under pressure and its ecological function is rieglected.

In line with the implementation of Act No. 22 of 1999 concerning Local Autonomy, the local government has higher authority to manage its natural resources including mangrove forest in their own region. It means that institutional dynamic and local policies will have more influence on mangrove forest. Therefore, it is predicted that a lot of stakeholders will involve in the activity of mangrove management. As a result, there will be many various interests and this will create serious conflict.

To anticipate this condition, Government of Indonesia (GOl) realizes that in order to manage mangrove forest properly, it is necessary to establish a suitable model. Jhe model should be a part of regional development policy

Significant activities that have already been irnplemented by GOI so far are : Mangrove Rehabilitation and Management Project in Sulawesi (1995-1997) funded by ADB Loan No : 125 i (SF) INO, The Development of Sustainable Mangrove Managernent Project (1993-1999) funded by HCA, located in West Nusa Tenggara and Bali ~rovinces. Then, followed by Mangrove Information Center Project, Bali, Technical Cooperation funded by GOl and JICA 2001-2004. .

Yet, result of rehabilitation eff{)rts done by responsible institutions and private sectors is not satisfying. The efforts have not sufficient enough to reduce the damage rate. Consequently, the mangrove condition is worse and this creates mangrove function, both economically and ecologically imbalance.

In order to rehabilitate function of mangrove forest especially in the project area, this pre­project proposal is written. Location of The Project is sawn in figure 1.

2. Sectol-al Policies

Indonesia is a centre of the world biodiversity, centre for various flora and fauna. Many endemic species are found in its forest. Unfortunately rapid development within the last two decades has damaged natural habitats and biodiversities in many locations. The damage intensity is higher in the coastal areas then in terestrial area, where its population growth rate is twice then that of the national popUlation. As results, dependency of the community to the coastal natural resource become more complex, natural resources are utilized excessively. land-use changes, and land capacity decreases. This is happened also in Langkai: District where mangrove forest is drastically degraded.

Indonesia also recognizes its role in the glcbal context especially related to appropnate management in solving environmental problem. Primary legislation, with respect to the coastal environment including mangrove, is already in place such as maritime jurisdiction. en\'ironmental protection, and conservation of living natural r~source.

The e1emem of policy and law related to coastal resource management are the fundamental as mentioned in the 1945 Constitution, the State Philosophy (Pancasila), official policy guidance as part of the development planning process, legislative decree, regulatory and adr:1inistrz.tive action, and traditional (adat) practices.

Aspects of envirom11ental protection and natural resource management are gradually being incorporated into government policy, including legislation. Some of the. most important policies are The National Guideline (GBHN), The Long Term (25 years) Development Plan and The Five Year National Development Plans (Repelita). Environmental protection and natural resources management as aspects of sustainable economic development have been reflected gradually in!hese fundamental policy guidelines.

The concem of GOI toward environment sustainability can be seen through the availability of The Sixth National Development Plan (1994/1995 - 199912000) containing Management Program which is aimed to improve sustainability of ecosystem function of marine and coastal area including policies to control environment degradation and coastal capacity development through environment management. The Plan states clearly that GOI has alTanged an explicit guidance concerning the implementation of management and conversion of sustainable natural resources including coastal and mangrove resources.

Politically, Indonesia has accepted an Agreement (UNCED) in Rio de Janeiro, Brazil 1992 and ratified many documents concerning Environment and Development; Statement of Principles in the field of Forestry; Climate ,change conversion, Biodive:r:sity Convention; and Global Document, Agenda 21.

3. Program and Operational Activities

Forest rehabilitation and sustainable utilization is one of the five prio~ity programmes of Ministry of Forestry (MoF) of Indonesia including mangrove forest. Since 1988, MoF has already paid high attention to the degraded mangrove such as by implementing in such projects through Technical Implementing Unit in the field. The propo~ed project of Mo dei of Rehabilitation and Sustainable Utilization of Mangrove Forest, at Langkat, North Sumatra is an effort for rehabilitation of mangrove forest for stakeho1ders in Langkat District and Sumatera Island in general. By the time after the first phase of this project is completed the project will be managed fully by local institution.

1. Pre-Project Objectives

1.1. Development Objective

Development objectives of the project is to asses and to develop baseline data covering stock volume and condition of mangrove distribution in the project area, responsibi:ities of stakeholders involved in mangrove managemant and utilization, policies, social and economic aspect of mangrove. This objective is related to "the P~nel Expert" recommendation, in order to asses the situat;on and viability of the proposed work as a basis for the possible fonnulation of project proposal.

Specific objective 1.

The specific objective 1 of the pre-project is to establish ba~eline data (stock volume, condition and distribution of mangrove in the project area; existing govemment policies. environment, social economic and institution responsible of the mangrove forest management) .

Specific objective 2.

The specific objective 2 is to develop a "full Project Proposal" for model of l:ehabilitation and sustainable utilization of mangrove forest at langkat, North Sumatera.

Justification

Problem to be addressed

The Indonesia natural resources were managed by national government. Since 2001, the management was decentralized to district level. This means that Local (District) Govennnent have full authority to manage their natural resources (including mangrove forest). Unfortunately, many local govemment have lack skills on implementing sustainable natural resource management. As a result, mis-management and ecological degradation of mangrove forest occure everywhere.

Langkat is one of districts in eastern coastal area of Sumatra (North Sumatra Province) with about 6.263,29 square km area. About 35,000 ha of its coastal area is classified as mangrove forest area. Unfortunately most of them are already damaged.

The Govemment and the people in this area realized that the mangrove forest has significantly influence to their income. It, is indicated that about 60 % of the people in the area work as a fisherman and low scale charcoal producers. Both activities depend on existing condition of mangrove forest.

Previously, the manzrove forest at Langkat has been grouped into 4 (four) categories based on its function to the mangrove ecosystem and economic consideration. They are production forest, protection forest, conversion forest, and private forest. The grouping has given high contribution to fishery and utilization of wood and non-wood activities and also to the environment.

Many people involve in management of mangrove forest. They have various interests and mosly they act based on short-term economic consideration only and neglect sustainability of the mangrove ecosystem. Each sector works based on its interest. There is no coordination on the field and on plarming. There is no preservation activities to the forest. As a result. the mangrove forest is damaged, optimal yield of the forest fail 10 be achieved. This leads to unoptimal function of mangrove t~:)[t~st.

Currently, degradation is still on going. Uncontrolled cutting and uncontrolled conversion vf mangrove forest to the other function such as fishpond have occurred. This complicated situatiori need to be considered by alllevcls of govemment and stakeholders. They must pay attention to the problem and give high priority to overcome the problem as soon as possible to make the mangrove recovered.

This pre-project is an effort to re-function the mangrove forest in Langkat District to achieve its ecologiCal and economical purposes. It is realized that to execute this effort,

. govemmf.:1.t of Indonesia should have qualified human resources and funding. Unfortunately regular budget do not accommodate the funding.

This is one of reasons that Ministry of Forestry proposes funding of this project to ITTO as part of forest rehabilitation and environmental improvement.

2.2. Reason for a Pre-Project

The pre-project proposal of model of rehabilitation and ·sustainable utilization of mangrove forest, at Langkat, North Sumatera has been submitted to ITTO as Project Development (PD) number 134/02 (F).

Based ol1:!he recommendation of Panel Expert, the proposal need to be reformulated to "Pre-Project" that will include international consultant.

The consultant will be expected to assist the Executing Agency in assessing the 'cun'ent project. The project aims at improving the management, rehabilitation, and sustainable utilization of mangrove at Langkat District.

2.3. Target Beneficiaries

The main target beneficiaries are: Local govern1ent and each people, especially who live and ,de.r~nd of their livehood in coastal area, Central government (MoF) and its technical implemntation units which dealing with mangrove management. Other agencies and stakeholders which concern to mangrove resources management. Scientists. . Non government organization concern. Private who concern to the mangrove resources.

The benefit mainly in the form of accurate and update data, and info1l11ation about mangrove condition and potency; Status and policies of central and local government to the mangrove resources in the project area; Commitment among stakeholders to manage the mangro\'e resources properly; Ecological and ecol1omic3.! function of n1J.;lgj'O\C forcsl

improvement after the project implementation.

2.4. Other Relevant Aspects

In this time (lvlay 2001 to May 2004) government of Indonesia conducting technical cooperation with government of Japan (JICA) in the development of Mangrove lnforma!!on Center(MIC) project, Bali. The expected goal of the MIC is the extension of sustainabie mangrove management conducted nationwide. To fulfiil the target, it will need baseline data (stock, condition and distribution) and mangrove management activities all .over the country, stakeholders, policies, and technical application.

All information needed by MIC will be collected from region all over Indonesia, and possibly also from other countries. Corespond to this, government plans to establish several stations/unit activities in each region to support and provide all info1l11ation needed by MIC development. One of stations is expected to be established in Langkat, North Sumatera. In conclusion, establishment of the project in Langkat is part of supporting activity to the future MIC, therefore it is urgently needed.

1. Compliance with ITTA 1994 Objectives

The project wili need the following of article 1 of the ITTA 1994

(a) To contribute to the process of sustainable development.

(b) To promote the expansion and diversification of international trade in tropical timber from sustainable sources by improving the structural conditions in international markets, by taking into account, on the one hand, a long-ternl increase in consumption and continuity of supplies, and, on the other, prices which reflect the costs oCsustainable forest management and which are remunerative and equitable for members, and the improvement of market access.

(c) To promote and support research and development with a view to improving forest management and efficiency of wood utilization as well as increasinQ the capacity to conserye and enhance mher forest values in timber producing tropic:::l forest.

(d) To encourage members to support and develop industrial tropical timber reforestation and forest management activities as well as rehabilitation of degraded forest land, with due regard for the interests of local communities dependent on forest resources.

(e) To encourage members to develop national policies aimed at sustainable utilization and conservation of timber producing forest and their genetic resources and at maintaining the ecological balance in the regions concerned, in the context of tropical timber trade.

2. Compliance with iTTD A{'t:~n P!:m

As a member of ITTO, Indonesia has committed it self to achieving sustainable management of its natural forest resources, namely by achieving the Year 2000 objective. Its 'project idea regarding rehabilitation and sustainable utilization of mangrove forest is in compliance with priorities defined under Goal 1 "Support activities to s~cure the tropical timber resource base" of the Committee on Reforestation and Forest Management outlined in the ITTO's Libreville Action Plan as specified in the foHowing:

Establish guidelines for sustainable forest management.

Raise political and public awareness of the fact that forestry IS an economically, socially and environmentally viable land use practice.

(3) Action 7 Encourage and assist Members, as appropriate, to : • Establish and secure forests (e.g. a Permanent Forest Estate) likely to remain under

forest cover in the long-term, incl~ding securing the production forest area (e.g. legal land status, long-term concessions).

• Establish and manage forests for multiple-use in close co-operation with local forest owner and communities living in forest areas.

• Review the relationship between forestry, agriculture and other land-uses in the context of developing land-use plans.

• Formulate and establish national guidelines for forest utilization that both secure the resource base and ensure local stakeholders rights.

Directorate General of Land Rehabilitation and Social Forestry (DGLRSF) is one of Five Directorate Generals of the Ministry of Forestry. It is supported by a Secretary, four Technical Directorates located in Jakarta and 37 technical implementation units located in the most provinces in Indonesia.
