1.0 Project Background

Andhra Pradesh (AP) state has one of the longest coastal belts in India. Out of 67,362 Km of road network in the state, the

nine coastal districts cover 26,000 km of road length. Every year during the period of April-May and September-December,

cyclonic situations set in to the Bay of Bengal. With the recent changes in climatic conditions, the catastrophic events are

increasing resulting in very devastating cyclones like Laila, Jal etc where the loss is enormous. In the 97 years ranging

from 1892 to 1989, there were as many as 67 cyclones within the State.

It is essential to provide safe residential accommodation to the vulnerable population during any eventuality or disaster due

to natural calamities such as cyclones and associated tidal waves and storm surges. The project is formulated based on

experiences of Government of Andhra Pradesh in mitigating such disasters during the past and also keeping in view the

existing facilities available in the project area in Andhra Pradesh.

The Government of India has applied for a credit of US$ 255 Million equivalent from the International Development

Association (IDA) toward the cost of National Cyclone Risk Mitigation Project (NCRMP), and it intends to apply the

proceeds to payments for goods, works, related services and consulting services under this Project.

National Cyclone Risk Mitigation Project (NCRMP) – Project Implementation Unit (PIU), Andhra Pradesh, headquartered at

Hyderabad has invited the consultants to submit proposals for providing the consultancy services for Third Party Quality

Audit for 9 coastal districts namely Srikakulam, Vijayanagaram, Visakhapatnam, East Godavari, West Godavari, Krishna,

Guntur, Prakasam and Nellore. The project “Construction of Multipurpose Cyclone Shelters, Roads to CycloneShelters, and Roads to habitations and Roads & Bridges under NCRMP” is funded by International Development

Association and received through Government of India. This consultancy is envisaged to audit the quality of works being

implemented by various line departments working under PIU. The number of works under progress / for which

agreements are concluded in each district is shown in the table below.

2.0 Third Party Quality Audit Consultant.

To provide Consulting Services of Third Party Quality Auditor for Construction of Multipurpose Cyclone Shelters, Roads to

Cyclone Shelters, Roads to habitations, and Roads and Bridges under NCRMP in 9 coastal districts The Commissioner for

Disaster Management & Project Director, Project Implementation Unit (PIU) NCRMP has selected Egis International in JV

with Egis India Consulting Engineers (I) Pvt. Ltd. On 31st May’2011, the Contract for Consultancy Service was signed

between The Commissioner for Disaster Management & Project Director, Project Implementation Unit (PIU) NCRMP and

the Egis International in JV with Egis India Consulting Engineers (I) Pvt. Ltd.

The district wise progress of works is shown below. The works in the West Godavari are not started and the works inKrishna District has just started. At many places the first milestone is completed but works are not started. The linedepartments are to analyze the reasons for the slow progress and if necessary penalty for the slow progress as per theagreement conditions should be imposed.

6.0 District wise status of tests conducted by TPQA:

Apart from monitoring the tests being conducted by the implementation team (contractors & Line department) at various

stages, the Third party Quality Audit team also conducted tests to confirm its compliance with the standards. These tests are

carried out in the site itself and in some cases samples are collected and testing done in outside laboratories. The details of

tests conducted in the field till end of September 2011 are presented.

3 Aggregate for OGPC and Seal Coat: The gradation and other physical tests are conducted for Coarseaggregate and the observed values are satisfying the requirements of MORD Para 508.1.2.1 and MORDtable 500.13

4 Aggregate for Seal Coat: The gradation of seal coat chips was verified and the observed values are fairlysatisfying the requirements of MORD Para 510.2.2

5During execution, The rate of spraying of prime coat is verified and found within the specified limits as perClause 502 and Table 500.1 of MORD. The spraying temperatures are also observed during executionand found varying from 340C to 390 C, which is within the specified limits as per MORD specification.

6 During execution, the rate of spreading of tack coat is verified and found within the specified limits as perClause 503 and Table 500.2 of MORD. 5. Aggregate for OGPC: The gradation and other physical tests are conducted for Coarse aggregate and theobserved values are satisfying the requirements of MORD Para 508.1.2.1 after screening and removingthe undersized materials.

6. Aggregate for Seal Coat: The gradation of seal coat chips was verified and the observed values are fairlysatisfying the requirements of MORD Para 510.2.2 after screening the chips passing 2.36 MM sieve.

7. During execution, the rate of spraying of prime coat is verified and found within the specified limits as perClause 502 and Table 500.1 of MORD. The spraying temperatures are also observed during executionand found varying from 340C to 420 C, which is within the specified limits as per MORD specification.

8. During execution, the rate of spreading of tack coat is verified and found within the specified limits as perClause 503 and Table 500.2 of MORD. The spraying temperatures are also observed during executionand found varying from 35°C to 40°C, which are within the specified limits as per MORD specifications.

9. During execution, Temperature at mixing, laying and at compaction are verified and found to be within thespecified temperature range as per MORD Para 508.1.3.4

10 The obtained values of Bitumen Extraction Test Results for OGPC and Seal Coat in % from KM 1/033 to1/131 and KM 1/431 to Km3/333 are verified as per IRC:SP:20 and IRC:SP:11. The details are given inAnnexure -2.

11 The measurements like width and thickness of the OGPC & Seal coat from KM 1/033 to 1/131 and KM1/431 to Km3/333 are verified and the details are given in Annexure-1.

3. Volumetric analysis tests were conducted for WBM Grade III layer, They are fairly tallying with thespecification requirements of clause 405.13 of PMGSY Quality Assurance Volume II.

4. During execution the rate of spraying of prime coat is verified and found to be within the specified limits asper Table 500.1 of Mordant the spraying temperature is observed as 300C to 360 C and within thespecified limits as MORD - 502.4.3.

5. During execution the rate of spreading of tack coat is verified and found to be within the specified limits asper Clause 503 and Table 500.2 of Mordant the spraying temperature is observed as 400C to 440 C andwithin the specified limits as per MORD sub clause. 503.4.3.

6. During execution, Temparature at mixing, laying and at compaction are verified and found to be within thespecified temperature limits.

7. The thickness of the OGPC and Seal coat is observed and which is varying from 25 to 26 mm as againstthe requirement of 26mm. Details is enclosed in annexure - 2.

8. The concrete pavement contraction joints shall be widened to a 10 mm width and to a depth 18 to 20mmand shall be sealed. The guide lines given in section 1500 shall be followed.

9. The width and outside thickness of CC Road is verified and found to be fairly tallying. However cores willbe taken shortly to verify the concrete compressive strength and internal thickness of CC Road.

10 Formation width of the road shall be widened to required width as the formation width varying from 5.0M to5.5M only.

2 34.75 % value of the work is completed. Plinth beam PCC is completed and placing of Plinth beamreinforcement is in progress. Deviation in the construction of CRS masonry is observed. It isinstructed to get approval from the competent authority.

4 The marking for footing positions are given with the help of total station instrument. The linearmeasurements of the centre line of columns are verified and found to be fairly tallying with the approveddrawing of Type-A Cyclone shelter with a SBC Value of 10.0 t/m2.

5 The soil sample was collected by the contractor at a depth of 2.5m from the ground level and sent to Govt.Polytechnic college to test the SBC value of soil and the result obtained is 11.0 t/m2 as against of 10.0 t/m2as per approved drawing. The confirmatory test for SBC is conducted by TPQA. The SBC obtained is 20.0t/m2

8 Sand: a) Sieve Analysis tests are conducted. Sand is confirming to Zone II of IS 383 table 4. Finenessmodulus is varying from 2.423 -2.541 as against the allowable limits of. 2.4 to 3.2.

9 Graded Aggregates : Sieve analysis for 20mm graded metal are conducted and observed values are withinthe specified range as per IS 383 table-2

10 Alkali Aggregate Reactivity Tests: Samples are collected and sent to Civil Aid for testing of AlkaliAggregate reactivity test for Fine and Coarse aggregates and the obtained results are within thelimit as per IS 2386(Part VII) -1963.

11 Cement: TPQA collected the cement sample and tested for all the required tests on cement such asfineness, initial setting time, final setting time, consistency etc and the values observed within the specifiedrange as per IS 4031.

12 Steel: Steel samples are collected and sent to Civil Aid for testing of Physical and Chemical properties andthe obtained results are within the specified limits as per IS 1786.

13 Cement coating for Steel: The protection of reinforcement against corrosion prior to placement of concreteis done by applying a Cement slurry coating on the steel. However it is advised to apply cement slurrywhenever disturbed due to bending and placing etc.(As per agreement technical specification of Subcl:1.3.27).The steel samples are randomly collected and tested for verification of Mass per Meter Run, theresults are given in Annexure-I

14 Water: Sample is collected and sent to Gitam University for testing of Physical properties and the obtainedresults are within the specified range as per IS: 456-2000 & IS: 3025-1986.

15 C.C Cubes : M-20 and M30 Cube are tested for Compressive strength and the results are satisfying therequirements as per IS 456 Table 11

16 During execution the foundation levels and measurements of steel reinforcement and dimensions offootings, are verified and fairly tallying with the approved drawing. pH value of water, slump are also testedand found within the specified limits

17 Spacing and dimension of strips are verified with reference to the drawing and they are found to be as perdrawing. Clear cover is also verified.

18 It is requested to the contractor to improve the curing arrangements for columns and beams.19 Site order book is being maintained by the field officers. The field officers are requested to take instructions

16 Earthwork in excavation for structures is done as per drawing and technical specifications.17 The Excavated depths are verified as 2.50 meters and are fairly tallying with the approved Drawing.18 The soil sample is collected by the TPQA at a depth of 2.5m from the ground level and sent to SSGC LAB

in Nellore for confirmatory test of SBC value of soil at foundation level. The SBC obtained is 14.1t/m2 asagainst the design SBC of 10 t/m2 as per approved drawing.

19 The marking for Footing positions are verified and are tallying with the approved drawing of Type-D. Thelinear measurements of the center line of columns are verified and they are fairly tallying with the approveddrawing of Type-D Cyclone shelter with a design SBC Value of 10 t/m².

20 During execution the foundation levels and measurements of steel reinforcement and concrete are verifiedand they are fairly tallying with the approved drawing.

21 The field officers have not furnished the bills for cement and steel for every lot used for the shelter. Thesame shall be furnished to the TPQA staff for verification.

22 The measurements like width, thickness and length of PCC, Footings, Columns, plinth beam, Slabs andBeams etc. are verified and found to be tallying as per approved drawing.

23 During the concreting work the workability of concrete, concrete temperature are randomly checked &cubes are casted in site and tested after the curing period is complete.

24 The curing arrangements done for columns, beams & slabs are satisfactory.25 The Reinforcement steel is cement coated and neatly stacked on wooden blocks above the ground in clean

and dry condition and suitably marked to facilitate inspection and identification.26 Safety measures for workers such as Helmets, Gum Shoes etc, are provided by the contractor.27 The Contractor shall take necessary precautions for safety of the workers and preserving their health while

working in such jobs, which require special protection and precaution.28 Supplying and filling of sand including watering and tamping etc. were done as per requirement.29 Footings, Pedestals, Columns, plinth beam, Stair Case, Beams and Slabs are casted with M30 grade of

concrete.30 FOOTINGS-The plumb and measurements of footings are verified randomly before and after execution and

they tallied as per approved Drawing. The compressive strength of concrete cubes tested for footings isdone randomly which is within the permissible limits.

31 PEDASTALS-The plumb and measurements of Pedestals are verified randomly before and after executionand they tallied as per approved Drawing. the compressive strength of concrete cubes test for columns isdone randomly which is within the permissible limits are obtained

32 PLINTH BEAM-The measurements of Plinth Beam are verified randomly before and after execution andthey tallied as per approved Drawing. the compressive strength of concrete cubes test conducted forcolumns randomly which is within the permissible limits are obtained

37 During concreting, TPQA monitored the proportioning of the ingredients, water cement ratio, slump andplacement of concrete etc. During their inspection. Casting of cubes was also carried out.

38 After curing is over and shutters are removed, concreting surfaces were checked for finishing on theinstructions were issued to carry out minor rectifications.

39 Cubes were tested for 7 day and 28 day compressive strength. Also non destructive rebound hammer testswere done on the concrete surfaces.

40 Brick Work: With CM(1 : 6) was verified for measurements, thickness of mortar joint, mortar quality, line andcuring etc.

41 Reinforced brick masonry 115mm thick with second class bricks, embedded with 2-8 mm Φ rods in everythird layer was also verified at different stages.

3 The measurements like width and thickness of the GSB Layer from Km 0/0 to Km 1/380 are is verified andfound to be tallying with the required measurements. The details are given in Annexure - 1. As per MORDspecifications minimum CBR requirement for GSB is 20%. In special cases, the minimum CBR can berestricted to 15%. It is to be specified in the agreement specification to avoid confusion.Materials

4 Cement: The fineness of cement, consostency of cement, initial & final setting of cement tests areconducted randomly and results are within the permissible limits.

5 Coarse Aggregate: Sieve analysis for 20 mm graded metal is conducted and observed values are withinthe specified limits as per table-2 of IS 383

6 Fine aggregate: Sieve analysis test are conducted. Sand is conforming to zone-II and the values are withinthe specified limits as per table-4 of IS 383-1970.Fineness modulus is varying from 2.77 to 2.81 as againstthe allowable limits of 2.0 to 3.50

7 Workability of concrete: The slump cone test was conducted for M30 grade of concrete. The values whichare obtained are satisfactory as per mix design,

8 CC Cubes: M30 grade CC cubes are casted and tested and the test results are satisfactory.9 M30 grade CC Pavement is completed from Km 1.257 to Km 1.380

10 3 No's of cores were taken to verify the thickness and compressive strength. The average thicknessobserved as 201mm to 204mm against 200mm thick. The Equivalent Cube Strength varies from 29.68 to31.11 N/mm2 as against requirement of 25.5 N/mm2.

11 Spacing of Mechanically sawn Construction joint shall be done for at a spacing of 2.5m to 3.75 m12 Minor cracks are observed near ch.1293. This is due to delayed joint cutting. Guidelines given in section

1500 MORD shall be followed.13 Field Dry Density (FDD) tests were conducted for GSB layer from Km 0.000 to Km 1.380. It is fairly tallying

with the specification after recompaction.14 The measurements like width and thickness of the WBM Gr.-II Layer from Km 0.000 to Km 1.257 are

verified The details are given in Annexure-215 Volumetric analysis tests were conducted for WBM Gr-II layer from Km 0.000 to Km 1.257. It is fairly

Clause 502 and Table 500.1 of MORD. The spraying temperatures are also observed during execution andfound varying from 35°C to 45°C, which are within the specified limits as per MORD specifications.
