OverviewRwanda has made considerable investment in legislative tax reforms, taxpayer education programs, tax enforcement strategies, and increasingly sophisticated systems of tax administration using new technologies. ICPAR and the ac-counting professionals on the other hand have continued to play a noble role aiming at ensuring that the tax payers follow tax legislations, comprehend new developments under the Rwanda tax system and processes, among other required good practices in taxation. To ensure that there is high level of compliance in tax legislation by its members and taxpayers at large; ICPAR organizes two tax training workshops each year, so that participants can learn, discuss and deliberate on some of the most recent developments in tax legislation and administration, devise mechanisms that may contribute towards enhancing tax compliance; thereby directly contributing to the socio - economic devel-opment of the country.

It is in this regard that ICPAR has organized the 9th Annual Tax Training Workshop that will take place at Lemigo Ho-tel from 23-24 January 2020 with A theme” Enhancing Tax compliance in Rwanda”.

The training workshop is therefore designed for members and other tax payers who may need to be updated of the

latest tax amendments that have since occurred, of which they have implications towards the effective and efficient running of their organisations whilst, reiterating on other tax administration issues and policy matters of concern.

The training program and learning objectivesThis two-day interactive training workshop has been de-signed specifically for members of the Institute of Certified Public Accountants of Rwanda (iCPAR); tax accountants; managers and all individuals who wish to refresh them-selves on some of the most important aspects in Rwanda Tax system and administration with the main purpose of raising awareness on compliance issues; appreciate new developments in taxation among others.

Short bios of the facilitators

CPA ANGELLO MUSINGUZI

Angello is a Senior Tax Manager at KPMG Rwanda with over 18 years in tax advisory and accounting. He is both an ACCA and CPA(R) member. Angello has extensively contributed to the development of the accountancy Pro-fession in Rwanda in various aspects mainly in the tax field and he is an active member of ICPAR tax working group. Angello also holds a bachelor’s degree in Social Sciences from Makerere University, Uganda.

CPA MUGAMBWA PAUL FROBISHER

CPA Paul Frobisher is a Senior tax manager – Pricewa-terhouseCoopers Rwanda. Before moving to Rwanda, Frobisher worked with PricewaterhouseCoopers in Ugan-da and Zambia for seven years and supported clients in Kenya, Malawi and South Africa. Frobisher has over 12 years of professional tax experience. He advises on various taxation aspects affecting compa-nies in the region including indirect taxes, international tax, tax structures/tax restructuring and general tax services. He has worked with both local and multinational orga-nizations, revenue authorities and other industry sectors

including extractive industries, financial services, telecom-munications companies and the energy sector. Frobisher is a regular speaker on taxation issues affecting East and Southern African emerging markets. He also publishes weekly tax articles in the local news publications. He has worked as a senior lecturer in several ACCA colleges in the region teaching taxation papers of the ACCA qualification. He is also the head examiner for the two taxation papers under the CPA Rwanda qualification.

Frobisher is a Fellow of the Association of Chartered Certified Accountants (ACCA) of UK, he holds an MBA from Oxford Institute of International Finance, a BSc degree in Applied Accounting from Oxford Brookes University and the Certified Accounting Technician qualification of the ACCA. He is a member of the Institute of Certified Public Accountants of Uganda (ICPAU), and the Institute of Certi-fied Public Accountants of Rwanda (ICPAR).

CPA BONIFACE MUTUA

Boniface is a Certified Public Accountant and seasoned business advisor with over 20-years post-qualification experience, 10 of which he has worked with international

Consulting firms Deloitte & Touché and PKF, growing through the ranks to the position of Country Director of PKF in Rwanda, a position he held for 5 years. He has also worked for Kenya Airways as a Finance Manager for 8 years, five of which he was stationed in Rwanda. Boniface is a specialist in transaction advisory, internal control and processes, project management and planning, tax advi-sory (he is an accredited tax agent by Rwanda Revenue Authority), Financial Management, Human Resource Management, Audit, Accounting and Company secretarial. Having worked in Rwanda for over 16 years, he has excel-lent knowledge of the Rwanda business environment.

Boniface was appointed by The Rwanda Minister in-charge of Transport, through Rwanda Utilities Regulatory Authority (RURA) as change Managing Director of Kigali Bus Services (KBS) Limited in August 2018 for a period of 6 months. During his tenure, he successfully turned around the bus company, implemented planning and budgeting systems and evaluated the overall operations of KBS. He grew the revenues of KBS by USD 600,000 during his 6-month term and turned the company back to the shareholders. Boniface is a certified effective skills trainer by Deloitte South Africa and has served as a Commis-sioner of the Institute of Certified Public Accountants of Rwanda in-charge of standards, is a part-time Lecturer at the Business Schools of Jomo Kenyatta University of Agriculture and Technology, the Kenya Institute of

Management and the University of Kigali where he lec-tures on Tax matters, Financial Management, Corporate Finance, Accounting, audit and company law. Boniface is currently pursuing a PhD in Project Management.

MR. EMMABOLES RUBUNDA

Emmaboles is a dedicated professional with over 13 years of work experience in audit, accounting and stra-tegic planning. He has also earned his experience and honed his communication skills, Risk management, leadership and professional relationship building. Emmaboles is currently the Senior Manager for Quality Management at the Rwanda Revenue Authority (RRA), a position he has held since 2015. Before joining RRA, Emmaboles was the Director of Policy, Strategic Planning , Coordination, Monitoring and Evaluation at the Ministry of Foreign Affairs and Cooperation (MINAF-FET). Before joining MINAFFET, Emmaboles was the director of Finance and Administration at KIM Universi-ty. Emmaboles holds a Bachelor of Business Adminis-tration from Makerere University, Uganda; a Master of Public Policy with a distinction - Peking University-Chi-na; and a Master of Science in Investment Analysis from the University of Stirling-UK.
