Read the passage below and answer thequestions that follow based on yourunderstanding of the passage :

Barring extreme cases of psychopathology,there is not much psychological differencebetween criminals and non criminals. Definingany bahaviour as crime is more a socio-politicaldecision exercised by the state. For example, ifdry law is enforced in a particular place, drinkingwhich was perfectly legal till such law wasenforced becomes a crime, although there isprecious little psychological difference amongthose who drink and those who do not drink.Absolute prevention of crime is a myth. So longas there are criminal laws, there would at leastbe a few of those who would violate them. Thereis no society known to man which could claimcent percent crime prevention. It is a fact that fora given number of people, a certain number ofcrimes would occur, and that could beconsidered as a ‘normal’ or an ‘acceptable’phenomenon. One estimate is that about 1300assorted crimes would occur annually for everyone lakh population. Another estimate is that atleast 10 % of the population will indulge in crime.In the current context, crime prevention refers to :

1) Forestalling any criminal behaviour,

2) Reduction of frequency of any particulartype of crime and

3) Preventing repetition of crimes by knownoffenders.

The subject of crime prevention has receivedcomparatively very little attention. Some basicconcepts in crime prevention are the following :

1) Crime prevention is practicallysynonymous with the promotion of healthypersonality development and positivevalues among all;
