A bipartisan organization founded to:
Improve the quality and effectiveness of state legislatures;
Promote policy innovation and communication among state legislatures;
Ensure state legislatures a strong, cohesive voice in the federal system.

60 voting members: 40 legislators and 20 legislative staff
Legislators: 4 officers, 30 at‐large members, 4 regional representatives from the Council of State Governments, two ex‐officio members, and one non‐voting representative of international affiliates
Legislative staff: 3 officers, 16 at‐large members, and one ex‐officio member
Legislators: president, president‐elect, vice president, and immediate past president
Legislative staff: staff chair, staff vice chair, and immediate past staff chair
Officers and at‐large members are elected during the business meeting at the Legislative Summit.
Officers serve one year in each office.
At‐large members serve up to three consecutive one year terms.
The Executive Committee is the governing body of this Conference. The Executive Committee shall supervise, control and direct the affairs of the Conference; shall implement the policies of the Conference; shall actively prosecute its objectives; and supervise the disbursement of its funds. The Committee may adopt rules and regulations for the conduct of its business and may delegate certain of its authority and responsibility to committees, divisions, sections, officers, and the Executive Director.
