Dr. Hale was Vice Provost and Professor Emeritusat The Ohio State University where he served from1971 to 1988, 1999 to 2005. A native of KansasCity, Missouri, Hale completed elementary andsecondary schools in Topeka, Kansas, where he

graduated fromTopeka High School.Hale was a graduateof the University ofNebraska where hewas awarded theB.A. and M.A. inCommun ica t ion ,Political Science,and English in 1950,and his Ph.D. inCommunication and Political Science from TheOhio State University in 1955. He was awarded apost-doctoral fellowship from the University ofLondon where he received the “Certificate inEnglish Literature” in 1960. He held an HonoraryDoctor of Humanities (D. Hum.) from Wilberforce(Ohio) University (1979), a Doctor of HumaneLetters (L.H.D.) from Shaw University (NorthCarolina), 1990, a Doctor of Humanities (D. Hum.)from Capital (Ohio) University (1996), a Doctor ofHumanities (D.Hum.) from the University ofNebraska (1996), a Doctor of Laws (L.L.D.) fromLa Sierra University (California), 2005 and a Doctorof Humane Letters (L.H.D.) from AndrewsUniversity (Michigan), 2006.

As a scholar, researcher, author, teacher,administrator, consultant, and civil rights crusader,

Hale was the engineer ofmany new initiatives at TheOhio State University. Hefounded the Graduate andProfessional SchoolsVisitation Days Program in1971 and itsu n d e r g r a d u a t ecounterpart, the Minority(Morrill) Scholars Programin 1982. Through hisefforts, nearly $15 millionin graduate fellowshipawards were granted toapproximately 1,200minority students. Eightypercent of these fellowship

recipients earned master’s and/or doctoraldegrees. With the awarding of full tuitionscholarships through the Minority (Morrill)Scholars Program to high school seniors, theuniversity was able to attract a “Community ofMinority Scholars” numbering more than 500during Hale’s tenure. Hale designed a symbolicmodel of his focus as the Vice Provost for MinorityAffairs. The model was a well-muscled arm,clasping a diploma in a clenched fist, symbolizing“Power through Education.” The design wasfeatured in university publications and a copperreplica that was presented to Dr. Hale by the OMAstaff upon his retirement.

As a capstone to his illustrious career, The OhioState University Board of trustees voted him ViceProvost and Professor Emeritus, naming in hishonor The Frank W. Hale, Jr. Black Cultural Centerand designated the building in which it is housed

as Hale Hall. Hale delivered the 1988 SummerCommencement address at The Ohio StateUniversity. He was honored by the City ofColumbus, as 1,200 guests participated in hisretirement banquet on December 4, 1988, at theAladdin Shrine Temple. An endowed scholarshiphas also been established in his name at The OhioState University.

His widow, Mignon Scott-Hale, is a retiredelementary school teacher.

DR. HALE WDR. HALE WDR. HALE WDR. HALE WDR. HALE WAS A DREAMERAS A DREAMERAS A DREAMERAS A DREAMERAS A DREAMER who understoodthe multiple and complex ways of what it took forsome students to achieve. As he often stated tostudent groups, “you were born qualified; you justgo to school to certify the fact.” A concerned andcommitted teacher, administrator, and championfor equality of opportunity for more than fivedecades, Dr. Hale helped pave the way for thosewho work with young people, demonstrating thatour youth deserve nothing less than the best fromthe people who are entrusted with their care anddevelopment. He also challenged students tounderstand that equality is not a one-way street,and that they must establish goals and setstrategies for reaching those goals so they canconquer those forces that would sidetrack themin their aspirations to be the best they can be. Hechallenged administrators as well to provide theessential financial resources that studentsneeded. “Commitment without cash iscounterfeit,” was one of his choice calls for equity.

Early in his life as a student himself at UnionCollege in Lincoln, Nebraska in 1945, Hale wasthe Founder Director of the Hub of Harmony MaleChorus, a group of African American young menwho attended the college. They specialized in“down home Negro Spirituals,” and on January 11,1946, won the Amateur Hour Program withspectacular success by winning both the Chorus

Group Prize and the Grand Prize that included winsover the Instrumental Group and Oratorical Groupwinners. The “Hub” made concert appearancesthroughout the Midwest in Kansas, Missouri,Nebraska, North Dakota, South Dakota andMinnesota. On April 18, 1948, the group gave itsfinal concert before a enthusiastic audience of5,000 patrons at the University NebraskaColiseum in Lincoln, Nebraska.

With the proceeds from the concert, The Hubmade a $3,000 down payment on the Church ofthe Brethren and its three bedroom parsonage.The total cost was $9,000, and the Central StatesConference of Seventh-day Adventists, under thepresidency of Elder Frank L. Bland, assumed theremaining balance. The group also established aHub of Harmony Scholarship Fund at UnionCollege from the concert proceeds as well.

The church, organized by students was named AllonChapel in memory of an early Christian educator,and it became the home and center of worship forAfrican American students, students from SouthAmerica, Caribbean settings, and local membersof the community. Later, Hub of Harmony II wasreorganized under the direction of Raymond Davisof Omaha, Nebraska. Allon Chapel has sincepurchased a new church home, and now has amembership of more than 300 congregants.

Even as a student at the University of Nebraska,he was a member of SAC (Social Action Council)that was successful in integrating the Mayfair GrillRestaurant and other facilities in Lincoln.

Hale was blessed with an inquiring and analyticalmind. He felt what his African-American brothersand sisters felt. As a leader, he recognized thatone’s strength comes from the ability to live as apart of the collective community. He was awarethat his position in leadership was based on thepeople’s confidence in him and their will to havehim as their leader. Well-read and having heardand observed a good deal during his lifetime, hewas able to penetrate deeply into the problemsthat impacted negatively on African-Americanwomen and men. On matters of forthrightnessdealing with issues of race, his record was acoherent narrative of consistency.

Hale led the struggle for racial equality in theSeventh-day Adventist Church by hisrenouncement of “old guard” practices at the1962 General conference of Seventh-dayAdventists World Conference in San Francisco. Hisstand, along with that of his associates,particularly Mylas Martin and Burrell and BonnieScott, was infectious and spread more rapidly andeffectively than ever before. Doors of opportunityhad been in danger of coming to a standstill. Afterthe San Francisco scenario, urgency grippeddenominational institutions so that schools,hospitals, publishing houses, and UnionConferences, and the General Conferenceimmediately got in touch with reality, and as aresult began enlisting African-Americans into non-traditional areas. It was an emergence thatenabled church leaders to begin to make good ontheir own commitment to equality and justice.

Dr. Hale’s role in the advancement of The OhioState University as a premier institution in thegraduation of African-American doctorates was,according to peers, singularly impressive andeffective. Intrigued by his position on issues ofequal opportunity, he was often referred to as the“Dean of Diversity” in higher education. Thesummit of his effectiveness was prominent duringthe 1970’s and 1980’s when Ohio State was theNumber One producer of African-American Ph.D’s

in America. It was his rugged will and positiveoutreach efforts that mobilized administrators andfaculty at historically Black Colleges and universitiesto support his efforts during the Annual Graduateand Professional School Visitation Days Programwhich was established in 1971. As a tribute to theseveral hundred senior scholars from historicallyBlack Colleges and universities and institutions withcontributions of Hispanic students who were theguests of the University during the first week ofNovember during the 1970’s and 1980’s, a specialgospel extravaganza featuring national gospelartists was held at Mershon Auditorium the firstSunday night in November. Among the breathtakingkey attractions were the Edwin Hawkins Singers,the Walter Hawkins Singers, Andre Crouch, ShirleyCaesar, and the Winans Family. Local artists werefeatured as preliminary participants each year. Theinitiative was also a strategy to challenge the public

perception of the university which had suffered froma host of negative images on matters of race. Itwas an effort to include events that were relevantto people of color and to begin to balance the scalesof inclusion and equality in a meaningful way.

At the same time, he helped create a plan of actionand an atmosphere on campus that motivatedothers to overcome different operational questionsthat had hampered earlier efforts. He spent agreat deal of time developing positive relationships

with heads of academic units. He knew that hissuccess, with the collaboration of OSU faculty,administrators, students, and alumni wouldenhance the image of the university. He also wasable to establish viable relationships withhistorically Black Colleges and Universities as wellas with national community leaders in education,business, religion and politics.

It soon became routine for departments to changetheir past practices to a mission which helped theinstitution to create a model and mode that otherinstitutions became to emulate throughout thenation. Hale’s initiatives helped to change the faceof The Ohio State University. It was also a journeythat began to change the landscape for diversityof higher education communities throughoutAmerica, as many institutions replicated The OhioState University model.

His love and support for students has resulted intheir pursuing professional careers, establishingimpressive career profiles, and in givinggenerously of their time and energy as aninvaluable resource, for the encouragement,gratitude and for the assistance which Dr. Halehad given to them in the pursuant of their goals.

Prior to his serving as President at OakwoodCollege, he was the first faculty member to earnthe Ph.D while serving the institution. In Dr. MervynWarren’s history of the college: Oakwood! A VisionSplendid, he stated that “new frontier,”“advancement” and “service” could very wellcapsulize the Hale years… “At only thirty-nine yearsof age, he brought a different administrative toneto the office. Hale was also uniquely non-clergyand the first president not of the cloth and viewedas a ‘pure educator.’ He focused on a regaleducational leadership that resulted in significantevents and milestones that met institutional needswith innovations and trends that paid off incontinued signs of growth.”

Dr. Hale was an active member of the EphesusSeventh-day Adventist Church in Columbus, Ohio,where he served as a Local Elder, Sabbath SchoolSuperintendent, Founding President of thePeterson Society of Adventist Men, Building FundChairman for the church that was completed in1987, and Chairman of the Education Committee.Hale was Chairman of the Layman’s LeadershipConference, a civil rights lay organization in theSeventh-day Adventist Church, that was active inspearheading the crusade for the rights of Blackswithin the Church in the early 1960’s.

LeCount Butlerand Frank W. Hale, Jr., servedas the local elders as noordained minister had beenassigned there. It was studentswho attended Union Collegeand who, for the most part,provided the leadership thatgave the church its growth andvitality. The Central StatesConference, under theleadership of Elder Frank L.Bland, assumed the remainingmortgage. The membership isnow approaching 300.

I have learned to SMILE,observing your chubby, cheeked, cherubic cheerfulnessconsistently lighting up each present and passing day.

You have taught me to give DIGNITY and DEFERENCEto everyone, regardless of their station in life,

Frank W. Hale, Jr. has impacted the history of the Seventh-day Adventist Church moredirectly than any other black non-clergy of this era. Through the books and articlesthat he has authored and edited; through the harnessing of lay energies for socialjustice; through his preaching and teaching classrooms and pulpits all over the land;through six wonderful years of growth and academic excellence at the helm of OakwoodCollege; through 17 years as departmental chair, graduate school dean and vice-provost of Ohio State University, assisting thousands of young black aspirants to highereducation; through courageous leadership in the nation’s civil-rights struggles; andthrough the sheer force of one of the truly charismatic personalities of our time, FrankHale has bravely advanced the yardsticks of our political and education processes.
