From the Chief Executive of the Cadogan Estate

It is now ten years since the re-development of the Duke of York Square from a closed

military barracks to a mixed-use scheme including shops, restaurants, flats, offices, a

school, a gallery of modern art and a public space. The Duke of York Square has become

an established and a much-loved quarter within Chelsea and the King’s Road.

Our management of the scheme reflects our extensive property holdings in the area and

our long-term business approach, which is to ensure, wherever possible, that we contribute

to the attraction and success of the wider area, both for visitors and the local community.

It has become increasingly clear that the extremely popular café, positioned in the heart

of the scheme, has the potential to make a further contribution to the success of the area.

To achieve this, we need an exceptional and innovative design, infusing the space with

excitement whilst also connecting with, and relating to, the surrounding environment and

community.

The competition provides us with the opportunity of presenting the challenges of the

redevelopment of the cafe to a wide group of architects which will, hopefully, result in a

range of design solutions from which we will identify the best approach. This is a novel

approach for us and one we are very excited about.

The Duke of York development, focused on its new square, was completed in the early

millennium to much acclaim. It embodied many of the ideals identified by the recently

published Urban Taskforce Report ‘Towards an Urban Renaissance’ and was described, at

the time, by Lord Rogers as ‘the first successful square in London designed specifically for

public use’.

Pioneering in many respects, the development opened up to the public, a former military

site located just off the famously-vibrant King’s Road. It was also the first new public

square created in London’s West End for over a century.

With a skillful blend of retail, residential and commercial uses combined with a successful

integration of historic and contemporary buildings, The Duke of York Square created a new

urban quarter. It was further enhanced through the relocation of the Saatchi Gallery to the

former Royal Military Asylum on the site not long after completion; this cultural addition

strengthening the development’s credentials as an integrated mixed-use campus.

The project was intended to be elegantly recessive, a development which melds seamlessly

into its surrounding urban fabric rather than flaunting its contemporary qualities. Its

architecture is intentionally a deliberate backdrop or a stage for the actors in the play of

public and civic life that occupy it.

The café, the subject of this competition, is sited at the very heart of the project. The

existing building, described by The Architects’ Journal as, ‘a transparent temple to the

cappuccino’ sits, sentinel-like, by the main thoroughfare to the Saatchi Gallery. A neat essay

in proportion and rhythm, it reflects the rest of the Duke of York Square buildings, without

establishing any very definite identity.

Despite this issue, it has become extraordinarily popular and overwhelmed with visitors,

creating a practical problem of how it can be developed to meet this demand and raising

the question of what should replace it.

It is the client’s intention that while the proposed building should fit within the architectural

setting, it should bring new qualities and energy to the ensemble, both during the day and

at night, refreshing and influencing the Square and the buildings around it.

The site, in a prime position in one of London’s most sophisticated districts, deserves a

world-class design, innovative and striking, which enhances the public’s experience of the

space, lifting spirits and creating a lively sense of atmosphere.

In this sense it should be a Chelsea original.

The Cadogan Estate is not seeking the already well-established architect, rather it is keen

to identify and support emerging talent and in doing so act as a client patron in the classic

sense.

It is looking for a team with a fascination for innovative construction techniques and

logistics, an interest in the art of place-making and an eye to keeping disruption to a

minimum.

A creative exploration of the project is strongly encouraged and teams should outline

ideas on an additional programme of use(s) and user(s) that will give the café a unique

identity that raises it above that of an everyday coffee shop. This should help to foster

community engagement and connection. We encourage competitors to form interest-

ing collaborations from a wide array of disciplines, including artists. Designers should be

aware of the Royal Borough of Kensington and Chelsea’s recently-announced cultural

place-making strategy (see page 17).

The project’s key themes encompass:

• Exemplary design: innovative and striking

• Sustainable design which relates to the high-quality, historic setting

• Cultural place-making

• The needs of both locals and visitors

If selected the team’s proposal for the building should include:

• A configuration to provide for circa 100 covers (60 outside and 40 inside)

• A dynamic covering for the outside users

• Strong indoor and outdoor connection

• Back of house facilities located underground to maximise activity and transparency

The intention behind the EOI stage is to identify a team with which Cadogan can work

constructively, and engage with, throughout the creative and construction process and

who can deliver an innovative and exciting project to both time and budget.

The following document sets out the requirements of this two-stage competition process.

At this stage, the Expression of Interest, we are not seeking a design but an explanation

behind the proposed composition of your team, an approach to the issues at hand and a

reaction to the emerging brief.

The Cadogan Estate wishes to appoint an expert design team to reinterpret the current

café offer at the heart of the unique Duke of York Square setting. The Estate is determined

to develop the site in a sustainable way, in keeping with the ethos of the rest of the Square.

It seeks a design team capable of realising this project in ways that combine imagination

and verve with economy and sustainability.

Malcolm Reading Consultants (MRC), an independent expert organiser of design

competitions, will lead and administer a two-stage competition on behalf of the Estate.

This will result in the selection of a winning team and design, who will be appointed to

develop their design and to deliver the project.

The two-stage design contest is comprised of:

Stage 1:

An international call for participation—an Expression of Interest (EOI)—that is aimed at

attracting technically competent and professional teams to register their interest in the

project, as described in this document. A shortlist of five to seven of the best teams will be

selected to move to Stage 2. Successful and unsuccessful teams will be contacted by MRC

prior to the commencement of Stage 2.

Stage 2:

The shortlisted teams will be asked to produce a concept design. A comprehensive brief

will be issued to these teams, as well as detailed information about the site. This stage

may also require visits to projects completed by each of the shortlisted teams. A technical

panel will review the entries and a final jury will conduct interviews prior to a winner

being announced. A public exhibition of the shortlisted teams will be held prior to the jury

meeting.

An honorarium of £5,000 will be awarded to each of the unsuccessful shortlisted teams

following the selection of the winner.

MRC is running this competition for the Cadogan Estate. Any questions should be

History...

The Duke of York Square site, amounting to 2.5 Hectares in total, is the former home of the

Duke of York’s regimental barracks and other supporting facilities. As a military installation

it presented a hard, unanimated façade to the predominantly lively King’s Road.

Unlike many military estates the Duke of York’s site contained a great many quality, and

historically important, buildings and structures. The main buildings on site were in the

Palladian tradition by the architect John Sanders (1768-1826), a one-time pupil of Sir John

Soane. These include the Royal Military Asylum (1801-03), now the Saatchi Gallery, and

the former Chapel (1824). Also noteworthy is the running track, overlooked by the central

portico of Sanders’s Asylum building and laid out during the Second World War, where

Chris Chataway and Roger Bannister trained for the first sub-four-minute mile. Towards the

end of its military existence the site was home to the Territorial Army Headquarters.

At the end of the last millennium, following a strategic review by the Ministry of Defence,

the site became available for redevelopment. The Cadogan Estate emerged as the

preferred purchaser because of its long-term residential and commercial property interests

in the area, its experience in mixed-use development and the re-purposing of existing

buildings and its financial strength.

The resultant development, carried out between 2001 and 2006, was for a phased, £120

million mixed-use scheme of cultural, residential, retail and commercial facilities.

Now a popular haunt of fashionistas, visitors and locals, the Duke of York Square, located

opposite the John Lewis Department Store Peter Jones, provides a relaxed atmosphere,

as well as terrific shopping; with more than 30 retail units and a choice of six cafes/

restaurants all with external seating. Its fusion of original historic buildings mixed with

new classical design creates a beautiful mini-district, offering opportunities for social

stimulation and relaxation. The Saatchi Gallery, a must-see on the London circuit, draws

international and culturally-minded visitors to the area.

The Cadogan Estate

Originally established more than three hundred years ago, the Cadogan Estate today

controls 93 acres of one of the capital’s most exclusive neighbourhoods, spanning Chelsea

and stretching deep into Knightsbridge. The Estate comprises over 3,100 flats, nearly 200

houses, more than 330 shops and stores and 500,000 sq ft of office space. It takes a long-

term interest in the quality of the environment, seeking to maintain the vibrant culture and

quality of life in Chelsea as exemplified by the recent developments of the new concert hall

at Cadogan Hall, and the public realm aspects of the Duke of York Square development.

The project should deliver:

• A new café to provide for circa 100 covers (60 outside + 40 inside).

• Strong indoor/outdoor connection to add life year-round.

• A dynamic covering for outside users.

• A basement area to house prep area, storage, toilets, staff wash/change area, rubbish,

stair and hoist in order to maximise ground level seating/activity and transparency.

• Visible location and great place to watch the world go by.

The Cadogan Estate encourages EOIs from multi-disciplinary teams which should include,

but are not limited to, architects, a structural engineer, a building services engineer and a

cost consultant. The team must be led by an architect who will act as the lead consultant.

Additional skills may be proposed in your submission if you feel they are necessary.

Competitors should note within their response any other specialist team members they

would like to include in their team and who they believe will be necessary to complete

the commission, for example, artists or landscape architects or product suppliers. Teams

responding to this EOI must have the necessary expertise to complete the project within

the project constraints, which include: design, budget, programme and site constraints.

A creative and artistic exploration of the project is strongly encouraged and teams should

be aware of the Royal Borough of Kensington and Chelsea’s recently-announced cultural

place-making strategy. 1 It is likely that the building/structures may require innovative

approaches to offsite, prefabrication and component techniques. The Cadogan Estate

would be keen to see this reflected in the teams’ relevant expertise in this area.

The form of construction procurement for the café is yet to be determined. It is currently

anticipated that the selected team will be required to provide full design services for the

building from RIBA stages B-L. It should be noted that the Cadogan Estate may choose

to transfer responsibility for the development of the design to a contractor, at RIBA

stage D or E, and the team may work for the Estate or the contractor, depending on the

circumstances. The Cadogan Estate intends to call on the expertise of the selected team to

determine the most sensible procurement method.

The Cadogan Estate reserves the right to determine the final composition of the design

team appointed as the winner and this may include the appointment of consultants that

are not suggested within the competitor’s bid. For the avoidance of doubt, this is to ensure

the correct mix of skills and expertise and will not be imposed unreasonably.

The site is located on the south side of the King’s Road in Chelsea, in the heart of Duke of

York Square adjacent to the Saatchi Gallery.

The site at present consists of a café building now occupied by a Gelateria Valerie with out-

door seating to the west. The occupier of the future café is yet to be determined.

We are looking for interesting team collaborations to undertake this project. Please tell us

why you have brought together the disciplines you have and why you think the team will

deliver a successful project.

Please provide a one-page summary of details for each of the principal consultant firms

who will form part of your team. The team, as a minimum, must include an architect, a

structural engineer, a building services engineer and a cost consultant. Please provide

details of any other consultants who are vital to your design approach and state who will

be the lead for the team. Please note that teams composed of both emerging architects

and established consultancies will be looked upon favourably.

3) Relevant projects

Please provide a précis of your approach to similar challenges on previous projects and

how you have worked to maximise value for the client. This should include analysis of

programme, budget and buildability.

The lead consultant should demonstrate the practice’s approach and expertise to similar/

relevant projects and why the company is appropriate for this commission. Please describe

your approach to the site problems and design solutions for one past project, either built

or otherwise.

The other team members should provide no more than one side of A4 outlining projects

they have completed.

Both the lead consultant and other team members should identify:

• Client name, email address and contact number.

• Date of project completion.

• Previous experience of working as a team, where possible with the team members

proposed in this EOI.

• Anticipated and final budget.

• Anticipated and final duration of the project.

• Aspects of the design or design approach that are relevant or showcase equivalent

challenges to the Cadogan café project.

Illustrations and sketches should be used where appropriate. Client references may be

taken up.

4) Press

Each competitor should also provide a 150-word snapshot of the practice or collaboration

that can be used for press in the event of the team being shortlisted. In addition, up to

three high-resolution images of representative projects should be provided for the same

reason. These will only be used in any press announcements, and should be submitted with

the EOI submission.

The following criteria will be used to select a shortlist:

1. Ability to meet essential financial and business standards for the commission, based

on Part 1 of the Submission Requirements (10%).

2. Technical and professional capability of the proposed team, including the

communication of ideas and composition of team, based on Part 2 of the Submission

Requirements (45%).

3. Overall experience and examples of previous work, including the ability to deliver to

specification, budget and programme, based on Part 3 of the Submission Requirements

(45%).

Only candidates who respond in accordance with the submission requirements may

be considered. During the Expression of Interest stage, the Cadogan Estate staff, its

consultants and project team members should not be contacted, as this may lead to

disqualification from the competition.

Receipt of Expressions of Interest

Expressions of Interest will be received up to 14.00 hours (BST) on Monday 20th August

2012.

Please ensure that your submission is delivered no later than the appointed time. The

Cadogan Estate may not consider your submission if it is received after the deadline.

Permissions

The Cadogan Estate reserves the right to make use of all presentation materials submitted

in any future publication about the competition, exhibition or website. Any use will

be properly credited to the competitor and the competitor warrants that the material

submitted comprises solely their own work or that of any member of a consortium

submitting a PQQ response. This non-exclusive licence is irrevocable, shall survive the

competitor’s exit from the tendering process and is royalty-free.

Language

The official language of the competition is English. All entries must be in English, including

all additional information.

Financial data

Any financial data provided must be submitted in, or converted into, pounds sterling.

Where official documents include financial data in a foreign currency, a sterling equivalent

must be provided.

Insurance

The Cadogan Estate and Malcolm Reading Consultants will take reasonable steps to

protect and care for entries but neither organisation will insure the proposals at any time.

Competitors are urged to maintain a complete record of their full entries and be able to

make this available at any time should adverse circumstances require this.

Amendments to the Expression of Interest

The Cadogan Estate may, at any time prior to the submission date, amend the Expression

of Interest (EOI), and Malcolm Reading Consultants (MRC) shall notify all competitors of

any such amendments. If MRC issues any circular letters to competitors during the EOI

period to clarify the interpretation to be placed on part of the documents or to make any

changes to them, such circular letters will form part of the EOI. Accordingly, all competitors

will have been deemed to take account of these in preparing their submission.

Overseas competitors

Overseas competitors should note that, for Customs purposes, no commercial value should

be assigned to any postal or courier documentation for the EOI. This may cause your

submission to be delayed and returned to you unopened.

Site visits, photos and drawings

Competitors are welcome to visit the site, but at this stage of the competition there will be

no formal site visits.

Competition materials

All material which is submitted as part of your response to the EOI will be retained by the

Cadogan Estate and will not be returned to participants.
