In the past few years, we could observe a growing number of analysis addressing events that have shown the influence of social media in emerging political scenarios

Citizen-Sourcing (Citizens to Government): the public helps influence directions, results, and work as sensors monitoring service status and new incidents;Linders (2012, p. 447)

Government as a Platform (Government to Citizen): a means for the government to make their data and knowledge available for the citizens;

We selected two applications to analyze key similarities and differences:

a) Colab (v. 2.0.1) b) Rio 1746 (v.1.7.9)

Conducted an oriented navigation using a questionnaire roadmap consisting of five

main themes:

1- Access rights and Privacy2- View and Change Reports Data

3- Social Communication4- Feedback

5- Gamification Elements

We conducted an oriented navigation* in order to accomplish three main tasks:

- sign up- make a report- find your report.

*The oriented navigation is a set of rules guided by a questionnaire in order to provide uniformity during the sample analysis, according to Silva (2012, p. 157)

In summary, the design approaches taken by both city managers (Government to Citizen) and civil society (Citizens to Government) reveals distinct objectives. Governments pursue a better way to get and provide data and information about the city. Citizens may be searching for like-minded people to

support a common cause.

The Rio 1746 application focuses on features to receive and respond directly to the user. We noticed that Social Communication and Gamified features are not the application main concern.

The Colab application is a communication tool that links people with common propositions or within a same area. Although the application consists of mainly Social Communication features, based in our literature review, we believe that Gamification features could significantly enhance the user engagement.

Based on our methodology, we can concluded that both applications need to improve in terms of engagement

and social features to achieve a large amount of current users, showing that there is still a gap to design better

interfaces to foster a tight communication between citizens and governments.
