Course Overview The NJSACOP Command Officer Development Course [CODe-C] is a simulation-supported program that consolidates essential leadership and management practices. This program is the perfect opportunity to apply core competencies in a risk-free environment. The computer-based simulation is a thoroughly engaging experience which results in behavior so authentic that personal reflection, feedback from peers and guidance from coaches are directly applicable to the individual and transferable to the workplace. CODe-C’s methodology and technology platform create a high quality learning experience that has a more durable impact than traditional training.

Key Course Components Participants attending the CODe-C program will practice and improve their ‘hard’ and ‘soft’ skills in a setting built around a simulation, led by a facilitator and assisted by coaches.

Simulation In the simulation portion of the course, four teams of participants will configure the simulation to reflect their strategic direction. They will begin by creating a mission statement, developing a team plan and establishing a team protocol. Each team will complete this initialization phase by developing a work plan, including selecting staff, setting a quarterly budget and forecasting core operational metrics. The teams will manage day-to-day police department operations, send personnel to training, hold meetings in their virtual police department and be accountable for their results. As the simulation progresses through 12 virtual months, teams will face unexpected occurrences such as scenarios, the rumor mill, department news, emails, foreshadowing and warning messages. And as participants strive for a balanced scorecard, they will face the consequences of their decisions, most of which are tracked and electronically tabulated.

Facilitator In plenary classroom sessions, the facilitator will present conceptual frameworks of pre-identified competencies to facilitate the transfer of the learning to the workplace. To ensure maximum relevance to the participants, some sessions deal with ad hoc issues that arise from the work in teams.

Coaches Coaches help participants maximize the learning of principles, concepts and skills. They challenge participants to think strategically, plan thoroughly and use leadership and management skills to build an effective organization capable of attaining its objectives. Coaches play a special role in facilitating the debriefing of simulation events or group dynamics to reinforce the retention of new knowledge and its transfer to the workplace. Coaches also play a mentoring role by providing participants with an individual feedback session.

Course Outcomes Through teamwork, coaching and plenary sessions, you will learn how to: Plan strategies for ‘making things happen’; Manage a police department budget; Implement a special project; Manage risk; Maintain a healthy work environment; Enhance the potential of personnel; Facilitate employees’ personal transition in changing situations; Address difficult issues while striving for win-win outcomes Clarify roles and responsibilities; Develop your presentation skills to senior management; Identify personal learning needs.

Realistic Context The CODe-C program recognizes that creating a realistic context is one of the most important features to provide higher retention and transfer of knowledge to the workplace. Realism is created through the computer-based simulation’s storyline, virtual characters and related department activities, e.g., in-basket items, project tasks, meetings and training events.

Feedback Within CODe-C, feedback comes from coaches, the computer-based simulation, the facilitator and other course participants.

LIMITED ENROLLMENT The CODe-C Program is limited to 24 students. Applications are accepted on a “first come, first served” basis.

DRESS CODE The dress for classes is business casual. Please no jeans, sweats, t-shirts and/or sneakers.

LOCATION The CODe-C Program will be held at Stockton University.

OVERNIGHT ACCOMMODATIONS Accommodations will be provided by Stockton University and the cost is included in the registration fee. The check-in date is Monday, June 11, 2018 and checkout is Thursday, June 14, 2018. Due to the out-of-classroom group work that is associated with this course, overnight accommodations are strongly recommended for all participants.

COST The cost to attend the CODe-C Program is $1,250.00. This includes accommodations, breakfast and lunch each day.

CERTIFICATE IN EXECUTIVE DEVELOPMENT IN POLICING We are excited to introduce the latest Stockton Certificate Program, which was developed by the Rodgers Group, LLC, in cooperation with the New Jersey State Association of Chiefs of Police and the Stockton University Center for Public Safety and Security. The focus of this four-part program will be to enable law enforcement executives to become proficient in positively impacting the collective capacity of law enforcement and deal wit the contemporary public safety challenges attributed to their complex operating environments. Upon successful completion of the following four programs, the attendees will receive a “Certificate in Executive Development in Policing,” from Stockton University: Module A: NJSACOP Foundation for Senior Executive Leadership (FEL) Module B: NJSACOP Command Officer Development Course (CODe-C) Module C: NJSACOP Police Executive Institute (PEI) Module D: Executive Development in Policing Capstone
