QUORUM AND DOCKET APPROVAL: Stated Clerk, Rev. Diane Frasher reported. The Stated Clerk declared that a quorum was met. The docket has (1) addition: 1) A report from the Personnel Committee within the Stated Clerk report. Presbytery moved and voted to approve the revised docket with a two-thirds majority. 8. Receive the Informational Report from CPM moderator, Rev. Tom Rennard:a. The CPM has given permission for Inquirer Ashley Reese to take the Standard

Ordination Examinations – Worship & the Sacraments and Theological Competence – in late July 2017. She has been prepared by her theological studies at Ashland Theological Seminary, additional courses at Dubuque Theological Seminary the mentorship of Wayne Morrow of Desert Hills and Pat Stout of Little Church, 29 Palms and their Sessions.

b. A grant was given of $1500 to Inquirer Ashley Reese to take courses at Dubuque Theological Seminary in preparation for the Standard Ordination Examinations. These monies come from offerings taken at Installations and Ordinations in the presbytery.

9. Approve the transfer of membership for Richard and Patricia Schwartz and for Marianne S. Corey from Idyllwild Community Presbyterian Church to the rolls of the Presbytery of Riverside due to their desire to remain within the PCUSA as the Idyllwild Community Presbyterian Church and its members transferred to ECO. The dismissal agreement gave members until June 16, 2017 to transfer their memberships.

Information items:1. All correspondence has been referred to the appropriate Presbytery person or entity.2. The Stated Clerk received a thank you card from the Rev. Marilyn Gamm for the beautiful

earrings and necklace that the presbytery gave her as a goodbye gift at the March 18th presbytery meeting. She thanked the presbytery for the “honor or serving” here and added that she would continue to pray for the presbytery.

3. The presbytery received a letter from the Presbyterian World Mission Agency informing us that Rev. Jose Luis Casal has been called as Director for the Presbyterian World Mission Agency.

4. The Personnel Committee reports that a Communications Specialist has been hired. Her name is Marilyn Kraft, starting July 1, 2017.

5. REDRESS OF RULING ELDER – TEACHING ELDER BALANCE -2017/2018No changes are required to Ruling Elder Commissioner assignments for the presbytery to achieve parity for the 2017/2018 year. The report follows:

G-3.0301The presbytery is the council serving as a corporate expression of the church within a certain district and is composed of all the congregations and teaching elders within that district. The presbytery shall adopt and communicate to the sessions a plan for determining how many ruling elders each session should elect as commissioners to presbytery, with a goal of numerical parity of teaching elders and ruling elders. This plan shall require each session to elect at least one commissioner and shall take into consideration the size of the congregations as well as a method to fulfill the principles of participation and representation in F-1.0403 and G-3.0103. Ruling elders elected as officers of the presbytery shall be enrolled as members during the period of their service. A presbytery may enroll or may provide by its own rule for the enrollment of ruling elders during terms of elected service to the presbytery or its congregations.

There are 77 resident teaching elder members of the Presbytery of Riverside.

1. Almost all churches are assigned two ruling elder commissioners and some have been given an additional commissioner based on their membership size. ADMINISTRATIVE COMMISSION DESCRIPTIONAdministrative Commission for New Worshiping Communities

MISSIONThe commission is created for the purpose of identifying and encouraging new worshiping communities within the bounds of the Presbytery of Riverside.

COMPOSITIONThe Commission shall be composed of at least six (6) members, at least three (3) teaching elders and at least three (3) ruling elders nominated by the Presbytery Commission for a period of three years, and representative of the racial, cultural and ethnic diversity of Riverside & San Bernardino counties.

FUNCTIONThe commission is created for the purpose of identifying and encouraging new worshiping communities within the bounds of the Presbytery of Riverside, including:

1. Praying for and with new missional communities2. Connecting new worshiping communities with the life of the Presbytery3. Networking new worshiping communities within the Presbytery for support and sharing of

ideas, resources, and best practices.

POWERSThe decisions and actions of the Commission shall be reported to the Stated Clerk, who shall report it to the Presbytery Assembly at its next stated meeting. The Presbytery Assembly may rescind or amend an action of the Presbytery Commission. The following powers are granted to this Commission:

1. Serving as the “Session” for all new worshiping communities and fellowships established since 2012.

2. Reviewing credentials, arranging clearance interviews in consultation with the Healthy Pastors and Congregations Commission, and recommending membership in the Presbytery for pastors leading new worshiping communities

3. Assisting in negotiating “nesting” relationships and rental agreements4. Approving grant applications to Synod, General Assembly and other potential funding

sources5. Approving observance of Sacraments6. Approving Marriage Services7. Approving Memorial and Funeral Services

RELATIONSHIPS1. The Presbytery Commission will name a chairperson. The Commission will elect a

secretary. Minutes shall be carefully recorded and sent to the Presbytery Leader for Mission and Vision/Stated Clerk. Such minutes will become part of the official record of the Presbytery. “A quorum of any commission shall be established by the designating council but in no case shall be less than a majority of its members…” G-3.0109b.

2. The Presbytery Leader for Mission and Vision/Stated Clerk will provide staff services to the Commission, which will report to the Presbytery Assembly through the Presbytery Leader for Mission and Vision/Stated Clerk.

3. The Commission will make periodic reports to the Presbytery Assembly on the communities being nurtured, and what is being learned from the process. It will report on any grants or funding received. The reports should be transmitted in writing to the Presbytery Leader for Mission and Vision/Stated Clerk.

4. The Presbytery Commission may request a report to the Presbytery Assembly at its discretion.

5. The Healthy Pastors and Congregations Commission will receive quarterly reports from the Administrative Commission. Clear communication with the HPCC will assure collaboration.

POLICIES AND PROCEDURES1. The specific function of an administrative commission stated in the Book of Order that

relates to this commission is in the 2015-2017 Book of Order G-3.0109: A presbytery is permitted to designate “commissions as they deem necessary and helpful for the accomplishment of the mission of the church.”

2. Our polity says explicitly that an Administrative Commission may be designated for “developing immigrant fellowships, organizing new congregations…” (G-3.0109b4)

3. A commission is empowered to consider and conclude matters referred to it by a council (governing body). The designating council shall state specifically the scope of the commission’s powers and any restrictions on those powers (G-3.0109).

4. Technically, the Administrative Commission has the full authority of the Presbytery Assembly for the limited purpose for which it is created (G-3.0109).

CONFLICT OF INTEREST As per the Presbytery Manual of Administrative Operations, Conflict of Interest Policy, paragraph 2, when congregational matters are discussed in which there may be a conflict of interest with any person at the meeting, that person shall be excused for that part of the meeting.

REVIEWEvery three years, the Administrative Commission will evaluate its effectiveness and bring a recommendation to the Presbytery regarding its continuation as a commission.

PRESBYTERY OF RIVERSIDEJune 10, 2017Stated Meeting at Palm Springs Presbyterian Church, Palm Springs, CAReport from Southern California & Hawaii Synod Assembly May 6, 2017

The Synod of Southern California & Hawaii Synod Assembly was held May 6, 2017, at the New Presbyterian Church in Los Angeles, one of the former Hanmi churches that is now a member of Pacific Presbytery. The Rev. Sam Roberts and Elder Susan Skoglund, Riverside Presbytery

Commissioners attended the Assembly where The Rev. Mark Hong was installed as the Executive Presbyter/Stated Clerk of the Synod during opening worship. Barry Peters was introduced as David Suarez’s replacement as Full Charge Bookkeeper.

All presbyteries with the exception of Riverside reported on their activities. The Pacific Presbytery report thanked the Synod for its support and the many projects it has made possible within its bounds. Presbytery Exec Linda Culbertson particularly cited how younger leadership is growing out of their mission work refocus. She added that the new Korean churches were making it easier to interface and to join in and to connect all with the bigger conversation.

Reporting for Los Ranchos, Sue Currie indicated that morale is on the upswing. They are using a translation service to make possible wider participation by the new Korean churches within their presbytery. They have chartered New Hope Presbyterian and the pastor, Rev. Chineta Good join hope to complete the process with General Assembly in the fall. San Diego reported they are trying to live as familyand to align their structure to mission. They have allocated $500,000 to plant churhes. They have an active Hispanic ministry.

In addition there were reports from the LAC+USC Medical Center Chaplaincy, the Committee on Representation and Nominations, the Justice, Peace and Intergrity of Creation work group, Presbyterian Women, the Racial Ethnic Pastoral Leadership work group and the Commission of Assembly. During the Finance Committee report the following action was approved (impacts Presbytery of Riverside):

To concur with the recommendation of the Finance Committee that the net proceeds of $363,856.68 from the sale of the property of the Casa Blanca Home of Neighborly Services shall be placed in a restricted fund that will be disbursed tohe Presbytery of Riverside exclusively for the benefit of community ministry within the City of Riverside or alternatively a community based ministry in neiggghhboring communities within the bounds of the Presbytery of Riverside. Furthermore, the presbytery will reimburse the Synod for any property related expenses that might be billed to the Synod after the close of the sale.

Background information provided by the committee indicated that at this time Riverside Presbytery is committed to using these funds for the San Bernardino Home of Neighborly Serves, another property once run by the Synod. The presbytery has helped this center with some of its bills, authorized funds to repari the racility and to renovate the restooms to make them ADA compliant.

Within the Consent Agenda, Carol Stanley and Erin Thomas of our presbytery were thanked for their service on the Board of the Presbyterian Camps and Conference Center, Inc. (PCCCI).

Mark Hong expressed in both his written and oral report that the Synod owes a huge debt of gratitude to Marilyn Gamm, Transitional Executive Presbyter, for her work with Riverside Presbytery. He also reported that he has been assisting the Search Committee as a resource person.

“Jesus said, ‘Let the little children come to me, and do not stop them; for it is to such as these that the kingdom of heaven belongs.’ ” -Matthew 19:4

In 2015 the PC(USA) launched its global campaign, the Educate a Child initiative. The focus, aimed at eliminating poverty by strengthening quality education for children was brought to the forefront for Presbyterian Women. Presbyterian Women has taken the challenge of children’s education a step further by addressing children’s literacy as a justice issue. Because many peace and justice issues like poverty, exploitation, marginalization, imprisonment and unequal access to opportunity are related to lack of education, Presbyterian Women in the Presbytery have gathered for their Spring Gatherings to empower children through literacy. Spring also brings to our Gatherings, the Birthday Offering. The Birthday Offering supports mission projects that improve the lives of women and children around the world. Our PW commitment to improving the lives of others, and dedication to answering the call to show Jesus’ love to the world is shown by the three recipients of the 2017 Birthday Offering: First Hand Aid, Navajo Water Project and The Family Justice Center.

Spring 2017 Beaumont PW: The Birthday Offering Gathering will include guest speaker, Opal Singleton

speaking on “Cyber Child Exploitation”. Ms. Singleton is the Training and Outreach Coordinator for the Riverside County Anti-Human Trafficking Task Force and serves with the Riverside County Sheriff’s Department through a Department of Justice Grant. PW is also selling Mother’s Day cards to benefit the Healthy Women Healthy Families mission. The February Gathering brought their own church member, John Guldseth. Mr. Guldseth spoke about his life as a child of Presbyterian missionaries who served in both China and Africa.

Calvary PW: The Birthday Offering Gathering brought balloons, roses and a birthday cake and was followed by guest speaker, Susan Skoglund, Moderator of Presbyterian Women in the Synod of Southern California and Hawaii. Susan explained PW background, history and grant assistance and an overview of the groups that are funded. The February and March Gatherings brought Celena Diana Bumpus, Leadership Council Chair of the American Cancer Society. Ms. Bumpus spoke about types and signs of cancer, diet assistance and how to be more assertive with medical personnel.

Redlands First Presbyterian PW: The Birthday Offering Gathering was combined with “Educate a Child-Save the World. Guests brought new or gently used children’s books and filled education bags for Church Worldwide Services. Guests enjoyed lunch and the Redlands High School Chamber Singers.

San Bernardino First Presbyterian PW: The Birthday Offering Gathering on June 5 th, will include guest speaker, Rabbi Hillel Cohn, Rabbi Emeritus of Congregation Emanu El - San Bernardino/Redlands. Rabbi Cohn will be speaking on “God Provides”. Everyone is invited to attend. In May, PW’s Together in Action Days for Children’s Literacy brought “Reading Is Fashionable”. Combined with a luncheon and fashion show, guests brought new and gently used children’s books to be donated to the First Presbyterian Church Child Care Center. In March, “Gifts of Women Sunday” called us to celebrate, thank and honor 3 of our own

Presbyterian Women in the Presbytery of Riverside will join our Sisters in the Synod on July 7-9 for Summer Conference, “Guided by the Light” at Chapman University. PW of the Presbytery will co-host Friday Night Fellowship and sponsor the Conference El Mercado. PW in the Congregations continue to answer their own community’s Call to Actions that embody the Purpose of Presbyterian Women.

Also, Lily and Mario Bolanos were commissioned as members of the Living Waters Mission Group, led by the Presbytery of San Gabriel, going to Peru in July 2017 (Youth Mission Trip). The Word of God was preached with a sermon entitled “An Important Question” by Rev. Timm High. The offering from the service will be going to the Living Waters Mission youth group to Peru.

Biography of Cherylyn ThorntonI am a long time member of Magnolia Presbyterian Church in Riverside. I began worshiping at Magnolia when my parents joined in 1967. I am currently an Elder serving on the Membership, Evangelism and Worship Committee as well as the Personnel Committee. I am the leader of the Monday Morning Womens' Bible Study and sing in the choir and play bells. This is my second term as Elder I have also served as

deacon, presbytery commissioner, on the nominating committee, the Christian Education Committee, Mission and Assessment Team and went on AMEN mission trips to Peru in 2004 & 2006.

I married Thomas Thornton in 1981. He obtained his contractor’s license in 1988 and is the owner of Sheet Metal Systems, which I am the office manager of. I have an Associate Science degree in business administration with a management concentration from RCC and graduated with distinction. I handle all accounts payable and receivable for the company utilizing QuickBooks. I maintain personnel files and administer payroll. I complete all EDD and IRS tax forms with deposits necessary for the company. I make the bank deposits and reconcile the monthly bank statements. I analyze the financial data and move funds as needed. I obtain the necessary business licenses and insurance certifications and meet with the insurance auditors as necessary. I also maintain the safety program keeping up on Cal Osha rules and regulations.

I volunteered for the Riverside Chapter of Childhelp USA, serving as Village Liaison, Treasurer, Vice President, Co-Chair of the Christmas Boutique, and Reservations Chairman. The village in Beaumont is a 121 acre in home treatment facility serving 84 children who have been abused or neglected. The children live in cottages with an on site school, library, gym, chapel and farm. We had 2 charity events a year to raise funds but had to close the chapter due to a lack of volunteers to maintain the required board.

I look forward to serving the Presbytery as Treasurer.

REPORT OF THE RESTRUCTURE TASK FORCE: RE Jeff Mague reported.

For Action:The Structure Task Force moves to accept the Manual of Administrative Operations, drafted as “second read” in this packet, which includes Bylaws, corporate documents, the Conflict of Interest Policy and Code of Ethics, and the Charter, Policy and Procedure documents for each of our Commissions, Committees and Teams, and the Personnel Policy. The effective date is today, if approved. Presbytery voted to approve the motion with one amendment to the Presbytery Commission Charter (Item # 2 on page 26 will be removed – “ratify actions of the Healthy Pastors and Congregations Commission when referred to this Commission according to their rules”.

2017 Presbytery of Riverside Structure Brief SummariesPresbytery Assembly: The Presbytery Assembly is the new name for meetings of the full Presbytery within which ecclesiastical and corporate business is conducted. The By-Laws state there shall be a minimum of two stated meetings per year. The plan is to have three meetings per year, two of which will include a special guest speaker providing education and training of interest and supportive of the Presbytery’s mission and ministry, and one of which will have a building relationships within the Presbytery focus.

Presbytery Commission: The Presbytery Commission (PC) is the new name for the Vision Coordinating Team. It will be an administrative commission of the Presbytery, with delegated powers through which it may act with the full authority of the Presbytery, particularly between meetings of the Presbytery Assembly. All actions taken in behalf of the Presbytery shall be reported to and are subject to review by the next Assembly meeting. In addition, the PC is particularly responsible to provide nominees to the Assembly for service on the Committee on Nominations and on the New Worshiping Communities Administrative Commission, and to receive and review an annual budget for recommendation to the Assembly. (10)

Healthy Pastors and Congregations Commission: The Healthy Pastors and Congregations Commission (HPCC) is the new name for the Committee on Ministry, making explicit in its name its purpose. It will be an administrative commission of the Presbytery, with delegated powers through which it may act with the full authority of the Presbytery, particularly between meetings of the Presbytery Assembly. All actions taken in behalf of the Presbytery shall be reported to and are subject to review by the next Assembly meeting. In addition, the HPCC is particularly responsible to oversee the Sexual Misconduct Response Team (SMRT) and policy, and nominate the SMRT chair and team members. And the HPCC will partner with the Partners In Ministry Committee to deploy Holy Conversations Teams of three to meet every two years with congregational pastors and sessions about their ministries and resource needs, praying with and for them in their mission and ministry. Commission on Preparation for Ministry: The Commission on Preparation for Ministry (CPM) is the new name for the Committee on Preparation for Ministry. It will be an administrative commission of the Presbytery, with delegated powers through which it may act with the full authority of the Presbytery, particularly between meetings of the Presbytery Assembly. All actions taken in behalf of the Presbytery shall be reported to and are subject to review by the next Assembly meeting. The CPM is particularly responsible to oversee the Teaching Elder ordination process. In addition, the CPM is responsible to oversee the Commissioned Local Pastor/Commissioned Local Chaplain Policy and process.(9)

In addition, the PFIFD is particularly responsible for ensuring the development of the annual budget for recommendation to the Assembly, providing oversight of monthly expenditures, ensuring wise investment strategies for Presbytery funds, generating new funds development strategies and fund-raising endeavors to benefit the

The PIM is particularly responsible to partner with congregations and pastors through educational and funds resources in support of their local mission and ministry. In addition, the PIM is responsible to interpret and provide opportunities for congregations and pastors to access the resources of the wider Presbyterian Church (U.S.A.). And the PIM will partner with the Healthy Pastors and Congregations Commission to deploy Holy Conversations Teams of three to meet every two years with congregational pastors and sessions about their ministries and resource needs, praying with and for them in their mission and ministry. Presbytery Meeting Planning Team: The Presbytery Meeting Planning Team is the new name for the Cabinet. The Presbytery Meeting Planning Team is particularly responsible for making recommendations to the Presbytery Commission about the logistics of Presbytery Assembly meetings, and providing preparation assistance to the Presbytery Leader for Mission and Vision/Stated Clerk. In addition, the Presbytery Meeting Planning Team makes recommendations to the Assembly through the Presbytery Commission for reviewing and acting upon General Assembly overtures. (3)

Presbyterian Women: No change in its responsibilities and reporting.

Records Review and Assistance Team: The Records Review and Assistance Team is the new name for the Polity and Records Committee. This volunteer team may be recruited by the Presbytery Leader for Mission and Vision/Stated Clerk to assist in fulfilling the Stated Clerk’s Book of Order mandated General Administrative Reviews of such matters as the Presbytery commissions’, committees’ and teams’ minutes; and congregations’ registers, minutes, any required policies and manuals, and changes to incorporation documents. This team may also assist in providing training for congregation’s Clerk of Session.

PROPERTY AND FINANCE: RE Margaret Merhoff reported.Action items:Authorize the Property & Finance Committee to oversee the investment and disbursement of all funds received from the Synod of Southern California and Hawaii that came from the sale of Casa Blanca Home of Neighborly Service of Riverside. Presbytery voted to approve.

Information:At the March 18th meeting of the Presbytery, the Presbytery approved spending up to $50,000 for

capital improvements at the San Bernardino Home of Neighborly Service. It was stated that the Property and Finance Committee intended to reimburse the Presbytery’s expenditures should we receive Synod funds from the sale of the Casa Blanca Home of Neighborly Service. At the May 6th Meeting of the Synod Assembly, the Assembly approved sending the net proceeds of $363,832.36 from the sale of the Casa Blanca Home of Neighborly Service to the Presbytery of Riverside. The motion approved stated that funds are “to be used exclusively for the benefit of community ministry within the City of Riverside or alternatively a community based ministry in neighboring communities within the bounds of the Presbytery of Riverside.”Property and Finance voted to recommend the following:

a. Reimburse the funds spent for the capital improvement at the Home of Neighborly Services. (As of May 24th, the expenditures total $17,494.27.)

b. Invest the residual funds with the Presbyterian Foundation. Two accounts will be set up: one account contain the majority of the funds and will provide an automatic payment to the San Bernardino Home of Neighborly Services of $2,000 per month; the other account will be used by the Presbytery for future capital improvements at the Home.

NURTURE, DISCIPLESHIP, AND STEWARDSHIP TEAM: RE Rene Myers reported.Rene Myers is also the western representative for the mission engagement and support team at the Presbyterian Mission Agency (PMA). First, Rene spoke of meeting John Black at a conference in Africa. A “Keeping Faith” video with PMA Interim Executive Director Tony De La Rosa was viewed, which highlighted the Agency’s mission work in Rwanda. The Agency has been working

for reconciliation (forgiveness and education) in the region since the 1984 Rwandan genocide of over 800,000 people. Rene also reported there are still scholarships from the Partners in Ministry Committee available for youth camp at Big Bear, as well as scholarships for the Stewardship Kaleidoscope conference in Florida September 25-27, 2017.

SEARCH COMMITTEE FOR RIVERSIDE PRESBYTERY LEADER FOR MISSION AND VISION/STATED CLERK: Rev. Andrew Parnell reported.For Action:The Search Committee for the Presbytery Leader for Mission and Vision/Stated Clerk for Riverside Presbytery recommends the election of the Rev. Timm High to be our Presbytery Leader for Mission and Vision/Stated Clerk for a 3 year term, beginning July 1, 2017. Rev. High was examined by the Presbytery. Presbytery voted to approve with a written ballot of 51 “Yes” votes, and 6 “No” votes. The search committee was dismissed with thanks. The Presbytery prayed for Rev. High’s ministry with us.

We advertised on all the Synod and Presbytery sites and in the Presbyterian Outlook 6 weeks. We met almost every Thursday, beginning in early February, 2017.

We received 8 applications from around the country, West and East Coasts.We interviewed 6 candidates by Skype, then chose 2 finalists who came here for in-person interviews.

It is with joy that we nominate the Rev. Timm High to be our Presbytery Leader for Mission and Vision/Stated Clerk.

Statement of FaithTimm High

I believe that “In the beginning, when God began to create the heavens and the earth…”, is an appropriate understanding of God and the work of creation, the work of God that continues through today and into tomorrow. God took the raw materials present as chaos and creatively ordered them for good and useful purposes. God’s act of creative ordering continues through the ability of humans, animals, and other life forms to reproduce, and God invites me as a human being to embrace creation and to care for and with the created order.

God was present when I was “knit together in the limbo of (my mother’s) womb”, as God was present in the process of knitting together my mother and my father and those who came before them, as well as my children and others who may spring from them. “If I lift up my eyes to the hills, is that where my help will come from?”, asks the poet in Psalm 121. The answer in this psalm of pilgrimage is “No, my help comes from the Lord, the creator of those hills”, and my help continues to come from God in my own pilgrimage through life.

A presence and present of God is found in the person of Jesus of Nazareth, the self-identified Son of Humanity, who made his way amongst the people of God, encouraging them with word and deed to experience the Reign of God, to be attentive to God. Jesus is God’s faithful response to the powers and principalities of every day and age, calling upon us to love the Lord our God with all of our heart, with all of our soul, with all of our strength, with all of our mind, and to love our neighbor in the same way that we love ourselves. Jesus re-represents God as One as who is as invested in the questions as in the answers, in how we live and love as much as what we believe.

The resurrection of Jesus from the dead is an event witnessed to in story and in the lives of those who have accepted his invitation to witness in word and deed to the love of God, and best understood in practice and process by his presence through the power of the Holy Spirit when persons gather and call upon his name. The Holy Spirit is the ongoing presence of God, equipping the saints for ministry where they live and work, live and love. The Sacraments of Communion and Baptism are opportunities for faith communities to recall and remember, to proclaim and practice, to celebrate and serve amidst the presence and presents of God.

The Church is the expression of the Body of Christ for all time in every place, a place of nurture as we explore our nature, a place of community as we explore our commonality, a place where we gain insight into the Reign of God that Jesus proclaimed. I have been a part of the Church and the Church has been a part of me as long as I have been, and she continues to be influential in my becoming the fully human being and child of God that God desires me to be.

I give thanks for God who is both one who cannot forsake her nursing child, and one who has two sons, excessively interested in both participating in the banquet celebrating life: as a witness to the power of life over death, of hope over despair, of creativity over rigidity. I celebrate God as one who invites me and others to “follow” and who trusts that what I come to believe will be the result of sharing the words and the witness of those who have believed before me, while participating in the process of telling the story of God for those who follow.

Personal I was born in June of 1953, the oldest child of two oldest children. I have four brothers and one sister, with thirteen years between my youngest brother and myself. I was raised in Duluth, MN, and the Lakeside Presbyterian Church, which is the only church I have been a member of, is also where I was ordained as a Deacon, Ruling Elder, and Teaching Elder. This Call God has been good in offering me opportunities to use the nurture and nature of my life’s experiences to support communities of faith as together we are in transition from what the Church has been to what God is calling the Church to be. I have sought a position as a Presbytery Leader for 20 years because I passionately believe in God’s invitation to a Presbytery to purposefully join in deepening the missional witness of and to the Triune God within their local and broader communities. Nurturing Sessions in becoming boards of discernment (embodying spiritual leadership as well as governance) and deepening discipleship practices of persons who participate in communities of faith in the name of God in the person of Jesus through the power of the Holy Spirit are aspects of this invitation to this grace-full opportunity and response-ability.

PURPOSE OF THIS POSITION The Stated Clerk shall perform all duties prescribed in the Book of Order and the Manual of Administrative Operations of the Presbytery pertaining to documents, records, and meetings, and act as parliamentarian of the Presbytery.

RELATIONSHIPS1. Work in a cooperative and collegial relationship with the Head of Staff. 2. Give advice and counsel to the Presbytery, Committee on Ministry, and Vision

RESPONSIBILITIES1. Presbytery Meetings

b. Determine that a quorum is present. c. Assist the Moderator as parliamentarian. d. Receive correspondence to the Presbytery and direct it as appropriate.

Diane Frasher, Stated Clerk, was thanked for her faithful service (this was probably her last meeting with Riverside Presbytery VCT).

Reports were received on all the staff searches (for Treasurer, Presbytery Leader for Mission and Vision/Stated Clerk, and Communications Specialist).

The extension until June 2018 of the term of VCT Moderator, TE Tina Blair, was moved, discussed, passed and affirmed to the presbytery.

EVANGELISM, MISSION AND ADVOCACY TEAM: Rev. Claire Schlegel reported.

EMAT has continued to meet monthly through GoToMeeting. Anyone in the Presbytery is invited to use GoToMeeting for their meetings at no cost to you. The sign- in information is available through Carrie Black in the Presbytery office or Claire Schlegel at Magnolia Pres. Church.Recently EMAT has approved a fund-raising campaign for Noah Park and Esther Shin who are teaching at the Seminary in Cairo. EMAT has approved a matching grant of up to 6,000.00 for money raised by the churches in the Presbytery. The last figures show that $1600.00 has been raised so far. Please consider giving to this worthy cause. And continue to pray for them in light of the violence towards Christians in that region.

We also approved mission scholarship money in the amount of $2,000.00 to help Calvary Pres send 15 people to Mexico on a Hand2Hand mission in Mexico.

Other business we have discussed is the new reorganization in combining EMAT and NDST functions and how that will affect us. Should the reorganization be approved through Presbytery, a face to face meeting will take place Thursday, June 15th at 4:00 at 1st Pres. Redlands. We are still looking for someone to Co-chair the new PIM committee with Claire Schlegel.

OTHER BUSINESS:RE Margaret Merhoff was recognized with gratitude her service on the Property and Finance Committee, and is now departing from the committee.
