EU Publishes New Tariff

On 28th October 2016, the European Union updated Annex I to the Combined Nomenclature (CN) Regulation, in essence a list of numbers used to identify a description of goods traded with the Union. This year's amendment is special as the 2017 EU CN amendments are strongly influenced by the changes to WCO Harmonized System (HS) Nomenclature of the World Customs Organization (WCO). It also incorporates changes to sectors such as agricultural, chemical, textiles and transport. Amber Road is incorporating these changes in their applications, whereas the changes shall be officially effective from 1st January 2017.

Request Approved For a Waiver for Preferential Treatment on Eligible Products Originating in Nepal

ECHA has recently made the update available for the REACH regulation, outlining the current legislation that controls chemicals within the EU. It aims to improve the protection of the environment from the risk of chemicals highlighted in Annex III and has been a piece of legislation that has been ongoing since 1st June 2007. There has been no proposal to the new draft meaning that the REACH regulation from 20th September 2016 has not changed.

On 26th October 2016, the EU requested the WTO to establish a dispute settlement panel to examine China's unfair export duties and export quotas on 12 raw materials, such as antimony, chromium, – products used in a variety of lucrative industries. The export duties and quotas on these materials are troubling industrial policy aimed at providing substantial advantages for Chinese producers at the expense EU and other country producers, motivating external producers to move their operations to China.

On 25th October the Council along with the General Council of the WTO supported the US request to waive until 31st December 2025 its obligations to the 1994 General Agreement on Tariff and Trade to permit preferential treatment to eligible Nepalese products imported into the US customs territory. The granting of this request does not affect either party negatively as well as the

There has been an update to Uruguay Customs Tariff. This update adds, modifies and deletes few HS numbers. The following HTS chapters are affected: 20, 28, 29 and 38.

1. There has been an update to Vietnam Customs Tariff. This update adds the preferential duties for the Vietnam - Eurasian Economic Union FTA, affecting various HTS chapters across the tariff schedule.

2. There has been an update to Vietnam Customs Tariff. economy of the Union and its trade relations. The decision shall enter into force on date of adoption.

This week, representatives of Central American countries and South Korea held the seventh round of negotiation in view of the FTA between the parties. The agreement, which is currently in its final phase of negotiation, is expected to be signed in the Nicaraguan city of Managua in November 2016, and would suppose the second commercial agreement with an Asian country and El Salvador's tenth commercial agreement. It will also be a key for attracting foreign investments. As a result of the agreement, trade between El Salvador and South Korea could increase by more than 117% mainly due to products such as coffee and its derivatives, honey, raw and refined sugar, juices, footwear and fish products. South Korea would benefit from the agreement by exporting products from the following sectors: automobile, iron and steel, and plastics.

The Philippines and Poland are further strengthening their bilateral economic relations through mutual promotion of trade and investments, as the two countries conducted the Philippines-Poland Business Forum in Manila recently highlighting the business opportunities between the two countries through informative presentations. The economic relations between Poland and the Philippines is mostly on trade, but investments are growing. Poland is the Philippines' 52nd Trading Partner, 37th Export Market and 50th Import Source. Polish investments through Investment Promotion Agencies (IPAs) approvals were over PHP 854 million.

Latin America and Caribbean companies as well as other companies attended last week the third edition of EXPOALADI 2016, held in Coahuila, Mexico, where a wide range of sectors were in exposition: processed food and drinks, iron and steel, machinery and pharmaceutical products. During this third edition, EXPOALADI hosted more than 5300 visitors as well as more than 4000 meetings between importers and exporters. In the case of Bolivia, different ministers and representatives of the government and the embassy accompanied the Bolivian companies. Business delegations were able to receive information about investment, foreign trade and agreements were signed reaching more than $200 million USD in value. For Bolivia, EXPOALADI means the most important meeting in the continent and a unique opportunity to improve business relations and establish strategic alliances.

On 30th October 2016, Canada and the European Union signed the Comprehensive Economic and Trade Agreement (CETA) after 7 years of negotiations. The free trade agreement is expected to increase trade activities between Canada and EU members through the elimination of tariffs. Once implemented, many goods originating from the trade communities are expected to qualify for duty free treatments. Other benefits of the CETA include customs and trade facilitation, and the creation of many jobs. Although signed, the legislations on the implementation of the Comprehensive Economic and Trade Agreement (CETA) have yet to be drafted by Canada and the European Union.
