INTRODUCTION

More than 2.5 billion biological specimens have been preserved, and deposited in museums and herbaria worldwide (Duckworth et al., 1993). These specimens document the biodiversity on Earth and are monumental research archives compiled through centuries of biological explorations. In particular, herbaria are repositories of information on plant distributions through space and time (Vorontsova et al., 2010). Traditionally, plant systematists rely largely on the herbarium sheet specimens for identification of new species and revision of taxa. Notwithstanding the molecular revolution of systematics, specimens remain vital as voucher specimens for molecular biology and ecology. Until recently, the herbarium data were largely restricted to the systematists (Vollmar et al., 2010). Fortunately, the digitisation efforts of herbarium data with the advent of computerised data information systems have improved data accessibility to the community at large. These projects have led to the development of online databases which provide instantaneous access to millions of specimens. As we enter a time of tremendous environmental change, herbarium databases have become ever more crucial since they reveal a historic record of the temporal change in floristics as well as evidence of species at sites which have become developed. Despite the potential of herbarium databases in addressing conservation issues, databases remain an underutilized information resource (Vorontsova et al., 2010). Decisions to prioritise areas for conservation are often based on expert opinion, aerial photographs (Turner et al., 1996), and biodiversity surveys. Similarly, the threat status of species is often assigned based on expert opinion if information about the species’ geographic ranges and population abundances are unavailable (Rivers et al., 2011). Herbarium data are often overlooked but this is not surprising as efforts to utilise them are often hampered by, for example, poor interpretation of textual descriptions of specimen locality (Garcia-Milagros & Funk, 2010). Traditionally, the specimen’s locality was recorded as cardinal offsets to geographic features (Beaman & Conn, 2003). An example from the Herbarium, Singapore Botanic Gardens (SING) is “Woodlands, North of Kranji Nature Reserve”. Such descriptions pose significant challenges (see Table 1 for other examples) in retrospectively deciphering space from place (Beaman et al., 2004). Moreover, these locality descriptions impede spatial query, comparison, and analysis (Guralnick et al., 2006). With the advent of Global Positioning Systems (GPS) and Geographic Information Systems (GIS), curators could convert these textual data into explicit geographic coordinates. Unfortunately, more than 99% of the world’s biological specimens still lack geographical coordinates (Duckworth et al., 1993) as georeferencing is time-consuming.

Table 1. Examples of collection locality descriptions from the Herbarium, Singapore Botanic Gardens (SING) and the challenges posed. S/No. Locality Problem(s) of Interpretation

1. Government Hill Historical place name of the present day Fort Canning Park 2. Chau Chu Kang Spelling error of either Chan Chu Kang or Choa Chu Kang 3. Mangrove swamp Vague locality 4. Pulau Hantu

Homonym; both Pulau Keppel and Pulau Hantu of today were referred to as “Pulau Hantu” before the 1970s

5. Sleepy Valley Estate Non-extant name; abandoned rubber plantation A gazetteer of standardised georeferenced points would certainly be able to overcome some of the challenges listed in Table 1. For instance, visiting researchers could circumvent the inconvenience of searching the grey literature for historical place names and non-extant localities. The extensive collection at SING is likely to be relatively complete as Singapore has always had more botanists per km2 than any other country in Southeast Asia (Kiew & Turner, 2003) and who have made extensive collections for more than 100 years (Kiew, 1999; Wong, 2012). Hence, Singapore serves as an impeccable model to demonstrate the improved quality of herbarium data through a gazetteer. We envisage that plant collectors depositing material at SING will utilise one of the standardised locality names here in their specimen data sheet, thus ensuring the consistent use of locality names. This gazetteer could then serve as a single, convenient reference source for visiting botanists who are unfamiliar with the locality names and ecologists who are interested in utilising the locality data for ecological modelling and statistical analyses. Although this gazetteer is confined to plant collection localities in Singapore, it should be noted that SING collections also encompass material collected from the Malesian region. Like all gazetteers, some omissions and errors are inevitable. Additionally, district boundaries may change over time, roads may be expunged or re-named, and reserves de-gazetted, so some information needs to be updated. We welcome feedback from readers to update and improve the accuracy of this gazetteer.

SINGAPORE

The Republic of Singapore (103º50′E, 1º20′N) is located south of Peninsular Malaysia and consists of 59 islands. It has an equatorial climate throughout the year with a mean annual rainfall of 2,344 mm (National Environment Agency, 2013). Additionally, it occupies a land area of 715.1 km2 and has a high population density of 7,429 per km2 based on a total population of 5.31 million (Singapore Department of Statistics, 2013). Since the founding of modern Singapore in 1819, it has experienced massive land-use changes. Corlett (1991) estimated that the primeval Singapore Island was covered by dipterocarp forests (82%), mangrove forests (13%), freshwater swamp forests (≅5%) and small tracts of sandy beaches. Prior to and especially during the British colonisation, primary dryland forests were cleared to give way to plantations of cash crops such as pepper (Piper nigrum), gambier (Uncaria gambir), and rubber (Hevea brasiliensis). Likewise, mangrove forests were reclaimed and exploited for charcoal and firewood (Wee & Corlett, 1986). Consequently, only 7% of Singapore’s primary forests remained when the forests were surveyed in 1883 (Cantley, 1884). From the 1960s onwards, another wave of land-use transformations ensued. Plantations and secondary forests were cleared for industrial and residential land-use (Corlett, 1992). Similarly, coastal vegetation and mangrove forests were obliterated by large-scale reclamation (Wong, 1985), conversion to prawn ponds, and damming of rivers for the creation of reservoirs (Hilton & Manning, 1995). Additionally, most of the offshore islands were developed for industry

and recreation. Overall, the clearance of 99.6% of the original forest cover has led to an extinction of 25.3% of the native terrestrial vascular plant species (Brook et al., 2003).

METHODS

The original locality names were extracted from the SING database (http://dps.plants.ox.ac.uk/bol/sing) in May 2010. Heterogeneous sources of information were consulted depending on the exact nature of the problem posed by the textual descriptions. Historical place names that are either non-extant or replaced with new names today were deciphered based on literature search through the Internet, e.g., Singapore Infopedia, National Archives of Singapore (National Archives of Singapore, 2014), and books, e.g., Toponymics: A Study of Singapore Street Names (Savage & Yeoh, 2003). For instance, Clementi Road and Sentosa were formerly known as Reformatory Road and Pulau Blakang Mati, respectively. The geographic locations of de-gazetted forest and nature reserves such as Kranji and Pandan Nature Reserves were estimated from old topographic maps. For vague locality names, e.g., “Cluster 59”, the year of collection and collectors’ identities were used to trace the original publication in which the voucher specimens were deposited in SING, e.g., Wong et al. (1994). Moreover, relevant information was also derived from maps, logs, and notes associated with specimens. For suspected spelling errors, the actual herbarium specimen labels were checked before the standard locality name was designated. Maps from four strategic years (see reference sources below) when massive land-use transformation ensued were used as base maps, so that both modern and historical localities are represented. The maps were scanned at a resolution of 300 dpi and georeferenced based on the SVY21 projection, which is suitable for use in Singapore. A total of 15 and 30 ground controlpoints for georeferencing per 1:25,000 and 1:50,000 map, respectively, were selected based on permanent features such as the peaks of hills, and a root mean square error of less than 10 m was tolerated. The overlay of the four maps in a GIS–enabled, direct visual comparison of locality name and land cover changes through time. The localities were represented in GIS by the point feature class using ArcGIS 9.3 (ESRI, 2008), based on the SVY21 projection. Specifically, the centre of districts and islands, river mouths, end-points of straight roads, series of points along long and winding roads, and a group of coordinates indicating the extent of a large area (e.g., Western Water Catchment) were labelled accordingly. Longitude and latitude values were assigned to each locality and expressed in decimal degrees. In generating this gazetteer, the localities were categorized strategically before assigning standardised names. In general, localities that are nested within or close to other localities with similar vegetation were grouped together, and designated as a single locality. Conversely, localities that are close to one another but of different vegetation types were named as separate localities, e.g., Sungei Changi (mangrove forest) versus Changi Beach (sandy beach vegetation).

NOTES TO USERS

Locality names change through space and time. District boundaries may change over time, roads expunged or re-named, reserves de-gazetted or re-named, and buildings may shift locations while retaining the same names. The spatial coordinates and locality names in this gazetteer are merely relevant to the year of collection recorded in specimen labels, and which were extracted from the SING database in May 2010. Thus, users should verify if the locality name and its spatial coordinates are applicable to other periods when no specimens have been collected in that locality. For certain important collection localities, the time frame in which the spatial coordinates apply are stated in parentheses next to the locality names. Localities with obscure history of name/location

changes are not annotated with the pertinent time frame. It is thus the onus of the user to verify the veracity of the locality name and/or spatial coordinates for time frame in which no specimens have been recorded in the SING database. Several locality names do not reflect their present land-use category owing to massive land use transformations such as damming of rivers, de-gazetting of reserves, and reclamation of islands, although the land-use category of some historically and botanically important localities was incorporated into their standard names to retain spatial accuracy and contextual information, e.g., Kranji Nature Reserve and Sungei Pandan. Users should thus refrain from inferring the vegetation type or land use type in which the specimen was collected from the standard locality names. The original locality descriptions or the herbarium sheet specimen labels with their associated notes and logs should be consulted instead.
