I. NEO Beginnings, New Hope: An Introduction

More important than the change of men (and women) in the government is the change in men. Our democratic elections take charge of the changing of men – and after the new and old have been given new and renewed mandates there is a need for leveling up of expectations. There is a need to orient newly- elected about their duties and responsibilities. Even the re-elected ones can benefi t from it as they need to be refreshed for their re-election actually means a new and fresh mandate. Sa pananaw ng taumbayan ang pag-upo ng mga NEO o bagong halal ay panibagong simula, pagtitiwala at pag-asa. The Local Government Academy comes in with the NEO webinar series to bring about the change in these men and women through information, advocacy, and development management education and skills training. The change comes in being informed, updated, enlightened, encouraged and enjoined to take action.

The NEO Webinar: Cool SchoolThe Department of the Interior and Local Government (DILG), LGA through the LGA institutionalized the conduct of a continuing education and training program for newly-elected offi cials (NEO). The NEO Program aims to capacitate the elected offi cials, both neophytes and veterans of their positions, to be able to translate their campaign agenda for their LGU into feasible development plans that are implementable within their term of offi ce. These plans must not only directly respond to the needs of their constituencies, but at the same time signifi cantly contribute to national development goals.

To achieve this, the 2013 NEO Program is designed and implemented with a strategic focus on the basic needs of the newly elected offi cials in terms of transitioning to their leadership and public servant roles. Through both interpersonal and digital methodologies, it will deliver specifi c knowledge, tools and skills to develop and/or enhance public service competencies. It further aims to jumpstart his/her fi rst 100 days in offi ce. Process-wise, it aims to deliver this in a ladderized training program using several learning methods such as the webinar, face-to-face learning conferences, and online executive coaching.

The LGA NEO Webinar is an online learning platform that offers basic modules to orient NEOs on their duties and responsibilities, the national agenda and other information materials essential to jumpstart leadership and governance. It also offers 13 elective modules from the four (4) outcome areas of good local governance that they will be measured upon. Overall it, it aims to be a one-stop shop of local governance information especially designed for local government offi cials.

1. Appreciate the need and value of life-long learning and con nuing educa on;

2. Cul vate an innova on-driven mindset and the habit of inquiring to seek new knowledge and improvement of the current state of aff airs;

3. Acquire the essen al skills and tools needed for self-learning in the digital-age.

4. Develop the mo va on to invest me and energy in online execu ve educa on.

5. Foster a bayanihan culture of community-learning through sharing burdens, problems, solu ons, innova on and best prac ces.

6. Learn and apply 21st century skills.

Prospec ve Par cipants

The webinar is designed for the NEO, but is also made available to re-elected local government offi cials for con nuing execu ve educa on:

Local chief execu ves in the provinces, ci es and municipali es

Local legisla ve body members in the provinces, ci es and municipali es

Other LGU staff (Provincial administrators, etc)

Others who are seriously planning to run for elec ve-offi ce.

Other interested par es who are being groomed for elec ve-offi ce

Curriculum Design

The NEO webinar uses the communi es of prac ce framework in its design and implementa on.

Communi es of prac ce are groups of people who share a concern or a passion for something they do and learn how to do it be er as they interact regularly.

NEO Webinar shall be designed as a community of prac ce of public servants and a community of learning among LGU offi cials

What do communi es of prac ce look like?

Communi es of prac ce are also known as learning networks, thema c groups, or tech clubs. Its objec ve enable prac oners to take collec ve responsibility for managing the knowledge they need, recognizing that, given the proper structure, they are in the best posi on to do this. Through this framework and digital technologies, these communi es among prac oners create a direct link between learning and performance, because the same people par cipate in communi es of prac ce and in teams and business units. These learning and collabora ng communi es will not be limited by formal structures, me and geographic boundaries.

Program Features

The NEO webinar features peer-to-peer collabora ve networks via the web and selected social networking tools. It is led and steered by a core of faculty, moderators and content experts at the na onal and regional levels. It is focused on learning and building capacity. It is ac vely engages par cipants in sharing knowledge, enhancing prac ce, innova ve problem-solving and adap ng change for the be er.

An important innova on introduced in the 2013 NEO is the par cipa on of the Civil Service Commission - Honor Awards Program (HAP) and the Lingkod Bayani Network (LBNet). LBNet is the honor society of HAP awardees which has been organized to uphold and advocate meritocracy in

Philippine bureaucracy. LBNet members shall be tapped to serve as resource persons and execu ve coaches for the webinar series. Through collabora ve eff orts, the webinar shall endeavor to promote and encourage course par cipants to submit applica ons to the 2014 Search for Outstanding Public Offi cials.

At the core of the CoP are individual learners which will be engaged in a series of planned learning exchanges by the core faculty and LGRCs as moderators/facilitators. The core of faculty shall come from LGA and its partners in the academe and civil society. Galing Pook Founda on and other LGU-award giving bodies shall be invited to provide resource persons, mentors and materials for the diff erent modules and courses. LBNet members from the na onal, regional and provincial levels shall be enjoined to take part in the webinar series to share their success stories and best prac ces. Other ins tu ons engaged in building local governance capacity building shall also be encouraged to join and support the NEO webinar project.

II. Profi le of Resource Persons, Moderators and Facilitators:

1. The LGA NEO Webinar Management Team selects and appoints resource persons/moderators from the LGA technical staff and facilitators from the Local Resource Center (LGRC).

2. Minimum qualifi cations of instructors/facilitators:

a. Profi ciency in computer operations (word processing, powerpoint either Windows or Mac);

b. A working knowledge of internet research, online learning and social media networking (Email, Facebook, Youtube, Skype or Yahoo Messenger chat and videoconferencing).

c. Must have an email and Facebook account;

d. Must complete the NEO webinar orientation and training.

3. Moderators and facilitators must attend the NEO Webinar Orientation, which is offered to equip themselves with the knowledge, attitudes and skills necessary in administering the NEO webinar effectively and effi ciently.

Roles and Responsibilities of LGA Management Team and Pool of Resource Persons/Moderators

4. The LGA NEO Management is the overall manager of the webinar and handles the centralized enrollment of participants.

5. The LGA resource person/moderator administers the Executive Coaching Sessions per module. In some cases, they hire resource persons from partner agencies to serve as content or subject matter experts for the various modules.

6. LGA Moderators are required to set aside time effectively and effi ciently administer the NEO Online Course: The estimated time allocation per week is 240 minutes:

Roles and Responsibilities of LGRC Facilitators

1. Each geographical region has a team of LGRC facilitators and they are assigned their set of participants which can range from 30-50 depending on the enrollment per region. All participants regardless of local positions are organized and managed as one regional group/class.

2. LGA moderators manage the Executive Coaching Sessions per module, and LGRC facilitators assist in inviting participants.

3. Facilitators are required to set aside time effectively and effi ciently administer the NEO Online Course: The estimated time allocation per week is 300 minutes:

III. Enrolling in the NEO Webinar: Jumpstart Online!1. Enrollment in the NEO Online Course is centralized at the LGA Announcements and

invitations are issued by the LGA via an email blast to prospective enrollees or the target NEOs. LGA provides information on the enrollment process and schedule to the instructors/facilitators.

2. Prospective NEO participants shall receive an email invite from the LGA to enroll in the NEO Webinar within a specifi ed period of time. Instructors/facilitators at the LGRCs are enjoined to promote enrollment of NEOs in their respective regions.

3. LGA resource persons and LGRC facilitators must be prepared to assist in the enrollment process.

a. On the email received students must CLICK the REGISTER HERE button to download the enrollment form (See Annex B).

b. Fill-up the enrollment form and SUBMIT. No fees are required to enroll in this course.

c. Accepted students will receive a WELCOME EMAIL (See Annex C) and the Guide for Participants in PDF fi le.

4. Facilitators and participants are advised to review their respective “Guides” to familiarize themselves with the webinar platform before the formal course begins. Use this guide as a reference and practice using the tutorials provided.

5. Facilitators at the LGRCs shall receive the list of their enrolled students via email.

IV. Accessing the NEO Webinar Webpage1. Moderators/facilitators will be given their LOG-IN ACCOUNT via the email

address they have provided in the enrollment form (See Annex B. NEO Webinar Enrollment Form). The login account consists of the student’s USERNAME and PASSWORD.

2. Usernames are assigned and cannot be changed. However, you have the option to change your password after you have access.

3. Access the NEO Webinar by going to the LGA Website at www.lga.gov.ph/neo. [Type in this URL in your browser. You can go to your browser, for example, Google or Firefox to type Local Government Academy Philippines to get to this page.] Bookmark this page so you can readily access it for the duration of the NEO Webinar.

4. Find and click the NEO Webinar link on the LGA Homepage and log-in using your account information.

5. When you have successfully logged-in, you can see the NEO Webinar HOMEPAGE.

6. Familiarize yourself with the HOMEPAGE, its CONTENTS and FEATURES so that you can be ready when the formal course begins. Use the instructions and tutorials on the Student’s Guide. If you have questions, contact the facilitator immediately.

7. Go to the GLOSSARY to understand the terms used in this guide.

8. IMPORTANT NOTE: Make sure you access the NEO Webinar page prior to the start of the course in order to address concerns such as log-in problems. For issues and concerns, email or send an SMS to your NEO Webinar Facilitator immediately so that he/she can address your problems.

V. Using the Work Station and the Course Menu1. The NEO Homepage is the opening page of the NEO webinar platform which is

accessible via the LGA website.

2. On the left side, you have the Work Station which is the box that contains the navigational buttons of the NEO Web Page.

4. The Course Menu is a collapsible directory of the course content. It provides an expandable view of the organization of the course. To view this, select folder view and expand to see the entirety of the course map. Use the course map to navigate through the specifi c contents of the course.

5. Access specifi c content in the folders by clicking the link. Folders contain the specifi c modules of the course.

6. The Syllabus page contains the course syllabus which outlines the details of the course and a summary of the modules. [See Annex D. NEO Webinar Course Syllabus]

7. The Discussion Board takes you to the page provided for webinar or class discussion, that is, through creating posts and discussion threads and replying to them.

8. The Assignments page takes you to page where instructors post the assignments and where students must submit them. [Assignments are also announced in the specifi c modules.]

9. The Assessment page contains the projects that are required of students to evaluate their individual performance in the course.

10. The Tools contains links to social media tools such as Facebook, Youtube, Twitter and Blogs that may be used in participating in the course.

11. The Private Message takes you to an email page that allows you to send private emails to the instructor and other participants.

12. The Resources Page takes you to the references and additional readings/links per Module. Additional resources and knowledge products can be found in the LGA Website.

VI. Managing your Online/Webinar Class 1. The NEO Webinar Webpage is your online or digital classroom. The LGRC facilitators

are your instructors and moderators. Each class is given as webinar or a seminar on the web. To facilitate a class you have to go online. Set aside a regular time early in the week to prepare for the modules so you are ready for any questions from the students and the Executive Coaching that is usually set on a Thursday.

2. It is important that you understand what the requirements of the online course are so you can better assist the students. Participation in the NEO webinar requires the following:

a) Taking the online modules at your own pace, but within the schedule required by LGA. This means going through the readings, watching the videos and complying with student requirements (discussion board posts and submitting assignments).

b) Participating in regularly scheduled Executive Coaching Sessions.

c) Participating in occasional Live Webinars.

3. Administering the Online Class or Webinar

a) Each module is given as webinar or a seminar in the web. Each webinar is considered a class and is estimated to run for 60 minutes. It may take longer depending on the pace of the participant.

b) There are 15 modules in this NEO Online Course. Participants are required to take ALL the required modules (Module 1 & 2) and any one of the elective modules.

c) Access the modules through the Course Menu. Each module is estimated to be taken in 60 minutes. However, students may take more time if they wish to go through more references provided for the topic.

d) The COURSE BOOK is the fi rst button per module or topic. Click the module contents -- starting with the objectives, the readings and the activities before doing the discussion boards and assignments.

e) Module documents are downloadable and printable. For easy reading, participants may print handouts and highlight the items. Later, they may be used as reference in answering the Assessment questions.

f) Next is the VIDEO button which contains the video clips of the resource persons. Participants must listen to the resource persons and take note of questions that he would want to ask later.

g) Look at the assessment questions created for this particular module and post them on the Discussion Board to start a dialogue with the participants. Be sure to go to the Discussion Board assigned for your region.

h) There is one Executive Coaching Session per module that is administered by LGA. Take note of the schedule and remind the participants in your region.You may access this through the “Executive Coaching Session Chat” button per module.

i) For further questions, you may email LGA at [email protected].

4. Fac ilitating in the Executive Coaching Sessions

a) Executive Coaching Sessions (ECS) are managed at the LGA. These are real-time online discussions between facilitators and the students. It is conducted once and in the latter part of the week in order to give time to students to go through the module prior to the ECS.

b) Each module has ECS which are guided by refl ection questions that are found at the end of each module. It is conducted for 60 minutes and may have follow-up question-and-answer via email between resource persons and participants.

c) Review the refl ection questions which have answered previously in the Discussion Board so that you are prepared for the ECS.

d) LGA moderators issue email invites and reminders for the Executive Coaching Sessions. Mark these on your calendar so that you will not forget and leave your students waiting.

e) On the date and time of the ECS, log-in in advance to the NEO Webinar Page. Be the fi rst one to welcome your students when they show up online.

f) Go to the “Executive Coaching Session Chat” button for the real-time and pre-scheduled online discussion.

g) There are two options for the LGA moderator in conducting the ECS. It can be a live chat or written chat. The live audio-video chat is via the virtual classroom which can accommodate up to 50 participants. The written chat can accommodate any number of participants.

h) Participants must have a camera and a microphone which can be a separate headset or built-in in the computer.

i) Please remember that this is a timed discussion hence every minute counts for meaningful exchange. Be sure not to go off-topic. If you wish to talk to a classmate regarding a particular topic, you may send an email to him/her and have an offl ine discussion.

j) Additional questions and comments may be posted on the Discussion Board allocated for this Module. Be sure to go to the Discussion Board of your assigned regional class.

k) The LGA moderator closes the session and thanks the students for their participation. Emoticons may be used to make the greeting and goodbyes more fun.

l) If there are follow-ups that need to be done, do it immediately so that you will not forget. For example, if you have promised a student a PDF reading or a link, be sure to email it right away or issue an email if you need more time to look for it.

m) All Executive Coaching Sessions (ECS) are recorded and fi led under the ECS icon in every module.

5. Facilitating a Live Webinar

a) A live webinar is a special feature of this NEO Online Course. It is a real-time seminar online that is organized and administered by LGA Neo Program Team.

b) Live webinars feature resource persons who deliver lectures on specifi c topics.

c) Invitations to webinars are emailed to students and announced on the NEO Homepage. Reference materials or handouts may also be issued in advance to prepare students.

d) Email reminders are also issued on the day of the live webinar to ensure audience attendance and participation.

e) On the day of the webinar, students must go online to access the Virtual Classroom in the NEO Webinar Homepage. This live webinar is followed by an executive coaching session for the discussion part.

f) Questions and answers in the live webinar are sent in advance. No real-time questions will be entertained.

g) Moderators must encourage participants to email the resource person if they have specifi c questions for them.

h) Moderators facilitate attendance of students in the Live webinars.

Creating and Managing the Discussion Board1. The objective of a Discussion Board is to encourage class participation and thoughtful

analysis for a particular Module. Be sure to follow instructions.

2. The Discussion Board is found in the Work Station and in every module. Each module contains a discussion board folder for the different regional classes. Facilitators should remind their participants to “be sure to participate in the Discussion Board of your particular region so that their posts will be counted.”

3. LGRC facilitators shall use the Assessment/Refl ection Questions to create discussion board posts. They may change, add or edit the questions. They will monitor and respond to the posts of the participants and ensure a lively and interesting discussion on the topic. Questions, comments and even criticisms are welcome.

4. After creating the initial post, be sure to check it daily for questions that need to be addressed.

5. To begin, access Discussion Board from the module menu and create a FORUM. A forum is a way to organize discussion into topics. Post questions from the module at hand.

6. In commenting to participants post, just select a THREAD. Threads represent the different conversations in the forum. Reply to a thread to continue a discussion.

7. To join a discussion thread, just compose your message in the text editor and hit submit. Then see your post in the thread detail page.

8. You can read another participant’s post and REPLY to it. This creates a DIALOGUE.

9. Enter your message in the text editor and submit. Your reply appears below the post.

VII. Managing Assignments and Projects1. Make sure that assignments and projects are properly announced and participants are

given suffi cient time to comply.

2. Assignments for specifi c modules are posted in the Assessment section, but all of it are listed in the Assignment Section in the Course Menu.]

3. Be sure the posted assignments are downloadable and readable. Provide contact information such as emails for these postings so students can ask questions if they need to.

4. Assignment information contains instruction on what is required, due date, possible number of points and the assignment fi les.

5. Be sure to read the instructions carefully and edit for errors before uploading the fi le in the Assignment Link.

6. Go to the Assignment folder for the particular module and your particular region.

7. Click the attached fi le link to UPLOAD THE ASSIGNMENT.

8. When you are done SAVE the fi le in your local drive.

9. Upload the fi le in the assignment’s page by clicking Browse My Computer and locating your saved fi le.

10. Your uploaded assignment appears below the text editor.

11. You can enter other information in the text editor for any notes you have for the instructor and hit SUBMIT.

12. A message will appear in your computer screen to indicate that you have submitted your assignment successfully.

13. Please note that this Assignment button has content-sharing features and you can share different types of fi les (Word doc, ppt, PDF, video fi les).

VIII. Glossary of Online Learning Terms

ASYNCHRONOUS LEARNING: When learners participate in an online learning course at different times, it is known as asynchronous learning. This might also

be called eLearning or web-based training (WBT). Asynchronous learning allows learners to go through a course at their own pace and on their own schedule.

AUDIO CONFERENCING: Audio conferencing refers to a connection between three or more locations that involves a voice-only connection. This can be done via telephone or via the computer. When the audio conference is done between computers over the Internet, it uses a technology known as VOIP (Voice Over Internet Protocol).

BLENDED LEARNING: Blended learning is an instructional approach that includes a combination of online and in-person learning activities. For example, students can complete online self-paced assignments by a certain date and then meet on-site or online for additional learning activities.

COMPUTER-BASED TRAINING (CBT): CBT refers to any type of course that runs on a computer, either on a CD, on a person’s hard drive or on the Internet. The distinguishing point is that computer-based training does not involve an instructor or facilitator who is physically present. Now that most computer-based training occurs via the Internet, the term is used infrequently. More common terms are online learning, eLearning and Web-based Training (WBT).

COURSEWARE: Courseware refers to any instructional software that is delivered on a computer.

DISTANCE EDUCATION or DISTANCE LEARNING: Distance Education/Learning occurs when students and their instructors are in different geographical locations and the instruction occurs on an electronic device, such as a computer or mobile phone. The learning can occur in a synchronous environment, in which all participants are connected at the same time or in an asynchronous environment, when participants are engaged in learning at different times.

eLEARNING: eLearning (short for electronic learning) is an umbrella term that refers to all types of training, education and instruction that occurs on a digital medium, like a computer or mobile phone.

HYBRID LEARNING: See blended learning.

INFORMAL LEARNING: Informal learning occurs when people have a need to know something. They set their own learning objectives and acquire knowledge, skills and information in their own ways. This could be through asking questions, observing experts, practicing and conversing. It’s the kind of natural learning humans do outside of a structured environment.

INSTRUCTIONAL DESIGN: Instructional design involves the identifi cation of the knowledge, information, and skill gaps of a particular group of people and creating or selecting learning experiences that close this gap. Instructional designers base

their learning decisions on cognitive psychology, instructional theory and best practices.

INSTRUCTOR LED TRAINING (ILT): ILT typically refers to providing instruction in a classroom environment where the instructor and learners are together at the same time and in the same physical location.

INSTRUCTIONAL DESIGNER: An instructional designer practices the craft and science of instructional design. This person identifi es the needs of a targeted audience and determines the best approaches for meeting the audience’s needs. It could involve designing and writing online learning courses as well as writing the manuals needed for Instructor-Led Training. Some instructional designers also create graphics and use authoring systems to produce online courses.

The input might consist of a mouse click or drag, gestures, voice commands, touching an input screen, text entry and live interactions with connected participants.

MOBILE LEARNING: Learning that takes place on a hand-held device, such as a mobile phone, that can take place anytime and anywhere.

MULTIMEDIA: Multimedia refers to the presentation of information and instruction through a combination of graphics, audio, text, or video. Multimedia instruction is often interactive.

ONLINE LEARNING: The term online learning is often used synonymously with eLearning. It is an umbrella term that includes any type of learning accomplished on a computer and usually over the Internet.

SELF-PACED LEARNING: Self-paced learning refers to the type of instruction that allows a person to control the fl ow of the courseware. It implies the learning environment is asynchronous.

SOCIAL MEDIA LEARNING: Social media learning refers to the acquisition of information and skills through social technologies that allow people to collaborate, converse, provide input, create content and share it. Examples of social media learning can occur through online social networking platforms, blogs and microblogs (like Twitter), online talk radio and wikis.

STREAMING MEDIA: Streaming media refers to video and audio that is downloaded to a computer from the Internet as a continuous stream of data and is played as it reaches the destination computer.

SYNCHRONOUS LEARNING: When learners participate in an online learning course at the same time but in different locations, it is known as synchronous learning. Synchronous learning allows learners to interact with the instructor and other participants. This is done through software that creates a virtual classroom.

VIDEO CONFERENCING: Video conferencing refers to the use of video technology (both hardware and software) to create a virtual meeting between two or more people in different physical locations. Participants can see and hear each other through this technology.

VIRTUAL CLASSROOM: The virtual classroom refers to a digital classroom learning environment that takes place over the Internet rather than in a physical classroom. It is implemented through software that allows an instructor and students to interact.

WEBINAR: A webinar is a seminar or workshop in which the facilitator and participants view the same screen at the same time. Usually the webinar has an audio component that the facilitator controls and functionality that allows participants to chat by entering text, answering polls, raising their hands and asking questions.

WEB-BASED TRAINING (WBT): WBT refers to all types of digital instruction in which the learning material is presented via the Internet.
