INTRODUCTION

The documents in this microfilm collection have been obtained by Univer-sity Publications of America (UFA) from the Central Files of the GeneralRecords of the Department of State, Record Group 59. These records areunder the jurisdiction of the Legislative and Diplomatic Branch of the CivilArchives, National Archives and Records Administration, Washington, D.C.,where they are housed. UFA has published these records in cooperation withthe National Archives.

The Central Files of the General Records of the Department of Statecontain the bulk of the records accessed in Record Group 59—some 82percent of this Record Group, according to a National Archives estimate. TheCentral Files contain all instructions sent to and all correspondence receivedfrom diplomatic posts abroad by the Department of State. In addition, most ofthe State Department's internal documentation, as well as correspondencebetween the Department and other federal departments and agencies,Congress, and private individuals and organizations are included in theCentral Files.

The records filmed from the Central Files for this collection are from theForeign Affairs subject classification of the Central Files. They include tele-grams, airgrams, instructions, inquiries, studies, memoranda, situation re-ports, translations, special reports, plans, and official and unofficial corre-spondence.

These documents illuminate Panama's relations with the United States ofAmerica and other nations. Because of the broad scope of these records, theyboth supplement and complement the coverage offered by the Department ofState's own Foreign Relations of the United States series.

This collection has been microfilmed directly from the records held at theNational Archives, Washington, D.C. As such, the records reproduced hereinrepresent the best available copies. UFA is proud to make this collectionavailable for your research.

ORGANIZATION OF THE DEPARTMENT OF STATE'SDECIMAL FILING SYSTEM

From 1910 to 1963, the Department of State used a decimal classificationsystem to organize its Central Files. This system assembled and arrangedindividual documents according to their subject with each subject having beenassigned a specific decimal code.

The decimal system from 1930 to 1949 consists of nine primary classifi-cations numbered 0 through 8, each covering a broad subject area.

CLASS 0: General. Miscellaneous.

CLASS 1: Administration, U.S. Government, including the Department ofState and the Foreign Service.

CLASS 2: Extradition. The negotiation, application, and interpretation ofextradition treaties and individual extradition cases.

CLASS 3: Protection of Interests. The protection of private and nationalinterests.

CLASS 4: Claims. The negotiation, application, and interpretation of treatieson claims and individual claims cases.

CLASS 5: International Conferences (Congresses), Multilateral Treaties,Disarmament, League of Nations, United Nations, and Interparlia-mentary Union.

CLASS 6: Commerce, Customs Administration, and Trade Agreements.

CLASS 7: Political Relations of States, including diplomatic and consularrepresentation and bilateral treaties, conventions, andagreements.

CLASS 8: Internal Affairs of State.

Page 9: A Guide to the Microfilm Edition of Confidential U.S

For this publication, University Publications of America (UFA) has micro-filmed the documents contained in CLASS 7, which deals with the foreignpolicy and political relations between countries. Within this class each subjectis defined by a decimal file number. The decimal file number is followed by aslant mark (/). The numbers) following the slant mark, identifying individualdocuments, were assigned consecutively to documents as they were re-ceived for filing in the Central Files. The entire decimal file number is stampedon the right side of the first page of every document.

In this publication, records classified 719 deal with the foreign policy ofPanama and its political relations with other nations. Due to the State Depart-ment's arrangement of these records, countries assigned numbers below 19will not be found in this file; however, UPA has included files dealing with thepolitical relations between the United States (country number 11) and Pan-ama in this publication. In orderto find the political relations between Panamaand countries other than the United States that have a tower number than 19,the researcher should check the CLASS 7 records for that country. Theserecords can either be found at the National Archives, Washington, D.C., or, formany countries, UPA has already microfilmed those documents and madethem available to libraries.

Page 10: A Guide to the Microfilm Edition of Confidential U.S

The State Department's numerical list of country numbers is reproducedon the following pages.

Note: For the convenience of the researcher, whenever the pages repre-sented by a specific classification number total more than fifty but less than250, a breakdown of the material by year is provided. Decimal files whosepages total more than 250 are listed by month and year.
