Canadian Army Cadets hold Annual Review and Awards Nightby Lucie Roy

The Morinville 3061 1 (CER) Canadian Engineers Regiment Royal Cana-dian Army Cadets Corps held their 16th Annual Inspection and Awards at the Morinville Curling Club June 9.

The Reviewing Officer was Major Michael Veitch, currently acting as a Commanding Officer for a Field Engineer Squadron at 1 CER at CFB Ed-monton.

Events included the arrival of the reviewing party, Inspection of Cadets by Reviewing Officer, March Past, Advance in Review Order, General Salute and Departure of the Reviewing Officer, followed by award presentations and promotions.

The 19 cadets are under the direction of Cadet Regimental Sergeant Major MWO Tyrell Brink, C.O.A.T.S. Corporal Alexander Keightley, Supply Officer Lieutenant Kelly Brissette, Training Officer Captain Robert Hagerty, CD, Admin Officer Captain Michelle Carroll-Leonard, CD1, and Commanding Officer Captain Doug Marietta, CD.

MWO Tyrell Brink qualified for the NSE Level 2 and was the recipient of the Master Cadet, the highest star level a cadet can achieve in their career, the Most Outstanding Cadet that is awarded to a cadet who demonstrates selfless service to the corps. Brink also received the Best NCM Award sponsored by the Lions Club. This is awarded to the cadet who shows great leadership qualities, Esprit de Corps, maintains a high uniform standard and has high attendance. MWO Tyrell Brink is also the Cadet Regimental Sergeant Major.

MCpl Korbin Flett was promoted to MCpl and recipient of the Most Out-standing Red Star.

LCpl Ashton Chiasson was the recipient of the Most Outstanding Cadet for Green Star.

WO Shalom McNaughton was promoted to Warrant Officer and recipient of the Most Outstanding Gold Star.

Sgt Tyrell Flett was promoted to WO, a recipient of the Gold Star and the Royal Canadian Legion Medal of Excellence. This medal is awarded to a cadet who has shown a high degree of participation and leadership in the area of citizenship and in enhancing the aims and objectives of the cadet organization program.

MCpl Liam Allard was promoted to MCpl, recipient of Red Star, and awarded the Most Improved Cadet in recognition of hard work and pursuit of excellence in training.

Sgt Carl Hartmann was promoted to Sgt, received the Most Outstand-ing Silver Star, and the recipient of the Lord Strathcona Medal, the highest award that can be bestowed upon a Royal Canadian Army Cadet.

Other presentations included Cpl Kootenay and Cpl Terry promoted to MCpl, LCpl Taylor to Cpl, Gold Star to MCpl Gilbert, Silver Star to MCpl Oli-ver, Red Star to MCpl Kootenay, MCpl Terry, Cpl Kachur and LCpl Taylor and Green Star to LCpl Brown, LCpl Hewitt, LCpl Koestlmaier and LCpl Sweet.

Home Hardware helps students with Fathers’ Day gifts

Notre Dame Kindergarten students had the opportunity to learn how to build a birdhouse from kits supplied by Home Hardware. Manager Mike Porlier (Mr. Mike to the students) instructed students on building, air circulation, cleaning and how to make claw marks inside the birdhouse so young birds can get a better grip as they learn to get out of the house. The birdhouse are a Fa-thers’ Day gift from the students.

Canadian PrideOn June 10 Notre Dame Grade 1 students

received a visit from three members of the Morinville Lions Club who brought Canadian flags, certificates and colouring books for the students.

Project Pride is an annual program for Canadian Lions Club where Lions from British Columbia to Newfoundland distrib-ute more than 40,000 flags every year. The certificate in English or French describes Canadian diversity and the pride Canadians have in being Canadian. It reads: My coun-try is Canada. I am free to be me regardless of my colour or beliefs. The symbol of my country is the Maple Leaf. I am proud to be Canadian.

The event raised $3510.50 and Technical Au-tomotives added $1525 in matching registration fees. This brings the total $5035.50.

MLA ColumnNow that the election is over, our Wildrose

team is working hard to prepare for the upcom-ing sitting of the legislature where we will hold the NDP government to account and present our ideas to promote jobs, growth and prosperity.

The new legislative session will be focused on the NDP’s mini-budget, what is called an inter-im-supply bill, until they bring in the full budget in the fall.

On the looming fiscal challenges facing the province, Wildrose is pushing to make our gov-ernment smaller and more efficient. Given we have the most expensive government in Canada, we know there are targeted and measured ways to reduce the size of government without hurting front-line services.

We know government should not be about dollars spent, but people served.

With 21 new MLAs, Wildrose was elected on a mandate to propose ideas to help clean up government and solve the difficult economic and fiscal challenges our province is facing.

For example, Wildrose has already put out a comprehensive report with new proposals to strengthen Alberta’s legislature and democracy. We believe we can work on these ideas with the NDP to restore trust back to public office and en-sure government works on behalf of Albertans.

But let there be no question, there are some serious red flags in the NDP’s plan that we will be searching for answers on over the coming months.

For example, we remember the economic challenges Alberta faced during the last royalty review. We believe that during a time of low oil prices and economic uncertainty, we need to be creating a friendly environment for investment, not putting up walls.

We don’t think the NDP government should be doing this review in the first place, but if they de-cide to go ahead with it, we recommend it needs to be done quickly and transparently to prevent even more investment from fleeing the province.

As your MLA, I am excited to get into the legislature and hold the NDP to account on these issues, and make sure the voice of our communi-ty is heard.

In the election, we promised to stand up for Albertans and fight for your priorities: balanced budgets, patient-centered health care, world-class education, strengthening democracy and building our communities. That’s exactly what we intend to do.

Albertans trusted us with a strong mandate to serve as Alberta’s Official Opposition and fight for the issues that matter most to Alberta families, and we take that trust very seriously. We will al-

Dad is resting peacefully now after a long and wonderful life. He will be missed dearly. Charlie

Council appoints auditor after tie votesby Tristan Turner

In a discussion that was described by Mayor Lisa Holmes as “more interesting than I ex-pected,” Council had a lively debate about the appointment of the Town’s external auditor. For about a decade, Hawkings Epp Dumont has been awarded contracts to audit the Town’s books, with auditor Curtis Friesen. The firm has been auditing the town since 2006.

Council was faced with renewing the con-tract or putting the contract out to a request for proposal [RFP] Administration’s recommendation was to renew the contract for another three-year period. In a survey of both Administration and Council, the company had received a favourable report for their past year’s work.

The initial motion put forward by Councillor Stephen Dafoe was to put out an RFP from any auditing firms to compete for the Town’s con-tract. Councillor Dafoe said that he was “im-pressed” by the work done by Hawkings Epp Du-mont and would have no problem utilizing their services again, but he recommended the RFP for the sake of transparency and potential cost sav-ings if there was competition for the contract.

Mayor Holmes disagreed with Councillor Dafoe saying that “this just seems like transparency for transparency’s sake.” Holmes felt because Coun-cil and Administration had no problem with their audit, she did not see a problem with utilizing their services again. The Mayor felt she may be supportive of an RFP in the future, but said this may not be the right time with major projects, including the new rec centre in progress. The mayor felt it might cost more time and money to get a new auditor acquainted with the Town’s books according to Mayor Homes; an opinion shared with CFO Andrew Isbister.

In closing his debate for the motion, Councilor Dafoe responded to the Mayor saying “transpar-ency only exists for the sake of transparency.”

With Councillor Putnam absent, Council found itself with a 3-3 tie and a defeated motion with

Councillors Dafoe, Turner and Ladouceur voting for the RFP, Councillors Fitzgerald and Boutestein supporting the Mayor’s position.

Afterwards, Council held a vote to award Hawkings Epp Dumont another three-year con-tract, which again ended in a tie. Councillors Dafoe, Ladouceur and Turner voting against, and once again the remainder of Council in favour.

Because a subsequent motion needed to be substantially different than either of the previ-ous two, Councillor Brennan Fitzgerald proposed what he termed a “compromise.” Fitzgerald’s motion was to give an extension to Hawkings Epp Dumont for one year, saying that after this period with the arena and other major projects, the Town could then put out an RFP. This motion passed 5-1 with Councillor Dafoe opposing.

Deputy Mayor takes issue with info timingby Tristan Turner

Council received their quarterly financial/ser-vice update from Administration during the June 9 meeting of Council.

So far the Town is significantly under budget. Both revenues and expenses are higher and lower, respectively than expected. As of the end of the first quarter, the Town had approximately $770,000 more than they anticipated, with an in-crease in projected revenue and less in expenses for programs and contracted services. Part of the explanation for this discrepancy was rapid devel-opment and growth in town, as well as a pattern of Town administration making conservative esti-mates when it comes to their budgets.

Deputy Mayor Barry Turner said he would have liked to have received this report earlier, saying that it is near the end of the second quarter, and Council has just received the 1st quarter update.

CFO Andrew Isbister said the report was de-layed due to it being a particularly busy time of year with wrapping up the previous year’s bud-get, the current year’s budget, and the planning for next year all coalescing. He said future quar-terly reports would be moving faster.

CAO Debbie Oyarzun and CFO Andrew Isbis-ter also informed Council that the Town will be utilizing a new online service called OpenGov in the future that will allow Council, and eventually the public, to review expenditures and get bud-get updates much faster. The service will be used first internally just for Administration and will be rolled out to Council and eventually the public.

But the quarterly report was not the only tim-ing of information the Deputy Mayor took issue with.

It was also revealed in response to a ques-tion by Councillor Boutestein that the commu-nity bus is nearly ready for public use and that it has come in under budget. As a result, some more amenities were added for public users. These include a more thorough heating system and charging stations for smart devices in public seats, as well as a more powerful 1,000-pound lift for better access for mobility-restricted Morin-villians.

Deputy Mayor Turner commented on how this update was not included in the CAO’s update during the meeting or to Council at all. Rather, it was only given after a question to Administration from Council.

Town to relight the Light of Peaceby Tristan Turner

In a unanimous decision, Council has decid-ed to relight the Light of Peace in the Saint Jean Baptiste Park 24 hours a day to commemorate the service of Canada’s veterans, service people currently serving in Canada, the conflict against ISIS/ISIL in the Middle East, as well to honor the hope and struggle for peace.

The light was installed in June of 2010 in a collaboration between the Town of Morinville and the St. Jean Baptiste Festival Society. The light was extinguished in 2014 with the end of the Afghan mission.

The request to relight the Light of Peace came from Morinville resident Lil Boddez, a member of the Festival Society in 2010.

Town Administration claims keeping the light on permanently will cost less than $2 a month. The light is located at the front of the park.

Green thumbsMorinville Public School students Brody Sketchley and Zander Chambers refer to their identification chart to locate certain flowers and plants. MPS Grade 1 students spent a few hours at the Morinville Community Gardens Champlain site June 9. Members of the Community Garden Club were on hand to teach students about weeds, plant identification, planting grass seed, bugs, the bug hotel, and composting Students also had time for a game of sunflower tag.

What is GunnIMS?

GunnIMS is a system for the diagnosis and treatment of a variety of conditions involving both muscle and / or nerve. IMS involves the use of acupuncture needles that are inserted into tight muscles potentially at both the site of pain as well as related muscles along the spine. Gun-nIMS is grounded in Western medical science and is a specialized treatment that only practitioners with extensive experience can learn and apply.

What Can I expect from a Gun-nIMS Assessment and Treatment?

The successful outcome of GunnIMS depends on a thorough physical examination. The Physical Therapist will assess your posture, quality and amount of movement and will complete neuro-logical tests. The Physical Therapist will also look for specific signs that your injury will respond to GunnIMS treatments. From the assessment, the Physical Therapist will then determine appropri-ate sites for the application of the needle(s) to treat your specific injury. When the needle is in-serted into any taut muscle bands, or knots, one may feel a twitch and/or a cramping sensation. After treatment, it is normal to feel (potentially) some aching in the areas of treatment. GunnIMS is appropriately used in conditions where there is both nerve and muscle involvement. Nerves send messages from the brain and spinal cord to our muscles. When one of these nerves is not sending these messages effectively, the muscles it supplies can tighten up and become tender and sore. This tightening can lead to a variety of conditions involving the nervous system, mus-

cles, tendons, and joints. When the affected muscles are penetrated by a needle the following effects are elicited: muscle relaxation, increased blood flow (which promotes healing) and the restoration of the function of the nerve to send its messages.

Your therapist will do a thorough exam-ination to determine if your problem is appropriate for IMS treatment or will adequately be treated using other physical therapy techniques.

How often will I be treated?

Typically GunnIMS treatments are once every five to seven days. The number of treatments depends on the amount of time you have been dealing with your condition and the sensitivity of your muscles and nerves.

Is GunnIMS the same as acupuncture?

GunnIMS does involve the use of acupuncture needles, but it is not the same as acupuncture. Acu-puncture is based in traditional Chinese medicine whereas GunnIMS is a Western medical technique. GunnIMS is not the same as “dry needling” and involves medical ex-amination and diagnosis by a prac-titioner trained within the GunnIMS paradigm.

Laugh in aid of the library

Stand up comedy returns to the Morinville Community Cultural Centre June 19 to kick off the annual St. Jean Bap-tiste Festival weekend. After a successful inaugural year, the Morinville Community Library and board are once again trading checking out books for promoting a live comedy show.

This year’s headliner is Mike Dambra, the Smart-Ass King of Comedy. He has opened for Howie Mandel, Rosie O’Donnell, Adam Sandler, Michael Bolton and Joan Jett & The Blackhearts.

Opening for Dambra is Edmonton comic Ken Hicks, who has performed at Caroline’s on Broadway, in New York City, and at The World Series of Comedy in Las Vegas.

The show is sponsored by Infinite Event Services and The Morinville News. Tickets are $15 per person. Single tickets and tables for the licensed event are available at the Morinville Community Library front desk and at the door.

MCHS gathers its Champions by Lucie Roy

The Morinville Community High School Champion Athletic Awards 2014-15, sponsored by Champion Petfoods, were presented June 8 at MCHS. The emcee for the event was Craig Sequin and Ben Onyschuk.

Twenty students from Grades 9 to 12 were presented with the Champion Howls Award. The 3 Star Athletes for 3 Consecutive years, who particpated in at least three sports at MCHS or Legal for three consecutive years were presented with a three star hoodie. The recipients were Rachel Bourque, Shayla Kachnic, Suzanne VanBrabant and Larissa Van Brabant.The event covered the Team Awards and highlights, 3-5 Star Athletes, Star Athletes for 3 Consecutive years, Howls Champion Award and Coaches Choice Award.

The Coaches Choice Award went to Brandon Dubrule, Katy Krupa and Matthieu Lessard. The award is presented annually to a male and female athlete who best demonstrate the qualities of sportsmanship, athletic abil-ity, cooperation, leadership, commitment to sports, strong attendance and good academic standing.

Krupa was recognized as a positive role model for her teammates and the main reason that the Senior Girls Volleyball team brought home the sportsmanship banner. She qualified for Provincials in every sport that she competed in. She has a very welcoming personality and she always has a smile or laugh to share with her classmates and friends.

Both Mathieu Lessard and Brandon Dubrule were recognized as individ-uals who have been multisport athletes throughout their high school years. Lessard was recognized for demonstrating the determination to outwork and outsmart his opponents in spite of obstacles. Dubrule was noted for embracing the challenge of being relied upon since Grade 9 to start and play almost entire games with his willingness to put in the time to be in the best physical shape.
