A Message from the Chair Dear Friends of the Waterfront, As we begin 2017, there is a great deal of ac�vityoccurring on the waterfront project.  Much of thiseffort has been in developing the final design forthe waterfront park.  As you know, we have aconceptual plan for the waterfront park thatincludes trails, water access and a large publicplaza area at the bend in the river.  We are alsopu迀�ng together the final plans for a rowing dock. The Park Design Subcommi�ee has been helping with this processand the subcommi�ee conducted an on line survey to determinewhat types of ac�vi�es Dover ci�zens would like to see in the park. The results of this survey can be found below. Another major ini�a�ve has been the development of a preliminaryconcept plan for the future private sector por�on of the waterfront. At our December mee�ng, Union Studio presented CWDAC (CochechoWaterfront Development Advisory Commi�ee) with a mixed‐use planthat includes a mix of residen�al types, commercial space and arestaurant.  The details of this plan can be found in the subsequentar�cle.  The waterfront commi�ee will further discuss this plan at ournext mee�ng. Finally, CWDAC has put into mo�on a project to excavate the bluffarea along River Street.  Union Studio recommended this ac�on lastfall, because it would allow for more developable land as well asincrease the green space along the Cochecho River which would �e

Preliminary concept plan proposes mixed use with restaurant

 At our Dec. 20 mee�ng, Union Studio presented a preliminary conceptplan for a mixed‐use development on the 20‐plus acre private sectorparcel on the waterfront.  See image below.  While the concept planappeared rather complete, Jeremy Lake, of Union Studio indicated,"This is just a preliminary concept plan, not a final plan.  There s�llneeds to be much discussion before a final concept is completed."  

Dana Lynch, member of CWDAC, indicated that while the plan is agood first start, "We need to be sure that the final plan represents thefull vision that the city has had for this site for a number of years.  Wewill con�nue to work with Union Studio to be sure the final planmatches this vision."

CWDAC MissionStatement

 

". . . [T]o provide avibrant waterfrontwith publicgathering placesand access to thewater, a place forpeople to live,meet, relax,encounter nature,conduct businessand learn ofDover's past."  

 The preliminary plan calls for a total of 226 residen�al units, 15,000square feet of commercial space and a 4,000‐square‐foot restauranton the waterfront property.  Of the 226 residen�al units, 145 wouldbe part of mul�‐family buildings, 69 would be townhouses and 12would be single‐family residences. Lake and commi�ee members have indicated that this plan is astar�ng point and that any developer selected by the commi�ee todevelop the property may play a significant role in determining thefinal development program. Barry Abramson, of Abramson & Associates, who is working withUnion Studio, noted that the preliminary plan would cost the cityapproximately $12.8 million in upgrades to the waterfront.  Theseupgrades and improvements would include funds for the waterfrontpark development including docking facili�es as well as infrastructurecosts for roads, water and sewer to get the site ready fordevelopment.  The city would pay for these improvements throughthe Tax Increment Finance District that has been established in thewaterfront area.  He also indicated that proposed development mixwould provide a posi�ve financial return. If all goes according to plan, the city could issue a Request forProposals for waterfront development later this spring with the intentto have a developer on board later in 2017. A development agreement could be in place in 2018 and work couldbegin in 2019 a�er all necessary plans and permits are in place.  Partof the prepara�on for the site could begin this spring with theexcava�on of the bluff along River Street.  Details are discussed in thenext ar�cle.

Contractor to be selected for bluff excava�on In an effort to open more land for development and open spacebetween Washington Street and Henry Law Avenue along thewaterfront, last November Union Studio suggested that we considerexcava�ng the bluff along River Street.  Such a strategy would allowfor realignment of River Street further away from the Cochecho River,the crea�on of addi�onal park and green space along the river, andthe crea�on of addi�onal land for private development along RiverStreet.  Since the bluff excava�on could take up to two years tocomplete, it was recommended that the prepara�on of excava�ngplans and permi迀�ng begin as soon as possible.  At its Novembermee�ng, CWDAC voted to authorize the city staff to move forwardwith the issuance RFQ for bluff removal.  An RFP was issued shortly therea�er and on Dec. 15, 2016 the Cityreceived proposals from four excava�on companies: Alvin J. Coleman

& Sons, Inc., Sargent Corpora�on, Severino Trucking Co. Inc., and SURConstruc�on. A review subcommi�ee interviewed representa�vesfrom each of these companies during the second week of January.This subcommi�ee will recommend to CWDAC at its Jan. 17 mee�ngthat the city retain the most qualified company for the project.  Oncethe company is selected a detailed scope of services and cost proposalwill be nego�ated and a resolu�on will be prepared for approval bythe City Council.  It is expected that ini�al bluff removal could beginthis spring.

Farmer's market, ice ska�ng, public art andperformance space top park survey results

 Last fall CWDAC appointed a Waterfront Park ProgrammingSubcommi�ee to assist our consultant with the design of thewaterfront park.  This commi�ee iden�fied specific physical elementsthat should be included including trails, a public gathering space andfacili�es for a rowing dock, a kayak/canoe launch area, and dockingfacili�es for transient boaters and large tour‐type vessels, including agundalow. The commi�ee also thought it would be helpful to provideopportuni�es for public ac�vi�es in the park.  It decided to involvethe ci�zens of Dover through an online survey in November. Respondents were given a list of poten�al park programmingelements such as farmers markets, paddle cra� rentals, public art, andhistoric markers, and asked for their thoughts on these elements.  They were also asked to pick their top five from the list of 25 poten�alchoices and to write in any other programming ideas that were notincluded in the survey.  Finally, the subcommi�ee asked respondentshow likely they would be to par�cipate in specific ac�vi�es in thepark, such as food fes�vals, paddle sports lessons, or small boatbuilding classes.

This outreach was very successful.  The commi�ee received 749responses to the survey.  For the first two ques�ons, farmers marketsand performance space came out on top, with ice‐ska�ng, picnictables, fun sea�ng, and food trucks close behind. You can view the fullsurvey results here. The subcommi�ee and the consultants are currently evalua�ng theresults to determine how, when, and where the top results might beimplemented.  Since this new waterfront park will link Maglaras andHenry Law parks, some of the program elements men�oned may bebe�er suited to implementa�on in those spaces.  This survey data willbe important for priori�zing strategies to create a vibrant communalwaterfront and to ensure the design considers the futureprogramming needs of the park.

The gundalow Piscataqua visited Dover in October as part of theWoodman Museum's centennial celebra�on. Gundalows were theworkhorses of the early waterfront in Dover.  During the gundalow visit, residentsset sail for a historic tour of thewaterfront and Cocheco River,narrated by former Dover MayorGeorge Maglaras, a lifelong residentof the waterfront, and Dover LibraryDirector Cathy Beaudoin. The video can be viewed here:
