BIDS IN TWO PARTS:

Bids are required to be submitted in two parts : Part – I & Part – II as described below:

06.1 The first part (Part- I) of the bid shall contain technical bid only. The envelope should be duly sealed and super-scribed as “Part-I Technical Bid only”. At the time of the opening of the tender first “Part-I Technical Bid only” envelope shall be opened. Technical bid must carry samples of minimum 20Kg weight of any one variety of polythene film in roll form.

06.2 After verification, Technical bids shall be opened and technical details read out to the bidder’s representatives. Price bids shall not be opened immediately.

The technical bids shall be scrutinized for confirming that the technical details including samples, as per the specifications given in the tenderwherever applicable.

06.3 The second part (Part – II) shall be placed in second separate envelope. It shall contain financial bid/price bid. The envelope should be duly sealed and super-scribed as “Part-II Price Bid only”. In the financial bid/price bid envelop only rate statement and papers related with the rate statement is required to be kept. No other document be kept in financial/price bid envelop and in such case your document will not be considered for evaluation. However, the decision of OMFED shall be final in this regard and binding on the tenderers. 06.4 Tender papers should accompany Income Tax Clearance Certificate, Sales Tax Clearance Certificates, Client List along with copy of license to manufacture Polythene film, EMD details, samples and order copies, if any, for our verification.

7. The filled-in tenders should be submitted on or before 26.05.2014 by 11.00 A.M. and the tenders will be opened in the presence of bidders or their authorized representatives at 11.30 A.M. on 26.05.2014.

The date of opening of price bids shall be notified to all qualified bidders found successful after technical evaluation. They shall be intimated through e-mail/fax/courier/speed-post. The price bids shall be opened in the presence of authoriesed representatives of the interested bidders.

In case it is necessary to obtain revised prices from the bidders on account of evolving technical parity the same shall be done by asking all

the concerned bidders to submit the revised price bids in sealed covers and the earlier price bids will became invalid.

08. Specification of Polythene film: --------------------------------8.1 Co-extruded 3layer (RIL LDPE 1005FY20 grade /LLDPE (Octene) 019010 grade /Master batch base)for pigmented polythene film suitable for packaging milk, Butter Milk, Whole Milk Curd, Milk Products, printed in one colour/ two colour/ three colour/ four colour/ as per our choice of colour and design) on rotogravure printing machine using indelible Food Grade ink. The colour should not be bleached on printing or be migrated. Hence the Ink should be cold proof and heat proof. 08.2 Co-extruded 3 layer (RIL LDPE 1005FY20 grade /LLDPE (Octene) 019010 grade )for Natural polythene film suitable for packaging Lassi packing in one colour/ two colour/ three colour printing as per our choice of colour and design) on rotogravure printing machine using indelible Food Grade ink. The colour should not be bleached on printing or be migrated. Hence the Ink should be cold proof and heat proof.

08.3 The film rolls shall be thoroughly protected against contamination and manufactured to meet hygienic standards laid down for Food Processing Industries and packed in strong cardboard cartons. The rolls shall be thoroughly wrapped either in thick quality brown paper or in polythene liners for protection against dust and dirt. Packed cartons shall be clearly labeled with the following information: -

A. Name, type and thickness of the film

B. Name and address of the manufacturer

C. Net and gross weight

D. Batch no. and date of manufacture

The printing ink used shall also be suitable for use in packing food materials meant for human consumption and conform to the relevant Food and Drugs regulations. The ink should be non-ethyl alcohol based and toluene free.

Besides, above mentioned criteria, the polyethylene film shall also conform to the following:

a. Core and Winding Care should be taken for supply of spools with uniform weight. The

film shall be wound on strong paper core having 70 mm inner dia and

maximum dia of wound roll shall not exceed 500 mm. The film shall be wound on the core uniformly with proper tension and printed surface should remain outside.

b. Width and weight per roll

The width of the poly roll shall be 325 mm +/- 2 mm. The net weight per roll shall not be less than 18 kgs and not more than 20 kgs. Total number of joints per roll shall not exceed two in any case.

c. Perfect Edge The film rolls shall be packed in a manner to prevent any telescoping

of the film layers. These shall be securely packed against transit damages.

d. Curvature

The film shall remain straight when unwound from the roll and the centre drive shall not deviate by more than 12 mm in thirty meters length of the film.

e. Strength of film

The film shall not stretch easily under normal tension and shall not show any uneven bulge on the sachet pack during drop test.

Omfed reserves the right to get the quality of polythene film checked at any independent laboratories and any time while taking decision at finalization of tender or before releasing the payment to ascertain the Technical specification as per the IS 11805:2007.

f. The film shall be supplied in natural/pigmented colour as specified in order with printing only in the central portion as per samples/design provided. Treatment shall be restricted to the printing zone only as far as practicable. Colours for printing shall be as indicated in the purchase order.

g. Notwithstanding anything given in the specifications, the film shall perform the purpose required of it in the most efficient manner and leakage shall not exceed 1% cumulative on all accounts i.e. during packing, storage and transportation. Deduction for non performance in respect to quality, leakage etc. will be applicable as per the federation norms.

09. Other Terms & Conditions of the Tender: 09.1 The Tender shall be sealed and addressed to the Chairman-cum-Managing Director, The Orissa State Cooperative Milk Producers’

Federation Limited, Bhubaneswar clearly indicating the tender reference and date of opening at the top of the envelope. Rate for all the items should be quoted on the tender documents supplied by the Federation only. Please ensure that the samples in roll form (Originally produced & Printed by you) must be enclosed for reference. 09.2 Tenderer should clearly indicate, the address to which the orders, notices and correspondences relating to the tender and agreement are to be sent. Any change of address should be notified to the Chairman-cum-Managing Director, The Orissa State Cooperative Milk Producers' Federation Ltd,D-2,Sahid Nagar, Bhubaneswar-751 007 and correspondence thereafter will be made with the stated address. 09.3 No payment shall be claimed by the supplier for cylinder making charges for printing of our selected design on the Polythene films. The cost of cylinders shall have to be borne by the supplier as the cost of cylinder of art design and printing are deemed included in the quoted FOR destination price.

09.4 Tenderer is not allowed to use his own discretion in any respect once the Purchase Order is placed. Any change or amendment is required for execution of work, a written confirmation to this effect should be obtained in advance. The quantity projected may be increased/decreased or the Orders may be splitted to selected suppliers as per discretion of the Federation. 09.5 PRICE VARIATION CLAUSE:

The rates accepted after open negotiation are based on current rate of LDPE Granule for 1005FY20 grade of RIL/IPCL per MT (rate of LDPE Granule for 1005FY20 & 019010 grade of RIL/IPCL per MT ( Any change of rate made by RIL/IPCL at any time either upward or downward should be informed by the Supplier to the Chairman-cum–Managing Director, OMFED at once. In case there is any increase/decrease in the price levied by IPCL for supply of raw material actually used for production of film being supplied during the course of delivery period noted herein, you shall be compensated by granting actual increase in respect of the price of film at the same unit rate per kg. of raw material on production of documentary proof thereof and you shall similarly pass on any benefit accruing out of any decrease in price of raw material to Orissa State Cooperative Milk Producers' Federation Ltd. Similarly any increase in the Govt. levies shall be refunded to you at actual on conditions that you shall pass on any benefit out of any decrease in the Govt. levies to Orissa State Coop. Milk Producers' Federation Ltd. 09.6 Federation reserves the right to reject any or all the tenders received, without assigning any reason thereof and no explanation can be demanded for the cause of such rejection by any tenderer.

09.7 The tender document submitted by a tenderer shall become the property of the Federation and the Federation shall have no obligation to return the same to the tenderer. 09.8 Tenderer should write rates both in figure and words. In case of any discrepancy, rates in words will be taken into consideration. 09.9 After the delivery of the goods at the site of Plant, the same shall be accepted by the concerned Plant Manager after its preliminary inspection for the purposes of use and consumption. However, 90% payment will be released on satisfactory performance within 30 days of acceptance and balance 10% will be paid within 90 days subject to yield and test results. In case of dispute, the testing may be made at our approved Laboratory & the testing charges may be recovered from the suppliers. The weight of Polyroll weighed at our dairy will be final. Supplier may depute their representative to witness the weighment. 09.10 Each page of the tender documents shall be signed by the tenderer. 09.11 Any correction/overwriting made by the tenderer in the tender paper must be initialed by the tenderer before submission of the tender. 09.12 Negligence on the part of the tenderer in preparing the tender confers no right for withdrawal of the tender after the bid has been submitted to the Federation. 09.13 No responsibility will be attached for premature opening of a tender not properly addressed and identified. No tender will be considered received through E-Mail, Fax or by unsealed condition. 09.14 Bills after supply of Poly roll should be supported by Reliance Petro Chemicals prevailing price bulletin to verify the rates at dispatching end.

10. EARNEST MONEY DEPOSIT: 10.1 Every tender must be accompanied by Earnest Deposit Money of Rs.1,00,000/- in shape of Demand Draft drawn in favour of the Orissa State Cooperative Milk Producers' Federation Ltd. payable at Bhubaneswar. Tenders not accompanied by EMD & tender cost will be rejected.10.2 The required EMD/ Security Deposit already with OMFED may be adjusted provided there is no request pending OMFED for return of the same. In such case, bidder have to furnish a request letter separately to treat this deposit as EMD for this tender. The details of such deposit available with OMFED should be clearly indicated. Tenders not accompanied by details of EMD/Security Deposit & status of return of the same, will be rejected. 11. SECURITY DEPOSIT:

EMD of successful bidders will be converted into performance security. EMD of unsuccessful bidder will be refunded within 30days of the finalization of the tender.

11.1 Security Deposit will be forfeited in the event of failure by the Supplier to deliver the materials in time and the Federation may also go for risk purchase at Supplier's cost in the event of such failure and the differential cost, if any, may be recovered from the supplier's pending bill. 11.2 Security amount will be refunded within 30 days of receipt of request letter from the supplier after 30.06.2017.

12. PENALTY:

In case of default in supply at any time, 1/2% penalty per week chargeable on the total ordered value and will be deducted from the bills. 13 On finalisation of the tender, the Purchase Order will be placed to the successful bidder along with detail terms & conditions for carrying out supply. Milk polyroll is most essential part of liquid milk marketing. Therefore, in order to maintain the availability of film at all times, OMFED shall be selecting more than one suppliers for operational flexibility, consistent and regular suppliers etc. Generally speaking OMFED does not intend to allot more than 40 to 50% of tendered quantity to any single supplier.

OMFED may decide to allot lower quantities to tenderers whose supplies as approved suppliers have not been consistently found to be conforming to the quality/service and specifications during the past contracts.

13.1 OMFED also reserves the right to approve more than one supplier at different rates. The party other than the lowest shall be termed as alternate supplier(s). Purchase Orders on such alternate supplier(s) shall be placed on failure of the first party on account of non-conformance to the prescribed quality/services/ other terms & conditions as given in the Tender document/Purchase Order. This shall be deemed risk purchase13.2In case the duplicate copy of the Purchase Order is not accepted(sealed and signed) and returned to the Federation within 07 days of its issue, the Purchase Order will be automatically treated as cancelled and Earnest Money/Security Deposit of the tenderer will be forfeited.

13.3 If necessary the manufacturing Unit of the bidder shall be inspected by the Federation.

13.4 OMFED also reserves the right to purchase poly roll from any poly roll manufactures of milk Federation, NDDB or their sister organizationand Government at the price mutually agreed at any time of requirement.

13.5 The bidders should have capacity to supply 60-70 MT polythene film per month as per our schedule. For this the bidder have to submit a declaration on his letter head that, its Security Deposit will be forfeited if the ordered quantity is not supplied as per schedule.

14 The list of the clients of the Co-Operative dairies or dairies managed by N.D.D.B. may be furnished with the bid.

15. Bidders must have executed around 1000 MT Polythene film to any reputed organization during last financial year 2013-14.16. Details of EMD/Security deposit already with OMFED, if any:

given to the parties registered with Sales Tax department of Government to Odisha to the extent of VAT value applicable.

Dairies managed by N.D.D.B & Milk Co-Operatives during 2013-14.

(iv) Bidders shall ensure to supply the entire tender quantity failing which the offer shall not be

entertained.

(v) Bidder should ensure availability of ready stock as per tender quantity for quality inspection before

dispatch.

1.4 The rate quoted should be inclusive of all taxes, duties except Octroi duty FOR destinations cited in the document. Individual rates for Standard Grade conforming to IS:13334(Part.1):1992 may be quoted only.

01.1 The Tender documents shall be sealed and addressed to the Chairman-cum--Managing Director,

The Orissa State Cooperative Milk Producers Federation Ltd., D-2, Sahid Nagar, Bhubaneswar – 751

007 in block capital clearly indicating the tender reference and date of opening at the top of the envelope.

Rate must be quoted in the space provided in the Tender Documents supplied by the Federation only.

01.2 The Tenderer shall have to furnish sealed sample of 2Kgs. along with Test Certificate as per

parameters specified in B-1.1 with the Tender Document for test checking of quality at our Laboratory

or at National Dairy Development Board (NDDB) Laboratory.

01.3 Tender shall have to furnish copies of the annual returns filed for the last financial year with I.T

authority, copy of PAN and copy of the registration certificate with Sales Tax authority where the Plant

is located.

01.4 For price comparision, applicable VAT will be taken in to consideration. Preference to price will

be given to the parties registered with Sales Tax department of Government to Odisha to the extent of

VAT value applicable.

01.5 The Tenderer must enclose the list of clients to whom they have supplied SMP during last one year.

01.6 The Tenderers should state their address to which the orders, notices and correspondences relating

to the tender and agreement are to be sent. Any change of address should be notified to the Chairman-

cum-Managing Director.

01.7 The Tenderer shall not be allowed to use his own discretion in any respect once the order placed

and agreed for execution.

01.8 OMFED reserves the right to select one or more firms for supply of tendered item for operational

flexibility, consistent and regular supplies etc. Normally this shall be done at the rates of the qualified

lowest . OMFED also reserve the right to allocate quantities in the ratio it deems appropriate with higher

weightage to the qualified lowest tenderer. OMFED may decide to allot lower quantities to tenderers

whose supplies as approved suppliers have not been consistently found to be confirming to the

Quality/service and specification during the past contracts. The quantity & period of delivery may be

increased/decreased as per the discretion of the Chairman-cum-Managing Director, OMFED. The

acceptance copy of the order must be sealed and signed by the Tenderer as token of his confirmation to

supply. If the order is revoked by the supplier in any case the EMD is liable to be forfeited.

1.9 OMFED also reserves the right to purchase Skimmed Milk Powder from any S.M.P manufactures of milk

Federation, NDDB or their sister organization and Government at the price mutually agreed at any time of

requirement.

1.10 The Tenderer shall deposit earnest money 1% of the total quoted value in the shape

of Demand Draft Drawn in favour of OMFED payable on Bhubaneswar which will be convertible

as Security Deposit incase of successful bidders. Any tender not accompanied by EMD shall be liable for rejection.

02. Rates in the offer given can not be enhanced under any circumstances .

03. EMD of Rs. 5000/- for each group will be adjusted towards security deposit in case of

successful bidders. EMD of unsuccessful bidders will be refunded by A/C payee cheque

within 60 days of receipt of application .

04. SECURITY DEPOSIT: 1% to 5% of the total order value as to be decided at the time of

finalization of the tender to be deposited as security deposit within 07 days of

acceptance of order. Security deposit will be forfeited in case the supplier fails to supply

the ordered quantity fully or partially.

05. The required EMD/ Security Deposit already with OMFED may be adjusted provided

there is no request pending OMFED for return of the same. In such case, bidder have to

furnish a request letter separately to treat this deposit as EMD for this tender. The details

of such deposit available with OMFED should be clearly indicated. Tenders not

accompanied by details of EMD/Security Deposit & status of return of the same, will be

rejected.

06. RISK PURCHASE: The Federation reserves the right to make risk purchase at the cost

& risk of the supplier if he failed to supply in time.

07. PENALTY: Any supplier defaulted in supply will be subjected to penalty @ 1/2 % per

week on the order value to be deducted from pending bills subject to maximum 10 %.

08. All items are to be supplied strictly as per the technical specification given in the order.

09. The Federation reserves the right to accept or reject either part/whole or any/all the

tenders without assigning any reason. The Federation may cancel or reduce the quantity

of order or distribute/split the quantity to other suppliers for which the lowest bidder will

not be given any compensation. For any interpretation regarding this tender, the decision

of the Managing Director is final and binding.

1.Introduction:

A. Condensor Cooling water

The Chemical treatment of cooling water is required to inhibit the problems of scaling corrosion & microbiological growth. The treatment shall be carried out throughout the year for both the units of Bhubaneswar dairy.i.e.BD-I( 02 nos. atmospheric condensers) & BD-II ( 1 no. atmospheric condenser.

B. Boiler feed Water

The additive for boiler feed water are required for savaging of oxygen, scale inhibition

(antiscalant),sludge conditioning & improve the alkalinity of Boiler feed water. Bhubaneswar dairy-I

has 02 nos. fire tube boiler of 2TPH capacity, out of which either one is operated for average

20hours/day everyday throughout the year at maximum pressure 10.5kg/cm2( working pressure

7.5kg/cm2).Bhubaneswar dairy-II has 02 nos. fire tube boilers of 2TPH capacity, out of which either

one is operated for average 20 hours/day, every throughout the year, at maximum pressure of

17.5kg/cm2( working pressure 16kg/cm2).

C. Furnace Oil

All the boilers in Bhubaneswar dairy are fuelled by Furnace Oil. The additives are required for

inhibition of sludge formation, chocking tendency, instability during storage & corrosion as well as for

improvement of flow ability & burning efficiency for both the units of Bhubaneswar dairy. The two

units have separate bulk storage tanks(cap.35kl in BD-I & 40KL in BD-II)& day-storage tanks. Fuel

is procured from major Public sector Oil companies in Road Tankers.

3.Scope of worksA. SupplyThe bidder shall workout the requirements of the chemicals on the basis of the described data for a

period of two years. In case any further data is required, the technical persons of the company may

visit the site on all days (except Wednesday)between 9A.M to 11A.M & meet Asst. Manager(Maint) to

assess the requirements. Any tests to be done by the company prior to submitting their offer shall have

to be done at their own cost. Samples will be provided to the authorized representative of the company,

on written request. The company shall submit their offer based upon their assessment of consumption

for 24 months. The offer must give the breakup of the cost & rate of consumption of each chemicals

separately for the 3 treatments.

The company shall supply the required chemicals at our stores against our purchase orders. The

chemicals shall be procured & stocked in our stores, in phases & the volume shall depend upon rate of

consumption and pack size. Representative of the company shall monitor the stock position & advice

the related section of Bhubaneswar dairy for appropriate purchase actions from time to time during the

contract period.

B. Dosing & Monitoring

The bidder shall depute its authorized representative for dosing of the chemicals, as & when required,

as per their recommendations .The bidder shall also arrange for regular sampling & testing ( at least

once in month) of the basin water, blow down water of boilers & furnace oil to monitor the physicals

& chemicals parameters required for operation of the refrigeration & steam raising plants of both units

of Bhubaneswar dairy.

C. Pre-treatment & PassivationThe bidder, through its authorized representative shall take all necessary steps for pre-treatment &

passivation, if required. The chemicals required, its dosages & total requirements for the said period

must be separately mentioned in the offer.

D. The certificate may be furnished that the chemicals to be supplied by the bidders are not harmful to

the environment.

E. An EMD of 1% of the total contract value may be deposited along with the offer, in shape of

demand draft of any nationalized bank in favour of “OMFED” payable at Bhbaneswar.EMD shall be

refunded after a period of 3 months of the date of last supply of chemicals for successful bidders and

after a period of 06 months from the date of opening of bids for unsuccessful bidders. Offers received

without EMD and tender cost shall not be accepted.

F. The brand name of the chemicals ,manufacturer details, list of the customers belongs to Cooperative dairy sector or the dairy plants managed by National Dairy Development Board, Ananad may be mentioned.G. An affidavit may be furnished that the bidder has not been black listed by any institution during the last ten years.H. The certificate about the production capacity of the manufacturing units of the items quoted by bidder may be furnished.I. The updated ITCC & STCC may furnished.

J. The contract shall be a turn-key one .i.e. supply, application, monitoring & corrective action shall be within the bidders’ scope and the offer for only supply of materials would not be accepted. The period of contract shall be for two year for which the rate may be kept valid.

K. After qualification of technical bid the Commercial bid shall be opened. It may be on the same date or at later date. In the event of the operating of the price bid in later date the advance information shall be given.

Supply and treatment of chemicals of water of condensing Towers, Boiler Feed water and Furnace Oil at Bhubaneswar Dairy
