Peter has been with the
Henrico Division of
Fire for five years. Prior
to Henrico, he attended
the University of Mon-
tana at Helena where
he graduated with hon-
ors with a degree in fire
science. During his col-
lege years, Peter was a
“live in” firefighter and
active in the surround-
ing community.
Since being hired in
2011, Peter has been
assigned to fire stations
7 and 15. He also serves
the citizens of Henrico
County as an advanced
life support provider
and has received three
life saver awards.
During his time with
the DOF, he has been
active with the cancer
prevention committee
and also serves as a
Peer Fitness and a Cri-
sis Intervention Team
(CIT) instructor.

signature Retail Merchants Association event
celebrating the selfless acts of our area’s
First Responders. The breakfast awards cer-
emony honors local Law Enforcement Offic-
ers, Firefighters and Emergency Services
Personnel who have performed exceptional
acts of courage, putting themselves at risk
and personal injury.
Now in its 27th year, the Valor Awards cel-
ebration provides the opportunity to thank
these brave men and women for their sacri-
fices and service. Truly a celebration for the
Greater Richmond Region, nominees are
submitted by EMS, Fire and Police Chiefs from seven local jurisdictions (Henrico, Chester-
field, Hanover, Goochland, Powhatan, City of Richmond and the Town of Ashland.)

Vehicle Crash on Laburnum Ave.

On Sept. 13th, fire units responded
to Laburnum Ave. and Caryhurst
to the report of a motor vehicle
crash. Upon arrival, fire units found
a vehicle crashed into the garage of
a residential home.
The vehicle was traveling East-
bound on Laburnum when it
crossed over the median and
crashed into the home. The car
removed the center column of the
garage, but the Technical Rescue
Team was able to shore the struc-
ture to prevent the garage from a
possible collapse.
One patient was transported to
the hospital with nonlife-
threatening injuries.

Structure Fire on Cedarwood Rd.

On July 2nd, fire units responded to the 300 block
of Cedarwood Rd. in the Eastend district of the
County, to the report of a house fire. Units arrived
to find smoke visible from the first floor of a town-
home.
Crews began with an interior attack, and encoun-
tered heavy fire on the first floor. An aggressive
attack quickly brought the fire under control, and
all occupants were accounted for outside the
home.
A family has been displaced but the Red Cross is
assisting the family with any unmet needs.
Excavator Hits Scott Rd. Overpass
On Sept 20th, a tractor trailer carry-
ing an excavator hit the Scott Rd.
overpass on I95 Southbound just
prior to the Parham Rd. exit. The
excavator came off the flatbed and
overturned in the travel lanes of I95
causing a significant travel hazard
and fluid spill.
The fluid was immediately controlled
and there was no environmental
impact. Traffic was slowed for a
matter of time but when the scene
was cleared, traffic resumed as nor-
mal. No injuries were reported.
Garage Fire on Tamarind Place

On June 21st, fire units responded to the report of a garage fire on Tamarind Place in the County’s
Northside. Units arrived to find a garage heavily involved in fire with a residential home very close by.
The fire was brought under control within 25 minutes, but the garage and all its contents was a total
loss. Although the nearby home acquired some damage on its side, there was no fire extension into the
home. The fire was determined to be accidental in nature due to a mechanical issue in the garage.

Car Fire with Exposures on Vandover Rd.

On August 23rd, fire units responded to
Vandover Rd. in Henrico’s Westend to
the report of a structure fire.
While in route, fire units could see a
large column of smoke some distance
away. Units arrived to find a car on fire
with several exposures. The fire had
spread to an adjacent vehicle in the
driveway, the detached garage, and to
the rear of the home.
Fire crews quickly extinguished the car
fire and all the exposure fires. No inju-
ries were reported.

Congratulations Chief Jeff Powell and Cap-
tain Barney Bolter on their completion of
the inaugural Virginia Chief Officer Academy
at the University of Richmond.
As an extension of the Virginia Fire Officer
Academy, which was founded in 2007 by
Henrico Fire Chief Tony McDowell, the VCOA is a live-in school where graduates
spend a week at the University of Richmond
learning skills to make them better supervi-
sors and prepare them for their future
growth within their own departments. Chief Powell and Captain Bolter were among
33 personnel selected from departments
across the Commonwealth to attend.
Three members of the Division of Fire graduated from the Virginia Fire Officer Academy. Lt. Randy Jarrell, Lt. Billy
Cheeley and FF James Stenhouse were selected from a competitive application process to attend a week-long live-in
academy also held at the University of Richmond. Some of the most respected instructors in the topics of leadership, per-
sonnel management, and fire service decision-making were on hand to provide valuable leadership skills to lead the Division
in the future.

Lt. Gene Fye is a 9-year veteran of the Division of Fire. He is a paramedic, an instructor for Henrico
County’s Citizen’s Fire Academy and a Field Training Medic. He is a member of several committees includ-
ing Safety, Human Relations, Performance Management, Field Training Medic Steering and Crisis Interven-
tion Team. Gene received the Henrico Life Saver award in 2014 and 2015 and also was the recipient of the
Exceptional Performance Award in 2015. Prior to employment with Henrico County, Gene was a firefight-
er with Morgantown Fire Department and Chesterfield Fire & EMS. Gene has an Associate’s Degree in
Emergency Services Technology from Northampton Community College.

Lt. Charles Robinson is a 10-year veteran of the Division of Fire. He is a Peer Fitness Trainer, ECSI CPR
instructor and American Safety and Health Institute BLS and Fire Aid Instructor. Charles has training in
Emergency Vehicle Operations Vehicle Classes I, II, and III, Rope Rescue I, Trench Rescue Operations,
Terrorism Awareness and is a Hazardous Materials Technician.
Lt. Kevin McInturff is a 13-year veteran of the Division of Fire who has held assignments at Lakeside,
Crestview, and Tuckahoe and also as an instructor in the Fire Training Section. He is an adjunct instructor
for the Virginia Department of Fire Programs. Kevin is a member of several committees including SORC,
Suppression/OPS, Uniform PPE, Air Management and Urban/Mixed use. Prior to employment with Henrico
County, he was employed with Rockingham County Department of Fire and Rescue and City of Harrison-
burg Fire Department. He has attended Lord Fairfax Community College and Pikes Peak Community Col-
lege for Fire Science Studies.
Lt. David Mylum is a 12-year veteran of the Division of Fire who previously worked at Station 6 where
he was assigned to both engine and truck companies, also served as an instructor in the Fire Training Sec-
tion. He is currently assigned to Station 12. He is a member of the Special Service Operations Committee
and is also an active member of the Fire Bike team. Prior to employment with Henrico County he served
as a volunteer firefighter with James City. David is currently enrolled in Columbia Southern University for
a Bachelor’s of Fire Science.

Chocolate Peanut Butter Protein Cups
Servings: 8 • Serving Size: 1 cup • Calories: 118 • Fat: 8 g • Protein: 6.4 g • Carbs: 8.5 g • Fiber: 1.6 g •
Sugar: 5 g • Sodium: 63 mg • Cholesterol: 0 mg
1) In a small bowl, combine vanilla protein and PB2. Add unsweetened
vanilla almond milk and mix until smooth. Then add peanut butter and
mix until smooth.
2) In a small pan, melt chocolate chips over low heat.
3) Add a small layer of melted chocolate to each of 8 silicone baking
cups. Place on a tray and into the freezer until hardened, about 15
minutes.
4) To each baking cup, add a spoonful of peanut butter mixture and press
lightly into the cup, leaving some space on the sides for the chocolate to
fill in.
5) Top the peanut butter mixture with melted chocolate.
6) Return cups to the freezer until hardened, about 30 minutes. Remove
from silicone cup and wrap in foil. Store in the freezer until serving.

9/11 Let Us Never Forget
On September 8th, Henrico County held a 9/11
Memorial Service at St. Paul’s Baptist Church.
Many public safety partners attended the ceremo-
ny, as well as guests from New York including the
Deputy Inspector from the City of New York
Police Department.
On September 9th, the Division of Fire was asked
to participate in a 9/11 ceremony with Bon
Secours Richmond Health System. Firefighters
Nathan Weinstein and Kathy Palmer had the hon-
or of laying the wreath (pictured). During the
ceremony, Mr. Gary Alston of BSVHS presented
over $300 towards the Division of Fire’s fundrais-
ing for the MDA.

9/11 Stair Climb
September 11, 2016 marked the 15-year anniversary of 9/11. To honor
this day, Governor Terry McAuliffe attended the event and was a part of
the leading group (pictured below). A piece of steel taken from the 9/11
site in New York was brought to the event (bottom right picture). Henri-
co Division of Fire Station 7 crew dedicated a section of fire hose to the
victims of 9/11. All 343 names were hand written on this hose, and crew
members took turns carrying the hose during the climb. The event was a
success as many firefighters, their families, and members of the community
came out to support and show respect to those involved in the horrific
events that took place in New York City on Septmeber 11, 2001.

Burning of leaves is only permitted in areas of Henri-
co County that do not have bagged leaf pickup service.
This burning can only be
done from 8 AM to 8 PM.

The Fire Marshal’s office is responsible for enforcing the current Statewide Fire Prevention Code, as
well as: issuing permits, performing safety inspections, reviewing plans for development, investigations of incidents involving fires, environmental crimes and bombings, as well as public education, public infor-
mation and other related issues.
The office conducts an average of three hundred fire investigations annually, with a clearance rate well above the national average. Assistant Fire Marshals conduct well over a thousand business inspections
each year. In the average year, they issue over a thousand certificates of occupancy, as well as permits
for burning, blasting and welding. The office has a Fire Protection Engineer, who performs the review on all plans of development; these amount to several hundred a year. In addition, personnel assigned to our
fire stations perform approximately three to four thousand inspections of small businesses annually.

Knox Box Rapid Entry System
What is a Knox Box?
A small wall-mounted safe that holds building keys for
fire departments. The Knox Box Rapid Entry System is
a secure emergency access program developed for
property owners and the fire department.
What are the benefits of a Knox Box?
If there is an emergency, the fire department can gain access into your building
very quickly. For instance, if there is a fire, the fire department can access the
building with the keys in the Knox box instead of breaking a window or damaging
the entry doors. If a sprinkler has accidently activated, the fire department can
quickly enter and turn off the sprinkler; reducing the amount of water damage.
The Knox box also saves you time and frustration by not requiring you to drive to
the building at 3am for a false alarm.
Who has the key to the Knox Box?
Only the fire department. It is a special key that is made only by the Knox compa-
ny.

Hope Village Back to School Event
During the last
week of July, fire
units responded to
Hope Village in
Henrico’s
Northside to the
report of a dryer
fire. While com-
pleting overhaul, FF Stenhouse and the crew from Squad 21
discussed with apartment management about having an event to
give back to the children and families prior to going back to
school. Over the next 10 days, Station 21 B-shift, lead by FF Stenhouse
contacted several local venders to assist with a cookout for the
children. A majority of hot dogs, chips, drinks and waters were
donated, but station 21 personnel did chip in to complete the
purchase. Eng 11-B personnel assisted with baking cookies,
bringing other supplies and participating in the event also. Not only did crew members provide a cookout, but they also

Explorer Post 651
Henrico Explorer Post 651 went to the RIC Airport to
get a tour of the airport station, review the roles of the
airport fire department and get an introduction into
ARFF. Captain Garber and Lt. Pearce gave a great over-
view of their department, equipment, and guidelines (FAA
related). The Post then went on the tarmac and looked at
a freight/cargo plane and rode in the ARFF trucks. Of
course the explorers were allowed to use the joystick
control and shoot some water and ride around the prop-
erty for a while. They thoroughly enjoyed the visit!
After the airport, the post then headed to Osborne boat landing to meet Station 2 personnel. FFs Whitson,
Janus and Smorto were great giving the Post a thorough review of the SRT/ Dive Team. They brought the fire
boat up and took the explorers out on the river. FF Smorto also gave a detailed tour of the MIRT truck and
dive equipment. Overall the day was a fun and exciting experience for the explorers!

Glen Allen Day 2016
Sept 17th, Henrico Division of Fire, Henrico County Police,
Henrico County Office of Emergency Management, Henrico
County Parks and Recreation, and the Glen Allen Ruritan Club
supported Glen Allen Day at Meadow Farm. The event featured a 5K fun run, a parade, live music, arts and
crafts, games, food and lots of fun!

Welcome a new section of the newsletter inspired by Retired Volunteer Firefighter David Nowell. Nowell was a volunteer at Eng.
Co. #8 from 1971-1979 and transferred to Eng. Co. #9 from 1979-1982. In 1975 he was certified as a pump operator by Battalion Dawson and also certified as a Class 3 volunteer firefighter by Chief Fisher. In 1977, Nowell became an EMT.
As the Division of Fire and fire services in general continue to evolve, we would like to take a moment to remember what it was
like “back in the day” by highlighting a photo, along with its story, to help some reminisce about, or to be inspired by, Henrico’s historical moments.
