PREFACE
This document was compiled by the Committee of Technikon Principals (CTP) inaccordance with the particular stipulations of the Technikons Act, 1993, as amendedwhereby delegated responsibility was granted to the CTP to determine the minimumentrance requirements for study at a technikon; it is assumed for the purposes of thisdocument that, in terms of Section 74 (1) of the Higher Education Act 101 of 1997, theabove provisions still hold. Any reference to the Act will thus be that of 1993.
The information contained in this document refers to the minimum entrancerequirements for study at a technikon. Apart from these minimum requirementsindividual technikons may, in view of their autonomy, determine additional entrancerequirements as regards certain study courses (instructional programmes) and/orsubjects (instructional offerings). Such requirements are not contained in thisdocument.

CHAPTER 1
MINIMUM REQUIREMENTS FOR ADMISSION TO STUDY AT A TECHNIKON ASDETERMINED BY THE COMMITTEE OF TECHNIKON PRINCIPALS IN TERMS OFSECTION 5 (e) and (f) OF THE TECHNIKONS ACT 1993 (NO. 125 OF 1993) ASAMENDED
1.1 DEFINITIONS
In this document, unless the context otherwise indicates -
(i) "academic board" means an academic board of a technikon contemplatedin section 20 of the Act;
(ii) "Certification council for Technikon Education" means the councilestablished by section 2 of the Certification Council for TechnikonEducation Act, 1986 (Act No. 88 of 1986);
(iii) "Committee" means the Committee of Technikon Principals establishedby section 2 of the Act;
(iv) "council" means the council of a technikon constituted in accordance withsection 16 of the Act;
(v) "instructional programme" means any programme of education andtraining offered at a technikon and in respect of which a technikoncertificate is awarded upon the successful completion thereof;
(vi) “Senior Certificate” means a school leaving certificate awarded by theSouth African Certification Council
(vii) "technikon" means a tertiary institution established in terms of this Act orany other Act of Parliament with a view to the provision of technikoneducation;
(viii) "technikon certificate" means a degree, diploma or any other certificateto be obtained as a result of technikon education;
(ix) “the Act” means the Technikons Act 1993 (No 125 of 1993).
(x) “official language” means a language selected from amongst Afrikaans,English, isiNdebele, Sesotho sa Leboa, SeSotho, SisWati, Xitsonga,Setswana, Tshivenda, isiXhosa and isiZulu.

1.2 MINIMUM ADMISSION REQUIREMENTS BASED ON SOUTH AFRICANSCHOOL, TECHNICAL AND OTHER EXAMINATIONS
1.2.1 Basic requirements as determined by section 26 (1) of the Act
No person shall be registered as a student at a technikon to follow aninstructional programme or subdivision of an instructional programmecontemplated in section 31 (1) of the Act, unless he/she has -
(1) (a) obtained a Senior Certificate; or
(b) obtained a certificate which has been endorsed in accordance withsection 9B(3) of the South African Certification Council Act, 1986(Act No. 85 of 1986), to the effect that he/she has complied withthe minimum requirements for admission to study at a technikon;or
(2) fulfilled the requirements for admission to study at a technikon asdetermined by the Committee of Technikon Principals in the joint statutesin terms of section 5(e) of the Act; or
(3) fulfilled the requirements for a certificate of exemption issued by theCommittee of Technikon Principals in terms of section 5(f) of the Act; or
(4) any other qualification which the Committee of Technikon Principals mayaccept for the admission of a student for study at a technikon: Providedthat the Council of a technikon shall be satisfied that the standard ofcommunication skills of the person, his ability to study successfully and/orhis/her work experience are such that he/she, in the opinion of theCouncil, shall be able to complete the proposed instructional programmesuccessfully.
1.2.2 Specified elements of the basic requirements
(1) No person may be registered as a student at a technikon for an instructionalprogramme referred to in section 31 (1) of the Act unless -
(a) he/she has obtained a certificate contemplated in section 26 (1) of theAct, provided:
(i) Provided that the subjects passed (minimum of 5) in obtaining theSenior Certificate or a certificate contemplated in the said sectionof the Act, are subjects passed on the Higher Grade or theStandard Grade or a combination of subjects on the Higher Gradeand the Standard Grade; or

that the a person has obtained the Senior Certificate with aminimum of four subjects (which may not include more than two ofthe official languages) passed on the Higher Grade or theStandard Grade, and provided further that the remaining subject(s)passed on the Lower Grade subject shall not be a prerequisite forthe proposed instructional programme; and
(ii) Provided he/she can prove communicative competence in theparticular technikon’s language of instruction; or
(b) (i) he/she has obtained the National Certificate N3 with passes of atleast 40 percent or more in at least four subjects, and has passedone of the official languages on at least First language StandardGrade, and has passed another official language on at leastSecond Language Standard Grade in the Senior Certificateexamination, or has passed any instructional offering in an officiallanguage as approved equivalent by the Committee in a mannerprescribed in subparagraph (7) of the Joint Statutes: Providedhe/she can prove communicative competence in the particulartechnikon’s language of instruction; or
(ii) he/she obtained one of the following credit combinations of fourdifferent subjects:
S Three Senior Certificate subjects on at least StandardGrade level and one National Certificate N3 subject; or
S two Senior Certificate subjects on at least Standard Gradelevel and two National Certificate N3 subjects; or
S one Senior Certificate subject on at least Standard Gradelevel and three National Certificate N3 subjects,
as well as passes with 40 percent or more in two official languages asprescribed in the first paragraph of subparagraph (b) above: Providedhe/she can prove communicative competence in the particulartechnikon’s language of instruction:
or
(c) he/she has obtained the National N4 Certificate with passes in at leastfour appropriate subjects, each attained with 50 percent or more:Provided that he/she can prove communicative competence in thetechnikon’s language of instruction; or
(d) he/she has fulfilled the requirements for admission to a technikon asdetermined by the Committee as contemplated in section 26 (1) (b) and

(c) of the Act: Provided that the council shall be satisfied that thestandard of this person’s communicative skills, his/her ability to studysuccessfully and his/her work experience are such that he/she will, in theopinion of the council, be able to complete successfully the proposedinstructional programme; and
(e) he/she meets such additional requirements as the council may determinefor admission to a specific instructional programme as contemplated insection 26(2)(a) of the Act.
(2) To comply with the minimum entrance requirements in (1)(a) or (b) above,candidates who desire entry on grounds of a combination of subjects mustachieve a minimum total of 720. To calculate the total, the percentages foreach of the subjects (including the required languages)must be converted tomarks out of 300 for Standard Grade or N3 passes and out of 400 for HigherGrade or N4 passes. Thereafter the marks must be summated.
(3) In terms of the equivalency of N3 and SG subjects; N4 and HG subjects; N4, HGand A-level subjects, the following applies:
(a) It is accepted that N3-subjects are equivalent to or have the same statusas Senior Certificate SG subjects.
(b) It is accepted that N3 < (less than) HG < (less than) “A-level”.
1.3 PROVISIONAL ADMISSION
1.3.1 Provisional admission in respect of South African school and technicalexaminations:
(1) A person may, subject to subparagraph (1) (f) of Section 6 of the JointStatutes, be provisionally admitted to a technikon for education andtraining if such person does not comply with all the requirements set outin subparagraph 6 (1) (a) of the Joint Statutes, and if -
(a) such person lacks only one requirement: Provided that thesubjects passed in the Senior Certificate examination orequivalent examination shall comply with the provisions ofsubparagraph 6 (1) (a) of the Joint Statutes: Provided further thatthe subjects passed shall include subjects required for theproposed instructional programme; and
(b) the council is satisfied that the standard of such person'scommunicative skills, his/her ability to study successfully and/orhis/her work experience are such that he/she will, in the opinion of

the council, be able to complete successfully the proposedinstructional programme.
(2) A person who is granted provisional admission to a technikon in terms ofsubparagraph (2) of Section 6 of the Joint Statutes, may be admitted tothe second semester or year of study only if he/she has -
(a) complied with the outstanding requirements of the SeniorCertificate examination or an equivalent examination; or
(b) passed any equivalent instructional offering as approved by theCommittee in a manner prescribed in subparagraph (7) of Section6 of the Joint Statutes.
(3) A person who has met the requirement stipulated in subparagraph (3) (a)or (b) of Section 6 of the Joint Statutes shall be regarded as having metthe requirements for admission to a technikon.
(4) (a) A person may, subject to subparagraph (1) (f) of Section 6 of theJoint Statutes, be provisionally admitted to a technikon foreducation and training if such person does not comply with thelanguage requirements as determined in subparagraph 6 (1) (b)of the Joint Statutes: Provided that such person shall have passedat least four approved subjects towards obtaining the NationalCertificate N3: Provided further that such person shall not beadmitted to the second semester or year of study unless he/she -
(i) has passed at least one of the official languages on at leastFirst Language Standard Grade and another officiallanguage on at least Second Language Standard Grade inthe Senior Certificate examination or an equivalentexamination; or
(ii) has passed an examination in an official language asapproved by the Committee.
(b) A person who has met the requirement stipulated in subparagraph(5) (a) (i) or (ii) of Section 6 of the Joint Statutes, shall beregarded as having met the requirements for admission to atechnikon.
1.3.2 Provisional admission in respect of work experience, age and maturity
(1) (a) A person may, subject to subparagraph (1) (f) of Section 6 of theJoint Statutes, be provisionally admitted to a technikon foreducation and training if such person does not comply with the

requirements set out in subparagraph (1) (a) of Section 6 of theJoint Statutes: Provided that -(i) such person shall have reached the age of 23 before the
date of registration and shall have at least three years workexperience and proven ability relating to the proposedinstructional programme; and
(ii) the council is satisfied that the standard of such person'scommunicative skills, his/her ability to study successfullyand his/her work experience are such that he/she will, inthe opinion of the council, be able to complete successfullythe proposed instructional programme.
(b) A person who has been admitted to a technikon in accordancewith the provisions of subparagraph (6) (a) of Section 6 of theJoint Statutes, shall be admitted to the second semester or yearof study only if his/her academic achievements during the firstsemester or year of study are to the satisfaction of the council.
(c) A person who is admitted to the second semester or year of studyas contemplated in subparagraph (6) (b) of Section 6 of the JointStatutes, shall be regarded as having met the minimumrequirements for admission to a technikon.

(2) (a) Mathematics

(b) Recognition of Functional Mathematics (Revised Syllabus)
(i) The subject Functional Mathematics Senior Certificaterevised syllabus) should be treated as a normal entrancerequirement matter.
(ii) Candidates who are in possession of this subject should beconsidered in similar fashion as candidates who are inpossession of other subjects which enjoy status onStandard Grade level.
(iii) In those cases where Mathematics is one of the subjects ofa particular acceptable prerequisite it should be treated asan in-house matter. Furthermore, the particular technikonshould make its own decision when a candidate who is inpossession of a Senior Certificate with FunctionalMathematics as one of the subjects applies for admissionto such a technikon.
2.1.2 SAFI QUALIFICATIONS
1. Fireman’s Certificate of the SAFI
(1) The Fireman’s Certificate of the SAFI is not equivalent to a SeniorCertificate. The qualification was however in the past accepted bythe technikons for entry to the National Diploma: Fire Technologyand the CTP cannot now summarily change its viewpoint.
(2) The following procedure applies as regards persons under the ageof 23 years:

(i) Persons who intend to register for the National Diploma:Fire Technology must first follow a bridging course for onesemester. The aim of such a course is to elevate aperson’s knowledge of mathematics and science to adesired level.
(ii) After persons have successfully completed the bridgingcourse they are conditionally allowed to enrol for thediploma study. The prerequisites could inter alia includethat such a person must successfully complete the firstsemester of the diploma course as well as Communicationin Afrikaans and Communication in English before he/sheis allowed to continue with the second semester.
(iii) The above may serve as an interim measure while thetechnikons contact the SAFI with a view to the latter’supgrading of their qualifications to a level which isacceptable to the technikons for entry to diploma study.This interim measure must be valid for students in thepipeline and must apply officially as from1 January 1989.
(3) As regards candidates above the age of 23 years the normalentrance requirements for persons who fall within this age groupapply.
2. Associate Diploma of the SAFI
Status of the Associate Diploma as entrance requirement for the N H Dip:Fire Technology :
This is regarded as an internal matter and should be handled bytechnikons as such.
2.1.3 THE STATUS RELATIONSHIP: COMMITTEE OF TECHNIKON PRINCIPALS(CTP) : HUMAN SCIENCES RESEARCH COUNCIL (HSRC) :MATRICULATION BOARD (MB)
(1) The relationship CTP : HSRC
(a) The HSRC evaluates qualifications with a view to employment andjob placement.
(b) As far as the HSRC’s evaluation of international qualifications isconcerned, the CTP takes it into consideration and allows itself tobe led in this respect although no obligation exists.

(c) Should a discrepancy between the evaluation of the CTP and thatof the HSRC occur, the evaluation of the CTP will be regarded assupreme.
(d) The determining of entrance requirements is according to law (Act40 of 1967) the inalienable right of the CTP.
(2) The relationship CTP : MB
(a) The MB determines the minimum entrance requirements touniversity and therefore this body’s evaluation in theaforementioned respect will normally be acceptable to CTP andthe latter will allow itself to be led by this.
(b) Should a discrepancy occur between the evaluation of MB andthat of CTP, the decision of CTP as regards the entrancerequirements will be supreme.
2.2 FOREIGN QUALIFICATIONS
2.2.1 United Kingdom:
(1) School qualifications:

Remarks
(a) Any person who has passed in the General Certificate of Education or theHigher School Certificate examinations may be admitted to a technikonin order to receive education and training: Provided that such person hasat one or more sittings for the examinations obtained a pass mark,determined by the examining body concerned, in a minimum of either fivesubjects, of which at least two are approved Advanced or Principal Levelsubjects and the remaining ones approved Ordinary Level subjects, orfour approved subjects of which three are approved Advanced orPrincipal Level subjects and the remaining one an approved OrdinaryLevel subject: Provided further that one of the subjects passed shall beEnglish (language or literature).
Notwithstanding the aforementioned, any person from one of the SADCcountries who has passed the General Certificate of Educationexaminations may be admitted to a technikon for education and training:PROVIDED that such person has at one or more sittings for theexamination, passed a minimum of five ordinary level subjects regardlessof grades: PROVIDED further that such person must also pass anentrance examination approved by the CTP.
(b) For entrance qualifications
(i) a Credit in the Cambridge Overseas School Certificate is deemedto be a pass mark at Ordinary Level in the General Certificate ofEducation;

(ii) a Subsidiary Level pass mark in the GCE or Higher SchoolCertificate examination is deemed to be a pass mark at OrdinaryLevel or M-Level in the General Certificate of Education;
(iii) a Mark of 42% to 44% of the maximum marks in an M-Levelexamination of the Associated Examining Board is deemed to bea pass mark at Ordinary Level in the General Certificate ofEducation;
(iv) a Principal Level pass mark in the Higher School Certificateexamination is deemed to be a pass mark at Advanced Level inthe General Certificate of Education.
(c) Except for applicants from SADC countries only symbols A to C shall berecognised as pass marks for examinations in Ordinary Level subjectsconducted in June 1975 or subsequently towards obtaining the GeneralCertificate of Education or the Higher School Certificate conducted inJune 1975 or subsequently.
(d) Only achievement levels 1 to 6 shall be recognised as pass marks forexaminations conducted by the Cambridge Syndicate.
(2) Conditional admission on the grounds of subjects passed towardsthe General Certificate of Education and Higher School Certificate
(a) Remarks
For admission purposes, any technikon subject/instructionaloffering which a person has passed, be acceptable as anequivalent to any requisite GCE A-level, provided that such atechnikon subject -
a. was registered for non-diploma purposes, and
b. is not a subject which forms part of the instructionalprogramme for which the person wishes to register.
(b) Minimum requirements
(i) Except for applicants from SADC countries only, anyperson may, subject to such requirements as the Council ofa Technikon may lay down for admission to a specificinstructional programme, be conditionally admitted to atechnikon in order to receive education and training if suchperson does not satisfy all the requirements as laid down

in subparagraphs 2.1.1, 2.1.2, 2.1.3 and 2.1.4, provided thesaid person has obtained a pass mark in either a minimumof four subjects of which one shall be and Advanced orPrincipal Level subject and the others at least threeOrdinary Level subjects or two subjects passed atAdvanced or Principal Level and two at Ordinary Level:Provided that one of the subjects shall be English(Language or Literature): Provided further that the subjectspassed shall include ones required for the proposedinstructional programme and that such person complieswith the proviso to subparagraph 1.2.1 (4) of the Conditionsand Standards for Admission to a technikon.
(ii) Any person conditionally admitted to a technikon in termsof the provisions of subparagraph 2.2.2 may be promotedto the second semester/year of study only on condition thathe/she -
a. obtains in the Matriculation or School LeavingCertificate or an examination referred to inparagraph 1.4 of the Conditions and Standards forAdmission to a technikon a pass in either anyrecognised Higher Grade subject in order tosupplement the Advanced or Principal Level subjectthat is lacking, or any Standard Grade subject inorder to supplement the Ordinary Level subjects thatare lacking; or
b. obtains a pass in any equivalent instructionaloffering as approved by the Committee of TechnikonPrincipals.
(iii) Any person who satisfies the requirements insubparagraphs 2.2.2 (b) (i) and (ii) above, shall also satisfyt requirements for admission to a technikon.
(3) Admission on grounds of the M-level Certificate
EXAMINING BODY CERTIFICATE
Associated Examining Board M-Level Certificate(United Kingdom)

(a) Remarks
(i) Any person who has passed the M-Level Certificate may beadmitted to a technikon in order to receive education andtraining: Provided that such person has obtained a passmark, determined by the Associated Examining Board, in aminimum of either five M-Level subjects (one of whichincludes English (Language or Literature) or a combinationof four M-Level subjects and one Ordinary Level subjects,or, in the case of an M-Level examination conducted inNovember 1972 or subsequently, a combination of three M-Level subjects and two Ordinary Level subjects.
(ii) Only symbols A to C shall be recognised as pass marks ofexaminations conducted in or subsequent to June 1975.
(b) Conditional admission on the grounds of subjects passed towardsthe M-Level Certificate
(i) Any person may, subject to such requirements as the Council ofa technikon may lay down for admission to a specific instructionaloffering, be conditionally admitted to a technikon in order toreceive education and training if such person does not satisfy allthe requirements as laid down in subparagraphs 2.2.3 (1) and2.2.3 (2) provided the said person has obtained a pass mark in aminimum of four subjects of which either one shall be an M-Levelsubject and the remaining ones at least three Ordinary Levelsubjects or two subjects passed shall be at M-Level and two atOrdinary Level: Provided that one of the subjects passed shall beEnglish: Provided further that the subjects passed shall includesubjects required for the proposed instructional programme andthat such person complies with the proviso to subparagraph 1.2.1(4) of the Conditions and Standards for Admission to a technikon.
(ii) Any person conditionally admitted to a technikon in terms of theprovisions of subparagraph 2.4.1 may be promoted to the secondsemester/year of study only on condition that he/she -
a. obtains in the Matriculation or School Leaving Certificate oran examination referred to in paragraph 1.4 of theConditions and Standards for Admission to a technikon apass in any recognised Higher Grade subject in order tosupplement the M Level subject that is lacking, or anyStandard Grade subject in order to supplement theOrdinary Level subject that is lacking; or

2.2.3 Government policy on the admission of foreign students to SouthAfrican Universities and Technikons
The Department of Home Affairs governs the entry and sojourn offoreigners who wish to study in South Africa. In recognition of theimportance of cross-cultural and academic stimulation and in view of theeconomic interdependence of South Africa and other African countries,the admission of a limited number of foreign students to local residentialuniversities and technikons, at both undergraduate and post-graduatelevel, is left to the discretion of the respective institutions. The merefact, however, that a student is accepted by an educational institutiondoes not automatically imply that he/she will be issued with a studypermit and it is therefore imperative that a prospective student await theoutcome to an application for a study permit outside the RSA.
It is deemed expedient to point out that the overriding consideration indealing with an application for a study permit is that no foreign studentmay displace a South African student at a local educational institution.It should furthermore be borne in mind that foreign students aresubsidized by the South African Government to the same extent asSouth African students and it is therefore important that foreign studentsnot compound the institution’s budgetary problem by an accumulation ofoutstanding fees. The Department of Home Affairs consequently requiresproof of adequate funds to both support the student during his/her stayin South Africa and to cover one year’s tuition fees (or proof of a bursary)in addition to a cash deposit or bank guarantee to cover possiblerepatriation costs prior to consideration of a study permit.
The correct procedure to be followed by a foreign student wishing tostudy in South Africa is to formally apply for a study permit at the SouthAfrican foreign office in his/her country of residence/origin and await theoutcome of the application there before finalising travel arrangements to

South Africa. South African foreign offices are authorized to considerand finalize applications on condition that the followinginformation/documentation is provided:
- a travel document (passport) valid for at least one year to bepresented for scrutiny;
- a duly completed application form B1-159 F (redesigned formssoon to be introduced) signed by the applicant;
- an official letter (on the institution’s letterhead) of provisionalacceptance by the educational institution concerned (sinceinstitutions have given to understand that final registration with aninstitution prior to a prospective student’s admission to SouthAfrica is for practical reasons not possible, the official letter ofacceptance must essentially contain the following):-- confirmation that the student has complied with
academic/admission requirements (provisional confirmationin cases whre the student’s examination results are not yetavailable, is also acceptable);
- an indication of the estimated costs involved to enable theforeign student to prove to the South African foreign officethat he/she has the necessary financial means to covertuition as well as maintenance costs;
- confirmation that the student has in broad terms beeninformed of study permit requirements such as for instancethe repatriation guarantee and that final registration withthe educational institution will be subject to the productionof a study permit;
- final registration requirements so that the student cannotclaim that he/she was not fully informed of what would beexpected of him/her on final registration with an institutionafter he/she had already been issued with the necessarystudy permit and been admitted to the Republic;
- proof of sufficient funds to cover tuition fees, maintenance and/orincidental costs (to be provided by the applicant). Where a SouthAfrican sponsoring body, South African citizen or permanentresident of the country is not prepared to give a writtenundertaking as provided for in the application form B1-159F, theapplicant must lodge a cash deposit or bank guaranteeequivalent to airfare or transportation costs to his/her country oforigin for repatriation purposes or forfeiture to the State shouldpermit conditions not be complied with (PLEASE NOTE that thewritten undertaking as a repatriation guarantee in respect oftertiary students will only be accepted for the transitional period1996 and will fall away as an option as from 1997. (Scholars((primary and secondary students)) will still be accorded thisoption). The bank guarantee must be provided on the prescribedform B1-605 which should be obtainable on request from all SouthAfrican foreign offices and must be lodged with a South Africanbanking institution. A non-negotiable return or onward ticket is

only acceptable in cases where the full duration of study doesnot exceed a year;
- a written undertaking by the student personally that he or she willleave the country on completion of the specific course indicated oras specified by the educational institution concerned;
- a medical certificate as provided for on the study permitapplication form and particulars of or arrangements made withregard to medical insurance/cover.
Only after all these requirements (academic as well as residential) have beencomplied with and the student issued with the necessary entry authorization(study permit), may such student proceed to South Africa.
Educational institutions are required to inform the Department of the finalregistration or non-registration, whichever the case may be of prospectivestudents by way of a fully completed letter of confirmation of registration.Prompt notification is essential in cases where students have failed to report orqualify for registration so as to enable the Department to immediately effectrepatriation procedures should this prove to be necessary.
Students participating in approved international exchange programmes areexempt from the requirement to provide the aforementioned documentation. Inthis instance, however, the duly completed B1-159F must be accompanied bythe following:
- A letter of registration with the relevant South African educationalinstitution.
- A letter of endorsement by the sponsor (e.g. Rotary Students).- A letter of confirmation by the guardian in South Africa (where
applicable).- A return or onward ticket.
Students participating in other officially approved schemes such as study andtourism packages should be dealt with as directed in the various DepartmentalCirculars.
It has been determined that a quota of up to 10% of the total number of studentsadmitted to specialized or selection courses may be foreignersnotwithstanding the fact that they might be displacing local students. Thesestudents must, however, be clearly identified as such by the institutionconcerned.
For consideration of the renewal of a study permit at the nearest regional ordistrict office of the Department, the following documents must accompany theduly completed application form B1-159G:
- Proof of a repatriation guarantee in the form of a receipt covering theinitial cash deposit or non-negotiable bank guarantee lodged upon orprior to entry. Students having been in the country before theimplementation of the Aliens Control Amendment Act, 1995 may stillsubmit the customary repatriation undertaking for the year 1996 but will

be required to lodge either a cash deposit or bank guarantee from 1997onwards.
- A letter of registration from the educational institution.- Proof of financial means to cover both tuition and maintenance costs.- Any of the documents listed under paragraph 3 as may be called for.
Immigration officers are required to visit institutions on a regular basis to ensurethat no students are enrolled without the necessary permission. If an institutionis found to be contravening Section 32 of the Aliens Control Act, 1991 (Act 96of 1991), as amended, proceedings should be instituted to have the responsibleauthority prosecuted in terms of the Act.
Study permits as well as the renewal thereof will henceforth be issued for aperiod of approximately twelve months (from date of issue until the end ofMarch of the following or succeeding year to not only accommodate universitybut also technikon students whose academic year starts in January).
Due to study permits now being issued and renewed on an annual basis, theDepartment has deemed it fit, as a control measure, to require institutions toprovide the Department (Regional Directors) with returns during Septemberstating the number of foreign students enrolled, full personal particulars of eachand every student (i.e. full name, date of birth, nationality and passport number),a brief overview of the student’s academic progress (post-graduate studentsexcluded) and particulars of students that have left the institution. It is ofextreme importance to note that a student who has not been successful inpassing June/July examinations and would consequently not be allowed tocontinue with his/her selected course, automatically becomes a prohibitedperson in the Republic being in breach of the purpose for and conditions underwhich his/her study permit was issued and should either leave South Africaforthwith or immediately apply for a change of conditions of his/her study permitif a change in study course or educational institution is contemplated.
Failure by institutions to provide the Department with the required returnsor any other information as may be called for constitutes an offence interms of Section 33 of the Aliens Control Act.
2.3 PROCEDURE FOR APPROVING OTHER QUALIFICATIONS ANDINSTRUCTIONAL OFFERINGS FOR ADMISSION TO AND CONTINUATIONOF STUDY AT A TECHNIKON
(1) If a person applies to be registered at a technikon for an instructionalprogramme referred to in section 31 (1) of the Act and possesses aqualification which does not fall within any category of qualificationscontemplated in section 26 (1) (a) of the Act or which has not previouslybeen recognised by the Committee as contemplated in section 26 (1) (b)of the Act, or if he/she possesses instructional offerings which do not fall/within the instructional offerings contemplated in paragraph 6 of the JointStatutes, the technikon concerned shall supply all relevant particulars ofthe qualification or instructional offerings to be approved, to the executivedirector of the CTP for consideration: Provided that a technikon may

provisionally register such a person, pending a decision by theCommittee.
(2) The executive director shall investigate the educational basis and levelof the qualification or instructional offerings mentioned in subparagraph2.3 (1) above and submit the technikon's request, together with hissubstantiated recommendation and a report on his investigation, to theCommittee's Sub-committee on Admission Requirements forconsideration.
(3) The said Sub-committee may -
(a) refuse the application; or
(b) recommend that the qualification and the instructional offerings beadded to the Committee's internal list of minimum requirements foradmission to a technikon as contemplated in subparagraphs 6 (1)(b) and 6 (3) (b) of the Joint Statutes; and
(c) recommend that the applicant be considered eligible for acertificate of exemption as contemplated in section 26 (1) (c) of theAct, entitling such person to admission for study at a technikon.
(4) The said Sub-committee shall submit its decision to the Committee forapproval, whereupon the executive director shall in the case of a refusalreferred to in subparagraph (3) (a) above, or a recommendation referredto in subparagraphs (3) (b) and (c) above, inform the relevant technikonwhether the qualification or instructional offerings have been approvedby the Committee, or not.
