Government initiatives The Government has put in place an ICT pol-

icy since 2006. Aims to improve the livelihoods of Kenyans

by ensuring the availability of accessible, af-fordable, efficient and reliable ICT services.

The national policy addresses several sec-tions among them being Information tech-nology with the following objectives:

ICT And Quality

It outlines the use of ICT’s in schools , colleges

universities and other educational insti-tutions in the

country so as to improve the quality of teaching

and learning.

Paradox

But the paradox is that for those groups that are

unable to cross the technology divide , ICT’s become yet another means to fur-ther marginalize them.

Yet the presence of technology aided learning would address some of the is-sues

Inadequate infrastructure( electricity connectivity)

in some parts of the slums and rural ar-eas.

Lack of relevant content for community use.

Poor attitude towards ICT related devel-opment

Digital Divide Failure to use ICT’s is itself a result of the digital and knowledge

divide that exists and this causes are deeply embedded in the

complex historical and socio-cultural context of the country.

The implementation of the vision 2030 and the attempt to provide

a lap top per Kenyan child entering primary school is an attempt

to address the paradoxes.

ity of teachers to enhance quality of learning.

Our cyber University currently has 21 classmate PCs laptops. These are made for education purposes and have a longer battery life than the normal laptops. We usually charge them overnight and use them during the day without charging them. They are all installed with Microsoft Windows 7 and Microsoft Office software.
