that educators can use to examine discuss and ultimately
improve the education opportunities they pro-vide to students

Government initiatives The Government has put in place an ICT pol-
icy since 2006. Aims to improve the livelihoods of Kenyans
by ensuring the availability of accessible, af-fordable, efficient and reliable ICT services.
The national policy addresses several sec-tions among them being Information tech-nology with the following objectives:

It outlines the use of ICT’s in schools , colleges
universities and other educational insti-tutions in the
country so as to improve the quality of teaching
and learning.

But the paradox is that for those groups that are
unable to cross the technology divide , ICT’s become yet another means to fur-ther marginalize them.

Inadequate infrastructure( electricity connectivity)
in some parts of the slums and rural ar-eas.
Lack of relevant content for community use.
Poor attitude towards ICT related devel-opment
interventions Lack of coordination among stakehold-
ers.

Unless ICT’s become a part of both content creation and delivery to these
groups, the disadvantage will deepen
and development of these marginal-ized
people will suffer.

Digital Divide Failure to use ICT’s is itself a result of the digital and knowledge
divide that exists and this causes are deeply embedded in the
complex historical and socio-cultural context of the country.
The implementation of the vision 2030 and the attempt to provide
a lap top per Kenyan child entering primary school is an attempt
to address the paradoxes.

International University of Professional Studies(Formerly Inoorero Univ.)
has been involved in the training teachers for the postgraduate Certifica-tion in
ICT Based Teaching and Information management.

IUPS IBTM The course offered is IBTM (ICT Based Teaching and Information management). This course is offered to teachers and is designed to
equip teachers and educators with appropriate ICT skills and
competencies and show them how ICT integration can enhance the teaching and learning experience.

IUPS IBTM This course is aligned with the UNESCO com-
petency framework for teachers and is developed in
collaboration with the relevant stake holders that is, Ministry of
Education Science and Technology, Kenya In-stitute of
Curriculum Development and the Teachers Service
Commission. The aim of this course is to build the capac-
ity of teachers to enhance quality of learning.

programs that mitigate disaster and conflict and the
subsequent challenges of implementing reconstruction of such endangered communities in Rural schools

IBTM Reach More than 200 students have gone through the IBTM pro-
gram Some of these teachers come from pastoralist communities

The GCSI Maasai Project The special focus towards training these teachers
who come from pastoralist areas is needed as they are most at risk in the digital divide marginalization

Our cyber University currently has 21 classmate PCs laptops. These are made for education purposes and have a longer battery life than the normal laptops. We usually charge them overnight and use them during the day without charging them. They are all installed with Microsoft Windows 7 and Microsoft Office software.
