Then it immediately declined along with the entire construc- tion and demolition (C&D) industry. However, as landfill restrictions prohibit- ing drywall increase, it could very well become a booming sector of the recycling industry. “We’re still here despite the drop in construction. Last year we recycled approximately 20,000 tons,” said Rick Sauder, project manager for USA Gyp- sum, headquartered in Lancaster County, Pennsylvania. His company gathers scraps of new drywall from large con- struction projects around the northeast and converts it into agricultural fertilizer and animal bedding, primarily for the dairy industry. USA Gypsum does not want demoli- tion drywall. It may contain paint, possi- bly lead-based paints, asbestos joint compounds, fiberglass, or other contami- nants that may test as hazardous waste. “New and old drywall must be sepa- rated before recycling and tested. If con- taminated, then it must be treated and disposed of as hazardous waste,” said Beatriz Sandoval at the CalRecycle Department of Resources, Recycling and Recovery. USA Gypsum, in business since 1998, operates modern plants in Pennsyl- vania that use automated machines that can process up to 12 tons of drywall per hour. “Based on the amount of new dry- wall shipped into the mid-Atlantic region, I estimate that only five percent of new drywall is actually recycled by the four drywall recycling plants located here,” said Terry Weaver, president of USA Gypsum. His company finds that large, new drywall projects yield 18 to 20 per- cent waste and is very aggressive in acquiring scrap. They offer several convenient ways for contractors and waste handlers to recycle. “We will do whatever works best for a contractor at a particular job. We have many different options. We set our dumpsters on site. Sometimes we send our crews to provide labor for the drywall crews and we scrap directly into our own trucks. That saves the contractor on labor, hauling costs and tipping fees,” said Sauder. Construction waste haulers can deliver roll-off containers to a job site and bring the loaded containers to USA Gypsum and receive documentation for LEED (Leadership in Energy and Envi- ronmental Design) certification. Contractors can also stack drywall on pallets at the job site. When a trailer load is accumulated, USA Gypsum will pick up with a trailer that can be loaded with a forklift. USA Gypsum also works with a number of transfer stations, recy- clers and waste handlers like Waste Man- agement to take their drywall. USA asks that drywall be separated and accumu- lated in a specified location. It’s very absorbent and takes the place of wood shavings or straw.” USA’s Gypsum’s products come in three forms packed in 40 or 50 pound bags. A granular size can be spread with any fertilizer or lime spreader. Pulverized product is spread with Vicon-type spread- ers, or drop and lime spreaders. Ultra- Fine is applied manually. Bag prices range from $3.95 to $4.50. It is sold pri- marily to produce farmers. A contractor worked to remove up to 30 cubic yards of waste from the Hollis Township site and up to 20 cubic yards of waste from the Radnor Township site. The cleanup will involve the removal of general construction or demolition debris, house- hold waste, white goods, furniture and waste tires, which have been disposed of illegally. The cleanup was conducted as part of the I-RID (Illinois Removes Illegal Dumps) Program, which continues to remove envi- ronmental hazards and protect Illinois’ beautiful landscape. Working with local and county officials to identify candidates for I-RID cleanups, Illinois EPA has cleaned up sites ranging from the tip of Southern Illinois near Cave- in-Rock to rural Central and Eastern Illinois and urban locations in the East St. Louis and Chicago metro areas. Recycling a city – theaftermath of a disaster

His company gathersscraps of new drywall from large con-struction projects around the northeastand converts it into agricultural fertilizerand animal bedding, primarily for thedairy industry.

USA Gypsum does not want demoli-tion drywall. It may contain paint, possi-bly lead-based paints, asbestos jointcompounds, fiberglass, or other contami-nants that may test as hazardous waste.

“New and old drywall must be sepa-rated before recycling and tested. If con-taminated, then it must be treated anddisposed of as hazardous waste,” saidBeatriz Sandoval at the CalRecycleDepartment of Resources, Recycling andRecovery.

EPA begins cleanup of illegaldump sites as part of I-RID

Illinois Environmental ProtectionAgency (EPA) director Doug Scottannounced that the Agency has begun thecleanup of two illegal dump sites locatedwithin Peoria County, one of which is inHollis Township and the other in RadnorTownship.

A contractor worked to remove up to30 cubic yards of waste from the HollisTownship site and up to 20 cubic yards ofwaste from the Radnor Township site. Thecleanup will involve the removal of generalconstruction or demolition debris, house-hold waste, white goods, furniture and

SWACO adds CNGpowered vehicle to fleet

The Solid Waste Authority of Cen-tral Ohio’s (SWACO) Green EnergyCenter, located in Grove City, Ohio,turns landfill methane gas from decom-posing trash into compressed natural gas(CNG) for use in cars and trucks.

SWACO’s Franklin County Landfillhas been plumbed to harvest themethane as trash breaks down. UsingOhio-developed technology, The GreenEnergy Center cleans the gas to pipelinequality and then compresses it for vehi-cle use.

This green fuel has already been putto use in SWACO’s fleet. CNG poweredHonda Civics, light to medium dutyChevy and Ford pick-up trucks, a packertruck used for recycling collections, andeven a riding lawnmower fill up at TheGreen Energy Center pump. Hondaclaims that CNG burns 75 percentcleaner in its vehicles.

At full capacity, phase one of thecenter can produce 250,000 gasolinegallon equivalents of CNG. EPA esti-mates show that phase one has the samebenefits as removing the annual emis-sions of 6,503 passenger vehicles,sequestering as much carbon annually as8,070 acres of pine or fir forests, reduc-ing CO2 emissions equal to 82,577 bar-rels of oil or reducing CO2 emissionsequal to 4,030,423 gallons of gasoline.

Construction on phase two of thecenter is expected to begin soon. Thatportion of the project will be owned andoperated by SWACO partner, Firm-Green. When completed, The GreenEnergy Center will utilize all of the land-fill gas available and have a capacity of 5to 10 million gasoline gallon equiva-lents. However, gas from phase twocould be directed to local utilitypipelines.

The truck: Peterbilt 320 Chassis, McNeilus 4385 cab and a Cummins ISL-G 320 h.p./2200 rpm engine, a dedi-cated CNG engine.

Over 600 colleges vie toreduce, reuse and recycle

RecycleMania began in mid Januaryfor a 10 week period. Running parallelto the college basketball season, collegesand universities are participating in acompetition that increases recycling par-ticipation by students and staff, andraises awareness about the significanceof waste reduction programs on cam-puses.

From January 17 through March 27,607 schools representing 49 states, theDistrict of Columbia and Canada willcompete in 8 categories to see who recy-cles the most on a per capita basis, whoproduces the least amount of waste andwho recycles the largest percentage oftheir overall waste stream. Colleges anduniversities choose to participate ineither the formal competition whichranks them based on standardizedweight measurements, or as part of theless formal “Benchmark” division. Inboth cases, schools submit weight datafor paper, cardboard, cans and bottles,food waste and general trash each week,and are in turn able to see how theymeasure up against each other in thecontinuously updated results.

Indeed, RecycleMania is aboutmore than simply winning. It is anopportunity for schools to raise aware-ness of their campus recycling programsas well as waste reduction and conserva-tion issues in general. And, of course,it’s also about simply recycling more. In2009, 510 participating colleges and uni-versities collected over 69.4 millionpounds of recyclables and compostableorganics.

The RecycleMania competitionbegan in 2001 as a challenge betweenMiami University of Ohio and OhioUniversity. Today, it is independentlyowned and governed by the RecycleMa-nia Steering Committee, which is madeup of recycling managers from five par-ticipating universities.

The 2010 RecycleMania competi-tion is administered by national non-profit KAB in conjunction with theEnvironmental Protection Agency’sWasteWise program. The competition ismade possible with the sponsorship sup-port of The Coca-Cola Company, KABand the American Forest & Paper Asso-ciation.

RecycleMania has grown to 607colleges and universities this year,increasing by almost 100 the number ofparticipating schools from 2009. Thesecolleges and universities represent morethan five million students, and 1.3 mil-lion faculty and staff from 49 states, theDistrict of Columbia and Canada.

The states with the most partici-pants include Pennsylvania (52), Texas(42), Massachusetts (42), California(40) and New York (37). The list ofinstitutions taking part is diverse, rang-ing from Brigham Young University toYale University to Labette CommunityCollege in Parsons, Kansas. Recycle-Mania 2010 will include all 12 of theathletic Southeastern Conference uni-versities as well as the 8 campuses thatmake up the Los Angeles CommunityCollege system.

Earth911.com, provider of thenation’s leading Local Recycling and Dis-posal Directory, released the results of its2009 Annual Recycling Report, with elec-tronics such as computers, batteries andtelevisions leading the way.

“Electronics have always been popu-lar searches on Earth911.com, but with theincreased attention these devices havereceived, this past year was our highestyet,” said Corey Lambrecht, president ofEarth911. “Also, overall recyclingsearches increased 12 percent over 2008,as consumers want to know more abouthow to dispose of these items.”

Earth911.com also discovered addi-tional insights into recycling and con-sumer behavior. For example, 40 percentof respondents to a poll conducted on theEarth911.com homepage noted that whenthey buy a product, the green factor theyare most concerned about is its recyclabil-ity. Also, 35 percent of Earth911 readersresponded that their main challenge toadopting more green practices is money.

Earth911 is able to provide this infor-mation through work with its business part-ners such as Call2Recycle, the AmericanChemistry Council and Masco Corporation.

The 2009 Annual Recycling Reportalso details the top 10 states that recycledusing Earth911.com, as well as the top sto-ries on the site.

$50,000 in grants awardedin KAB sponsored program

Six Keep America Beautiful (KAB)affiliates were selected from a nationwidefield of nearly 40 entries for the KeepAmerica Beautiful/Anheuser-Busch Envi-ronmental Grant Program.

The grants awarded $50,000 in total toprograms sponsored by the following KABaffiliates: Keep Casper Beautiful, Casper,Wyoming; Keep Nassau Beautiful, Fernan-dina Beach, Florida, Keep West BatonRouge Beautiful, Port Allen, Louisiana;Keep Palm Beach County Beautiful (WestPalm Beach, Florida; Keep PennsylvaniaBeautiful – Southwest, Greensburg, Penn-sylvania and Keep Phoenix Beautiful,Phoenix, Arizona.

The grant applicants were matched upwith their local Anheuser-Busch whole-salers to support a variety of environmentalprograms, including increasing awarenessof the need to recycle beverage containersand providing infrastructure to do so.

The City of St. Louis signed athree-year contract with St. Louis Com-posting, Inc. to manage and operate thecity’s 10-acre composting center.

The facility was previously oper-ated by the City’s Forestry Division andannually processed an estimated 50,000cubic yards of green material. The eightfull-time city employees who previouslyworked at the composting site have beenre-assigned to other jobs within the divi-sion according to Forestry Commis-sioner Greg Hayes.

“Privatization just made sense,”Hayes said. “Antiquated equipmentmade our operation inefficient. It savedthe city from having to invest a signifi-cant sum in new specialized machinery.St. Louis Composting is a well-capital-ized, accomplished specialist that knowsthe business inside and out,” Hayesadded. “Come next spring, residents willhave access to a far greater selection oftop-quality compost and mulch productsat the Company’s new retail operationthan our division would not have beenable to provide.”

Under the agreement, the City’sForestry Division will continue todeliver all of its green waste to the site.Additionally, any resident of St. LouisCity will be allowed to dispose of fivecubic yards of green material free ofcharge the first Saturday of every month.

said Patrick Geraty, president of St.Louis Composting.

Currently, Geraty’s workers arefocused on processing an estimated50,000 – 60,000 cubic yards of greenmaterial stored on the site. They are alsomaking improvements to a 3,750 square-foot equipment maintenance/warehousebuilding and to a covered, 200 foot-longloading dock that will be central to theretail operation the company will opennext spring.

Geraty said the facility also hopesto begin accepting food waste and other

source-separated organics – a first formetro St. Louis – in early 2010. He saidseveral well-known restaurants and foodservice operations appear poised to par-ticipate in a food waste recycling pro-gram.

“Many area restaurateurs haveembraced the local food movement,using food produced in the communityto feed the community,” Geraty said.“By partnering with St. Louis Compost-ing to recycle food waste, the processcomes full circle – from garden to tableand back again.”

St. Louis composting facilityprivatizes operations

St. Louis Composting is making improvements to the center throughout the winter months to increase thefacility’s processing capacity from 50,000 cubic yards in 2009 to more than 100,000 cubic yards.

Through a program offered byAllied Waste Services of Birmingham,Helena, Alabama, residents will receivevaluable rewards for recycling withRecycleBank. Allied Waste expects tohave 10,000 households enrolled in theprogram by this summer and possiblyexpand throughout Shelby County.Helena is the first city in Alabama tooffer RecycleBank.

In December, Allied Waste distrib-uted 95 gallon recycling carts to Helenaresidents and began picking up recy-clables in January. The carts areequipped with special tags that connectthe address with individual RecycleBankaccounts.

The new program also brings with itsingle-stream recycling, which allows allrecyclables to go into one cart with nosorting. Allied Waste accepts plastics 1-3, plastic milk and detergent jugs, steeland aluminum cans, newspaper, card-board, boxes and paper products.

Nebraska awards $1.9 millionto recycling, litter programs

Nebraska Department of Environ-mental Quality director Mike Linderannounced the awarding of $1,890,250 in67 grants for litter cleanup, recycling andpublic education programs and activities.Funds for the Litter Reduction and Recy-cling Grant Program are generated from afee charged to certain manufacturers,wholesalers and retailers of products thatcommonly contribute to litter.

Trailblazer Resource Conservation &Development was awarded $23,057 toconduct Household Hazardous Waste Col-lection Events in seven counties on twoconsecutive weekends. The events will bedone in conjunction with county and com-munity boards, the Little Blue NaturalResources District and the Lower Republi-can Natural Resources District. Theseevents constitute free and safe disposalmethods for unwanted and potentially dan-gerous material and also reduced thepotential for ground or surface water con-tamination.

Keep Kimball Beautiful was awarded$27,864 to enable them to continue opera-tion of the recycling program serving thecity and county of Kimball. In less than 2years, the program has resulted in a 63percent increase in the collection of recy-clables. In addition, the funds awarded willpay for a forklift to help in loading materi-als for shipment to market.

The City of Lincoln was awarded$21,065 to purchase over 400 Clearstreamrecycling containers to be used initially at17 event and sporting competition loca-tions for the Special Olympics to be heldin Lincoln in 2010. The events will be pro-moted as “Litter Free” and “Zero Waste”events. The containers will continue to beused at future events by the participatingpartners after the Special Olympics haveconcluded.

two forces driving the growth of drywallrecycling. Even though landfills acceptdrywall, most prefer not to because of therisk of hydrogen sulfide problems. Theother factor is the green building move-ment and LEED certification.”

USA Gypsum earns income on boththe incoming scrap and outgoing prod-ucts. For incoming scrap, it charges feesranging from $15 to $35 per ton depend-ing on quantity and quality of the mate-rial. This is considerably less than tippingfees that range from approximately $55per ton in Lancaster County to the $90per ton range in the Philadelphia area.“We can move everything we can get ourhands on. I could double our output in afew years if I had the raw material.”Weaver concluded.

There is a paradox in recycling dem-olition drywall. Who is going to take thetime and spend the money to test eachpiece in a load? That’s why today mostgoes untested into landfills. But thingsare changing. It has been over 32 yearssince the United States Consumer Prod-ucts Safety Commission banned leadpaint, so drywall installed after 1978 islikely not contaminated by paint, at least.Recyclers of demolition drywall hedgetheir liability by saying they do notaccept contaminated and rely on theintegrity of the provider. Meanwhile, dry-wall manufacturers are reluctant to usedemolition gypsum because of purityconcerns.

Chemically, the mineral gypsum ishydrated calcium sulfate (CaSO4-2(H2O), essentially calcium and sulfatebut may contain small amounts of otherminerals. Gypsum comprises over 90 per-

cent of the weight of a piece of drywall,the balance heavy paper, both usefulcommodities if they can be recycled eco-nomically.

Recovered gypsum can be used inthe manufacture of new drywall, in theproduction of cement and as an ingredi-ent in many commercial products. It isalso widely used as a soil amendment toimprove drainage and plant growth, as amajor ingredient in the production of fer-tilizers and used as an additive for com-posting operations.

Unfortunately, most drywall inNorth America is still disposed in land-fills. Challenges to widespread recyclinginclude collection, separation and testingcosts, relatively low landfill tipping feesand the need for greater education ofpotential end users.

Gypsum has many positive agricul-tural uses because of its chemical compo-sition and because it is dispersed thinlyand evenly, but can have negative effectsin landfills when deposited in large, con-centrated amounts. Most that is dumpedin landfills is old and may contain con-taminants. New or old, when it gets wetin an environment that lacks oxygen andcontains organic matter, the sulfate in thegypsum dissolves in water (about 17 per-cent of gypsum is sulfate) and if itreaches groundwater, contamination mayresult.

The other major concern is the con-version of dissolved sulfate into hydrogensulfide which has the awful stench of rot-ting eggs, which can be detected formiles even at low levels. It can also irri-tate the eyes, nose, and throat, cause nau-sea, fatigue, shortness of breath and chestpain. In high enough doses, it is lethal.The wet and anaerobic conditions of alandfill are the perfect conditions for gen-erating hydrogen sulfide. Since drywall

accounts for approximately 15 percent ofC&D waste, this problem is gainingattention of lawmakers and state EPAsalong with other C&D disposal issuesand is likely to affect future landfill regu-lations, either with outright bans, highertipping fees or compulsory recycling.

British Columbia appears to be onthe leading edge of North American dry-wall recycling and portends of what maycome in the states. Vancouver, for exam-ple, has banned drywall from landfillsand it must be taken offsite for recyclingor treatment. In 2008, the Regional Dis-trict of Central Okanagan (RDCO) inBritish Columbia prohibited landfillingdrywall and instituted a C$145 per met-ric ton fee, prorated by weight, for tak-ing drywall. “The resident or businesspays us to accept the drywall and thenwe pay a contractor to take it away andrecycle it. It’s our responsibility to col-lect a clean product, and to date, wehave not had a problem with contamina-tion,” said Peter Rotheisler, waste reduc-tion manager for RDCO.

“We get our raw material from newconstruction and demolition job sites, andRDCO,” said Gavin Pheiffer, owner ofOkanagan Gypsum Recycling. He startedthe business of recycling drywall 14months ago and in 2009 processed 6,000metric tons. Contractors deliver drywallto his plant and pay him a fee to take it.Otherwise, they would have to haul it toRDCO and pay there. Like USA Gyp-sum, Okanagan Gypsum’s end productsare paper animal bedding and granulatedgypsum that goes into either new drywallor to fertilizer. “In Canada we also haveLEED which is mandated for governmentconstruction. Now we are seeing privatecompanies following it. With that kind ofdrive behind it, it’s certainly a growthindustry.”

In the United States, a number ofstates are considering strategies that mayresult in the ban of drywall from land-fills. Massachusetts is in the vanguard.At the 4th Annual Environmental Busi-ness Council Construction and MaterialsRegional Summit held in January inFramingham, Massachusetts, JimMcQuade of MassDEP made a presenta-tion that stated: “MassDEP will hold ameeting among interested parties on theadvisability of expanding the disposalban to include gypsum wallboard.”MassDEP currently has a draft regula-tion package under review proposing toban the disposal of clean gypsum wall-board.

“When we first started to find waysto recycle wallboard, we did it in Massa-chusetts for that reason,” said Al Zucco,USG’s director of energy and sustain-ability.

USG Corporation is a leading pro-ducer of gypsum wallboard, joint com-pound and other products forconstruction and remodeling. USG recy-cles its own waste during manufactureand uses 100 percent recycled paper.“USG is currently in the process of devel-oping a national gypsum recycling pro-gram. However, we have recycledgypsum on individual basis for particularjobs with various customers,” statedZucco.

“Wallboard is a big, awkward, heavyand a relatively inexpensive product. Toput the effort into separating clean wall-board scraps is usually not worth thelabor because it may get mixed with for-eign materials. “We have tight engineer-ing specs on the gypsum we use and haveto make sure what we get in recycledmeets our standards for purity andsafety,” Zucco added.

Western Massachusetts ElectricCompany has announced its plan todevelop the first of several large-scalesolar energy facilities. The selected siteon Silver Lake Boulevard combines twoparcels of land owned by WMECo andthe Pittsfield Economic DevelopmentAuthority (PEDA) at the William Stan-ley Business Park. The 8-acre site willaccommodate up to 1.8 megawatts(MW) of solar capacity.

WMECo officials joined local offi-cials and PEDA representatives inannouncing the agreement to combinethese brownfield properties into one of thelargest solar facilities in New England.

The Commonwealth has a goal toinstall 250 MW of solar by 2017. Underthe landmark Green Communities Act,each Massachusetts electric utility mayown up to 50 MW of solar generation,subject to approval by the Department ofPublic Utilities.

WMECo is the first utility to receiveDPU approval and is currently author-ized to install 6 MW of solar. The Com-pany’s solar program reflects a closecollaboration with the Attorney Gen-eral’s office and other key Massachusettsand industry stakeholders.

WMECo’s Silver Lake Boulevardproject combines a six-acre parcelowned by the utility and a two-acre par-cel in the William Stanley BusinessPark. A WMECo substation is situatedbetween the two parcels, providing anefficient connection to the utility’s localdistribution system.

Large-scale solar energy facilitiesare still relatively new to Massachusettsand New England. Approximately 10MW of solar generation is currently on-line in the Commonwealth. Comprisedof approximately 1,100 individual pho-tovoltaic systems, the largest one isapproximately 500 kilowatts (0.5 MW).WMECo’s first solar project can be aslarge as 1.8 MW and the Companyexpects it to cost considerably less thanexisting photovoltaic systems.

The project will bring $10-12 mil-lion of construction to the region and isexpected to contribute more than$200,000 of annual property tax revenueto the city of Pittsfield. Pittsfield is oneof the two Gateway Communities inWMECo’s service territory and is hometo some 24,000 WMECo customers.

Local permitting for the project isunderway and WMECo expects to beginconstruction in the second quarter of thisyear. The Company continues to evalu-ate other sites for the remaining scope ofits 6 MW solar program.

WMECo’s solar program focuseson larger-scale facilities (1 MW orgreater), emphasizing landfill, brown-field and utility-owned properties asideal locations. Such properties typicallyhave few alternative uses and are verycompatible with the construction of solarenergy facilities. WMECo also seeks todevelop the market for larger-scale solarfacilities – the Company’s programmakes extensive use of competitive bid-ding and relies heavily on the expertiseof the solar industry.

WMECo has currently qualified 16solar firms to bid on its projects. TheCompany is also evaluating 25 sitesowned by municipalities and privatedevelopers located in WMECo’s serviceterritory. The Company expects to drawupon these prospective sites as it devel-ops additional projects during 2010.WMECo will complete the remainder ofits 6 MW program by 2012.

Uncertain EPA regulationcauses Georgia Power todelay biomass conversion

With the uncertainty of how futureUnited States Environmental ProtectionAgency (EPA) regulations might affectindustrial boiler emissions, GeorgiaPower has decided to delay the conver-sion of coal-fueled Plant Mitchell inAlbany, Georgia to biomass until theEPA rules are better defined in April2010.

The anticipated industrial boilerMaximum Achievable Control Technol-ogy rule, or “IB MACT,” would regulateemissions of hazardous air pollutants,such as certain acid gases, organics, met-als, and possibly other pollutants, fromindustrial boilers and would likely affectbiomass boilers like the one planned forPlant Mitchell.

“Georgia Power is committed tofurthering the development of renewableenergy in Georgia,” said Jeff Burleson,Georgia Power’s director of ResourcePolicy and Planning. “We’re disap-pointed to have to delay this large bio-mass project and the benefits it candeliver. However, by delaying capital

spending on the project we’re signifi-cantly reducing the cost risk to cus-tomers.”

Georgia Power had originallyplanned to begin retrofit construction atPlant Mitchell in April 2011 with theunit becoming operational in June 2012.A new project schedule has yet to bedetermined.

Once the new EPA rules are betterdefined, Georgia Power will evaluate thepotential impact they might have on theconversion project at Plant Mitchell. TheCompany plans to study other boilertechnologies in the event the rules sig-nificantly impact the cost of the biomassboiler conversion currently planned forthe plant.

Upon conversion, Plant Mitchellwill have lower emissions and will beone of the largest wood biomass plantsin the United States. It will also havelower fuel and operating costs whencompared to continued operation usingcoal, thereby making the plant morecost-effective for customers.

Gypsum drywall is a common construction material – astaple of the industry – that can be recycled and should bediverted from C&D landfills. While some recycling does occur,those involved in this sector of the industry want to see itexpand across the United States.

American Recycler recently put several questions to TerryWeaver, the owner of Reinholds, Pennsylvania-based USAGypsum.

Weaver: Yes. I believe that the Green Buildingmovement (primarily LEED) is the key.

According to the United States Geological Survey(USGS) shipments of new drywall to the Mid-AtlanticRegion (New Jersey, New York and Pennsylvania)during 2008 were 2.8 million tons. Based on ourexperience we believe 20 percent or 560,000 tonswere wasted. Based on our production and repre-sentations by our competitors the amount recycledin this region is approximately 35,000 tons or 6.25percent.

Has the amount of gypsum being diverted, col-lected and processed for recycling increasedover the past five years? If so, why is that thecase?

Weaver: Landfills in our region do not want itbecause of sulfate problems in both air and water.When gypsum is deprived of oxygen in the presenceof moisture and organic materials the sulfate can bereleased in the form of hydrogen sulfide which has avery noticeable odor similar to rotten eggs. Hydro-gen sulfide gas is very corrosive and is a problem forlandfill gas collections systems. In addition, dis-solved sulfates may find its way into the leachatesystem of the landfill.

Why is it important to divert gypsum from land-fills? Are the various levels of governmentaware of its value as a recyclable?

Weaver: For USA Gypsum the markets are agricul-tural, both as a soil amendment and as animal bed-ding. Drywall is a difficult material to process. Dust isthe major issue and adding water for dust controlcauses the material to become sticky and difficult tohandle. We have experienced a steady increasefrom 1998 until 2008 and 2009 which have beensteady in spite of the drop in construction.

What are the major uses of recycled gypsum?Is there an adequate supply of material avail-able to ensure a constant flow of feedstock torecyclers?

Weaver: Our customers are farmers and their sup-pliers. Gypsum is directly land applied and used asanimal bedding primarily for dairy cows. For newrecyclers it could be cement or wallboard manufac-turers. In the northeast United States, synthetic gyp-sum is flooding the market and gypsum prices areclose to $0. We have not seen “green credits” from

Weaver: There have been discussions at the Stateand Federal level about incentives for recycling gyp-sum. The discussions have ranged from bans toincentives. However, I don’t see anything happeningin the short term as most states are in budget crises.Both the EPA and area states have been supportiveof our efforts. However that has not extended togrants or financial support.

Is there anything that the federal, state andlocal governments can do in terms of legisla-tion, incentives and tax breaks to promote thediversion of gypsum from landfills?

Weaver: At this point I believe that gypsum recyclingis under the radar as the EPA considers regulating“Coal Combustion Products,” which could includesynthetic gypsum used in wallboard as hazardouswaste, states in the northeast consider the impactsuch a ruling would have. New end markets we haveapproached have declined to consider recycled gyp-sum until this issue is resolved.

What role does the United States Environmen-tal Protection Agency and its state counter-parts play in helping to promote the recyclingof gypsum? What role does the constructionindustry play and is it in their interest to sup-port recycling initiatives?

Weaver: Most of the C&D recyclers do not generatethe volume to justify the capital cost to recycle dry-wall. I estimate minimum capital costs to be $1 mil-lion. Commercial machines to recycle drywall areavailable from Andela Products in Richfield Springs,New York.

Is it an expensive investment for C&D recyclingcenters that do not process gypsum to estab-lish such operations? What type of supportand information is available to those interestedin adding gypsum recycling to their opera-tions?

Weaver: We believe that drywall recycling will con-tinue to grow pushed by the Green Building move-ment and led by landfills that do not want the drywalland cost avoidance (economic) incentives. As theC&D recycling industry diverts other materials suchas metal, wood and cardboard for which markets areestablished it is a natural next step to separate thedrywall if there is a market and they can lower costsby doing so.

Where do you see the gypsum recycling indus-try and the markets for these products in thenext five years?

Pennsylvania or surrounding states. However, citiesand municipalities such as Philadelphia have passedordinances that require LEED status for governmentprojects.

N-Viro International Corporation (N-Viro), an environmental and materialsoperating company, has submitted permit applications with the Commonwealth ofPennsylvania Department of Environmental Protection, for a pilot facility capable ofproducing an appropriate amount of N-Viro Fuel to carry out necessary testing atvarious power generators.

Once approved by the Commonwealth of Pennsylvania, N-Viro intends to be inproduction of the N-Viro Fuel product and conduct other scheduled test burndemonstrations. These tests will require the utilization of local supplies of biosolidsfrom municipal wastewater treatment facilities. The Company expects to receivepermit approval and begin production during the first half of this year.

The portable pilot facility will be capable of demonstrating a full-scale produc-tion of N-Viro Fuel. The Company expects to make use of this pilot for several testburn applications where N-Viro Fuel can be blended with coal, waste coal and evenbiomass types of fuel. Additionally, this plant will further validate the N-Viro Fueltechnology and provide valuable analytical data for future and developing projects.

Republic Services transfersownership of landfill covers

In a move to continue developmentof solar landfill cover technology for thesolid waste industry, Republic ServicesInc. transferred the ownership of itssolar landfill cover technology toCarlisle Energy Services, Inc., a whollyowned subsidiary of Carlisle Construc-tion Materials Incorporated (CCM) anda Pennsylvania-based solar systemsprovider.

“Our core business is managingsociety’s waste,” said Brian Bales execu-tive vice president of business develop-ment, Republic. “We best serve ourcustomers and shareholders by focusingon that mission while supporting contin-ued technological advances for the solidwaste industry. Our alliance withCarlisle will enable them to furtherdevelop and market this technology.”

In April 2009, Republic combined afirst-of-its-kind solar cover technologywith an existing gas-to-energy system toturn its Tessman Road Landfill in SanAntonio, Texas into a sustainable energy

park. The solar energy cap covers a por-tion of the closed area of the landfillwith flexible, laminate-type photovoltaicsolar collection strips that are adhereddirectly to synthetic geomembrane. Thesolar strips convert sunlight directly intoelectricity and complement the amountof renewable energy provided by thelandfill.

“The industry has struggled foryears with beneficial uses of landfillcaps,” said Brian Bales, “This solar capis an innovation that allows us to realizeconsiderable benefit for the landfill andgenerates clean, renewable energy.Geomembrane covers are already in useacross the country, but Republic is thefirst to integrate flexible solar cell tech-nology to create an energy-producingcover system.”

Republic is planning to place a solarcap on a portion of its Hickory Ridgelandfill in Conley, Georgia in 2010. Thetechnology will be implemented at othercompany landfills where appropriate.

The Louisiana Department of Envi-ronmental Quality (DEQ) is conducting apilot program to allow exploration andproduction waste, also known as E&Pwaste, to be disposed of at three Type Ilandfills which are designed to acceptindustrial solid waste. E&P waste is wastethat is produced during oil and natural gasexploration and production. It includesdrilling mud and waste derived fromcleaning up oil spills.

Louisiana regulations state that E&Pwaste may be disposed of at facilitiesapproved by the Department of NaturalResources or at a facility designated byDEQ. In July, DEQ issued administrativeorders on consent allowing three facilitiesthat are currently permitted to acceptindustrial solid waste to temporarilyaccept E&P waste. Those landfills areRiverbirch in Jefferson Parish and CWI-White Oaks in Ouachita Parish, andLaSalle/Grant in LaSalle Parish.

All landfills in Louisiana which arepermitted to accept industrial solid waste

have liners, groundwater monitoring sys-tems and leachate collection systems. Thepermits for these facilities have testingparameters in place to monitor theleachate, groundwater and surface water.The AOCs require additional parameters tobe monitored.

Prior to the orders, no landfills inLouisiana were allowed to accept E&Pwaste. However, DEQ is allowing thethree Type I landfills to accept the indus-trial solid waste because of the increasedoil and gas production in the state, theproximity of landfills capable to acceptindustrial solid waste and the environmen-tal regulations placed upon these landfills.

Under state regulations, E&P waste isunder the jurisdiction of the Department ofNatural Resources. However, the Depart-ment of Natural Resources regulationsprovide for the option to dispose of E&Pwaste in a DEQ-approved landfill. OnceE&P waste is disposed in a DEQ-regulatedlandfill, it becomes subject to DEQ’s solidwaste regulations.

Louisiana DEQ conducts pilotprogram for E&P waste

Environmental Logistics Services,Inc. (ELS) has received their final permitapprovals from the Ohio EnvironmentalProtection Agency (EPA) for the expan-sion of their Apex Landfill located ineastern Ohio. The expansion willincrease the vertical capacity of thelandfill while also extending the site lifeof the solid waste management facilityfor several years. Additional daily ton-nage limits will be increased to 7,500tons per day from a current 5,250 tonsper day while volumes of constructionand demolition waste delivered to the

site will not count towards daily permitlimits.

The management team has pursuedan aggressive strategy of vertical inte-gration using several transfer stationsacquired in the New Jersey and NewYork Metropolitan market to feed theirlandfill in Ohio.

ELS is currently engineering andwill shortly submit plans to build a greenenergy power plant at the site that willuse methane gas from the landfill to cre-ate renewable power for 16,500 homeslocally.

Michigan decreased solidwaste volumes in 2009

The Report of Solid Waste Landfilledin Michigan for fiscal year (FY) 2009 wasreleased by the Department of Environ-mental Quality (DEQ) and showed thatMichigan landfills disposed of 47,837,680cubic yards of solid waste in FY 2009.

Waste disposed of decreased by5,284,953 cubic yards, about 13 percent,to 34,751,326 cubic yards, and wasteimported from other states and Canadaalso decreased this FY by 4,119,906 cubicyards, approximately 24 percent, to13,086,354 cubic yards. Imported wastemade up 27 percent of all waste disposedof in Michigan, down from 30 percent theprior year.

The largest source of waste importsinto Michigan continues to be fromCanada, equaling about 19 percent of allwaste disposed of in Michigan landfills. InFY 2009, 9,054,371 cubic yards werereceived from Canada, a decrease from FY2008 of about 16 percent.

Michigan’s $.21 per ton fee is thelowest in the Great Lakes region.

Based on the capacity used during FY2009, the reduction of waste disposed, andadditional permitted landfill capacity, it isestimated that Michigan landfills haveapproximately 25 years of remaining dis-posal capacity.

International trade in recoveredpaper will continue to boom and Asianpapermakers will search worldwide for

new supplies as recovery rates aretested in the developed world.

The report reveals India’s growingdemand for imported recovered paper,and new to this edition of this report arepulp and recovered paper demand andtrade for over one hundred countries.

The report details usage, recoveryrates, trade balances and price forecastsuntil 2014.

The study team leader, Rod Young,who has been analyzing the fiber andpaper markets for over thirty years, pre-dicts “that the supply side of the recov-ered paper market will see a lot ofactivity in the upcoming five years. Ris-ing prices for recovered paper, alongwith huge increases in demand, wouldimply that larger companies will bothbe needed and interested in the supplyside of this market.” He continued,“Mergers and acquisitions should be anactive field in this industry.” Leadingusers and suppliers of recovered paperglobally and by region are covered inthe final chapter of the study.

Biomass Report details newdraft rules for BCAP Program

The Wood Biomass Market Reportcommented that new “draft” rulesannounced by the Farm Services Agencyfor the Biomass Crop Assistance Pro-gram (BCAP) come closer to providingassurances that wood for higher-valueproducts will not be diverted for use asbiomass. The Report, published monthlyby RISI, the leading informationprovider for the global forest productsindustry, has reported since the pro-gram’s inception last year on the con-cern among traditional forest productsplayers that BCAP would drive up pricesfor composite panel furnish, OSB rawmaterial, pulpwood and even some low-grade sawlogs.

The Report also stated that pay-ments made through the BCAP programare just now flowing to the market inearnest from a $517 million allocationthat is good through March 31, 2010.While these payments do not appear tohave had adverse effects to date on pulp

and panel producers, this is due almostsolely to market conditions and shouldnot be a signal as to the true effect theBCAP program could have if new rulesare not enacted.

William Perritt, executive editor ofthe Wood Biomass Market Report, said,“It appears the FSA is finding a deeperunderstanding of the possibly damagingcross-currents BCAP may have in woodmarkets. The recent draft rule at leastmakes an attempt to establish a wallbetween true wood biomass and the fibersources more suited to higher and betteruse at both wood-based panel and pulpmills.”

Metso to convert Domtar’s finepaper machine to fluff pulp

Metso has been contracted by DomtarCorporation to rebuild their fine papermachine at their Plymouth, North Car-olina, mill for fluff pulp production. Therebuild project will be completed in thefourth quarter of 2010. The value of theorder will not be disclosed.

The existing fine paper machinewill be rebuilt and converted to fluffpulp production. Metso’s delivery willinclude a new wet end and a rebuild ofthe finishing equipment needed for fluffpulp production.

Catalyst Paper announced that itsCrofton No. 1 paper machine will becurtailed indefinitely due to weaknewsprint and directory paper demand.The machine, which produces 140,000tons of commodity grades on an annual-ized basis, was temporarily idled.

In a related move, the company’spaper recycling facility in Coquitlam,which supplies the Crofton papermachines with de-inked pulp, will beindefinitely shutdown in mid-February.Approximately 70 employees – 36 atCrofton – will be laid off as a result ofthese curtailments.

“There was a steep decline in mar-ket demand for the products made at ourCrofton paper mill in the past year andthe consumption outlook for these com-modity grades remains weak. Reducedrecycled pulp requirements, combinedwith the higher cost and constrainedavailability of quality recovered paperare contributing factors in our decisionto indefinitely close our paper recyclingfacility,” said Richard Garneau, presi-dent and chief executive officer.

The National Highway and TrafficSafety Administration (NHTSA) hasissued its final ruling which allows auto-motive recyclers an additional 90 days, fora total of 270 days, to crush or shred vehi-cles traded in under the Consumer Assis-tance to Recycle and Save (CARS)program. The final rule amends regula-tions implementing the CARS program –also known as “Cash for Clunkers” – ini-tially published on July 29, 2009.

The Automotive Recyclers Associa-tion’s (ARA) executive vice presidentMichael E. Wilson commented, “By pro-viding the consumer increased access toeconomical green recycled automotiveparts harvested from vehicles that weretraded in under the program, consumerswill benefit along with the businesses thatsell those parts. Without this extension,some cars with quality parts might havebeen crushed in order to meet the originaldeadline.”

The NHTSA final rule states that “theadditional time will allow the public tobenefit from the availability of lower costused vehicle parts from vehicles traded inunder the (CARS) program and will pro-vide disposal facilities with an opportunityto derive more revenue from those vehi-cles prior to crushing or shredding.”

NHTSA initiated an official agencyproposed rulemaking on November 27,2009, that lasted 20 days to allow for pub-lic comments. ARA, along with manymembers, offered the Agency overwhelm-ing support for the extension.

By extending the consumer pro-gram, three times as many cars weretraded in than were expected, almost700,000 in all, but the disposal periodremained the same. This ruling nowoffers automotive recyclers more time toprocess the cars, which in turn keepsmore recycled parts available to the con-sumer, as well.

FAA/EPA to close Alaskanvehicle waste disposal wells

The Federal Aviation Administra-tion (FAA) has pledged to permanentlyclose over two dozen motor vehiclewaste disposal wells in Alaska. The FAAaction resulted from an administrativeorder on consent issued by the UnitedStates Environmental Protection Agency(EPA).

The FAA Alaska Region has com-mitted to closing the wells, known asinjections wells, by 2012. The injectionwells, built mainly in the 1940s and1950s and located across the state, wereused by FAA to dispose of fluids col-lected through maintenance facility floordrains. Disposed fluids likely includedmotor vehicle waste such as engine oil,brake fluid, fuel, cleaning solvents andother materials. FAA has not used theinjection wells for motor vehicle wastein years.

Under the Safe Drinking Water Act,EPA banned this category of wells in1999 and required their closure inAlaska by 2005. Motor vehicle wastedisposal wells can contaminate under-ground sources of drinking water. SinceFAA self-identified its wells to EPA in1996, it has already closed half its inven-tory and has been actively working toclose the rest of its injection wells tocomply with the law.

Underground injection wells areoften used in areas where sewage treat-ment facilities are not available. Whenan injection well is used for fluid dis-posal, it is important to ensure that noharmful substances that could endangerdrinking water sources are injected.

FAA entered into the order volun-tarily and is working with EPA to docu-ment the well closures.

Industry is successfullyresponding to thefts

Several recent examples of thecooperation between the scrap recyclingindustry and law enforcement on materi-als thefts demonstrate how this type ofcooperation is paying real dividends byrecovering the stolen materials and help-ing catch the criminals.

Det. Ronald Selleck of the Livonia,Michigan Police Department reportedthat three out of fourScrapTheftAlert.com (STA) alerts heinitiated have resulted in recovered prop-erty and felony warrants. Some exam-ples include:

Renu Recycling alerted police thatthey had recently purchased stainlesssteel listed in an alert has having beenstolen. Police recovered the metal andwere able, based on records maintainedby Renu Recycling, to obtain a felonywarrant for the seller of the stolen metal.

Police were notified by H&H Metalthat they had purchased a zinc castingthat had been reported stolen onScrapTheftAlert.com. Police recoveredthe stolen property and were able toobtain a felony warrant for the seller ofthe stolen zinc.

“I have submitted four items to yourScrapTheftAlert.com site, and have

recovered three out of four stolen prop-erties,” Selleck reported.

Georgia Power corporate securityinvestigator Jason Tutterow recentlywrote, “I would like to thank Ali Hail-ston and the rest of the Southern MetalsRecycling team in Savannah, Georgia.Due to their quick thinking and assis-tance, Southern Metals Recycling noti-fied Georgia Power about somesuspicious wire that was brought intotheir facility. The wire was taken fromthe Georgia Power Headquarters inSavannah the day prior. All records andpertinent information on the suspectwas collected by Southern MetalsRecycling resulting in a theft case beingsolved.”

Dr. Mike Biddle, president andfounder of MBA Polymers of Rich-mond, California, reported that his com-pany used the ScrapTheftAlert.comsystem after five air conditioning unitson top of his factory were ripped openfor the copper inside. After reporting thecrime on the STA system, the thieveswere caught.

“We didn’t get our money back, butlet’s hope we put these thieves out ofcommission for a good amount of time.”

Metso to buy back 300,000 sharesThe board of directors of Metso Corporation has decided, in accordance with

the authorization granted by the annual general meeting held in March 2009, torepurchase a maximum number of 300,000 of the Company’s own shares, whichcorresponds to about 0.2 percent of all the outstanding shares of Metso. The sharesshall be repurchased as part of the Company’s incentive program, i.e., Metso ShareOwnership Plans, to be used as potential reward payments in accordance with theplan criteria.

The shares will be purchased with the Company’s distributable funds and thusthe repurchases will reduce the Company’s distributable non-restricted equity.Shares will be purchased at market price in public trading on the NASDAQ OMXin Helsinki Exchange.

Alcoa revenues up 18 percentin 2009, but still not profitable

Alcoa announced it finished its fourthquarter 2009 free cash flow positive, thefirst such quarterly achievement since thesecond quarter of 2008 when the eco-nomic downturn began to impact results.The Company is ahead of its key financialgoals for 2009, including being free cashflow neutral by the end of the year. In thefourth quarter of 2009, Alcoa generatedfree cash flow of $761 million, a $947 mil-lion improvement from the third quarter of2009 driven by strong cash from opera-tions performance of $1.1 billion, a $940million increase from the third quarter of2009. The Company also surpassed targetsfor each of its Cash Sustainability Programinitiatives in 2009, a major contributor tothe strong cash performance.

The fourth quarter of 2009 showed aloss from continuing operations of $266million, or $0.27 per share. The resultsinclude net charges for restructuring, spe-cial items and discrete tax items of $275million, or $0.28 per share. The third quar-ter of 2009 had income from continuingoperations of $73 million, or $0.07 pershare. The fourth quarter of 2008 showed aloss from continuing operations of $929million, or $1.16 per share.

Net income for the fourth quarter2009 was a loss of $277 million, or $0.28per share. Net income for the third quarter2009 was $77 million, or $0.08 per share,and net income for the fourth quarter of2008 was a loss of $1.19 billion, or $1.49per share.

Revenues for the fourth quarter 2009were $5.4 billion, an 18 percent increasefrom the third quarter of 2009. Revenuesin the fourth quarter 2008 were $5.7 bil-lion.

The Company reduced overhead by$412 million, more than 200 percent of the2009 target. Procurement spending wasreduced by $2 billion in 2009, $500 mil-lion above the target for the year. Reduc-tions in working capital generated morethan $1.3 billion in cash or more than $500million above the 2009 target of $800 mil-lion.

Cash from operations in the quarterwas $1.1 billion compared with $184 mil-lion in the third quarter of 2009 and $608million in the fourth quarter of 2008. TheCompany finished the fourth quarter of2009 with $1.5 billion of cash on hand.The Company’s debt-to-capital ratio stoodat 38.6 percent at the end of the quarter, a390 basis point improvement from a yearago. During the year, Alcoa reduced itstotal debt by $759 million from the end of2008.

For the full year 2009, revenues were$18.4 billion, compared to $26.9 billion in2008. Income from continuing operationsfor 2009 showed a loss of $985 million, or$1.06 per share, compared with income of$229 million, or $0.27 per share, in 2008.The full year 2009 showed a net loss of$1.15 billion, or $1.23 per share, com-pared to a net loss of $74 million, or $0.10per share, in 2008.

Based on preliminary CensusBureau data, the American Iron andSteel Institute (AISI) reported that theUnited States imported a total of1,396,000 net tons (NT) of steel inDecember 2009, including 1,119,000NT of finished steel (up 1 percent and11 percent, respectively, vs. November

final data). Total and finished steelimports for full year 2009 were 16.2 and14.2 million NT, respectively, down 49and 45 percent vs. 2008. In a domesticsteel market that remains severelydepressed, finished steel import marketshare was an estimated 17 percent inDecember and an estimated 22 percent

for the year as a whole – down onlyslightly from 2008 (24 percent) and thesame as in 2007.

Key finished steel products withincreases in December 2009 comparedto November include wire rods (52 per-cent), hot rolled bars (39 percent), cutlength plates (32 percent), oil countrygoods (24 percent) and standard pipe (21percent).

In December, the largest volumes offinished steel imports from offshorewere from South Korea (104,000 NT,

down 2 percent), Japan (103,000 NT, up86 percent), Italy (49,000 NT, up 13 per-cent), China (47,000 NT, down 23 per-cent) and Germany (43,000 NT, up 35percent). In 2009, finished steel importsfrom China were 1.5 million NT, 70 per-cent less than in 2008 but more than anyother offshore supplier. FollowingChina were offshore finished steelimports from other Asian suppliersSouth Korea (1.2 million), Japan(926,000) and India (551,000).

I know that many of you dogood annual planning and work from awritten business plan that you re-visitand adjust regularly. However, in mymany years of small business consult-ing, I have found that more than a fewowners of small businesses don’t takethe time to write out a business plan. Ifyou haven’t got one, do it today!

•Get active or more active in yourindustry’s association. One of the pri-mary reasons that I was so successfulin the auto recycling business was thework I did as a founder and memberof our industry association. Being inthe company of owners within thesame industry forces you to thinkstrategically. Membership exposes youto different perspectives and yieldsvaluable connections.

•Search out best practices andimplement them: I prospered in therecycling industry because I was partof a small group of salvage yard own-ers that met twice a year to comparemetrics and share best practices.Sharing metrics revealed which of uswere doing better at dismantling cars,turning over parts, making deliveries,etc. Participants served non-competi-tive markets and shared best practicesfreely. What I learned every sixmonths as a participant in that groupshowed up every month in my bottomline. I have teamed with experts froma variety of industries to start suchindustry specific groups and will beadding more in the coming months.

•Create or improve your referralprogram and publicize it among yourbest customers: The vast majority ofreferrals come from establishedclients. Are you getting a steadystream of new business from thesecustomers? Its fine to invest inattracting new customers, but don’tforget to cultivate the ones whohelped you get where you are. Exam-ine your existing referral program,and talk with your customers aboutways to make it better.

Steel import permits on riseBased on the Commerce Depart-

ment’s most recent Steel Import Moni-toring and Analysis (SIMA) data, theAmerican Iron and Steel Institute (AISI)reported that steel import permit applica-tions for the month of January totaled1,537,000 net tons (NT). This was a 12percent increase from the 1,377,000 per-mit tons recorded in December 2009 anda 10 percent increase from the Decemberpreliminary imports total of 1,396,000NT.

Import permit tonnage for finishedsteel in January was 1,179,000 NT,which was an increase of 6 percent fromthe preliminary imports total of1,119,000 NT in December. January2010 total and finished steel import per-mit tons would annualize at 18,447,000NT and 14,153,000 NT, up 14 percentand down 0.1 percent, respectively, from

the 16,201,000 NT and 14,165,000 NTimported in 2009

In January 2010, the largest finishedsteel import permit applications for off-shore countries were for Korea (139,000NT, up 34 percent from December),Japan (95,000 NT, down 7 percent),China (68,000 NT, up 45 percent), Italy(52,000 NT, up 5 percent) and TheUnited Kingdom (39,000 NT, up 97 per-cent). The United States Environmental Pro-tection Agency (EPA) issued an order seek-ing penalties up to $37,500 per day toMonterey Park, California-based ZKWTrading for failing to properly manage elec-tronic waste that it attempted to export toHong Kong.

EPA issued the penalty order afterZKW failed to comply with a September2009 order requiring ZKW to remove itscargo from the Port of Long Beach and tosubmit a plan for management of electronic

waste that ZKW had shipped to Hong Kongwithout providing required notice. Thewaste was part of a shipment of approxi-mately 31,993 pounds of cathode ray tubesthat had been rejected in Hong Kong andreturned to the Port of Long Beach. ZKWfailed to provide appropriate notice to EPAor to the receiving country as required byfederal law. After receiving the earlier order,ZKW informed EPA that it would not com-ply with the order.

“EPA requires all exporters of e-wastefor recycling to provide notification,” saidAmy Miller, who leads Resource Conserva-tion and Recovery Act enforcement inEPA’s Pacific Southwest region. “Compa-nies that fail to comply will face significantpenalties.”

Commonly known as CRTs, cathoderay tubes are the video display componentsof televisions and computer monitors. Theglass in these units typically containsenough lead to require managing it as haz-ardous waste when they are discarded orrecycled.

In June 2009, ZKW Trading report-edly consigned 38 pallets of cathode raytubes – listing the cargo as plastic scrap –for shipment to Hong Kong, where it wasrejected by Hong Kong customs authorities.

The order gave ZKW Trading 30 daysto remove the cargo, and 45 days to submita plan to the EPA detailing how it willreuse, recycle, or discard the CRTs. ZKWTrading’s failure to comply subjects it tofines of up to $37,500 per day of noncom-pliance.

EPA fines Monterey Park firm Europe expresses concernover invasive biofuel crops

Biofuel crops will impact biodiver-sity and natural ecosystems unless tightlycontrolled, said a panel of Europeanexperts.

In late 2009, the Standing Commit-tee of the Council of Europe Conventionon the Conservation of European Wildlifeand Natural Habitats (known as the BernConvention) adopted a recommendationon potentially invasive alien plants beingused as biofuel crops (Recommendation141, 2009). They warn that some biofuelcrops are able to escape as pests, and inso doing impact on native biodiversity. Asrural communities plan to grow more bio-fuel crops, the likelihood of new andharmful ‘invasions’ will increase apace.

Therefore the Council of Europemade recommendations, which arelegally binding on member states:

1. Avoid the use of biofuel cropsalready recognized as invasive;

2. Carry out risk assessments for newspecies and genotypes;

3. Monitor the spread of biofuelcrops into natural habitats and theireffects on native species;

4. Mitigate the spread and impact onnative biodiversity wherever biofuelcrops escape cultivation.

These measures were prompted by areport submitted by ISPRA (the ItalianInstitute for Environmental Protectionand Research, an agency of the ItalianMinistry for the Environment) to the BernConvention group of experts. While rec-

ognizing the growth in energy demand,linked to rising populations and the eco-nomic and environmental costs of fossilfuels, the report made a compelling caseto farm biofuel crops in an environmen-tally sustainable manner.

Several biofuel species share com-mon traits with invasive, aggressivespecies, selected inter alia for their rapidgrowth, high seed production, and resist-ance to pests and diseases. The evidenceis clear. Without these measures, escapedbiofuel crops cause loss of native biodi-versity and farmland functionality, withknock on effects on yield.

It is therefore important, say theexperts, to introduce pre-cultivationscreening for each proposed genotypeand region. Cultivation criteria to limitthe dispersal and recruitment capacity ofthe invasive crops need to be introduced.Biological buffer zones between cropfields and natural vegetation are also keyto limiting invasions. The more invasivethe crop, the bigger the buffer zone.

In the long-term, biofuel crops withinvasive traits need to be limited in num-ber and scope, even if this affects theagronomic efficiency and financial bot-tom line. Complying with these BernConvention recommendations will con-serve Europe’s wild flora and fauna andtheir natural habitats, while producingsustainable and renewable sources ofenergy.

Agromin, the green recycler for morethan 50 communities in Ventura, SantaBarbara, Los Angeles and Orange coun-ties, recycled 366,800 tons of green mate-rial from residents and businesses in 2009.The amount recycled was a 21 percentincrease over 2008 when 302,139 tonswere recycled.

Green material, primarily grass clip-pings, leaves, trees, brush and wood, iscollected and delivered to Agromin’s recy-cling facilities. Non-green items (i.e., plas-tics, bottles, paper) are removed before thematerial is chopped and composted intosoil products. The process takes about 60days. The soil products are then distributedto growers, landscapers and consumers.

Waste Pro has closed on the acquisi-tion of Delta Sanitation in Gautier, Mis-sissippi. This is the largest acquisitionmade by Waste Pro. The acquisitionincludes a residential, commercial androll-off hauling company that employs124 people, a recycling facility and 2C&D / Industrial landfills. The acquisi-tion consideration consisted of cash andWaste Pro stock.

Delta is the predominate waste collec-tion company in the coastal Mississippiarea of Biloxi and Gulfport. This nowbrings Waste Pro’s southeast United Statespresence up to six contiguous states.

Navistar announces newname for mixer business

Covanta Holding Corporationannounced that it has successfully com-pleted its previously announced acquisi-tion of a 3,000 ton per day operatingcontract in Miami-Dade County, Florida.The businesses acquired from Veoliaconsist of the operating contracts associ-ated with six energy from waste (EfW)businesses, ownership and operation of aseventh EfW facility located in Mont-gomery County, Pennsylvania and onetransfer station, also located in Pennsyl-vania. Each of the businesses acquiredincludes a long-term operating contractwith the respective municipal client.

The aggregate purchase price for thebusinesses acquired was $450 million andthe acquisition is expected to contributeapproximately $60 million of operatingcash flow during 2010. Covanta’s portfolionow includes operation of 45 EfW facili-ties that annually convert approximately20 million tons of municipal solid wasteannually into renewable energy.

The Rotterdam office is part ofSmurfit-Stone Recycling International,which represents the Company’s recy-cling and waste solutions business out-side North America.

The Rotterdam location will sourcerecovered paper in Europe for sale inChina through the Company’s Shanghaioffice. The material will also be sold toSmurfit-Stone’s customers elsewhere inAsia as well as in Europe and Centraland South America.

Smurfit-Stone is investing in auto-mated sort systems and focusing on strate-gic partnerships with municipalities, wastehaulers, communities and environmentalorganizations in order to mine deeper intothe waste stream.

SouthWaste Services, LLC, a portfo-lio company of Rock Hill Capital,announced its acquisition of a waste pro-cessing facility in central Florida. The terms of the trans-action were not disclosed.

The permitted entity, Central FloridaDisposal Interests, is located near Orlando,Florida where SouthWaste maintains a liq-uid waste collection operation.

China Recycling Energy Corp.(CREG), an industrial waste-to-energysolution provider in China, announced thatthe board of directors approved theincrease in the size of the board from sixmembers to seven members and hasappointed, Robert Chanson, as its seventhboard member.

Chanson was also appointed by theboard as a member of its CompensationCommittee and as a member of its Corpo-rate Governance and Nominating Commit-tee. In connection with the appointment ofChanson to the Compensation Committee,Timothy Driscoll resigned his position as amember of the Compensation Committeeand was appointed as a member of theAudit Committee.

Action Carting Environmentalannounced that it has reached an agree-ment to acquire select New York Cityassets of Republic Services, Inc. Actionalso announced that it has completed theacquisition of privately-held East EndSanitation, Inc. Terms of both transac-tions were not disclosed. The transac-tions are expected to close in the secondquarter, subject to customary regulatoryapprovals.

With these acquisitions, Action Cart-ing will add 20 vehicles to its existing fleetof 100, two transfer stations to its opera-tions, and increase its on-the-ground work-force to over 350. Transfer stations arewhere materials are processed for sortingand disposal.

A new recycled paper mill capable ofproducing approximately 400,000 tons ofmaterial is to be built in Trafford, Man-chester.

The facility, to be built by Spanishpaper and packaging group SAICA,should help divert the export of some450,000 tons of recovered paper by usingit in the UK.

Construction on the project isexpected to begin soon, with the mill start-ing up in February 2012. State-of-the-artequipment will be used at the facility and acombined heat and power plant will gener-ate energy for it.

Pittsburgh-based Liberty Tire Recy-cling, a provider of tire recycling servicesin the United States, announced theappointment of Dick Gust as co-chairmanfor the newly-formed EnvironmentalAdvisory Council (EAC) of the TireIndustry Association (TIA).

In his role with the EAC, Gust willhelp oversee the 12-member organization,which was designed to provide strategicinformation, advisory services, educa-tional programs and governmental assis-tance to promote green operations andenvironmental awareness throughout thetire industry. Gust serves as president,national accounts at Liberty Tire Recy-cling.

The EAC replaces the Tire and Rub-ber Recycling Industry Council. The newcouncil will work to encourage TIA mem-bers and others in the tire industry to bemore energy efficient in their operations,reduce waste, ensure safety and reuse,repair or recycle tires as much as possible.

Gust served as past chairman of theTire and Rubber Recycling AdvisoryCouncil, is a 16-year board member of theTire Industry Association and served aspast president of the Tire Industry Associa-tion. People looked on in shock at thehorrific devastation in Haiti. The capitalcity of Port Au Prince looked like it washit by a giant wrecking ball. Whateverhas been left standing by the 7.0 earth-quake and numerous aftershocks is like-ly cracked beyond repair and will haveto be demolished.

Port AuPrince, the largest city and principleport, developed slowly from Colonialtimes on a well laid out grid pattern, butwith barely any construction codes orstandards. Because it has been a histori-cally poor country, building was done on

the cheap. Many structures were alsoweakened by earlier earthquakes, hurri-canes, civil strife and fires.

Greg Moro, operations manager forIndependence Recycling of Florida(IRF) has been working on a plan tomove two mobile crushing and screen-ing plants to Port Au Prince to recycleearthquake debris for use in new con-struction. “I have had three groupsapproach us about going down to Haiti.One is a group from Utah, ProactiveEnergy Concepts, is working throughretired General Leslie Clark to put apackage together to go to Haiti for a 10-year recovery program. The first part oftheir program is demolition and clean-up, providing saltwater desalinizationand wind and solar energy. We fit intothe early phase of this program anddon’t know how long we would be there.They want us to demolish buildings andrecycle them into whatever useableproducts we can make, for exampleaggregates to be used in new concretefor future development.”

IRF operates six receiving yards forconstruction and demolition debris inFlorida serviced by three mobile crushingplants. Through the collection of concrete,block, rock and other aggregate basedmaterials IRF produces recycled aggre-gates and road base for reused in new con-struction. The crushers are moved fromyard to yard to handle stockpiles and arealso moved to customer locations formajor on-site crushing and recycling proj-

ects. Depending on the economy, IRFrecycles approximately three million tonsof concrete and asphalt per year.

IRF is one of nine DiGeronimo Com-panies, which includes IndependenceExcavating, headquartered in Cleveland,that has 10 mobile crushers in its fleet aspart of a diversified national capability inheavy industrial construction, site devel-opment, concrete, demolition and environ-mental solutions. The DiGeronimo familyis also involved in aggregate distributionand manufacturing construction equip-ment, including the fabrication of IROCKcrushers.

“I would say a quarter of a percent ofwhat we crush is waste. We might crush40,000 tons of concrete and only have oneor two 20-yard dumpsters of trash that wepay to take to a landfill. All of the steelgets recycled and 95 percent of our pro-duction is sold to the private sector.Incoming raw material is about 50/50 pri-vate and government. In Florida, forexample, DOT instituted a new spec to userecycled aggregate for roads, but there aretwo problems. One, the engineers are notwriting the road specs, and two, there’s notenough raw material to crush to keep up

Most of the commissionersvoiced concerns over approvingthe permit, while pointing out thatlegally they had no choice.

Commissioner Lane Lyn-chard from Gulf Breeze, land-useattorney, said he did not want to

vote yes. “I wish there was a wayfor me to vote no legally,” he said.“If we did have a right to say no,this would be an easier decision.But as I see it and as our countyattorney sees it, if they met thecriteria of our ordinance whenthey first applied, and havechecked all the boxes to meet therequirements, we do not have theright to reject the permit.”

Suncoast Concrete Inc. hadrequested a permit to turn 7 acresof their 60-acre parcel into aC&D pit. After their request,months of discussion and peti-

tioning by residents concernedwith the drinking water followed.Fairpoint Utility Co. has six wellsthat provide water to the southend of Santa Rosa County and islocated within a mile of the Sun-coast property. Several residentspetitioning the county to rejectthe proposal outlined potentialproblems with groundwater andpit leeching.

The Obama administration an-nounced a multi-agency initiative to spureconomic growth while making buildingsmore energy-efficient.

Seven federal agencies issued a com-bined funding opportunity of up to $129.7million over five years to create a regionalresearch center. The center will developnew building efficiency technologies andwork with local partners to implement thetechnologies in area buildings.

Building conditions account for near-ly 40 percent of United States energy con-sumption and carbon emissions. Improve-

ments in building efficiency will providesignificant benefits – reducing energy use,lowering utility bills and decreasing car-bon emissions.

The agencies are working togetherthrough Energy Regional InnovationCluster (E-RIC) that is centered on anEnergy Innovation Hub. This EnergyInnovation Hub, one of three proposedby the administration and funded byCongress in the FY10 budget, will bringtogether a team of researchers to con-duct research and to solve priority tech-nology challenges.

The E-RIC will work to disseminatenew technologies into the local market-place and share best practices with thepublic and private sectors. It will be sup-ported through agency investments intechnology and business development, andwill include support for workforce educa-tion and training. By linking researchers atthe Hub with local businesses and support-ing specialized workforce education in thearea, the initiative will create an economi-cally dynamic region focused on buildingefficiency technologies.

At deadline, a scaled-back jobsbill is up for vote. On paper, the mainelements of the bill look like theycould have a fairly positive impact onour industries. Between funding forbig state infrastructure projects, taxbreaks for hiring unemployed work-ers, and incentives for small business-es to invest in new equipment, the leg-islation could be the catalyst thathelps pull commodities prices up andgets equipment sales rolling onceagain.

Or it could fail spectacularly andbe just another waste of taxpayerdollars.

Aimed at reducing the incrediblyhigh unemployment rate, it’s hard toguess at whether or not it’ll succeed.But considering popular opinion andthe government vying to regain somesort of public approval, chances aregood that some iteration of the billwill pass in fairly short order.

I’m curious as to how the peopledoing the hiring, firing and buyingfeel about it. Would governmentincentives encourage you to hire addi-tional help or to purchase new equip-ment? Or are the government-mandat-ed handstands not worth the effort?

Of course, many of the questionswon’t have answers until a final billhas been hashed out and passed. Butonce that happens, I’d love to hearyour take on it. So please drop me aline and walk me through yourthought process when consideringwhether to buy that piece of equip-ment or hire some extra help.

Anyways, expect that commodi-ties will keep gaining, despite the suc-cess or failure of the jobs bill. Perhapswith a little work and time, thesegains will grow into a roar that’ll putto rest the clichéd idea of March’slamb-like transition into April.

power construction increased from year-ago levels, by 14 percent. Developer-financed categories recorded especially

large declines, including lodging (down46 percent); retail, warehouse and farm(down 37 percent); and office (down 35percent).

In contrast, publicly-funded con-struction increased by 1.0 percentbetween December 2008 and 2009,Simonson noted. He added that stimulusspending helped boost highway andstreet construction by 3.7 percent, mak-ing it the largest public category. Educa-tional construction, however, dropped4.0 percent during the year. Private resi-dential construction dropped 11 percentfor the year as multi-family constructiontumbled, even though spending on sin-gle family housing has increased for 7months in a row.

Simonson said the declines in con-struction spending were leading to lay-offs in almost every community in

America. Leominster-Fitchburg, Massa-chusetts lost a larger percentage of itsconstruction work force (38 percent)during 2009 than any other metropoli-tan area, according to the latest Bureauof Labor Statistics figures. The agencyincludes mining and logging with con-struction in most metro areas to preventdisclosure about industries with fewemployees.

Other areas experiencing sharpdeclines in construction employmentduring the year include El Centro, Cal-ifornia (36 percent); Santa Fe, NewMexico; Pocatello, Idaho; and Koko-mo, Indiana (all 29 percent). Mean-while, the Houston, Texas area lost themost construction jobs (25,500)between December 2008 and 2009.

Of the 4 metropolitan areas withan increase in construction employ-ment during the past 12 months, 2areas had gains of more than 100 jobs:Harrisburg-Carlisle, Pennsylvania(1,500 jobs, 13 percent gain) and Tulsa,Oklahoma (700 jobs, 3 percent gain).Two metro areas had gains of 100 jobseach in construction: Springfield, Ohio(8 percent) and Columbus, Indiana (5percent).

Association officials cautioned thatwithout new investments in infrastruc-ture projects, construction employmentwill only get worse. They noted that thefiscal year 2011 budget requestreleased by President Obama outlinessome important new infrastructureinvestments, including establishing anational infrastructure fund and boost-ing investments in high speed rail andnew air traffic control facilities. Manyof those new investments, however,were offset by cuts for new water infra-structure projects and levee projects,for example.

The Building Materials Reuse Asso-ciation has identified seventeen grantawards which feature deconstruction jobtraining, certification and workforce sur-vey activities from three different Depart-ment of Labor programs.

While these grants are intended tocreate new jobs and encourage recycling,deconstruction can cost twice as much as atypical demolition job. This factor alonethreatens the viability of entire projects.

The United States Department ofHousing and Urban Development (HUD)provided a $25 million grant to the Stateof Milwaukee. The state is waiting for aresponse on whether or not prevailingwages are a requirement of the grant.

The cost of deconstruction projectsvaries greatly depending on whether work-ers must be paid state or federal prevailingwages.

Prevailing wages often make the costso high that no contractors bid on the jobs,eliminating any real benefit to anyone.

Some states utilize HUD grants butare not required to pay prevailing wagesby using new workers still considered to

be in training. A training job is exemptfrom the rule.

Deconstruction contractors must cal-culate the value of the end-product,including funds derived from the sale offixtures, building materials and other sal-vageable items from deconstruction. Thisamount offsets the higher cost of decon-struction, making the project more viable.

Butsince Suncoast had already applied fortheir permit, county attorney TomDannheiser explained to commissionersthat as long as the company meets therequirements of the ordinance in placewhen they first applied, the county hadno choice but to approve the request.

Suncoast owner Ken Bryanaddressed commissioners last Monday.

“I’ve been working on this for yearstrying to do the right thing,” he said.“We have gone even above and beyondwhat we were asked to do by your engi-neers and by the state. If I felt for aminute that this pit was not safe, I wouldback away.”

The county’s ordinance for severalyears has required C&D pits to have liners.The state did not require liners until amonth ago. Suncoast project managerTony Mellini explained that the Suncoastpit has not only a plastic liner, as requiredby the county ordinance, but also a clayliner. He also explained in detail the plansto rid the pit of leeching materials, from

recirculating to spraying outside the pitand allowing some evaporation.

Suncoast representatives pointed outthat there previously was a hearing with anadministrative judge from Tallahassee heldin Milton several months ago, and thejudge recommended that the state mustgrant the permit because Suncoast had fol-lowed all the requirements of the state.They said Suncoast worked through eightmonths of challenges and petitioning,showing that they were meeting or exceed-ing all standards and requirements of boththe state and county.

“We had originally a petition with30 people wanting to stop the pit,” resi-dent Etta Lawlor said. “We ended upwith only three going that day to thehearing. The rest got scared after theyreceived calls or mailings from the attor-neys representing the pit wanting toknow what their objections were, etc.But the hearing did not look outside thepit – not at any water issues. It onlylooked at whether the pit itself met allthe requirements of the state.”

Suncoast’s owner promised com-missioners that he would do everythingpossible to keep the pit safe for the sur-rounding groundwater.

Caterpillar Inc. announced sales andrevenues of $32.396 billion for 2009, adecrease of 37 percent from $51.324 bil-lion in 2008. Profit per share was $1.43,down 75 percent. Excluding redundancycosts of $0.75, 2009 profit was $2.18 pershare.

Fourth-quarter sales and revenueswere $7.898 billion, down 39 percent fromthe fourth quarter of 2008.

Profit per share for the quarter was$0.36, down 67 percent from the fourthquarter of 2008. Excluding redundancycosts, profit for the fourth quarter was$0.41 per share.

Sales and revenues for 2009decreased $18.928 billion from 2008, andprofit of $895 million was down 75 per-cent from $3.557 billion in 2008. Thedecline in profit was primarily due to sig-nificantly lower sales volume.

The impact of lower volume waspartially offset by lower costs, favorableincome taxes and improved pricerealization.

Caterpillar expects 2010 sales andrevenues to be up 10 to 25 percent from2009, and profit is expected to be approxi-mately $2.50 per share at the midpoint ofthe sales and revenues range.

In addition to increased end-userdemand, Caterpillar sales are expected toimprove as a result of changes in dealerinventories. Dealers reduced new machineinventories by more than $3.3 billion andnew engine inventories by more than $600million during 2009. This means Caterpil-lar’s sales in 2009 were below end-userdemand by nearly $4 billion.

The most significant positive factorsdriving the profit outlook are higher salesvolume, lower material costs andimproved factory efficiency.

There are many reasons companieschoose to invest in dust suppressiontechnologies. Regulatory complianceand reduced health risks are among themost common motivators for employ-ing dust management techniques. Dustinhaled by workers or nearby residentscan irritate airways and exacerbate con-ditions such as asthma or allergies. Jobsite dust can also generate complaintsfrom local residents and businesses,affecting community relations andpotentially jeopardizing future operat-ing permits. Buffalo Turbine (BT) has manufac-tured high-velocity and high-volumeturbine style fans for spraying anddebris blowing since 1945. BradleyWesley, sales dealer, noted, “We pro-vide officially licensed products for thePGA Tour for debris blowing and we’rethe official debris blower of the IHRA.We also manufacture specially-designed blowers utilized by the UnitedStates military in their work uncoveringroadside bombs in Iraq andAfghanistan.”

Wesley said BT Monsoon productsutilize a gyratory atomizing nozzlewhich generates a fine mist of manyvery small, water droplets of consistentsize that trap and remove airborne fugi-tive dust particles commonly created inC&D recycling and other processes.Monsoon products are available withdiesel, electric, gasoline, hydraulic, andPTO power. Oscillation stands areoptional and provide a user with over10,000 square feet of coverage. Wesleypointed out that “Our products offer acost effective solution for any organiza-tion concerned with dust control.”

Dust Control Technology (DCT) isa supplier of dust suppression equip-ment, primarily used in outdoor or largeindoor applications. According toEdwin Peterson, CEO, “While someequipment suppliers have added dustmanagement as a sideline, it is the solefocus of our business.” Most DCT cus-tomers are involved with bulk materialhandling, including municipal recy-cling, crushing, shredding, solid wasteprocessing, composting, landfills andC&D recycling. We offer polymeric dust control,used with our high pressure mistingsystems in areas where just plain oldwater will not do the trick. Our cus-tomers benefit by not having to wear

Recycling shingles gains notice

Of the estimated 11 million tons of oil-basedtear-off asphalt roof shingles generated annually inthe United States, nearly 10 million are landfilled.However, if fully recycled, they would help reduce oilconsumption and greenhouse gases, and lengthen thelifespan of C&D landfills.

Almost 1 million tons of this material arerecycled to provide feedstock for asphalt hot mixproducers.

“Shingles are just ripe for the plucking,” said BillTurley, president of the Construction Material Recy-cling Association (CMRA). “If we used all of it, wecould easily set up a system to do it.”

Between 25 and 35 percent of a typical shingleconsists of oil. Interest in using shingles is growingand last November at the CMRA’s 4th Shingle Recy-cling Forum, 381 people attended, compared to 240 atthe 2007 forum.

“The reason is simple – the economic benefitsare becoming very obvious to many, especially hotmix asphalt plant operators,” said Turley. “They savetremendously when using shingles to replace new vir-gin bitumen to their mixes, especially since the priceof new bitumen has soared in recent years. But plantoperators are reluctant to tell the shingle recyclerswhat value their shingles have, as they are still tryingto get the recycled shingles for a very low price.”

Many of the new attendees were representativesof hot mix producers.

“The number of states that accept this materialand the amount of research into utilizing it hasreached a critical mass,” said Turley, “and now peopleare beginning to say this is no longer R&D, it issomething I can implement myself. While not accept-ed in every state, asphalt made with recycled shinglesis gaining acceptance and there is enough research toback it up so that people who are generally reluctantto try something new are willing to give it a try.”

This is good news to recyclers as themarket for shingles now has a solid basefrom which to expand.

Dan Krivit, a co-organizer of the 4thShingle Recycling Forum and senior proj-

ect manager with Foth Infrastructure &Environment, LLC, a Minnesota-basedengineering and environmental consultingfirm, said, “Given the high oil content ofshingles, it can save $2 to $4 per finishedhot mix ton. The bidding for pavingwork and supplying hot mix asphalt for thetrucks is competitive and the savings aresignificant.

“If you multiply the savings against allthe tons that are used on roads, millionscould be saved and when contracts becomemore competitive, the savings will be passedalong. Recycling shingles makes great eco-nomic and environmental sense – it reducesGHG emissions because that is oil thatdoesn’t need to be refined, purchased andadded to hot mix. But the interest in shingleshas been much steadier than the rising priceof oil.”

He added that in the worst case, roof-ing contractors or haulers pay the sameamount as a tipping fee charged at a landfillto bring shingles to recycling centers, butthat many people are now enjoying a 50percent savings by taking the material torecyclers.

“Ultimately this means jobs and eco-nomic benefits that are spread across thesystem,” said Krivit.

There is an American Association ofState Highway Transportation Officials(AASHTO) specification for the use of shin-gles in hot mix for roads, and the CMRA ispushing a similar specification through theAmerican Society of Testing Materials.

“The Federal Highway Administrationis highly supportive of the use of recycledshingles – they know it makes economicsense and has engineering benefits,” saidTurley, “but it does not have control over thespecifications. They can only advise andadvocate their use.”

Krivit is working with states that haveapproved the use of shingles and those look-ing to do so.

“AASHTO, which was developed in1996, was amended in 2009,” he said. “It isgenerally viewed only as guidelines by thestates, but it does provide the context and apeer reviewed starting point.”

The Departments of Transportation(DOT’s) in Minnesota, Iowa, New Hamp-shire and Wisconsin, he added, have justapproved the use of tear-offs in manufactur-ers specs.

“If the DOT adopts the spec, then themarket is ready to take off,” said Krivit.“Since 1986 Minnesota has had a spec forthe use of manufacturers shingle scrap, butas of January 1, 2010 the Minnesota DOTnow allows, on a permissive basis, tear-offs.The Illinois Tolling Authority has also beenworking to demonstrate the use of recycledasphalt shingles (RAS) in its hot mix asphalt(HMA) pavements. But Missouri has beenthe real leader, adopting and implementingits first permissive spec for tear-off RAS inHMA over six years ago.”

Turley added that California and Ore-gon are looking into allowing tear-offs andthat Colorado just conducted a positive pilotproject.

Canada is also jumping on the band-wagon. Ontario has a spec for manufacturedscrap shingles and is looking to add tear-offs. Nova Scotia has allowed tear-off shin-gles and British Columbia and Manitoba areconsidering specs.

Interest in shingles has led to states andcities initiating pilot projects, with at least24 being planned for 2010 and investmentsto promote the development of markets forshingle.

“Most governments are trying to be asgreen as possible and have sustainable pur-chasing policies and there are examples ofstates and cities purchasing hot mix specifi-cally to help stimulate the market for tear-offs,” said Krivit, “so if it costs no more thana virgin product, they’ll give a preference to

a recycled product. This is the case for copypaper and other products, but it will eventu-ally trickle down to highway departments.They are already purchasing recycledasphalt pavements – the big brother of recy-cled asphalt shingles.

Asphalt shingle manufacturing plantsare doing their part by either recycling thecastoffs on-site or selling the scrap to hotmix plants, who bid for the product.

“The same will happen with tear-offsin 5 to 10 years,” said Krivit. “We are closeto tear-offs becoming a commodity.”

Turley said it’s not necessary for hotmix producers to unite to purchase tear-offs as the savings are proven and theygenerally do not want to share any infor-mation on production costs with their near-by competitors.

A major barrier to using recycled shin-gles is the asbestos issue. Prior to around1975, some shingles were manufacturedwith asbestos in them. As a result many reg-ulators have been afraid to allow grinding oftear-offs because of a fear the asbestoswould become friable.

“But many state regulatory agencieshave developed protocols to assuage thesefears, and that is helping open up the mar-ket,” said Turley, who stresses that asbestos“hasn’t been used in more than 30 years, sothere are hardly any shingles with asbestosleft out there. A CMRA member has donenearly 100,000 polarized light microscopytests and has had only 16 hits for asbestos.It’s rare, but regulators are still concernedand they are going to require testing. Fortu-nately in the states and provinces with high-er tipping fees recycling shingles still makeseconomic sense, despite the testing require-ment, to do the tests.”

The United States Environmental Pro-tection Agency (EPA) and state environ-mental agencies are helping to promoteshingle recycling, especially via the CMRA,which is working with the EPA to helpspread the word.

Turley said that more and more legisla-tors are aware of the benefits of recyclingshingles and working with the industry.

“As a general rule engineers are cau-tious – they don’t want to take chances untila new product is fully proven. Once theyhave the opportunity to review the wealth ofresearch and development project results,they often realize that shingle recycling isfeasible and can help lower costs of ourpublic highways. We are finding a lot ofsupport.”

He added that while there are otherpotential market applications that are theo-retically possible, the immediate future forshingles rests with hot mix production.However, while some states allow hot mixwith recycled content, individual states stillinsist upon conducting their own pilot proj-ects before giving the green light.

“There is a federal ‘pooled fund study’led by Missouri DOT, so there is coopera-tion going on between the states,” said Kriv-it, “but in general, the states do their ownthing. There are legitimate engineering rea-sons for this – differences between southernand northern climates, which require specif-ic mixes for asphalt.”

Krivit noted that highway pavementengineers use a variety of performance tests,including density and smoothness, to ensurethat asphalt made with recycled materialsmeets the same standards as traditionalasphalt mix.

Rick Givan has been president of thefamily-owned Recycled Materials Companyfor nearly a dozen years. The company itselfwas formed about 30 years ago, and has sinceevolved into a business that now operates in14 western states, predominantly in Coloradoand California.

Those states, according to Givan, are bigmarkets because there are military bases,shipyards and aircraft plants that are beingredeveloped. The redevelopment of the Sta-pleton Airport property in Colorado was whatGivan called a “classic example” of what thebusiness does. Material that was on runwaysone week was being re-used as house foundation material a month later.

Before joining Recycled Materials, Givan had a background in the bridge and roadbuilding industry, but said he was “drawn into” the uniqueness of an industry where “younever do the same thing twice.” He explained that building one road or another is essen-tially the same, but that recycling is a constant challenge where every demolition job andevery redevelopment project is different.

Recycled Materials accepts concrete and asphalt from contractors at its six Denvermetro area recycling yards. There are also mobile plants that travel to customer locationswhere the aggregate is made onsite. “When we come to you, we charge a fee,” Givansaid, “but we leave the material.”

Recycled Materials does demolition projects “hooked into a recycling assignment,”Givan said. He explained that the business is not about the demolition, but is all about re-using the materials. The company processes the concrete and asphalt and takes otherrecyclables to processors who specialize in those materials.

Since he started in the business, Givan has seen an increase in the acceptance of theproducts. “The market understands that the recycled material is the same in specificationas quarried materials,” he said. Also, there has been an increase in applications, includingconcrete use “where that wasn’t accepted before”.

There is also a “dawning of recognition” that disposal of concrete in landfills is awaste of good material, and that it is needlessly taking up landfill space. “It’s gone from‘this stuff is junk’ to being widely accepted,” he said.

He anticipates that eventually the states will have more uniform regulations for theuse of recycled materials and that there will be some standard recycling specifications.For example, use of recycled materials in concrete is currently acceptable in Colorado,but is banned in other states.

There will always be some local differences, because local quarries provide differ-ent materials. Where one state might have a lot of limestone, another might have moregranite, and the aggregate used in that area will reflect those local variations.

But no matter what the material, Givan said that states could save a lot of money byreusing the recyclable material taken from roadways, and could spend the money build-ing more roads. Not only would money be saved by not needing to buy the material, buttrucking costs are saved by keeping the material onsite.

Still, Givan finds that a lot of his job is education. “I’m a contractor and a recycler,”he said, and when he explains how recycling will help the customer avoid disposal fees,some customers wonder, “Why is this guy telling me this?” There is some skepticismthat being “green” can save the customer money rather than costing more, as is some-times the case.

Givan said that he often needs to tie all the pieces together for the customer – thatwhile the recycled aggregate might be more expensive compared to other aggregate,there are no disposal fees for the old material, and no trucking fees to remove the oldmaterial or bring in the new.

Besides making aggregate, Givan explained that Recycled Materials can make avery diverse range of products. For example, concrete can be colored for use in land-scaping projects or broken into pieces for use as stone for garden walls. Different typesof breaking equipment is used to create a range of sizes of end product, depending onwhat the customer needs.

“We’re associated more with demolition,” Givan said, “yet our real claim to fame isre-use and redevelopment.” He said that he sees his business as “a window into thefuture,” rather than a company that simply tears down and recycles, because after thetear-down, the areas are redeveloped into something new. “It’s the renewal of the land.”

with the orders if they would start using it.We are not nearly seeing the demolitionmaterial in our yards as we did three yearsago,” said Moro.

Moving mobile crushers to Haitiand providing all the support logistics tokeep them operational will be a largeundertaking. Each mobile crusherrequires between 9 and 11 heavy-haulloads to move from one location toanother. A crusher will have to be movedfrom a Florida location to a port, loadedon a roll-on-roll-off vessel, off loaded inPort Au Prince and trucked to a worksite. Typically, it takes about a day andhalf to set up a plant, but in Haiti it willundoubtedly take longer.

For concrete demolition debris, onecrusher realistically can process between1,800 to 2,400 tons per day, and crushasphalt at anywhere from 3,000 to 4,000tons a day. Magnets remove ferrous met-als during the screening process, whichare recycled as scrap.

“We are geared for larger jobs,20,000 tons and up. We are also knownfor delivering a product that alwaysmeets the spec. We take material throughthe crusher and then we put it through ascreen plant. If a material comes throughoversized, the screen captures it and it issent back on a return to be re-crushed.We can screen down to sand if required,”said Moro.

Recycling construction materialsfrom natural disasters seems to makeeconomic and environmental sense, butis rarely practiced in the United States.“In most cases after a hurricane they arein such a hurry to get things cleaned upthat they don’t sort the material andeverything gets landfilled and you losethe concrete and other salvageable mate-rial,” Moro lamented.

After the 2004 Hurricane Charlie hitFlorida, clean-up companies were paidby the yard, so most every yard thatwent to landfills resulted in wastedmaterial that could have been recycled

and it resulted in end of life for severallandfills. “After Charlie I was sittinghere thinking we were going to get a lotof concrete to recycle, but they were notsorting it and most all was landfilled. Wehad a high school that was damaged byCharlie. They tore it down and brought itto us and we weighed all the materialthat came in. The school got LEED cred-its for bringing it to a certified recycler.Then we sold back the crushed materialto the school as road base under asphaltparking lots, which they also earned thehigh school LEED credits for usingrecycled material,” Moro cited as anexample of an ideal disaster recyclingscenario.

Recycling construction and demoli-tion materials on-site in Port Au Princemakes better sense. As a remote islandnation, importing anything is highlyexpensive, particularly tons of construc-tion materials. Besides, much of the portfacilities were damaged by the earth-quake and what remains can be put tomore urgent needs.

“From what I’ve heard about Haiti,they are planning to quadrant off the cityand move out the population. Companieswill go in, scrape the earth clean andbuild it back up again with hurricane andearthquake resistant structures,” saidMoro.

The economics of recycling C&Dmaterial vary depending on the nature ofthe project. The bigger the project, thebetter the economies of scale and PortAu Prince may prove to be huge. In theUnited States, recycled aggregate usual-ly costs less per ton than virgin.

“If virgin DOT specified No. 57stone, ¾ inch rock, costs $20 a ton, recy-cled aggregate may be $17 or $18. But ifyou own the debris it’s a completely dif-ferent story. Recently they were tearingdown an old football stadium and calledus in to crush on site and make two inchaggregate to use as road base for theparking lot. Doing it that way on-site ismuch faster and cheaper than buying vir-gin,” Moro noted.

In Florida, IRF routinely takes con-crete highway and house slabs and large

chunks from bridge demolition whichcontains large aggregate and crushes itback into smaller aggregates and roadbase. “After looking at the concrete theyhave in Haiti, you don’t see a lot ofaggregate. A lot of it looks like small,pebbly stuff which is very well suited tosidewalks, house slabs and many otherbuilding applications that use pump mix.We can crush it down to any size. Theywill have to decide what they want touse it for,” said Moro.

For Haiti, IRF is planning on bring-ing two complete crusher packagesincluding screen plants, loaders and

excavators with hammers and densifiers.IRF was told to bring experienced crewsto get the plants up and running quickly.The plan is to eventually cross-trainHaitians to do some of the work. At firstHaitians will do more of the manuallabor like picking debris not wanted inthe crusher, but some Haitians may betrained as equipment operators.

“If we go to Haiti, the biggest chal-lenge is we would have to be completelyself-sustaining. We’d have to supply ourown housing and all the resources tosupport our people and our equipment,”Moro said.

The Arizona Department of Envi-ronmental Quality and Arizona AttorneyGeneral’s Office announced that anAlbuquerque, New Mexico contractorhas agreed to pay a $225,000 penaltyunder a consent judgment for asbestosair quality violations. The violationsoccurred during the 2007 demolition ofthe Bureau of Indian Affairs school dor-mitory in Holbrook.

In May 2007, a subcontractor forGerald A. Martin Ltd., a New Mexicocorporation, began demolition of thedormitory. As the general contractor thatwas responsible for overseeing the dem-olition activities, Gerald A. Martin Ltd.was required to ensure compliance withasbestos removal and handling proce-dures prior to the demolition of thebuilding. In August 2007, analysis

revealed that materials containingasbestos were disturbed during the dem-olition of the dormitory.

In August 2007, ADEQ issued anOrder of Abatement to Gerald A. MartinLtd. requiring compliance with state andfederal asbestos air quality require-ments. After consulting with ADEQ onmeasures to reduce the health risks asso-ciated with the removal of the contami-nated debris, Gerald A. Martin Ltd.reportedly spent more than $900,000handling and disposing of the asbestosin the demolition debris in accordancewith approved procedures. All of thedemolition debris was removed by Nov.7, 2007.

The consent judgment is subject tocourt approval.
