Analysis of the participatory processduring the multi-level stakeholder forumsGian Autenrieth, MSc thesis Uni Zurich
• expectation towards the forum• skepticism towards the forum and it’s outcome• precognition about such a forum• satisfaction of expectations towards the forum
and it’s outcome• view on power relations among the
forum’s participants• success in raising their primary

Challenges
1. Identifying the appropriate addresseesof the Pamir-Alai TransboundaryStrategy and Action Plan for SLM
2. Planning for the implementation of theStrategy and Action Plan
‘Global Change and the World's Mountains’ Perth, Scotland, 26-30 September 2010
Challenges during the elaboration process
• Different working modes of expert teamsfrom Kyrgyzstan and Tajikistan.
• Finding a common language betweenstakeholders from different levels
• Negotiations between Kyrgyz and Tajik interests and perspectives were required most at the district and national levels and not at the local level.
‘Global Change and the World's Mountains’ Perth, Scotland, 26-30 September 2010
Lessons learnt
• Identification of responsible institutions for implementation of the strategy at the beginning of the project
• Application of new approaches requires appropriate time and resources (WOCAT, MEA etc)
• Consideration of the specifics of Project area (length) while planning field work (Kyrgyz and Tajik team)
‘Global Change and the World's Mountains’ Perth, Scotland, 26-30 September 2010
Next steps
• Study tour fo Switzerland and donormeetings
• Final presentations• Round tables• Policy briefs
