The Applicationwasmade to the Secretaryof State (via the Planning Inspectorate) undersection 37 of the Planning Act 2008 andwas accepted by the Planning Inspectorate(on behalf of the Secretary of State) forexamination on 10December 2018. TheApplication has been given the referencenumber EN020021.

Summaryof the ProposedDevelopment

SPManweb is the licenced electricityDistributionNetwork Operatorwhich ownsandmanages the electricity distributionnetworkwithin Cheshire, Merseyside, NorthShropshire andNorthWales. SPManwebis part of SP EnergyNetworkswhich alsoprovides power to central and southernScotland. SPManweb is the applicant whosubmitted the Application seeking anorder granting development consent forthe Reinforcement to theNorth ShropshireElectricity DistributionNetwork (ProposedDevelopment).

The ProposedDevelopment comprises anew22.5km132kV electrical circuit betweenthe existing SPManweb Substations atOswestry andWem inNorth Shropshire,togetherwith associated temporaryconstructionworks. The circuit would bea combination of underground cables andoverhead line.Works are also required at theexisting Oswestry andWemSubstations toaccommodate the new circuit.

The ProposedDevelopment includes thefollowing elements:

• workswithin the boundary of the existingSPManweb Substation at Oswestryincluding underground cable and theinstallation of electrical switchgear andassociated equipment;

• approximately 1.2kmof 132kVunderground cable betweenOswestrySubstation and a 132kV terminal structureat LongWood (SJ 31132 29877);

• approximately 21.3kmof 132kV ofoverhead line supported by Tridentwoodpoles from the terminal structure at LongWood (SJ 31132 29877) to the existing SPManweb Substation atWem; and

• workswithin the existing SPManwebSubstation atWem including theinstallation of a new132kV to 33kVtransformer.

The ProposedDevelopment also includeswork to facilitate the new electrical circuitincluding:

• undergrounding six short sectionsof existing SPManweb lower voltageoverhead lines in order to ensure safeelectrical clearance for the newoverheadline; and

• temporaryworks required for theconstruction of the newoverhead lineincluding seven temporary laydown areas,welfare unit, security cabin, access tracks,vegetation clearance and reinstatementplanting.

The Application also seeks authorisation forthe compulsory creation and acquisitionof interests in and rights over land andimposition of restrictions, overridingeasements and other rights, the temporaryuse of land, and other ancillary powers.

The Examining Authority’s letter dated20 February 2019 includes a proceduraldecision that an Issue Specific Hearing on theDraft Development Consent Order will beheld at the following date, time and location:
