The fate of the ChisholmTrail Mural, artwork depict-ing Yukon's heritage, hangsin the balance as efforts con-tinue to restore it.

The mural, a creation of Joy Willingham of Verden, isat Fourth and Main in Yukonand highlights an colorfulchapter of American andYukon history, the 19th cen-

tury Old West cattle drive.A former University of Central Oklahoma professor,Bob Palmer, is joining her inhelping to restore the mural.

"This was such an impor-tant part of history for oureconomy," Willingham said.

In 1989 she drew inspira-tion from the longhorn cat-tle owned by the late actor Dale Robertson. The famous Oklahoma born actor, knownfor his cowboy roles, died in 2013. Robert-son had a ranch just north of Yukon. He also

helped dedicate the mural the morning of the first festival. Willingham was a big fan."I loved him," Willingham said. "I really

wish he was still here."At the time, Willingham lived in Yukon

and was involved in the chamber. The mural, done in time for the first Chisholm Trail Festi-val, has adorned the Yukon landscape since. The problem now is that many seasons of rain, snow and blistering sun have taken atoll. The colors have faded and it's in direneed of a restoration.

To effectively do that, it's going to cost$7,500, Willingham said.

"Back when it was done I had a budget of $3,700 and we know what costs have donesince then," she said. Some of the expensewould include use of a scissors lift and otherscaffolding. So far, fund raising is at the$1,000 mark and Willingham hopes formore.

She has enlisted the help ofPalmer, a for-mer art professor at the University of CentralOklahoma. Besides funding challenges, theduo are also facing a deadline.

They want the restoration done prior tothe start of the popular Yukon Czech Festival

Oct. 3."They probably get 15,000 people for

that, so it would be good to have it done bythen," Willingham said.

Palmer is no stranger to putting art on awall.

"I've probably done over 1,800," he said."I told Joy I would be glad to help."

Originally Palmer thought about paintinga new mural, but Willingham told him publicinput favored restoration of the existingmural. At age 68, Willingham knows thismay be one of her last opportunities tomake sure the mural continues in Yukon.

"We will be using paints this time whichshould keep the mural vibrant for manyyears," she said.

I’m hearing lots of acronyms from our audi-tors. Would you please decode those?

Those of us working in technical fields tend totake lots of shortcuts in our conversations. Un-fortunately, we don’t always remember to inter-pret those for our friends. The most commonacronyms in the accounting world are GAAPand FASB. GAAP stands for Generally AcceptedAccounting Principles and are those principlesset by FASB. FASB, or the Financial AccountingStandards Board, promulgates accounting standards for UnitedStates companies. Following these standards results in financialstatements completed in accordance with GAAP. The individualaccounting standards are referred to with references such as

FASB ASC 320-10-35-17. This example is specifically referring tothe Financial Accounting Standards Board’s Accounting StandardCodification topic code 320 (Investments – Debt and Equity Se-curities), subtopic 10 (Overall), section 35 (Subsequent Measure-ment), paragraph 17 (Scope of Impairment Guidance). Thus theacronym FASB ASC with some numbers after it is referring tospecific guidance issued.

I now have some idea of what they are talking about. I’m alsohearing PCC and VIE. What do those mean?

PCC is the Private Company Council. Established fairly re-cently, the PCC is working to recommend standards to FASB thatare options designed specifically for private companies. You mayhave heard the term “big GAAP and little GAAP” which refers toGAAP for large, publicly-traded companies versus GAAP for

smaller privately-owned companies. The PCC has recommendeda handful of standards which are now available to private compa-nies. One of those has to do with the consolidation of VIEs. AVIE is a variable interest entity. A VIE is essentially an entity thatone company controls while not also owning a majority interest. One of the most common forms is when one company ownsreal estate and rents that to another company for operations. Aspecific example would be a manufacturing company owned bya family. The family owns another company which holds all theland and buildings used by the manufacturing company andcharges the company rent. In this situation, the manufacturingcompany may have control over the real estate company eventhough it doesn’t directly own the company. One way this couldhappen is if the manufacturing company guarantees debt on the

real estate or otherwise ensures payments are made. The PCCnow gives the option for a private company to not review such aVIE for consolidation into the financial statements. An exception,if you will, for companies that are not publicly traded.

There are many other acronyms that we could discuss. Hope-fully this gets you started in being able to follow along with yourauditor.
