ՊՐՈՖԵՍԻՈՆԱԼԻԶՄ

ՀԱՇՎԱՊԱՀԻ ԱԿՈՒՄԲ

2016թվականի սեպտեմբերի 29-ին Հայաստանի հաշվապահների և աուդիտորների ասոցիացիայում իր հերթական հանդիպումն անցկացրեց “Հաշվապահի ակումբը”: Այս անգամ այն ամբողջությամբ նվիրված էր Հայաստանի Հանրապետությունում աուդիտի ոլորտի ընթացիկ զարգացումներին: Թեմայի հրատապությամբ ու կարևորությամբ պայմանավորված` կազմված էր հարցերի բավական լայն շրջանակ և ընդգրկված էր տարբեր կառույցներ ներառող մասնակիցների ներկայացուցչական կազմ: Ներկա էին ՀՀ ֆինանսների նախարարության ներկայացուցիչներ, ՀՀԱԱ խորհրդի անդամներ, USAID-ն և WB-ն ներկայացնող պաշտոնյաներ, աուդիտորական ընկերությունների ներկայացուցիչներ:Բացման խոսքով հանդես եկավ ՀՀԱԱ գործադիր տնօրեն Լևոն Խաչատրյանը, ով ողջունեց Ակումբի մասնակիցներին, հյուրերին, ներկայացրեց բանախոսներին, օրվա ծրագիրը և համոզում հայտնեց, որ հարցի շուրջ ծավալվող քննարկումները, հարց ու պատասխանի ձևաչափը կբերեն արդյունավետ եզրահանգումների և հիմք կդառնան ոլորտում առկա բազմաթիվ խնդիրների լուծման:ՀՀԱԱ աուդիտի ոլորտում առկա խնդիրները ներկայացրեց ՀՀԱԱ աուդիտի հանձնաժողովի նախագահ Գնել Խաչատրյանը, ով

հանգամանորեն, վերլուծաբար անդրադարձավ ԱՄՍ-ների փոփոխությունների թարգմանության անհրաժեշտության, հրապարակման և կիրառման, աուդիտի որակի վերահսկողության հարցերին: Աուդիտի ստանդարտների վերաբերյալ նշեց, որ

ԱՄՍ-ները հայերեն հրապարկվել են 2011թ.-ի դեկտեմբերին, 2009թ.-ի ԱՄՍ-ների անգլերեն տարբերակի հիման վրա, սակայն թարգմանվել էր միայն մի մասը՝ մոտ 60%-ը, որը վերաբերում է ֆինանսական հաշվետվությունների աուդիտին

ԱՄՍ-ներում նշանակալի փոփոխություններ Աուդիտի ու Հավաստիացման Միջազգային Ստանդարտների Խորհրդի կողմից հրապարակվել են 2015թ.-ի դեկտեմբերին, մինչ այդ կատարվել են նաև այլ փոփոխություններ և զարգացումներ, սակայն որևէ հայերեն թարգմանություն այս ընթացքում չի կատարվել: Այնինչ հրատապ փոփոխություններն ուժի մեջ են մտնում 01.01.2017թ.-ից:Անդրադառնալով ԱՄՍ 700- աուդիտորական եզրակացությանն առնչվող վերանայված ստանդարտին, նշեց, որ աուդիտորական եզրակացության կառուցվածքը և բովանդակությունը նշանակալիորեն փոխվել են: Վերանայված ստանդարտն ուժի մեջ է մտնում 15.12.2016թ.-ից հետո ավարտվող ՖՀ-ների աուդիտների համար: Այսինքն` ՀՀ-ում 01.01.2017թ.-ից հետո տրվող աուդիտորական եզրակացությունների համար:Գ. Խաչատրյանը վերլուծաբար ներկայացրեց հնարավոր տարբերակները.1. Թարգմանել և կիրառել. սակայն ՀՄԴ պահանջներով թարգմանության համար ամիսներ է պահանջվում, ուստի մինչև 2017թ. հունվար հրապարակելը իրատեսական չէ:

Ըստ 1931 որոշման` ստանդարտները թարգմանվել և հրապարակվել են ՀՄԴ համաձայնությամբ, և համապատասխանում են միջազգային ստանդարտներին:

2. Հին ձևով, որը նշանակալիորեն տարբերվում է նոր ձևիցԿլինի ապակողմնորոշող, քանի որ տվյալ ձևաչափի ու բովանդակության եզրակացությունը նշանակալիորեն չի համապատասխանում ԱՄՍ-ին:

Համաձայն “Աուդիտորական ..” օրենքի կետ 11-ի, “Աուդիտի ստանդարտները սահմանում է ՀՀ Կառավարությունը՝ ԱՄՍ-ի հիման վրա: Համաձայն 29.12.2011թ.-ի N1931 որոշման. “Հրապարակել և ՀՀ-ում կիրառության մեջ դնել ԱՄՍ-ները հայերենով՝ համաձայն հավելվածի”:

3. Հին ձևով՝ ներառելով հղում ԱՄՍ-ները հրապարակելու կառավարության որոշմանը

Այն կկորցնի արժեքը միջազգային ներդրողների կողմից,

Կանտեսի ՀՀ-ում աուդիտի եզրակացության օգտագործողների շահերը, քանի որ նորում առկա են զգալի բարելավումներ և հստակեցումներ:

4. Վերանայված նոր տարբերակը՝ առանց պաշտոնական թարգմանության

Կարող է հանգեցնել տարբեր տերմիների ու նախադասությունների օգտագործման` կորցնելով համադրելիությունը, ու ապակողնորոշել օգտագործողներին

Չի համապատասխանի “Աուդիտորական գործունեության մասին” օրենքին

Չի համապատասխանի ՀՄԴ-ի թարգմանության պահանջներին:ԱՄՍ 701 նոր ստանդարտը ներկայացնելիս նշեց, որ այն ամենանշանակալի նորամածությունն է ԱՄՍ-ներում, որը նույնպես ուժի մեջ է մտնում տարեվերջին: Այն վերաբերում է “Key Audit Matters” –“Առանցքային աուդիտորական հարցեր”-ին, որոնք որոշ հանգամանքներում ներառվում են աուդիտորական եզրակացության մեջ: Դրանք ՖՀ-ների աուդիտի ընթացքում բացահայտված այն հարցերն են, որոնք.

Ամենակարևորն էին աուդիտի ընթացքում;

Պահանջում էին բարդ և սուբյեկտիվ դատողություններ:

Աուդիտորը առանձին պարագրաֆով նշում է, թե ինչու է այդ հարցը դիտվել առանցքային, ինչ ընթացակարգեր են կիրառվել, և ինչպիսին էին արդյունքները:

Այս մոտեցումը արդեն մի քանի տարի կիրառվում է Բրիտանիայում և դրական արձագանք ունի:

Պարտադիր պահանջվում է գնանշված կազմակերպությունների համար

Աուդիտորի կողմից նպատակարմար դիտվելու դեպքում Իրավական պահանջների առկայության դեպքում:

Բանախոսը նկատեց, որ առանց 701-ի կիրառման գնանշվածների եզրակացությունը օտարերկրա ներդրողների

համար կկորցնի իր արժեքը, ՀՀ-ում եզրակացություններից օգտվողները չեն ստանա կարևոր

տեղեկատվություն: Աուդիտի որակի ապահովման խնդրին անդրադառնալով` Գ. Խաչատրյանը ներկայացրեցՀՀ-ում Աուդիտի որակի վերահսկողության հիմնական ու հարակից կառույցները.

Պատվիրատուները և դոնոր/կրեդիտոր կազմակերպությունները Հարկային տեսչությունը

Առանց աուդիտի որակի պատշաճ վերահսկողության Աուդիտի արժեքը և հեղինակությունը լուրջ հարցականի տակ է դրվում:

2014թ.-ին աուդիտի պարտադիր պահանջը հանվեց,

որոշ գործատուներ դժգոհում էին, որ պարտադիր աուդիտը իրենց ոչնիչ չի տալիս, այլ միայն լրացուցիչ ծախս;

Հանելու պահանջը ներկայացրել էր ՊԵԿ-ը՝ պնդելով, որ այն ընդամենը լրացուցիչ բեռ է բիզնեսի համար

տեղական փոքր աուդիտորների կողմից տարեկան 40-80 կազմակերպությունների պարտադիր աուդիտի անցկացում – ՖՆ-ն 2012 & 13թ.-ներին հրապարակել էր պարտադիր աուդիտի ամփոփումը, որտեղ առաջին տասնյակում միայն երկու միջազգային աուդիտորական կազմակերպություններ կային:

Մատնանշելով այս հարցում եղած խնդիրները, Գ. Խաչատրյանը առանձնացրեց դրանցից մի քանիսը.

պարտադիր աուդիտի ոչ պատշաճ շեմը չգործող կազմակերպություներ՝ մեկ միլիարդ շեմով, մեկ անգամյա մեկ միլիարդ իրացումը՝ օրինակ

ներմուծումից, շատերը հրաժարվեցին աուդիտից՝ նախընտրելով

վարչական տուգանքը –30% (950-ից՝ մոտ 300) չէր անցնում; <http://armlur.am/51770/>:

Հրապարակման պրոցեսի խրթին լինելը. տարբեր թերթերում ու կայքերում, հրապարակվում էր միայն աուդիտորի եզրակացությունը, կամ դրա հետ մի քանի հաշվետվություն:

Գ. Խաչատրյանը մտահոգություն հայտնեց, որ Աուդիտի որակի պահպանումը երբեմն հարցական է.

Մի քանի աշխատակիցներով ընկերությունն իրականացում է մեծ քանակի աուդիտ,

Աուդիտորական եզրակացությունը կամ կից ՖՀ-ները պատշաճ չեն:

Նաև արտահայտվում են դժգոհություններ, որ.

անկախությունը և էթիկայի նորմերը չեն պահպանվում,

կիրառվում է գնային դեմպինգ՝ անտրամաբանական ցածր գներ:

Գ. Խաչատրյանը իր խոսքի ավարտին դիմելով հանդիպման մասնակիցներին` նշեց, որ կան նաև բազում այլ խնդիրներ, որոնց

վերաբերյալ անկնկալում է ներկաների արձագանքը, ինչպես նաև, բարելավմանն ուղղված առաջարկներ:

Աուդիտի որակի վերահսկողության առկա արդյունքները, խնդիրները, առավել հաճախ հանդիպող թերությունները ներկայացրեց ՀՀ ֆինանսների նախարարության աշխատակազմի աուդիտորական գործունեության հսկողության տեսչության պետ Արկադի Մանուկյանը: Նա ներկայացրեց թվեր ու փաստեր տեսչության կողմից նախորդ տարվա ընթացքում հարուցված վարչական վարույթների, ստուգումների և ուսումնասիրությունների թվի, ինչպես նաև բացահայտված իրավախախտումների ու դրանց համար նշանակված տուգանքների չափի վերաբերյալ:Աուդիտի ոլորտի առկա զարգացումներին և մարտահրավերներին անդրադարձավ ՀՀ ֆինանսների նախարարության հաշվապահության, աուդիտի և ոչ ֆինանսական ոլորտի մեթոդաբանության վարչության պետ Կարեն Ալավերդյանը: Նա իր խոսքում շեշտադրեց հատկապես աուդիտի միջազգային ստանդարտների թարգմանության խնդիրը, կարևորեց որակյալ թարգմանության անհրաժեշտության հարցը: Կ. Ալավերդյանը մտահոգություն հայտնեց այն առնչությամբ, որ միջազգային ստանդարտների թարգմանությունը ժամանակատար ու ծախսատար աշխատանք է, որոշակի ընթացակարգերի պահպանման պահանջ է դնում, սակայն խնդրի շուրջ արդեն խորհրդակցում և բանակցում են դոնորների հետ և հույս ունեն, որ մինչև տարեվերջ կունենան նորացված ստանդարտները: Անդրադառնալով որոշ ստանդարտների արդեն առկա թարգմանված նյութին, պրն. Ալավերդյանը նշեց, որ կարելի է հրատապ կարգով մասնագիտական խմբագրում և վերանայում կազմակերպել և ամենաանհրաժեշտ ստանդարտներն առաջնային կարգով հրապարակել:Կ. Ալավերդյանը անդրադարձավ նաև ԵՏՄ անդամ երկրների`աուդիտորական նույն դաշտում գտնվելու հարցին և փաստեց, որ ամբողջ ԵՏՄ տարածքում անդամ երկրները ազատորեն կարող են աուդիտորական գործունեություն ծավալել:

Աուդիտի որակի բարելավման վերաբերյալ իր դիտարկումներով հանդես եկավ ՀՀԱԱ խորհրդի նախագահ Հովհաննես Պետրոսյանը` ներկայացնելով “Հաշվապահական հաշվառման մասին”, “Աուդիտորական գործունեության մասին” և “Հաշվապահական հաշվառման և աուդիտորական գործունեության կարգավորման և հանրային վերահսկողության մասին” ՀՀ օրենքների նախագծերում առաջարկվող փոփոխությունները: ՀՀԱԱ նախագահը հանգամանորեն անդրադարձավ նաև Պալատի խնդիրներին և գործառույթներին:

Արծարծված հարցերի շուրջ քննարկումը շարունակվեց նաև հարց ու պատասխանի, մտքերի փոխանակության, բանավեճի ձևաչափով:

ՀԵՏԱՔՐՔԻՐ Է

Ճապոնական մենեջմենթն ընդդեմ ռուսականի

Մի անգամ ռուսական և ճապոնական ֆիրմաները որոշեցին թիավա-րության գծով մրցույթ անցկացնել:Նշանակված օրը մրցույթը տեղի ունեցավ, և ճապոնացիները մեկ մղոն տարբերությամբ հաղթեցին:

Ռուսները խորհրդատվական ծառայությանը վճարեցին իրենց անհա-ջողության պատճառները պարզելու համար: Վերջինս բացահայտեց, որ ճապոնական թիմում եղել է ութ թիավարող և մեկ մենեջեր, իսկ ռուսների մոտ հակառակն էր՝ ութը մենեջեր էին և միայն մեկն էր թիավարողի գործառույթ կատարում:

Այդ վերլուծության հիման վրա ռուսները հիմնովին վերանայեցին թիմի կառուցվածքը. թողեցին չորս մենեջեր և նրանց գործունեությունը վերահսկող չորս աուդիտորներ, իսկ թիավարողը դարձյալ մեկն էր:

Հաջորդ տարի նորից հաղթեցին ճապոնացիները: Ռուսները ցածր արտադրողականության համար մեղադրեցին թիավարողին, իսկ աուդիտորներին խրախուսեցին անհաջողության պատճառները հայտնա-բերելու համար:

Համաշխարհային տնտեսության գլոբալացում

Մի հանրահայտ լիբերալ տնտեսագետի հրավիրեցին աշխատավորների առջև համաշխարհային տնտեսության գլոբալացման վերաբերյալ դասախոսությամբ հանդես գալու:

– Ինչպե՞ս պարզ ձևով ձեզ ներկայացնեմ այդ գործընթացի էությունը,- մտածկոտ սկսեց դասախոսը, – Ենթադրենք, մեր երկրում  արտադրում են կավից սուլիչներ և դրանք ուղարկում Մոնղոլիա տեղի հովիվներին: Հովիվները ոչխարներ են բուծում, որոնց կաշին ուղարկում են…

– Մեզ, – ասում է մեկը դահլիճից:

– Ոչ: Հենց դրանում է գլոբալացման իմաստը, որ մոնղոլ հովիվներն այդ կաշին ուղարկում են Հունաստան, որտեղ դրանք պահանջվող ձևով մշակվում  են, դարձնում հրաշալի մորթի և ուղարկում …

– Մեզ, – նորից լսվում է դահլիճից:

– Ոչ, կաշին ուղարկում են Ֆրանսիա, որտեղ Փարիզի լավագույն դերձակները կարում են հրաշալի մուշտակներ և դրանք ուղարկում…

– Մեզ,- արդեն հաստատ պնդում է դահլիճից միջամտողը:

– Ի՞նչ եք սկսել մեզ, հա մեզ – զայրացավ տնտեսագետը- տեսնո՞ւմ եք, գլոբալ մտածողությունը բացակայում է: Մուշտակներն ուղարկում են ԱՄՆ և վաճառում Նյու-Յորքի խանութներում:

– Իսկ մե՞զ:

– Իսկ մեզ Բուլղարիայից կավ են ուղարկում, որից մենք սուլիչներ ենք պատրաստում Մոնղոլիայի հովիվների համար:
