Speaker Biographies

Nancy Mendonca, is currently the NASA Deputy in ARMD’s Mission Integration Office (AMIO). The AMIO integrates ARMD’s AAM efforts across the four ARMD Programs and with the AAM community. She served 24 years in the Navy flying H-46 helicopters. Between the Navy and NASA she worked at the Missile Defense Agency, on the Marine Corps MRAP Program and at NTIA working on the Federal Strategic Spectrum Plan. She graduated from the U.S. Naval Academy with a B.S. in Aeronautical Engineering and subsequently eared M.S. degrees in Aeronautical Engineering and National Security and Strategic Studies. She is also a Certified Public Accountant and has currently prioritized rescuing Great Danes and riding horses over flying helicopters.

Kevin Johnston is a meteorologist in the Aviation Weather Division, Policy and Requirements Branch within the FAA. Kevin moved (June 2019) into this position and one of his responsibilities is weather related activities associated with Unmanned Aircraft Systems. Prior to this, Kevin was the Chief Meteorologist for the Director of FAA System Operations where he provided advice on weather related issues for Traffic Flow Management. Kevin moved to the FAA in November of 2008 after leaving the National Weather Service where he was the Aviation Services Branch Chief. Kevin is a retired Air Force Weather Officer.

Mr. Steven Clarke is the deputy associate administrator for ARMD at NASA Headquarters in Washington, DC. He is responsible for leading long-term strategic, portfolio, and budget planning and analysis for ARMD to guide long-term portfolio requirements and program balance to meet national needs.

He oversees mission directorate operations and organizational development, as well as supervises the Portfolio Analysis and Management Office. He authoritatively represents ARMD on behalf of the associate administrator as needed, at agency governance councils, inter-agency councils, and with external stakeholders.

He has received numerous awards during his career, including the Presidential Rank Award and NASA's Exceptional Achievement Medal for outstanding leadership.

Clarke earned a bachelor’s of science degree in engineering and a master’s of science degree in engineering management from the University of Central Florida.

Dr. William Bauman has thirty-nine years of experience in aerospace meteorology including twenty years as a meteorologist and Air Force officer, fourteen years in private industry managing government programs, and five years in Federal civil service.

Dr. Bauman presently manages the FAA’s NextGen Aviation Weather Division with major program segments including the Aviation Weather Research Program, Weather Technology in the Cockpit, Weather Observation Improvements, Weather Forecast Improvements, Weather Technology Transition, and other Air Traffic Organization weather projects.

Michael Murphy is the manager of the FAA NextGen Aviation Weather Division; Policy and Requirements Branch and the US member to the International Civil Aviation Organization Meteorology Panel. `

Gordon Rother currently works for the Flight Standards, Air Carrier Operations Branch at the FAA and is supporting the Aviation Weather policy and procedures. He recently worked for Flight Standards Technical Programs, as an Aviation Weather Subject Matter Expert working with Air Traffic, NOAA, NWS, AWC and industry on weather related issues. Mr. Rother came to the FAA in 2001 after 15 years of air carrier Dispatch and Management experience, which included both domestic and international operations. In addition, he held positions as Assistant Dispatcher, Dispatcher, Supervisor/Training Dispatcher, Chief Dispatcher and Director of Systems Operations Control for three 121 airlines, (Spirit of America, Mesaba Airlines, and Sun Country Airlines). He holds a Private Pilot SEL certificate and Aircraft Dispatcher Certificate.

Mark Zettlemoyer works for NOAA’s National Weather Service in the Aviation and Space Weather Services Branch, serving as a liaison to the Federal Aviation Administration’s Office of NextGen, the Next Generation Air Transportation System. Mark has bachelor’s and master’s degrees in meteorology from Penn State and Florida State, and joined NWS after 27 years in the Air Force, where he supported everything from “low and slow” Army helicopter training to fighters, and air mobility operations across the Pacific. As one of five NextGen partner agency liaisons to the FAA NextGen Office of Collaboration and Messaging, he’s engaged in various cross-agency issues, such as new entrants to the national airspace system, cyber security, and interagency data exchange.
