In fact, ABA is not only used to help teach any number of essential skills (communication skills, social skills, self-help skills, etc.), but it is also used to address a variety of behavioral challenges. The overall goal of ABA is to help individuals become more independent which, we hope, will lead to happier and more satisfying lives. My advocacy organization, ABA in PA Initiative, is dedicated to public education and was started to help families like yours obtain ABA therapy. In addition to the ABA in PA Provider Directory (hereby referred to as ‘The Directory’), you can use the website (abainpa.com) to learn information about ABA or to follow us for information sent out regularly via our Facebook and Twitter links. For example, for families who don’t think they are getting what they need or think ABA “isn't working" there is a document on the website titled “How Would I Know My Child Was Getting ABA” to help families better evaluate the services they are receiving. ABA can be obtained from either private agencies or public agencies (now referred to as Intensive Behavioral Health Services (IBHS); previously known as Behavioral Health Rehabilitation Services (BHRS)/Wraparound). Please note a growing number of private agencies are now accepting Medical Assistance (MA) as a means of payment so closely monitor The Directory for updates. We usually update The Directory every 3-4 months so please check back often! We know for ABA to be implemented properly, clinicians with appropriate education, supervision, and credentialing are needed. Without such clinicians, it will be impossible for your child to obtain the help he/she truly needs. As a result, always make sure the clinicians working with your child have one the following credentials - Board Certified Behavior Analyst (BCBA), Board Certified Assistant Behavior Analyst (BCaBA), or Registered Behavior Technician (RBT)/Behavior Technician (BT). Finally, an unfortunate reality in Pennsylvania is the availability of ABA services is outpaced by the demand for ABA services. This fact makes the process of securing ABA that much more difficult. 1) Contact your insurance provider and tell them you have not been able to find an ABA provider (BCBA, BCaBA or RBT/BT) and that you need their help. See what they recommend. If necessary, ask to go “out-of-network” to get your child ABA services faster if “in-network” options are not available. - Your insurance provider could be a private company (Aetna, Cigna, Highmark, TRICARE, etc.) or Medical Assistance (MA). If Medical

Assistance (MA) be sure to contact your child’s care manager at your Managed Care Organization (MCO). The MCO’s in Pennsylvania include the following: PerformCare, Community Care Behavioral Health (CCBH), Community Behavioral Health (CBH), Magellan Behavioral Health, or Value Behavioral Health.

2) At the same time, contact the government by email at [email protected] and copy Rachel Mann at [email protected] at the Disability Rights PA and tell them what is going on. They can follow your case to help make sure your child gets the services he or she needs.

UPDATES FOR THE MOTHER’S DAY 2020 EDITION This update of The Directory contains a number of changes to our agencies/providers and I want to bring specific attention to the following:

• We have two new additions to The Directory- Helping Hands Family (ABA and social skills programming) and NeurAbilities. WELCOME ABOARD!!!

• There has been a variety of updates (highlighted in yellow) to agencies in terms of contact information, services/staff qualifications, counties served, and payment options accepted. These agencies include ABA2Day Behavior Services, All Bright ABA, ADERS, Behavior Analysis and Therapy Partners, Behavior Frontiers, Brandstein Family Services, BTI Group LLC, DCS Applied Behavior Analysis, Exceptional Learning, Expressive Pathways, Foundations for Growing, Helping Hands Family, The Hope Learning Center, Journey Center, Keystone ABA, Lovaas Institute for Early Intervention, Matrix, Melmark, PAAC, and Verbal Beginnings.

• The status of the following agencies has changed (moving to either blue or green): ABA Support Services, ABA2Day Behavior Services, Achieving True Self, Allegheny Behavior Analysis Services, ADERS, Behavior Analysis and Therapy Partners, Behavior by Design, Behavior Therapy International, Brett DiNovi & Associates, Connecting the Pieces, Dean Behavioral Consulting, EBS Children’s Therapy, Expressive Pathways, Journey Center, Keystone ABA, K.W. • There have been three (3) agencies removed from Table #1 of The Directory for various reasons. These agencies are Connect Plus Therapy, Family Autism Center at Penn Foundation (not providing ABA services as part of IBHS programming), and FUNctional Connections (not pursuing IBHS licensure).

The team continues to contact agencies regarding the new regulations for services to children and adolescents under Pennsylvania’s Medicaid (Medical Assistance/MA) program. Our questions to each agency remained the same: a) whether the new regulations apply to their agency and b) if they do, whether or not the agency is going to obtain licensure to service children in need of ABA. For the purposes of consistency, we used the same color-coding system to designate the status for each agency:

• Green- licensure does not apply or licensure has been attained • Blue- licensure is in process • Orange- a response to our inquiry has not yet been received or the agency is still in the decision-making process about licensure

We also want to point out additional information you will see in this update. First, any changes to contact information, services and staff certification, county/counties served and payment methods are highlighted in yellow. Second, an additional row in the services and staff certification section was added to identify those agencies offering telehealth/telemedicine/video options. This is valuable information to have during this time of COVID-19 restrictions. Finally, we expanded the glossary so acronyms could be used more prominently in the services and staff certification section in efforts to shorten the length of The Directory.

The Pre-Teen Group is geared for individuals between the ages of 9-14 years. Our Teen/Adult Group is geared for individuals between the ages of 15-21 years. Group Information Interactive play groups (ages 3-10), Lego-based therapy groups (ages 5-16), teen social skills groups (ages 13-18), and social thinking based group (ages 6-12) are offered year-round on evenings and weekends during once-weekly 8-week sessions. Glossary of Acronyms TERM DESCRIPTION ABA ABA stands for Applied Behavioral Analysis. Applied Behavior Analysis (ABA) methodology involves the application of basic behavioral practices (positive

reinforcement, repetition, prompting, etc.) to facilitate the development of language, positive skills, and social behavior as well as to help reduce everyday social problems and serious behavior disorders.

ABLLS (and ABLLS-R) ABLLS stands for Assessment of Basic Language and Learning (and ABLLS-R stands of Assessment of Basic Language and Learning-Revised) ACT ACT stands for Acceptance and Commitment Therapy. ACT is a form of counseling and a branch of clinical behavior analysis. It is an empirically-based

intervention that uses acceptance and mindfulness strategies mixed in different ways with commitment and behavior-change strategies to increase psychological flexibility.

ADLs ADLs stand for Activities of Daily Living. ADLs are routine activities people perform daily/weekly including things such as eating, bathing, dressing, toileting, preparing meals, attending to laundry, completing chores, etc.

ADOS ADOS stands for Autism Diagnostic Observation Scale. The ADOS is an instrument for diagnosing and assessing autism. The protocol consists of a series of structured and semi-structured tasks that involve social interaction between the examiner and the person under assessment.

AIM AIM stands for Accept, Identify, Move. AIM introduces and blends together the concepts of Mindfulness, ACT, and ABA to promote adaptive and flexible behavior which leads to positive behavior change. AIM seeks to improve the lives of children with or without disabilities who struggle with social and emotional challenges.

ASD ASD stands for Autism Spectrum Disorder. ASD is a group of complex neurodevelopmental disorders that can cause significant behavioral, communication and social challenges for an individual. People with ASD may behave, communicate, interact, and learn in ways that are different from most other people. The learning, problem-solving, and thinking abilities of people with ASD can range from gifted to severely challenged. Some people with ASD need a large array of services to help in their daily lives while others need much less.

AFLS AFLS stands for Assessment of Functional Living Skills. AFLS s a criterion-referenced skills assessment tool, tracking system, and curriculum guide. AFLS is used for teaching children, adolescents, and adults with developmental disabilities the essential skills they need in order to achieve the most independent outcomes.

BACB BACB stands for the Behavior Analysis Certification Board. BACB is an independent, nonprofit certification board started to establish standards for what constitutes being qualified to practice Applied Behavior Analysis (ABA) in addition to setting ethical and legal codes to which all BCBAs are bound. Begun in the early 1990s, this credential has quickly swept international boundaries and is now becoming the standard by which insurance companies determine eligibility for payment as an ABA service provider.

BCaBA BCaBA stands for Board Certified Assistant Behavior Analyst. The BCaBA is an undergraduate-level certification in behavior analysis. Professionals who are certified at the BCaBA level may not practice independently, but must be supervised by someone certified at the BCBA/BCBA-D level. In addition, BCaBAs can supervise the work of Registered Behavior Technicians (RBTs), and others who implement behavior-analytic interventions.

BCBA BCBA stands for Board Certified Behavior Analyst. The BCBA is a graduate-level certification in the field of behavior analysis. Professionals who are certified at the BCBA level are independent practitioners who provide behavior-analytic services. In addition, BCBAs supervise the work of Board Certified Assistant Behavior Analysts (BCaBAs), Registered Behavior Technicians (RBTs), and others who implement behavior-analytic interventions.

BCBA-D BCBA-D stands for Board Certified Behavior Analyst-Doctoral. The BCBA-D is a designation for BCBAs with doctoral training in behavior analysis. It is not a separate credential and it does not grant any special privileges above or beyond the BCBA credential. Professionals who are credentialed at the BCBA-D level function in the same capacity as a BCBA (i.e., they are independent practitioners who provide behavior-analytic services). BCBA-Ds supervise the work of Board Certified Assistant Behavior Analysts, Registered Behavior Technicians, and others who provide behavior-analytic interventions.

BHMCO (or MCO for short)

BHMCO (or MCO for short) stands for Behavioral Health Managed Care Organization (or Managed Care Organization for short). A MCO is a health care provider or a group or organization of medical service providers who offers managed care health plans. It is a health organization that contracts with insurers or self-insured employers and finances and delivers health care using a specific provider network and specific services and products. By contracting with various types of MCOs to deliver Medicaid program health care services to their beneficiaries, states can reduce Medicaid program costs and better manage utilization of health services. Improvement in health plan performance, health care quality, and outcomes are key objectives of Medicaid managed care. There are 5 MCO’s within the Commonwealth of Pennsylvania. Specific names and contact numbers are provided in a table on the following pages.

BHT BHT stands for Behavioral Health Technician. BHTs work alongside other healthcare professionals to administer treatment plans and provide care to patients diagnosed with behavioral disorders. BHTs can work with children with autism; however, they work under less stringent standards of education and experience than, let’s say, Registered Behavior Technician (RBT).

BIP BIP stands for Behavior Intervention Plan. A BIP is simply a plan that is designed to reward and reinforce positive behaviors. BIPs look different in every instance because they are customized to a specific person and toward specific behaviors.

DTT DTT stands for Discrete Trial Training. DTT is a technique used by practitioners of ABA that was developed by Ivar Lovaas. DTT is a practitioner-led, structured instructional procedure that breaks tasks down into simple subunits to shape new skills.

EI EI stands for Early Intervention. EI is a Is the term used to describe the services and supports that are available to infants, toddlers and preschool-age children with developmental delays and disabilities and their families. Services may include specialized instruction, speech/language therapy, physical therapy, occupational therapy, and other types of services based on the needs of the child and family. In Pennsylvania EI services are provided for children ages 0-5 and divided into 2 groups: ages 0 to 3 (infant/toddler) and ages 3 to 5 (preschool).

ESY ESY stands for Extended School Year. ESY services are special education and related services provided to students with disabilities beyond the regular 180-day school year. ESY services are provided during breaks in the educational schedule to prevent this loss. There are seven factors the IEP team must

consider to determine if a student is eligible for ESY services. No one factor by itself can be used to determine eligibility for ESY (all 7 factors must be considered by the IEP team), but please realize a child may be eligible by meeting just one of the criteria. ESY must be considered each year for every child with a disability at the IEP meeting.

FA FA stands for Functional Analysis. FAs manipulate environmental conditions to evoke challenging behavior. This is done to demonstrate control over the behavior. If the professional (i.e. BCBA) can predictably create a condition that evokes the behavior, he/she identifies the function of the behavior within a reasonable degree of certainty. A FA must be completed by an experienced professional as it requires contriving conditions in specific ways in an attempt to elicit behavior.

FBA FBA stands for Functional Behavior Assessment. A FBA collects a variety of data about an identified behavior to evaluate the conditions in the context within which it’s already occurring. Professionals (i.e. BCBAs) collect these data through both direct and indirect methods such as observation, interviews and data collected by collaterals. When a pattern emerges through the evaluation of these data, the professional forms a hypothesis about the function. Professionals must express clearly that their conclusions are a hypothesis and should not assume their conclusions are fact.

IBHS IBHS stands for Intensive Behavioral Health Services. IBHS replaced Behavioral Health Rehabilitative Services (BHRS) as of January 17, 2020. ISP or IFSP ISP stands for Individual Service Plans and IFSP stands for Individual Family Service Plans. An ISP or IFSP is both a process and a document for children

found eligible for EI services (ages 0-3). The IFSP is a written treatment plan that maps out the EI services your child will receive, as well as how and when these services will be administered. It details your child’s current levels of functioning, specific needs and goals for treatment (referred to as outcomes). The IFSP takes a family-based approach to services, due to the central concept that supporting a child’s family lends itself to supporting the child. As such, the IFSP is developed with input from the child’s entire family, and it includes features that are designed to support the entire family.

LBS and BSL LBS stands for Licensed Behavior Specialist (LBS) and BSL stands for Behavior Specialist License (BSL). A LBS or a professional with a BSL must have a Master’s Degree or higher or a Post-Master’s Certificate in Behavioral Analysis; Special Education; Speech Therapy; Psychology (School, Clinical, Counseling or Developmental); Professional Counseling; Social Work; Occupational Therapy; or Nursing (the "named fields”) or in a field related to a “named field.” This person must demonstrate 90 hours of evidenced based coursework/training, must have 1 year of experiencing developing and implementing functional behavior assessments, and must have completed 1000 hours of clinical experience with individuals with behavioral challenges or individuals with an autism spectrum disorder.

LCSW LCSW stands for Licensed Clinical Social Worker. The LCSW is a sub-sector within the field of Social Work. LCSW's work with clients in order to help deal with issues involving mental and emotional health. There are a wide variety of specializations on which the Licensed Clinical Social Worker can focus including specialties such as working with mental health issues, substance abuse, public health, school social work, medical social work, marriage counseling or children and family therapy.

MT MT stands for Mobile Therapist. A MT provides individual and family psychotherapy in the home environment, provides insight into family dynamics, provides assistance in the development of adaptive skills in order for the client to take a more positive role in the family, and provides clinical progress notes and development of psychotherapy treatment plans. The MT is a master’s level position with certification in a field such as Clinical Psychology, Counseling, Clinical Social Work, etc. Please note, not all MTs are BCBAs, but a BCBAs can be a MT. This is an important distinction to make. When securing ABA services for your child, the standard is for the MT to be a BCBA.

NET NET stands for Natural Environment Training. NET is a term that is used for when skills are taught or generalized within the natural environment. For example, you might teach a student to receptively and expressively label colors at the table. Then, during NET, the student would get to practice the skill by labelling colors of crayons that you’re using or asking for colors of Play-doh found in the basket.

PBSP PBSP stands for Positive Behavior Support Plan. A PBSP emphasizes positive behavior based on the unique characteristics of the individual. Each PBSP takes into account the unique characteristics and needs of each person, as well as the specific characteristics, strengths, and resources of each environment the individual will experience.

PEAK PEAK stands for Promoting the Emergence of Advanced Knowledge. The PEAK: Relational Training System is a comprehensive approach to Applied Behavior Analysis (ABA) which embraces traditional verbal behavior accounts of basic language and incorporates contemporary behavior analytic strategies for promoting relational responding which are responsible for our ability understand and use language.

PRT PRT stands for Pivotal Response Training. PRT is one of the most proven behavioral approaches for treating children with ASD. Drawn from ABA, PRT is a play-based method that targets improving “pivotal” development areas instead of individual behaviors. It’s based on the idea that changes in pivotal responses would spark widespread progress in other developmental areas.

RBT (or BT for short) RBT stands for Registered Behavior Technician. The RBT is a paraprofessional who practices under the close, ongoing supervision of a BCBA or BCaBA. The RBT is primarily responsible for the direct implementation of behavior-analytic services. The RBT does not design intervention or assessment plans. It is the responsibility of the RBT supervisor to determine which tasks an RBT may perform as a function of his or her training, experience, and competence. The BCBA supervising the RBT is responsible for the work performed by the RBT on the cases they are overseeing.

VB VB stands for verbal behavior. Based in the principles of ABA, VB teaches communication by assessing and facilitating the development of language skills. At its core, VB motivates an individual to learn language by connecting words to their functions. Instead of focusing on words as mere labels, VB teaches individuals how to use language to make requests and communicate ideas. A person learns that words and/or language can help obtain desired objects or produce other meaningful results. VB focuses on teaching children to effectively use words and/or language in all types of situations.

VB-MAPP VB-MAPP stands for Verbal Behavior Milestones Assessment and Placement Program. The VB-MAPP is a criterion-referenced assessment tool, curriculum guide, and skill tracking system that is designed for children with autism, and other individuals who demonstrate language delays. The VB-MAPP is based on B.F. Skinner’s (1957) analysis of verbal behavior, established developmental milestones, and research from the field of behavior analysis.
