Dr.Bancha Saenghiran, Rector

Magnificus of Assumption University, delivered an opening address at the international conference was held atJohn XXIII Conference Center, Assumption University, Suvarnabhumi campus on January 6, 2015. The keynotespeakers were H.E. Dr. Kantathi Suphamongkhon, 39th Thai Foreign Minister, and H.E. Kasit Piromya, 41st

Thai Foreign Minister.

In his eloquent English, H.E. Dr. Kantathi Suphamongkon, former Minister of Foreign Affairs took hisaudience on a comprehensive journey back into the past since colonized period where Thailand was the onlyindependent state. Interestingly, one main theme of his talk is diversity in Southeast Asia. ASEAN perhaps hasalways been the most diverse region on earth in terms of religions, types of political system, languages, distributionof wealth as well as varied degree of national development.

This multi-facet diversity of ASEAN has made the building of ASEAN Community “a formidable task”– far more difficult than the EU experience, he observes.

Moreover, external powers are interested in Southeast Asia. Essentially, these external forces havebeen driving Southeast Asian countries to play the game strategically. During the Cold War, for example, SoutheastAsia was divided into three camps: communist, pro-American, and the neutrals.

ASEAN was born in Bangkok in 1967 then consisting of 5 nation states-all non-communist countries. The end of Cold War enabled Vietnam, Cambodia, Laos and Myanmar to join ASEAN. The presenter alsoshared some little known personal experience with ASEAN one of which was that he was the one who proposedto move up the ASEAN Community to 2015 instead of 2020 as originally agreed.

Of the three pillars of ASEAN, the Socio-Cultural Community was the weakest. To address this weakness,he proposed, the concept of “People Centered ASEAN” needs to be addressed. In his view, for ASEAN to bestrong and competitive, it is vital for its people in member states not to feel remote and independent but rather tohelp one another in concrete terms, for instance, the war in Lebanon, the Philippines should open its embassy inBeirut to Thai nationals in need of assistance.

In sum, ASEAN cohesiveness and competitiveness depends so much on the strengthening of socio-cultural pillar. He then went on talking about ASEAN + 1 and ASEAN + 3, ARF, and EAS.

ASEAN would decide which countries to invite to be members of different cooperation structures.ASEAN would set agendas and host the meetings.

Towards the end of his talk, he suggested numerous useful strategies for Thailand, just to cite a few, strengthen Thailand’s economy from within, encourage innovation and R&D, strengthen Thailand’s small andmedium sized enterprises, and encourage brand building for Thai products.
