BEXAR COUNTY SCHOLARSHIP CLEARING HOUSE

Established in 1961, the Student Aid Center provides information through the Student Aid Library regarding college admissions, financial assistance, a career planning, and international study to students, parents and counselors. On a walk-in basis, individuals use college catalogs, admissions and financial aid reference, computer software programs, and other materials in the library to conduct their own research.

Over 2,600 senior college catalogs, both undergraduate and graduate for the United States, Canada, and Mexico are available for on-premise use. Specialized catalogs are available for art, music, seminaries, military, law, medical, dental, and nursing schools, as well as directories of schools outside North America. The Texas collection includes current catalogs from all public and private, junior and senior colleges and universities in addition to graduate, professional and technical schools.

More than 30 reference works on financial assistance are on file. The references list sources of scholarships, fellowships, grants, and loans for specialized studies, minorities, and the financially needy. Individuals may also search for financial aid through a computer software program. This program lists over 500 financial aid sources for college-bound students.

The Career Development section of the library has occupational literature describing those careers requiring one or more years of college. References include the Dictionary of Occupational Titles, Occupational Outlook Handbook, and related publications.

An International section houses books, pamphlets, and brochures listing international academic and vacation study programs for U.S. citizens. Foreign nationals may use references, which list English language and other study programs available to them in the United States.

The Student Aid Center annually distributes two publications. Each high school in the State of Texas is sent a Compendium listing all Texas colleges and universities, their admission requirements, costs, financial aid information, and deadlines for application; including a Calendar of Scholarships, which lists financial assistance opportunities available to graduating high school seniors, arranged by monthly deadline dates. The

13

other publication lists financial aid opportunities available only to Bexar County high school seniors and is published and distributed to counselors in the San Antonio area.

Seminars on financial aid are conducted by the Student Aid Center staff for high school students and their parents. In addition, high school and college level classes may schedule visits to the Student Aid Center's library.

The Bexar County Scholarship Clearing House, established in 1965, as an adjunct to the Library, serves as a liaison between applicants and scholarship donors. The purpose of the clearing house is to eliminate unnecessary duplication of work on the part of the counselors, students, donors, and parents; to broaden the scope of scholarship opportunities in this area; to expedite processing of scholarships to an earlier period of the senior year; and to standardize scholarship application forms.

Applicants are Bexar County high school seniors who are in the top quarter of their graduating class and are recommended by their counselor. Donors are local organizations who wish to assist high school students in furthering their educational goals. Complete dossiers on student participants are maintained and are available, with proper authorization, to representatives of agencies awarding scholarships.

GI BILL SCHOLARSHIP - POST 9/11

The Post 9/11 GI Bill is the largest investment in veterans’ education since World War II, covering the full cost of an undergraduate education at any public university or college in the country and many private schools for our nation's newest generation of veterans. To qualify for the benefit, a veteran must have served at least 90 days of active duty service post-9/11, or have served 30 days and was discharged due to a service connected injury or illness. Tuition and fee payments can be used at any public or private school but are capped on a per state basis.  The monthly living stipend is based on the Department of Defense Basic Housing Allowance (BAH) for the region. The stipend will be pegged to the E-5 with a dependent rate for the zip code of the school regardless of the pay grade of the veteran.  Veterans will receive $41.67 per credit, but

31

no more $1,000 per year to help pay for books and supplies.

Reservists will continue to receive a percentage of the active duty GI Bill based on the length of their active duty service. However, this new benefit will allow reservists to accumulate active duty service from multiple tours (more service = higher benefits).

The last and most novel feature of the Post 9/11 GI Bill is that currently serving troops have the opportunity to transfer education benefits to a spouse or a child. To qualify for transferability a service member must:

Qualify for the education benefits themselves. Served at least 6 years Active Duty, National Guard or Select Reserves. Agree to commit to 4 more years of service starting August 2009. Have a spouse or dependent(s) enrolled in the Defense Eligibility Enrollment

Reporting System (DEERS) to transfer benefits to.

Commissaries are an integral part of the quality of life offered to service members and their families. The Scholarships for Military Children Program was created in recognition of the contributions of military families to the readiness of the fighting force and to celebrate the role of the commissary in the military family community. It is the intent of the program that a scholarship funded through contributions be awarded annually for each commissary operated by the Defense Commissary Agency worldwide.

The Scholarships for Military Children Program is primarily funded through the generosity of manufacturers and suppliers whose products are sold at military commissaries, worldwide. We encourage military families to take advantage of their commissary benefits that not only provide a savings of more than 30 percent on the products purchased, but also support the military community through programs such as this scholarship. The purchase of products from these companies funds the Scholarships for Military Children program.

FINANCIAL AID - GENERAL INFORMATION (FAFSA)The following programs are supported by the Federal Government and are available at almost any accredited college or university. THEY ARE ADMINISTERED BY THE OFFICE OF FINANCIAL AID at the college, and you should apply directly to that office. Eligibility for Federal Student Aid Programs is based on financial need (except for unsubsidized Stafford and PLUS loans).

There is Federal Financial Aid available - but you need to apply to be eligible. Begin by completing the Free Application for Federal Student Aid (FAFSA) form online at www.fafsa.ed.gov or by contacting your school counselor.

There are three types of Federal Student Aid.

GRANTS are financial aid that students don't have to repay. LOANS are borrowed money that students must repay with interest. WORK-STUDY lets students work and earn money to help pay for school.

Undergraduates may receive all three types of financial aid. Not all schools participate in the Federal Student Aid Programs. Also, not all schools take part in all the programs. To find out which programs (if any) are available, contact the financial aid office at the school you plan to attend.

Application Process

You cannot receive Federal Student Aid unless all your information is complete and accurate.

1. Go to www.pin.ed.gov to apply for your PIN (Personal Identification Number). A PIN is required before you can complete the Free Application for Federal Student Aid online. By providing an e-mail address, you will receive an e-mail response in 1-3 days that contains a link to your PIN. If you are a dependent student, your

92

parents should request a PIN also, so you and your parent can electronically sign your FAFSA online before it is submitted. Safeguard and remember your PIN!

2. The fastest way to complete your FAFSA (Free Application for Federal Student Aid) is online at www.fafsa.ed.gov. A paper FAFSA is available from the Federal Student Aid Information Center (1-800-433-3243) or from your:

o local libraryo high schoolo college or career school

3. One to four weeks after you submit your FAFSA, you will receive your SAR (Student Aid Report). The SAR confirms the information reported on your FAFSA and will tell you your EFC (Expected Family Contribution). The EFC is an index of need that your financial aid administrator will use to determine the amount of federal student aid for which you qualify.

Whether you apply online or by paper, your data will be sent electronically to the schools you listed on your FAFSA. Review your SAR carefully to make sure it is correct and complete.

4. Contact the financial aid administrator at the schools you are interested in attending. They will review your SAR and prepare a letter outlining the amount of aid (from all sources) that their school will offer you.

If you are eligible for federal student financial aid, each school will send you an award letter. The award letter tells you the types of financial aid they will offer and how much you will receive. This combination of aid is your financial aid package.
