Increment Payment

As a follow up to the first article submitted re performance evaluation, this article speaks

to the payment of increments for additional qualifications.

In order to be qualified for increments for additional qualifications, the following

conditions should be noted:

� The qualification must be relevant to the public service

� An employee should be employed in established posts for at least two (2) years

(This is applicable to temporary or contract officers appointed in established post

and receiving the salary and allowances approved for the post)

� The employee should also attain the qualification while employed in the Ministry,

department or Agency

� The qualification and the institution must be accredited by a body which has

legal authority to grant university accreditation.

� Increments are to be awarded on the following bases:

First Degree/ACCA Level 2 - Three (3) increments payable

Masters Degree/Doctorial Degree - Two (2) increments payable

ACCA Level 3/Post Graduate Diploma

Certified Public Account

Associate Degree/ACCA Level 1 - One (1) increment payable

� Eligibility for other professional qualifications should be submitted for assessment

(to the Ministry of Finance).

The department developed and mounted a special exhibition for the Sir William

Alexander Bustamante Floral Tribute, which was held on February 24, 2012 at the

National Heroes Park. The exhibition depicted his role as ‘nation builder’ and

‘humanitarian’. Born February 24, 1884 at Blenheim, Hanover, ‘Busta’, or ‘Chief’’ as he

was affectionately called, was no ‘country bunkin’. He was a part of the bedrock that

led to the ultimate rise of a new Jamaica from the tumultuous 1930’s as trade unionist

extraordinaire and political lion who at all times fought on the side of fair play for all

Jamaicans. It was therefore no surprise when he declared in 1962 which remains

relevant: “let us resolve always to help

those less fortunate among us.” This was

the essence of this great man. We salute

you Busta!

• First Prime Minister of Jamaica

• Died on August 6, 1977

• He was the only living national hero, proclaimed in 1977

• Formed the Bustamante Industrial Trade Union (BITU May 28, 1938)

• In 1961 he was a member of the joint parliamentary committee that

drafted the independence constitution and was also signatory of the

independence agreement

Last year was a year full of challenges but the team worked through those challenges

and found solutions. In this significant year of 2012, we will bolster ourselves and work

towards even greater programming successes.

As you are aware Jamaica Children’s Gospel and Jamaica Gospel Song competitions

have started and so we are rolling.....Kudos to the TEAM.

The Empowered Marlene Pusey-Reid

Everybodi call har ‘Pusey’ an in Islington shi is ‘Aunty Pat’. Born the 6th of February, she is

the second of five siblings (one brother and three

sisters). She attended the Mount Carmel and

Marymount Prep and High Schools and later went

on to the Mico Teachers Training College and the

University of the West Indies, Mona where she

attained a Bachelors Degree in Social Work with

honors.

In a reflective mode Marlene spoke of her days as a

teacher ‘I spent all of 18 months in the classroom,

first at Enfield All Age in St Mary and then Glengoffe

High in St Catherine’. The strong pull for the

corporate world however, motioned her to Social

Development Commission (SDC) where she spent 11 years; then to the Combined

Disabilities Association as Executive Director for 5 years. Smilingly she said ‘I have always

had a strong connection with culture and cultural activities, therefore when the

vacancy opened at the St. Catherine Office I immediately applied and joined the staff

of the JCDC on January 2, 1998’.

Being an individual of worth and empowerment it is no doubt that she is actively

involved in serving her community. She has been for a number of years the Vice

Chairperson for the Islington High School Board; a member of the Women’s Fellowship

at her church; President of the St Mary’s Foster Parent Association and an active Foster

Parent. Pusey is also Regional President for the North/Eastern Chapter of the Foster

Parent Association; a Justice of the Peace and presently the secretary of the St Mary

Chapter of the Lay Magistrate Association of Jamaica.

When Pusey’s name is mentioned one tends to think of her numerous uncensored jokes.

This, however, is no indication that she does not attend church; she worships at the

United Church of Jamaica and Cayman Islands, Salem Islington St Mary.

When asked what she likes to do, she said without hesitation ‘I enjoy sewing, playing

internet games, growing potted plants, reading true life stories and I am always

chatting endless foolishness with person with a sense of humour.’

For all who did not know, Pusey is sister to the ‘Famous twins’ Judge Judith Pusey and

Former Olympian Jacqueline Pusey!!!

Indicator of Fraud

Internal Audit Unit staff should have sufficient knowledge of fraud to ensure that they

can identify indicators that fraud might be committed. If significant control weaknesses

are detected, additional tests must be conducted. However, Internal Auditors are not

expected to have the same knowledge as that of a trained detective whose primary

responsibility is to investigate fraud.

What is Fraud?

Fraud may be defined as an intentional act or omission designed to deceive others,

resulting in the company suffering a loss and the perpetrator achieving a gain.

Why do people commit fraud?

Employees who commit fraud generally are able to do so because there is opportunity,

pressure and rationalization. The phases of fraud are best illustrated by The Fraud

Triangle below.
