3. Correspondence – The District has received a certificate of achievement from the Washington State Patrol for its outstanding school bus inspections.

4. Gift to the District – The SkillsUSA program at Aberdeen High School has received a $1,000.00 donation from the state Department of Corrections to help defray costs for students to attend the national competition in Kansas City, Mo., this summer.

Minutes of the Regular Meeting of the Board of Directors – April 21, 2015

At 7:00 p.m. President Sandra Bielski convened the regular meeting of the Aberdeen School Board in the Community Room at Aberdeen High School. Members present were Jennifer Hagen and Jamie Walsh, along with student representative Shelby Cokeley, Superintendent Thomas Opstad and 14 patrons and staff. Director Hagen joined the meeting remotely. Directors Christi Boora and Jeremy Hawkins and student representative Sarah McCauley were excused. A work study for an overview of the 2015-2016 draft budget preceded the meeting.

CALL TO ORDER

On a motion by Jamie Walsh and seconded by Jennifer Hagen, the Board approved the Consent Agenda, which included the minutes of the regular meeting conducted on March 31, 2015, March payroll vouchers 817800 through 817891 totaling $2,606,555.98; General Fund vouchers 818011 through 818092 totaling $325,349.70; ASB Fund vouchers 817998 through 818009 and 818093 totaling $6,492.07, Capital Projects Fund vouchers 817996 and 818010 totaling $141,945.31 and Private Purpose Trust Fund voucher 817997 in the amount of $64.00; granted permission for the Aberdeen High School marching band to travel to Victoria, B.C., to take part in the Victoria Day Parade on May 16-19 and permission for Stevens Elementary School sixth-graders to travel to Camp Bishop for Outdoor School on May 6-8; and received correspondence from the Grays Harbor Juvenile Detention Center regarding the county’s capacity to continue serving students in 2015-2016.

CONSENT AGENDA

Student Representative Shelby Cokeley reported on Business Week, which is taking place at the high school. She said it is already proving to be an amazing experience; that she was fortunate to be in a group where she didn’t know anyone and is impressed by the way her classmates have stepped up to work together as if they’ve known each other forever. President Bielski thanked her for her comments and noted that Business Week is a very well respected learning opportunity.

COMMENTS FROM STUDENT REPRESENTATIVES

On a motion by Jennifer Hagen and seconded by Jamie Walsh, the Board adopted a new policy, Policy 2030 Service Animals in Schools. Superintendent Opstad noted that since the first reading, language recommended by Director Christi Boora has been added to clarify that the need for a service animal should be written into a student’s IEP or 504 Plan.

OLD BUSINESS

Superintendent Opstad noted that the exit conference with state auditors regarding the annual audit is scheduled for 8:30 a.m. Wednesday, April 29.

High School. Volunteers are still needed. Anyone interested in finding out more can contact Judy Holliday in the Teaching and Learning Department.

Superintendent Opstad provided an update on the ongoing legislative session, which is almost certain to go into an extended session. In addition to legislation discussed at the March 31 meeting, there is now legislation that would impact levy equalization funds to rural districts.

Superintendent Opstad discussed the funding request received from the Network for Excellence in Washington Schools (NEWS). The organization, which played a lead role in the McCleary vs. State of Washington decision when the courts ruled the state does not adequately fund education, is asking districts throughout the state to pay $1 per student FTE to continue operations. He said any funding provided by districts would be used by to help support the continued litigation probably through 2018. In addition, the attorneys for the plaintiffs are summoned to court periodically because the justices are requiring updates from the state. Aberdeen is listed as a supporter of NEWS and contributed $500.00 in 2011. Superintendent Opstad said he will speak with Bill Keim, superintendent of the ESD 113, before the next meeting to discuss the Board’s questions about the use of public funds given the current status of the case.

Superintendent Opstad reported that he will be taking part in the inaugural meeting of the Juvenile Justice Committee, which is convening to look at how the current system operates and discuss whether there are different approaches to truancy and youth at-risk that might be worthwhile to try.

Superintendent Opstad shared news that Aberdeen High School and Stevens Elementary School have earned Washington Achievement Awards as “high performing” schools.

Superintendent Opstad discussed district use of social media as a communications tool with parents and the community. Facebook and Twitter accounts are under consideration.

Superintendent Opstad discussed Business Week and noted that anyone interested in being a volunteer judge on Friday, April 24, can contact Lynn Green in the Career and Technical Education Department.

Teaching and Learning Director Judy Holliday presented the Teaching and Learning Report for March. Under professional development she reported that Emily Boyce was selected to help score the Math COE (Collection of Evidence) at OSPI and she found it extremely informative and learned a lot that will help her prepare students in the future; the Leadership Team took part in the third session of “Turning High Poverty Schools into High Performing Schools”; the last TPEP session was held for staff completing the Comprehensive Evaluation;

fourth-grade teachers spent a day with David Matteson, a literacy specialist; several staff members attended the NCCE (Northwest Conference for Computer Education) on March 18-20, and assessment coordinators reviewed new information and guidelines on the Smarter Balanced assessments.

Under assessments, she reported that the WELPA (Washington English Language Proficiency Assessment) was administered and returned for scoring; the Reading and Writing HSPEs (High School Proficiency Examination) were given to juniors and seniors who had not yet met standard; the DAPE (Developmentally Appropriate Examination) for Science was administered to 10th – 12th grade students with IEPs who had not met standard in science/biology; 62 students took part in the STAMP language proficiency assessment on Saturday, March 25, and at Aberdeen High School, 10th-grade students were the first to take the “live” Smarter Balanced ELA Assessment.

Under highly capable, she reported that the Highly Capable Team reviewed the data of 14 students who were nominated for the program and two kindergarten students qualified for placement; third, fourth, fifth and sixth grade students in the program attended the ESD-sponsored session, “Understanding River Systems,” at Cosmopolis, and that nominations are currently open for placement in the fall of 2015.

Under AVID she reported that three administrators toured an AVID Elementary School in Puyallup; the BERC Group visited Miller Junior High as part of the annual College Readiness Spark Grant evaluation, AVID staff and counselors have interviewed 85 sixth-grade students who applied for the 7th Grade AVID Elective Class in September 2015.

Business Manager David Herrington presented the Fiscal Status Report for March. Based on the Budget Status Report, the ending fund balance in the General Fund was $1,893,266.34, in the Capital Projects Fund it is $269,424.47, in the Debt Service Fund the total ending fund balance $1,865,832.31, including $200,702.35 in cash, in the ASB Fund, the ending fund balance is $239,661.30, and in the Transportation Vehicle Fund it is $283,781.93. Under enrollment, he reported that after the April 1 count the average annual FTE is 3,147.34, which is 34.54 FTE above budget.

FISCAL STATUS REPORT

Superintendent Opstad and David Herrington reported that the insurance pool made its final payment for the cleanup and repairs at Aberdeen High School. The District had issued a partial payment to Rognlin’s Inc., in the amount of $50,000 because the insurance company had yet to issue payment. After review, the full amount was remitted and final payment to Rognlin’s Inc. is included with the March vouchers. Superintendent Opstad said the district will clarify process for future reference because the other major vendor on the project, ServePro, was paid directly by the insurance company.

CTE Director Lynn Green and Century 21 Coordinator Jan Gravley provided a report on the after-school program under the 21st Century grant. The district is in year two of its second, five-year grant. Program offerings and participation continue to grow. Program activities include academic enrichment, credit retrieval, STEM offerings such as robotics, health and fitness, parent activities and summer school. They said one of the reasons participation has increased is that the district is now able to offer transportation.

21ST CENTURY GRANT

A proposed new policy, Policy 1805 Open Government Trainings, was introduced for first reading. The policy reflects current Board practice and is recommended by the Washington State School Directors’ Association.

POLICY 1805 OPEN GOVERNMENT TRAININGS

A new policy and accompanying procedures, Policy 4007 Social Media, was introduced for first reading. The policy is modeled after one developed by the Olympia School District. Superintendent Opstad discussed the Facebook and Twitter accounts the district is planning to start using.

The next regular meeting of the Board is set for 7 p.m. Tuesday, May 5, 2015, in the Community Room at Aberdeen High School. A work study for continued discussion of the 2015-2016 budget will begin at 6 p.m.

At 8:23 p.m., President Bielski recessed the meeting into an executive session expected to last 15 minutes for the purpose of evaluating the qualifications of applicants for employment. The session began at 8:30 p.m. and the regular meeting resumed at 8:45 p.m.

Following a presentation by Human Resources Director Emily Hetland, on a motion by Jennifer Hagen and seconded by Jamie Walsh, the Board approved the Personnel Report. Under certificated matters, the Board approved the hiring of Cynthia Mitby as the Preschool coordinator at Hopkins Preschool effective 2015-16, Kerry Marl as a science teacher at Miller Junior High School effective 2015-16, Dawn Skorzewski as a functional life skills teacher at Aberdeen High School effective 2015-16, Jason Dore as a language arts teacher for summer school at Aberdeen High School effective June 22 to July 9, Robert Sutlovich as a math tutor for summer school at Harbor High School effective June 22 to July 9, and Richard Stallo as the summer school coordinator at Aberdeen High School effective June 22 to July 29; approved the retirements of Linda Gibbons, a teacher at Hopkins Preschool effective July 1 effective July 1 and Noreen Simpson, principal at Robert Gray Elementary School effective July 1, and approved the hiring of Carolyn Greer as a substitute teacher. Open Government Trainings

The board recognizes the value of meaningful, informed public participation in district deliberations and the need to conduct its affairs in a transparent manner. Within ninety (90) days of taking the oath of office following election or appointment, all directors will participate in trainings regarding the:

1. Open Public Meetings Act; 2. Open Public Records Act; and 3. Public Records Retention.

After the initial trainings, board directors will participate in refresher trainings on these subjects every four years that they hold office in order to remain current with new developments in open government law. Board directors will document their completion of required trainings. The superintendent or designee will file and maintain the documentation in the district. Employees Using Social Media to Represent the District

Background The Board of Directors recognizes that the role of technology in the modern workplace is continually expanding and now includes social media communication tools that facilitate interactive information sharing and collaboration. Many of these social media sites have large, loyal user bases and are increasingly important outreach and communication tools for teachers, administrators and school districts. Social media describes the online technologies, tools and practices that people use to share opinions, insights, experiences and perspectives. Social media postings may include many different media formats, including written text, images, audio and video. Examples of social media sites include, but are not limited to, Facebook, Twitter, Instagram or blogs. Social networking can improve communication between schools, staff, students, families and the community at-large, and often reaches new and different populations from traditional media. Social media may be used for many purposes in an educational environment; examples include quick dissemination of time-sensitive information (e.g., emergency information, travel disruptions or changes, or District facility closures) and marketing/promotion of events or programs to the widest possible audience or a targeted audience, such as students in a specific class or club. Purpose The purpose of this policy is to establish standards and responsibilities for the use of social media by employees who represent the District, schools, school groups, teams or clubs, or individuals within schools or programs. Coverage The policy covers all District employees who are representing the District, a school, a school group, team or club, or themselves in their official District capacity through professional electronic social media sites. It does not apply to student-led sites on which a District employee is not participating; nor does it apply to peripheral groups such as PTAs or booster clubs. In the event a District employee oversees the site and/or posts to it in their professional capacity, the policy and procedures apply. Standards District employees should use social media to represent the District, schools, school groups, teams or clubs, or individuals within schools or programs (collectively “professional electronic social media sites”) like a classroom and professional workplace. The same standards of professional conduct that are expected in traditional District settings are expected on professional electronic social media sites.

Policy No. 4007 NEW Aberdeen School District No. 5 Community Relations All use of professional electronic social media sites by schools and staff should be consistent with applicable state, federal and local laws, regulations and policies. These include: information technology security policies; acceptable use policies; the Family Educational Rights and Privacy Act (FERPA); nondiscrimination policies; copyright and trademark laws; and applicable public records retention policies and schedules. Development of Procedures The Superintendent or designee shall develop procedures that recognize the importance of professional electronic social media sites as a communication tool for teachers, students, families and other staff. The procedures shall be written to ensure that District and professional electronic social media sites are appropriately used, secured and managed. The procedures shall be designed to protect students, employees and the District, as well as ensure consistency across schools and the District in the use of professional electronic social media. Aberdeen School District No. 5 Procedures 4007P NEW Employee Use of Social Media to Represent the District Before creating or using a professional electronic media site, a District employee must consider the following in determining whether the use of social media is appropriate:

1. Who is the target audience for social media communications? 2. What information is the District, school, group or individual attempting to

communicate? 3. Which social media tools are the best to distribute the information? 4. Who is responsible for managing and monitoring the social media tools/accounts?

Will this person represent the District or school appropriately? Responsibilities Employees should be thoughtful and professional about how they present the District, their school, school group, team or club, or individuals within schools or programs through the professional use of electronic social media sites. Employees must consider these issues:

1. Confidentiality. Employees should not post or release proprietary, confidential or protected personally identifiable information, or District intellectual property on professional electronic social media sites.

2. Privacy. As in other venues, employees must follow the requirements of the Family Educational Rights and Privacy Act (FERPA) and must not post a student’s image (including photos and/or video) or other protected personally identifiable information without ensuring the student’s guardian has authorized the release of that information.

3. Site Monitoring. Sites should be monitored for inappropriate posts or comments; such posts should be removed. Sites should be kept updated. If a site is abandoned, it should be taken down.

Creating and Administering Accounts District employees wishing to create a professional electronic social media site representing the District, their school, school group, team or club, or individuals within schools or programs should first notify their school principal or department director and the District Office. The purpose of this notification is for the District, school and department administrators to be aware of such sites and the communications taking place on these sites. The school or department administrator and the District Office shall be given administrative rights and/or passwords to the site at any time, upon request, and reserve the right to remove inappropriate content or otherwise make necessary changes to the site. Best Practices to Mitigate Security Risks When creating social media accounts that require individual identification, District employees must use their actual name, not pseudonyms. Employees should be mindful of these associated issues:

1. Do not assume privacy. Only post information you are comfortable disclosing.

2. Use different passwords for different accounts (such as social media and existing work accounts). Using the same password for all accounts increases the chance of the accounts being compromised.

3. Do not duplicate user IDs and passwords across multiple social media sites. 4. Use your school District e-mail to open social media sites, not a private e-mail

address. Content of Posts and Comments Professional electronic social media sites should be limited to instructional, educational or extra-curricular activity matters. District employees should treat professional electronic media sites and communication like a classroom and professional workplace. The same standards of civility, decorum and professional conduct that apply to District professional settings are expected on professional electronic social media sites. Employees using social media to communicate on behalf of the District, a school, a school group, team or club, or individuals within schools or programs or themselves in their official District capacity, should be mindful that any statements made are being made in their professional capacity. Employees may not use professional electronic social networking sites affiliated with the District for political purposes or to engage in private business activities. They should also refrain from posting statements, photographs, video or audio that could reasonably be perceived as:

1. Sexually suggestive, malicious, obscene, profane, threatening or intimidating; 2. Constituting harassment or bullying; 3. Supportive of illegal activity; 4. Violating copyright or trademark laws; 5. Contributing to a hostile educational or work environment on the basis of race,

religion, creed, color, national origin, age, honorably-discharged veteran, or military status, sex, sexual orientation, gender expression or identity, marital status, disability or any other status protected by law; and/or

6. Information that may tend to compromise the safety or security of the public or public systems.

Employees should always consider whether it is appropriate to post an opinion or discuss areas outside of one’s expertise. If there is any question or hesitation regarding the content of a potential comment or post, the employee should not post. It is also not appropriate to engage in online arguments or use a social media site to settle a disagreement with students, parent/guardians, staff or community members. The District reserves the right to restrict a District employee from representing the District on professional electronic media sites if they have violated this procedure or any applicable law. Employees may appeal this decision to the Superintendent or his/her designee. Employees

Records Retention Communications through professional electronic social media sites are public records and should be managed as such. All comments or posts made to professional electronic social media sites are public, not private. This means that all posts become part of the public record and may be subject to disclosure under Washington’s Public Records Act (RCW 42.56). Social media account holders using professional electronic social media sites must retain those records to the extent required by law and adhere to the retention schedule set by the Washington State Archives. Account administrators who receive messages through a private message service offered by the social media site should advise users to contact them at their District e-mail address. Private messages that account administrators receive should be treated as constituent e-mails and therefore, as public records. Account administrators or another authorized staff member should reply to such messages using their District e-mail account. Users should set all privacy settings to public. Department of Teaching and Learning April Report May 5, 2015

Professional Development:

• The final First Aid/CPR class for this year was held at the Hopkins Meeting Room on April 18. Denny Bickar is the facilitator for this district training.

• The final session of the “New Educator Training” with Dawn Knutzen from ESD 113 met this past week. The ESD is interested in providing this training next year, if we are interested. One point of feedback is to have more of the sessions in the fall and winter and some with mentors.

• Preschool teachers have participated in two sessions of training for PBIS. (Positive Behaviorial Interventions and Supports)

Assessments: • State testing is in full swing across the district. Third grade students have completed the Smarter

Balanced ELA. The majority of the schools are administering the ELA to grade levels and once those are completed, the Smarter Balanced Math will be given.

Highly Capable: • The final ESD session of the year for third through sixth grade students in the Highly Capable

Program was held at the Stewart Building. Katelyn Walsh facilitated “Math in Every Day Professions,” a hands-on interactive day to help answer the question, “When will we ever use this?”

• Nominations are currently open for the Highly Capable Program. To assure that a student is considered for placement in the fall of 2015, nominations must be received in the Teaching and Learning Office by May 15, 2015.

AVID: • AVID Site Teams are currently working on the CSS (Certification Self Study) for their building.
