1. Executive Summary
Waterman Building Services (WBS) has been appointed by Tai Ceredigion, to provide a floodlighting
assessment in support of planning application for the use of the football pitch and for the impact on
the proposed residential development.
The original design carried out by the Football Club’s floodlighting specialist could not address the
potential of light intrusion (into windows) to be experienced by the residents of the proposed
residential flats hence the appointment of WBS to carry out floodlighting design to minimise the
spilling of light beyond the football field and also to offer improved the energy efficiency.
The current design proposals reflect comments exchanged between Ainsley Gommon Architects and
Waterman Building Services (WBS) over the past few weeks. The target modelled lighting levels for
the pitch are 500lux for exceptional use for matches in Winter seasons and reduced 100 lux level for
training and other outdoor events.
The design carried out by Waterman Building Services were modelled using the existing high
columns positions and good LED light source output of 1700W (at 100%) and dims down to 200W
(at 10%) was used. The luminaire proposed is specifically designed to minimise the upward spread
of light near to and above the horizontal and correctly aimed to minimised obtrusive light into the
flats.
The results of the floodlighting calculation are summarised in the table below and the full results in
Section 4 and Appendix A.

The results in the tables above shows the pitch lux values with their corresponding values on the
flats. Some of these values on the flats at 500 lux are higher than the recommended ILP values of
25 lux for pre-curfew and 5 lux for post curfew for an urban classification.
However, at the 100 lux setting the majority of the lighting levels on the flats is within the ILP guidance
values, albeit some areas are still higher which are not covered by windows.

2. Introduction
This report has been produced at the request of Tai Ceredigion in support of the planning application
for the proposed residential development and also to alleviate concerns raised by the planning
authority of potential for nuisance from floodlighting at the football ground to the proposed residential
units.
The floodlighting assessment carried out by the Football Club’s Specialist in 2009 reveals that the
required illumination on the pitch do not meet UEFA/FAW standard. There were concerns raised in
the report of lack of flexibility in the operation of the floodlights and the high cost of running the highly
inefficient metal halide lamps.
It is understood that a total of 20 home games per year, with 10 under floodlights are played, mainly
in winter seasons under UEFA/FAW guidelines. Also, the total use of floodlighting for First Team
games will not exceed 30 hours per year, which equates to approximately 10 matches of 3 hours
duration under floodlighting.
This floodlighting analysis aims to assess the impact of using the floodlights under UEFA illumination
level of 500lux on the proposed residential development and also for reduced lighting levels at 100lux
on training and other outdoor events.
The proposed wide beam luminaire and the high output LED lamp source are selected to address
the light spillage problems and improve energy efficiency. This luminaire offers easy replacement as
no complicated bracketry is required and the existing electrical cabling can be used.

3. Modelling Input Data
The calculation comprises 4 x 1700W LED lamps mounted on the 4No. 16m columns and 13 x 1700W LED lamps mounted on the 2No. 18m columns. These columns were modelled to reflect the exact positions onsite.
All the luminaires were aimed at the correct angle to achieve the 500 lux levels in order to meet the UEFA requirement and also to achieve a uniformity of 0.7.
In order to achieve the required 100 lux illumination level the designed floodlights at 500 lux were dimmed down.

4. Results
Results at 500 Lux
The vertical illuminance light spills on the flats recorded at full switched at 500 lux shows readings
varying from 0 lux to 135 lux (max).
The tabulated results below indicate that the design at 500 lux will have a significant light spillage on
the proposed block of flats.

Results at 100 Lux Switched Down
The results at 100 lux (ave) show reduced light spillage on the proposed block of flats. These values
range from 0 lux to 19 lux (max).

5. Conclusion
The design at 500 Lux average with 0.71 uniformity ratio shows a vertical overspill on the flats as
high as 170 lux (Max) and as low as 9 lux (Min). These values are higher than the ILP allowance of
25 Lux for pre-curfew and 5lux for post-curfew.
However, with the 500 lux switch-down to 100 lux, we are at 80 percent reduction of power (for 100
lux switch down). The maximum vertical readings recorded 0 lux to 19 lux thereby falling within the
recommended ILP requirement of 25 lux.
The values at 500lux might be acceptable if the EHO relaxes the requirement from the ILP Guidance.

6. Recommendations
Undertake the following in relation to the design:
1. Check and confirm if the existing 18m columns can carry the 13 x AAA Lux luminaires and 16m columns can carry the 4 x AAA Lux proposed luminaires.
