Dear Colleagues,

It's a great moment to share with you all, that the past year has witnessed NBCC emerging as India’s construction giant thanks to its quality execution capability and technical capacity, surely supplemented by a sense of commitment and adherence to timelines. The continued success reflects the determination of the employees towards the company goals.

Recently, the govt. has assigned me the additional responsibility to hold the baton of CMD, NBCC (India) Ltd., in addition to my assignment in the Ministry of Housing and Urban Affairs. As I shoulder the responsibility with all humility, I look forward to your co-operation in all future endeavours of the company to achieve consistent growth. To that end, we need to work as a team.

Capitalising on new market opportunities by strengthening the company’s core competencies is one important aspect that we need to vigorously pursue. The company aims a minimum growth of 30 per cent in its profit and revenue for the financial year 2019-20. This calls for aggressive initiatives in all fronts of our opportunities, while pursuing high-value projects in domestic & overseas markets and by diversifying into new areas of operation and securing high-stake projects.

You all are aware that NBCC presently has a strong order book to help it achieve its vision. However, what is required is to put maximum focus on project implementation at pan-India level, which will enable us to enhance our bottomline. This commitment is an essential prerequisite to translate our vision into reality and thus sustain the growth.

It is quite satisfying that NBCC is marching ahead to achieve new heights in terms of overseas expansion and is diversifying into new areas of operations. As a corollary to this scenario, we can expect better financial performance, high-stake projects and greater investor interest in coming years. However, here too, commitment to pro-actively perform on these parameters of growth shall remain the key.

As things stand, I am sure you all will stand with me shoulder to shoulder as a team and take the company to new growth trajectory.

NBCC family congratulates Shri Hardeep Singh Puri for his second

term in the Government of India as the Minister of State (Independent

Charge) of Urban and Housing Affairs, Civil Aviation (Independent

Charge) and Minister of State for Commerce and Industry.

A 1974-batch Indian Foreign Service officer, Shri Puri has served as

India’s Permanent Representative to the United Nations from 2009 to

2013 and was the vice president of the International Peace Institute,

New York. He holds a Master’s degree in History from Hindu college,

university of delhi.

Hospital Services consultancy corporation Limited (HScc)

One of the subsidiaries of NBCC, HSCC was set up in 1983 and is one of the few organisations in South East Asia, rendering comprehensive range of professional consultancy services in health-care and other social sectors, in India and abroad. HSCC provides services to various organisations including Public and Private Sectors, Central Government Departments, State Governments and international agencies like the World Bank and

WHO. HSCC entered into a share purchase agreement with NBCC on November 6, 2018 and shares of HSCC were transferred to NBCC on December 24, 2018.

The experienced professionals of HSCC aim to provide high-quality services with resources from other agencies/institutions to supplement and complement its in-house capacities and capabilities for implementation of projects. Its major areas of

Hindustan Steelworks construction Ltd (HScL)

Incorporated in June 1964, HSCL was a leading CPSU under Ministry of Steel, Govt. of India. HSCL was formed as a construction organisation with a mandate of developing and sourcing indigenous capabilities for setting up of Integrated Steel Plants in India. It was taken over by NBCC on April 1, 2017, as a subsidiary company. The company has been providing construction, repair and maintenance support to various steel plants located at Bokaro, Bhilai, Durgapur, Burnpur, Rourkela, Vizag, Salem, Duburi, etc. The company launched projects

Progressive growth of NSL in last five years

Incorporated on October 16, 2014, as a wholly-owned subsidiary, NBCC Services Limited (NSL) is known for its state-of-art quality at a bare minimum cost and also for its immediate responsiveness. Its mission is to be a leading world-class company attaining global standards in end-to-end post construction business, offering quality, sustainable, innovative and cost-effective services. NSL is revered for various prestigious clients including Ministry of Finance, Ministry of Corporate Affairs, Ministry of External Affairs, Ministry of Women and Child Development, National Commission for Women and many more.

The Business operations of NSL comprise three verticals which include Post Construction Maintenance,

Renovation & Furnishing and Corporate Social Responsibility. Their maintenance work expands from Engineering Service such as O&M of HVAC, fire fighting system and equipment, lifts, escalators, DG Set, pumps, STP’s, Networking, HT/LT Panels, CCTV Surveillance, civil and structural maintenance; Soft Services such as Facility Management, Horticulture, Security services, Housekeeping, etc. NSL caters to all types of renovations, re-furbishing of old buildings and also interiors & furnishing of new buildings for various clients. Another wholly-owned subsidiary of NBCC (India) Limited is NBCC Engineering & Consultancy Limited (NECL) which was incorporated on December 15, 2019. It is an architectural and engineering design solution provider that strives for the continuous growth and offering of sustainable, innovative and cost effective design solutions in a wide category of projects.

The company endeavours to uphold environment sustainability and well-being of the society. NECL also works

in the fields of structural vetting, third party inspection, quality assurance, environmental engineering works, preparation of DPRs, etc.

NECL’s area of operations include building work and multi sectors & independent engineering work. Its wide area of operations range from building residential, commercial, public and semi public buildings to urban planning, interior works, environment planning and development of bus terminal facilities.

Overseas Projects of NBCCNBCC carries out the construction, real estate and project management consultancy business in various overseas countries. NBCC is the implementing agency for Mahatma Gandhi International Convention Centres (MGCC) in nine African countries including Gambia, Liberia, Burkina Faso, Togo, Niger, Gabon, Uganda, Zambia, Malawi. It is also constructing India Pavilion for World Expo 2020 to be held in Dubai from October 2020 to April 2020. NBCC incorporated NBCC DWC - LLC for conceptualising and construction of India Pavilion at World Expo 2020 in Dubai and other similar works.

India will be participating in World Expo 2020 in Dubai. It is a global event that aims at educating the public, sharing innovation, promoting progress, enhancing nation branding & development, reaching international audience, gaining economic engagements & fostering cooperation. Celebrated every 5 years, the expo lasts for about six months. It acts as a platform for countries to showcase their achievements and abilities, thus earn stature & a place on the global map.

From October 20, 2020 to April 10, 2021, Dubai will offer a multifaceted event where extraordinary exhibitions, diplomatic encounters, business meetings, public debates and live shows will take place at the same time. Our country will also have a pavilion during the event that will be constructed by NBCC. The Theme of Indian pavilion is ‘India – A land of

Limitless Opportunities’ with the sub-theme of ‘Opportunity’. Accordingly, the main pavilion building will be based on the theme, ‘Future is in India’. It will have thematic displays from the fields of Digital India, Make in India, Infrastructure, Space Technology, Education, Medical Facilities, Tourism, Culture, etc.

The plaza in the building will have food court and stalls selling souvenirs. The food court would serve cuisines from all over India and will host various food festivals.

Every exhibit at the pavilion will highlight a specific aspect of India as a land of opportunities for various interest groups like investors, students, tourists, etc. India, being the fastest growing economy, a world leader in IT & ITES, spaces sciences. It will also showcase India as a major tourist destination with the widest array of attractions.

Vibrant Gujarat Global SummitThe Vibrant Gujarat Global Summit is a biennial event. For the 9th edition of the summit, NBCC was nominated by the Ministry of Housing and Urban Affairs to put up its exhibition stall. On January 18, the trade show was inaugurated by the Hon'ble Prime Minister of India, Shri Narendra Modi, who also visited the Ministry stall facilitated by NBCC. The summit sought to showcase Gujarat's potential as a preferred investment destination in India and offered an ideal networking and knowledge-sharing platform to leaders and organisations from across the globe.

the Art of Living WorkshopHealth and wellness are more than just being free from illness and a person's health is reflected through the overall physical and mental fitness. Keeping this in mind, NBCC organised a workshop on Happiness at Work - The Art of Living, from January 21 to 23. The aim was to introduce the participants to skills and tools that would help them lead a more healthy and meaningful life.

Global Housing technology ChallengeOn March 2 and 3, a two-day exhibition cum workshop, called the Global Housing Technology Challenge, was organised by the Ministry of Housing and Urban Affairs at Vigyan Bhawan, New Delhi. Inaugurated by the Hon’ble Prime Minister of India, Shri Narendra Modi, the exhibition also had a stall by NBCC that showcased its achievements in using green and eco-friendly techniques during construction activities.

National Productivity WeekThe theme for the National Productivity Week, observed at NBCC from February 12 to 18, was 'Circular Economy for Productivity and Sustainability'. Training Programmes and workshops such as 'Productivity Enhancement', 'Circular Economy by GST' and 'Data Analysis' were organised in collaboration with All India Management Association (AIMA). Another workshop on 'Circular Economy for Productivity and Sustainability' was organised in association with National Productivity Council (NPC). Slogan competitions were also organised and winners were awarded. Dr Nitin Aggarwal, Deputy Director from NPC was the Guest Judge and Shri Rajeev Bhargav, Chartered Accountant from AIMA also graced the occasion.

Leadership Development & Managerial trainingA two-day training programme, 'Leadership Development and Managerial Excellence’ was organised by NBCC's Training and Skill Development Centre, (TSDC) in Ghitorni, New Delhi on February 7. The workshop introduced unique learning and development strategies to the employees that can help them introspect, learn and grow in their career.

Swachhta PakhwadaShowing its commitment to cleanliness and hygiene, NBCC celebrated the Swachhta Pakhwada week from February 1 to 15. As part of this initiative, employees took a pledge to protect the environment and also participated in a plogging drive. Workshops were held for the employees to increase their awareness about the environment, thereby cementing NBCC's unwavering support towards making India clean & green.

NBCC honours the High Commissioner of Mauritius to IndiaTo celebrate the National Day of the Republic of Mauritius, Shri Pradeep Sharma, GM (Overseas), NBCC honoured His Excellency Mr. Jagdishwar Gobaurdhun, GOSK, High Commissioner of Mauritius to India, at a reception organised in New Delhi on March 18, 2019. Committed to strengthen the bi-lateral relationship between the two countries, NBCC is executing several projects in Mauritius.

Interaction with High Commissioner of the republic of GambiaOn March 7, 2019, NBCC officials called on Her Excellency Ms Jainaba Jagne, High Commissioner of the Republic of Gambia; Mr Mambury Nije, Hon’ble Minister of Finance and Economic Affairs and Mr Bai Lamin Jobe, Hon’ble Minister of Transport, Work & Infrastructure, in New Delhi to strategise for future projects. The NBCC team also made an extensive presentation for the proposed Mahatma Gandhi International Convention Centre (MGICC) at Brusubi, Banjul, Gambia. Currently, NBCC is also executing the MGICC project at Niamey, the capital of Niger.

National Safety WeekObserving the National Safety Week from March 4 to 10, NBCC employees took a pledge to raise awareness on the importance of safety in daily life. This initiative is a reiteration of NBCC’s commitment towards maintaining a safe and healthy environment, for all its employees. The week was celebrated across NBCC offices and HQ.

Illumination of Qutb MinarDelhi’s famous monument Qutb Minar has been illuminated by NBCC with around 300 lights from April 1, 2019. Out of this, 200 have been used to light up the 73 mt tall edifice to highlight its carvings and inscriptions. These lights are also meant to adorn the structures in the vicinity of Qutb Minar including Alai Darwaza, entrance gateway, pathways and the Iron Pillar.

Outbound team-building training ProgramNBCC’s Training and Skill Development Centre (TSDC) organised a comprehensive training program on April 5, 2019, for its employees in Ranikhet, Uttarakhand. The event was organised to build aptitude and develop managerial competencies among the employees. During the event, outdoor management games like rock climbing, trust fall, blind fold walk and other activities to facilitate experiential learning were also organised.

renovation of the 200-bedded IGMH building in MaleThe Indira Gandhi Memorial Hospital (IGMH) in Male has been revamped and restored by NBCC. The large scale renovation has been done with support from the Government of India. It is worth noting that the hospital is the largest government healthcare facility for the people of Maldives. Earlier also, it was constructed by NBCC way back in 1994 as a gift from India to the people of Maldives. The unveiling of the plaque for the renovated building was done by Late Smt. Sushma Swaraj, former Hon’ble Minister of External Affairs, GOI, on March 17, 2019.

Meeting with High Commissioner of the republic of MalawiNBCC officials met His Excellency Mr. Geroge Mkondiwa, High Commissioner of the Republic of Malawi and Mr. Francis L Kasaila, Hon’ble Minister of Industry, Trade and Tourism, in New Delhi, on March 25, 2019, to discuss future construction projects. The team made a comprehensive presentation on the proposed Mahatma Gandhi International Convention Centre (MGICC) project in Blantyre, Malawi. NBCC has also undertaken the construction of MGICC projects in other countries that include Zambia, Togo, Liberia, Gabon, Gambia and Burkina Faso.

eye Check-up CampA free Eye Check-Up Camp was organised for NBCC employees by the HR Division of NBCC on May 22. As a part of the camp, employees were provided various services including Vision & Refraction Test, Lasik Screening, Cataract Screening, etc. The procedures were conducted by a team of specialised doctors from Neera Eye Care Hospital, Delhi.

Global Safety Award 2019As recognition of its work in constructing state-of-the-art Central Information Commission (CIC) office building in Delhi, NBCC was awarded the prestigious Global Safety Awards 2019, on February 26, by the Energy and Environment Foundation. The award was given away by former Power Secretary Shri Anil Razdan, who is also Chairman of the Foundation and was received by Sh. Rajesh Bahal, Executive Director, on behalf of NBCC.

Construction Woman Award of the Year 2019The Construction Times Magazine in association with CII felicitated Smt. Reshma Dudani, CGM (Engg), NBCC, with the prestigious award - Construction Woman of the Year 2019, on March 6. The award was given away during the Real Estate & Building Technology exhibition held at Pragati Maidan. The objective of the award is to applaud and acknowledge the work of eminent icons from Real Estate, Architecture and Building Technology sector for their outstanding contribution.

On March 5, NBCC won the prestigious Dainik Jagran CSR Awards 2019 for executing innovative projects that promote sustainable livelihood, hygiene and sanitation, health, education and gender equality. The award was conferred under the Environment Conservation Category at a ceremony held in New Delhi. Sh. R Wanchoo, ED (CSR/ Training) received the award on behalf of NBCC, from Sh. Manoj Sinha, Hon'ble Minister of State (I/C) for Communications & MoS for Railways.

National Museum of Indian Cinema (NMIC) inaugurated in Mumbai

Inaugurations

The National Museum of Indian Cinema (NMIC), a treat for historians, tourists and film buffs, was inauguarted by the Hon’ble PM of India, Shri Narendra Modi on January 19. The Museum, housing a rich repository and history of Indian cinema, is set in a refurbished 19th-century heritage bungalow ‘Gulshan Mahal’ and a new state-of-the-art building with five floors and two mezzanine floors accounting for a total built up area of 12,000 sq metres.

eSIC Post Graduate Institute of Medical Sciences & research inaugurated in ChennaiOn February 13, the Hon'ble Prime Minister of India, Shri Narendra Modi, inaugurated the ESIC Post Graduate Institute of Medical Sciences and Research in KK Nagar, Chennai. Built by NBCC, this earthquake-resistant 500-bed institute comes equipped with a range of new-age features such as modular operation theatres, a radiology department with CT scan, MRI Scan, and X-Ray facility, and eco-friendly initiatives such as sumps for storing rain water & corporation water, among others.

Inauguration of the tripura Institute of technology

The new high-tech complex of Tripura Institute of Technology, built by NBCC at Agartala, was inaugurated by the Hon'ble Prime Minister of India, Sh. Narendra Modi on February 9. The inauguration ceremony was also graced by Professor Kaptan Singh Solanki, Tripura Governor and Sh. Biplab Kumar Deb, Chief Minister, Tripura among others.

Campus for National Institute of Design inauguratedOn February 22, NBCC-built campuses for National Institute of Design in Jorhat (Assam) and Bhopal (Madhya Pradesh) were inaugurated by Hon’ble Minister of Commerce & Industry and Civil Aviation, Shri Suresh Prabhu. The new buildings are well-equipped with facilities like studios, IT lab workshops, hostels, etc.

New academic complex at the Mahanadi Coalfields Medical College in talcher, Odisha

Built by NBCC, the new academic complex of Mahanadi Coalfields Medical College at Talcher, Odisha (part of the Mahanadi Institute of Medical Science & Research) was inaugurated on March 5 by Shri Dharmendra Pradhan, Hon’ble Minister of Petroleum & Natural Gas and Skill Development & Entrepreneurship. In keeping with NBCC's commitment to sustainable development, the project includes eco-friendly features like rain water harvesting, sewage treatment plant, fly ash bricks, etc.

National Investigation Agency (NIA) complexes inauguratedOn March 1, two new office-cum-housing buildings of the National Investigation Agency (NIA), one in Hyderabad and the other in Guwahati, were inaugurated by the Hon'ble Union Home Minister Shri Rajnath Singh. Constructed by NBCC, the complex in Hyderabad has both administrative and residential quarters for its staffers and the campus in Guwahati has office buildings, residential flats, a community centre as well as barracks for jawans.

Skill Development Institute inaugurated in BhubaneswarThe new Skill Development Institute (SDI) in Bhubaneswar, built by NBCC, has all the latest state-of-the-art facilities and amenities to teach internationally acclaimed skill development courses. The campus was inaugurated by Sh. Dharmendra Pradhan, Hon’ble Union Minister, Ministry of Petroleum and Natural Gas, Government of India, in the presence of senior officials from NBCC, Oil PSUs and SDI, Bhubaneswar on February 25.

600 NBCC-built houses for slum dwellers inaugurated in BhubaneswarOn March 6, 2019, Hon'ble CM of Odisha, Shri Naveen Patnaik inaugurated durable and climate adapted houses for slum dwellers in Bhubaneswar. NBCC undertook the task as a part of Bhubaneswar Municipal Corporation (BMC) project under Rajiv Awas Yojana for Rangamatia Slum Improvement Project (Relocation) at Gadakana in Odisha’s capital Bhubaneswar. The houses are well-ventilated and have robust sanitation facility. This project of NBCC is equipped with all necessary infrastructure including KVA transformer, a playground for children, a community centre and a shopping complex.

Sashastra Seema Bal (SSB) in Supaul, Hingoli and Maharjganj inaugurated

On March 6, Hon’ble Union Home Minister, Sh. Rajnath Singh, inaugurated the NBCC-built campuses of Sashastra Seema Bal (SSB) in Supaul, Hingoli and Maharjganj. The complexes have been constructed to include modern

infrastructure and facilities like the administrative block, training block, mess, dormitories, barracks and residential buildings. Apart from this, NBCC has also built internal roads and a boundary wall for the campus.

Inauguration of the Central Industrial Security Force (CISF) Phase -III Project

On March 7, Hon'ble Defence Minister of India, Shri Rajnath Singh inaugurated the Central Industrial Security Force (CISF) Phase III Housing Project, constructed by NBCC at Karaikudi in Tamil Nadu. Shri Vikram, IG,

CISF; Shri Hardeep Singh, DIG, CISF, and other dignitaries graced the ceremony. This phase of the construction is responsible for building over 122 staff quarters, equipped with modern facilities.

On March 8, the Hon'ble Chief Minister of Tripura, Shri Biplab Kumar Deb inaugurated a state-of-the-art town hall at Belonia in Tripura, built by NBCC at a cost of `24.91 crores. The Town Hall will go a long way in strengthening urban infrastructure in Tripura as well as the rest of the North-East region. Another NBCC-led infrastructure project currently underway is the construction of a 65-storey World Trade Centre in Guwahati which is ready for a soft launch. This will also result in a positive paradigm shift in the trade and commerce of North East India.

Hon'ble Prime Minister Shri Narendra Modi inaugurated the Pandit Deendayal Upadhyaya Institute of Archaeology built by NBCC, in Greater Noida (Uttar Pradesh) on March 9 in the presence of Dr. Mahesh Sharma, Minister of State (I/C) of Culture & MoS of Environment & Forest; Yogi Adityanath, Hon'ble Chief Minister, Uttar Pradesh; Hon'ble assembly members of the State and Dr. Anoop Kumar Mittal, former CMD, NBCC. The state-of-the-art institute, built at an estimated cost of over `289 crore, was completed much before its stipulated deadline. Among its many features, the three-star new age, technologically advanced and eco-friendly building has an auditorium with a seating capacity of 1000 people and an open-air theatre. The institute also comprises a main block RCC framed structure with a basement, ground floor, first floor, terrace garden, administrative block, lecture hall, curation lab, faculty rooms and library.

Inauguration of new office complex of GrSe in Kolkata

Inauguration of Sahara Hostel for widows of Indian Navy Officers

The new office complex of GRSE - Garden Reach Shipbuilders & Engineers Ltd, in Kolkata was inaugurated on May 20, 2019 by Rear Admiral V K Saxena, Chairman & Managing Director, GRSE. The two-storey complex is equipped with modern amenities.

Built by NBCC, Sahara Hostel for widows of Indian Navy Officers was inaugurated on May 31, 2019, to support widows of Indian Navy officers who lost their lives on duty. The inauguration was done by Lt Governor of Delhi, Shri Anil Baijal in the presence of senior officials of Indian Navy and NBCC. The Hostel comprises 34 dwelling units equipped with all necessary amenities for dignified living, along with a common Dining Hall and a Community Hall.

Foundation Stone laying for Nellore railway Station redevelopment ProjectNBCC has been assigned the prestigious task of revamping and redeveloping the Nellore Railway Station in Andhra Pradesh. The foundation stone for the project was laid by the Hon’ble Vice President of India, Shri M Venkaiah Naidu, on February 21. As an example of NBCC's commitment to green initiatives, the building will be equipped with solar power generation, sewage treatment plant and rainwater harvesting facilities.

Foundation Stone Laying of Indian Institute of Foreign tradeFoundation stone for the new campus of Indian Institute of Foreign Trade (IIFT) laid in Delhi on February 21. NBCC has been entrusted with the responsibility of building the new campus for Indian Institute of Foreign Trade at Maidan Garhi in New Delhi. Union Minister for Commerce & Industry and Civil Aviation, Sh. Suresh Prabhu laid the foundation stone for the project. The modern features of the campus will include an academic block, administration block and auditorium with a sitting capacity of 1000, a hostel block and a ten storey warden block.

On January 14, 2019, Shri Kamal Nath, Hon'ble Chief Minister of Madhya Pradesh laid the foundation stone of the MP Bhawan Project to be constructed by NBCC in New Delhi. The event was attended by Sh. NK Shah, Director, Projects, and other dignitaries. The Bhawan's construction and design plan include every modern amenity for staff quarters, conference rooms and other areas.

3D Printing in the

D Printing is the computer-controlled sequential layering of material to create 3 dimensional shapes. The term was first coined by James B

Gardiner in 2011.Three dimensional (3D) printing has

long been used in the manufacturing sector as a way to automate, accelerate production and reduce waste material.

The construction industry has traditionally relied on specifications and two-dimensional (2D) drawings to convey material properties, performance details and locational information-using small scale models to create the object for evaluation as part of the design process. Increasingly, specifications and 2D drawings are being replaced by three-dimensional (3D) modelling in virtual environment of building information modelling (BIM).

In recent times, construction 3D printing has begun to move from an architect’s modelling tool to delivering full-scale architectural components and individual elements of buildings. The 3D printing is an automated layer-by-layer production process (additive manufacturing) that can be

used by the construction industry to achieve economic, environmental, and other benefits.

The three main mega-sized 3D printing techniques are:♦ Contour crafting♦ Concrete printing♦ D-shape

Contour Crafting:Contour crafting developed by Dr. Khoshnevis is a layered fabrication technology that has great potential in

the automated construction of whole, small structures including some of their subcomponents. It works on the principle of emitting multiple layers of a cement-based paste against a trowel, which allows a smooth surface finish to be obtained. In this system a gantry system carrying a nozzle moves on two parallel rails that have been installed on the construction site. The computer-controlled gantry runs the same as a small-scale 3D printer, with thick liquid cement being squeezed out of the nozzle one layer at a time. The lower layers, having been given time to partially cure, are hardened enough to support the weight of the freshly layered cement. The contour crafting method differs from other 3D printing methods, with the key feature being the use of two trowels to create a surface on the object being fabricated that is exceptionally smooth and accurate, geometric shapes with almost no limitations of complexity can be created. have the potential to build utilities conduits within walls. This makes the automated construction of plumbing, electrical and structural steel networks within the structure possible, the only fixtures that need to be installed by human workers are doors and windows. It is claimed that by using contour crafting technology it is possible to build a square foot of wall in less than 20 seconds, a whole room in an hour and a 200 square metre single-storey house in a day.

Due to its speed and the ability to use in-situ material contour crafting has potential use in two areas: (i) low-income housing or emergency sheltered housing and (ii) architectural buildings involving complex shapes that would be expensive to build using traditional methods.

Concrete Printing : As with contour crafting, concrete printing also involves extrusion of cement mortar in a layer-by-layer process. This print process can be carried out without the

use of labour-intensive formwork and has the ability to incorporate functional voids into the structure. However, the process has been developed without the trowels used in computer crafting so that a smaller resolution of depositing is required to achieve greater levels of 3D freedom. This smaller level of print resolution has however resulted in greater control of internal and external geometries.

D-Shape : The D-shape process uses layers of powder and adhesive rather than the cement-like paste used in other methods. This involves a powder deposit process, where the “powder” is selectively hardened using a binder, in much the same way as in the usual 3D printing process. Each layer of the material is to the desired thickness, compacted and then the nozzles mounted on a gantry frame, deposit the binder where the part is to be solid. Once the part is complete, it is dug out of the loose powder

bed. This automated building system, which uses sand and binder to create stone-like freeform structures, enables the construction of full size buildings without human intervention.

Comparison of the three techniques : Though the 3D printing techniques of all the three methods are similar, however, each process has been developed for different applications and material, with each having distinct individual advantages. One of the main differences between these processes is whether the head mounting is frame, robot or crane mounted. Contour crafting has been developed to be a crane-mounted device for on-site, in-situ applications. Both D-shape and concrete printing are gantry –based off-site manufacturing processes, although with an appropriate amount of modification there is no reason why both processes cannot be used in-situ.

Another important difference in the three techniques is the print resolution which is actually the amount of material laid down in each pass of the device. Concrete printing and D-shape place 4-6 mm of material for every pass, as compared with 13 mm that contour crafting inserts – the principle trade off involved being depth versus the build speed. A smaller amount of material laid results in a longer time taken to reach the desired height, but a smaller amount of material being laid also means a finer control over detail and finish.

Advantages of 3D printing techniques :♦ Delivery of non-repeating components

at a cost effective price.♦ Little to no material waste.

♦ Reduction in deployment of labour.♦ Speedier construction.

Limitations of 3D printing construction : ♦ Unsuitability of the available

automated fabrication technologies for large scale products

♦ Conventional design approaches that are not suitable for automation

♦ A significantly smaller ratio of the quantity of final products as compared with other industries.

♦ Limitations in the material that could be employed by an automated system.

♦ Economic unattractiveness of expensive automated equipment.

♦ Managerial issues.

♦ High initial equipment cost as well as significant ongoing maintenance cost.

Other physical constraints that need to be considered during the entire construction process whilst printing include:♦ The nozzle idle time cannot be too long,

otherwise concrete may solidify and block the machine.

♦ The lower layer must be able to support the upper layer, therefore the time interval between depositing subsequent layers cannot be shorter than the minimum curing time.

♦ Subsequent layers must be able to adhere, therefore the interval between depositing subsequent layers should not exceed a critical limit.

♦ The printing nozzles cannot be allowed to collide with the previously deposited layer or other nozzles when travelling, because if this happens then moving between the end points of wall segments, the nozzle may not be able to travel in straight line in order to avoid obstacles.

Conclusion :With clients asking designers for structures that cannot be built by any known method today, new processes such as 3D printing techniques are a likely solution. Also, with factors such as the need to reduce production costs and time on site, additional safety concerns, a push to increase architectural freedom, raising standards of quality and a wish to simplify the work to counter the lack of skilled workers, the construction industry is gradually edging closer to automation. This is the case with construction 3D printing techniques and their advantages such as the ability to produce non-standard buildings/non-repeating sections at a reasonable cost, which was virtually impossible earlier.

An Overview of Central Record Management

R ecords are an integral part of any organisation. They are wheels of administration and their proper management ensures

an efficient administration. Records Management establishes standards of good management in respect of creation, control, preservation and disposition of records. In a welfare state, the government is accountable to its people, and for the efficiency, transparency and accountability of the government, records management play a vital role.

In present time, Records Management in government offices is undergoing a metamorphosis. On one hand, the inroads of Information and Communication Technology (ICT) in office administration has thrown up new challenges of handling and preserving public records, while on the other, the increasingly informed citizenry has necessitated the revamp of traditional methods of information management.

Therefore, to meet the new challenges, close cooperation and knowledge sharing between the records managers and administrators in various government agencies, is the need of the hour.

Records Management is now required to be viewed not only as information management but also as a wider public service reform agenda. With promulgation of the Right to Information Act, 2005, quick retrieval and dissemination of information has assumed greater significance. Some of the Acts, Rules, Manuals, Guidelines which regulates Records Management activities in India are – The Public Records Act, 1993; The Public Records Rules, 1997; Information Technology Act, 2000; Right to Information Act, 2005; General Financial Rules, 2005: Central Secretariat Manual of Office Procedure; Central Secretariat Manual of e-office Procedure Records Retention Schedule for Records Common to All Departments; Manual of

Departmental Security Instructions, etc. Besides the National Archives of India, some other government agencies such as the Department of Administrative Reforms and Public Grievances, the National Informatics Centre, Institute of Secretariat Training and Management etc., are engaged in developing various techniques for proper management of records.

The National Archives of India which has been entrusted with the implementation of the Public Records Act, 1993 has been endeavouring to foster a vibrant Records Management system in different government agencies.

Activities involved in Records Management: Records Management covers the activities concerning creation, recording, retention, retrieval and disposition (by transferring records to CRM Division for keeping these safely in the Corporate Compactors).

Stage of recording: Files should be recorded after action on the issues has been considered thereon completed. However, files of a purely ephemeral nature (such as casual leave records or circulars of temporary nature) containing papers of little reference or research value may be deleted after one year without being formally recorded.

Departmental Instructions for Records Management: Each Department may issue Departmental instructions to regulate the review of records in line of the above.

Procedure for recording: After action on the issue(s) considered on the file has been completed, the dealing hand /initiating officer, after approval from his supervisory officer, should close and record the file in the manner prescribed below:♦ Indicate the appropriate category of

record and also specify the retention period and year of closure on the file;

♦ Where necessary, revise the title of

the file so that it describes adequately the contents at that stage;

♦ Extract from the file copies of important decisions, documents etc. as are considered useful for future reference and insert them to the precedent book;

♦ A report will be generated of the files marked for recording in the format.

Categorisation of records: There will be two categories of file:Category I: This category will contain such files which qualify for permanent preservation for administrative purposes or which are of historical importance.

Category II: This category will include files of secondary importance and having reference value for a limited period not exceeding 20 years. In exceptional cases, if the record is required to be retained beyond 20 years it will be upgraded to Category-I.

Precedent Book: Every section will update its precedent book in the

Knowledge Management System of e-office for keeping note of important rulings and decisions having a precedent value for ready reference.

Review of the recorded files: ♦ Beginning in January each year, the

details of the files which have become due for review.

♦ A Category-II file will be reviewed by the Record Officer on the expiry of the specified retention period. Justification for retaining file after review will be recorded on the file with the approval of HOD of the concerned Division.

♦ Category-I files will be reviewed on attaining the 20th year of their life. In these reviews, the need for downgrading the original categorization of Category-I may also be considered.

Guidelines for preparation of Records Retention Schedule for Records pertaining to substantive functions:Every division produces records to carry out its various functions. These records are to be closed (recorded) after action on the issues considered thereon has been completed. While the files of purely ephemeral nature, containing little reference or research value, need not be formally recorded and may be destroyed after one year, different other categories of records are, however, required to be retained for different specific periods, according to their importance and reference values.

One of the prerequisites of a good Records Management is to ensure that records are neither prematurely destroyed nor kept for periods longer than required at the cost of economy and efficiency. Thus, in order to prescribe judicious retention periods to different categories of records, a Records Retention Schedule (RRS) needs to be drawn by the concerned organisations.

Housekeeping matter e.g. Establishment, Welfare, Vigilance, Common Office Services viz. accommodation, furniture, stationary and forms, office equipment. Library, security etc., Hindi, Public Relations, Parliament etc.

♦ Common Office Procedure, and include various Registers, Lists, Diaries, Reports etc as mentioned in the Central Secretariat Manual of Office Procedure (12th edition, New Delhi, 2003).

♦ Financial mattes, viz, Finance, Budget Cash and Accounts etc.

Records Retention Schedules prescribed for the above-mentioned three categories of records are seriatim as follows:♦ Record Retention Schedule for Records

Common to All Departments – issued by Department of Administrative Reforms and Public Grievances, Ministry of Personnel, Public Grievances and Pensions, Government of India.

♦ Central Secretariat Manual of Office Procedure – issued by Department of Administrative Reforms and Public

Grievances, Ministry of Personnel, Public Grievances and Pensions, Government of India.

♦ General Financial Rules, 2005 – issued by Ministry of Finance, Government of India.

Records Retention Schedule for Records pertaining to Substantive Functions:Records pertaining to Substantive Functions of a Records Creating Agency (RCA) include records pertaining to the functions which are peculiar (specific) to that particular agency. Therefore, the Retention Schedule for records pertaining to Substantive Functions of each RCA would be according to the records created by it.

The Public Records Act, 1993 (69 of 1993) Clause (e) of Subsection (1) of Section 6 and the Central Secretariat Manual of Office Procedure (Para 111 (1) (d) stipulate that every RCA would compile a Retention Schedule for Records pertaining to its Substantive Functions which has to be vetted by the National Archives of India (NAI) before its implementation.

Steps to be taken by the RCA in the preparation of Retention Schedule for Records pertaining to Substantive Functions:

♦ Study of the Structure and Functions of the Organisation.

♦ Study of the work distribution amongst various Divisions/ Branches/ Sections/Units/ Cells.

♦ Study of the Current and Semi-Current Record-Series/Record-Groups.

♦ Listing of the subject-heads (including sub-heads) and Record-Groups.

♦ Prescribing of the Retention Periods – the records are classified into three categories viz ‘A’, ‘B’, and ‘C’.

‘A’ Category: Records under this category are meant for permanent preservation and are to be microfilmed because they contain: (i) a document so precious that its original must be preserved intact and access to it in the original form must be restricted to the barest minimum or (ii) material likely to be required for frequent reference by different parties.‘B’ Category: Records under this category are also meant for permanent preservation but they are not to be microfilmed.‘C’ Category: Records under this category are meant to be maintained for a limited period, not exceeding 10 years. N.B. While prescribing the retention period for ‘C’ Category files, slabs of C-1, C-3, C-5 and C-10 may be followed, where the numerals represent the number of years that file is to be retained after being closed or recorded.♦ Preparation of the draft Records Retention

Guidelines for transfer of records of Permanent Nature:♦ The files recommended for permanent

retention (Keep) may be properly repaired, docketed, stitched, wherever necessary.

♦ The files may be tied in sizeable bundles to avoid damage to the files.

♦ Nomenclature viz. Name of the Division, Department, Branch, Year(s) and File Nos. may be mentioned on the main cover of the files clearly.

♦ Wherever any abbreviation has been used, the same may be indicated in full.

♦ Transfer list may be prepared, preferably on a computer.

♦ All records, along with the Transfer list (in triplicate), may be forwarded to the CRM Division for permanent preservation.

♦ After checking of the records / transfer list, the CRM Division would return one copy of the Transfer list to the Records Creating Agency as a receipt of the Records.

Jobs to be performed in the Records Rooms by Records Officer and other supporting staff: Records Officer shall be responsible for:♦ Proper arrangement, maintenance

and preservation of Records under his charge;

♦ Periodical review of all records and weeding out records of ephemeral value;

♦ Appraisal of public records which are more than twenty five years old in consultation with the National Archives of India or, as the case may be, the Archives of the Union Territory with a view to retaining records of permanent value.

♦ Destruction of records in such manner and subject to such conditions as may be prescribed under sub-section (1) of Section 8 of the Public Records Act, 1993;

♦ Compilation of a schedule of retention for records.

♦ Periodical review for downgrading of classified records in such manner as may

Service Concession Arrangement Roadmap of Infrastructure Development“A service concession arrangement (SCA) is an arrangement whereby a government

or other public sector body contracts with a private operator to develop (or upgrade), operate and maintain the grantor’s infrastructure assets such as roads, bridges, tunnels, airports, energy distribution networks, etc. The grantor regulates what services the operator must provide using the assets, to whom, and at what

price, and also controls any significant residual interest in the assets at the end of the term of the arrangement.”

Infrastructure development in roads, bridges, ports, redevelopment and airports etc. plays a pivot role in a country’s development

and economic growth. Normally these have been constructed, operated and maintained by the Government and financed through public budgets. Recently, to attract private money and to achieve rapid growth in infrastructure development, government have introduced many attractive contractual schemes popularly known as Service Concession Arrangement (SCA). This may take many shapes as per need and time like build, operate, transfer (BOT), design, build, finance, operate and transfer (DBFOT), etc., arrangements on public-private-partnership basis.

Generally, these assets took years to complete and are being maintained for further longer period. Hence a strong need was felt to harmonise the accounting of these assets to have equal comparison and to achieve international standards. The Institute of Chartered Accountants of India (ICAI) addressed the issue with introduction of Ind AS 115 where although limited but at least some guidance was provided.

These arrangement typically requires a private sector company (generally known as operator) to construct/upgrade infrastructure and to operate/maintain it for further period as to enable private entity its cost that are invested by it in the construction of public asset with moderate returns. At the end of the arrangement, the infrastructure asset

may be transferred to the government or public sector entity (generally known as Grantor). Under the arrangement, the operator may either get a right to charge the users of infrastructure (e.g. toll charges), or the grantor may pay specific periodic amounts (annuity payments) to the operator.

Accounting guidance under Indian GAAP: -As these types of arrangements rarely

happened in India, no specific standard/ guidance relating to these type of contracts was available earlier which can specify an appropriate accounting treatment and disclosures. The ICAI has issued an exposure draft in 2014 on ‘Guidance note on Accounting for Service Concession Arrangements by Concessionaires’ which was never finalised. Due to absence of authoritative guidance, multiple accounting practices have emerged to account for such arrangements and

many companies seems to have followed differing practices. Some companies have recognised ‘infrastructure asset’ as a fixed assets, while others have recognised it as an intangible asset. Many companies do not recognize any revenue and profits during construction period.

Accounting guidance under Indian Accounting Standards (Ind AS)MCA has notified Indian Accounting Standards (Ind AS) on Feb 16, 2015. Ind AS are indianised version of IFRS. These standards were made applicable on Indian companies in a phase manner starting from April 1, 2016. Ind AS 115 Revenue from Contract with Customer comes into force w.e.f. April 01, 2018 containing specific guidance on SCA.

Appendix D and Appendix E of Ind AS 115:Construction Contracts specifies the requirements of Service Concession Arrangements accounting, how to deal with such arrangements and disclosures. It covers various issues and its accounting implications such as:♦ Guidance on the accounting by

operators for public to private service concession arrangements (not the grantors).

♦ It does not cover for private-to-private service concession arrangements.

♦ It applies to public to private SCA, if (a) the grantor controls or regulates what services the operator must provide with the Infrastructure, to whom it must provide them, and at what price; and(b) the grantor controls—through ownership, beneficial entitlement or otherwise -any significant residual interest in the infrastructure at the end of the term of the arrangement.

Treatment of the operator’s rights over the infrastructure: -The contractual service arrangement does not convey the right to control the use of the public service infrastructure to the operator, hence the Infrastructure shall not be recognised as assets of the operator.

The operator has access to operate the infrastructure to provide the public service on behalf of the grantor in accordance with the terms specified in the contract.The operator acts as a service provider under the arrangement.

Recognition and Measurement of Payment/Fees:The nature of the payment/fees determines the subsequent revenues & profits of the arrangement. The operator of a SCA recognises and measures income for the services it performs depending on the terms of the arrangement.

Construction or upgrade services - Revenue and cost relating to construction or upgrade service are booked simultaneous only over the period of construction.

Operation and Maintenance services - Revenue and cost relating to operation services are booked after rendering of O&M services over the period of time.

Consideration:Payment/Fees received or receivable by the operator shall be recognised at its Fair Value. Consideration may give rights to either a Financial Asset (Trade Receivables) or an Intangible Asset.The companies will recognise construction revenue in profit and loss account and create a financial asset or Intangible Asset for the same depending on the criteria.

Financial Asset Model:The operator recognises a Financial asset (Trade Receivables) to the extent that it has an unconditional contractual right to

receive cash or another financial asset from or at the direction of the grantor for the construction services. The operator has an unconditional right to receive cash if the grantor contractually guarantees to pay the operator (a) specified or determinable amounts or (b) the shortfall, if any, between amounts received from users of the public service and specified or determinable amounts.

The operator measures the financial asset at fair value. Ind AS 32, Ind AS 107 and Ind AS 109 containing complicated valuation and presentation laws applied to the financial assets recognised including recognition at (a) amortised cost; (b) fair value through other comprehensive income; or (c) fair value through profit or loss.

Intangible Asset Model:The operator recognises an intangible asset to the extent that it receives a right (a license) to charge users of the public service. A right to charge users of the public service is not an unconditional right to receive cash because the amounts are dependent upon the condition upto what extent public uses the service. The operator measures the intangible asset at fair value.

Example: A State government (Grantor) has given a contract to ABC highways Ltd (Operator) to build a road and collect toll for 20 years. ABC will construct the road in the year 1 and collect the revenue for next 20 years.

The Govt has guaranteed ABC, that it will pay 10 crores every year as a consideration of toll charges. The Govt has given right to collect toll charges to ABC and ABC will collect the revenue in the form of toll charges from the public.

In the implementation period, i.e. ,year 1, ABC will recognise Contract Cost and revenue as per Appendix D of Ind AS 115 i.e. Revenue from Contract with Customers. The contract revenue (VWD) will be recognised on the basis of Fair value. The Company will recognise Financial asset or Intangible asset on the basis of nature of the consideration.

In the first case, the grantor is giving guaranteed amount to the operator.

The operator has an unconditional right to receive cash from the Govt and the amount is specified/ determinable. In this case the operator will recognise Financial asset. This Financial asset will be subsequently treated as per Financial Instruments standard.

In the second case, the operator is getting right to collect toll charges from the users. A right to charge users of the public service is not an unconditional right to receive cash because the amounts are contingent to the extent that the public uses the service. The operator will recognise intangible asset at fair value. After the implementation period, ABC will recognise revenue as per Ind AS 115 in the next 20 years.

Treatment of Borrowing costs:Borrowing costs i.e. any interest paid on the loan taken for the construction of public asset shall be recognised as an expense in the period in which they are incurred if the operator has a contractual right to charge users of the public service. In

case of Intangible asset, borrowing costs attributable to the arrangement shall be capitalised during the construction phase of the arrangement.

Restoration liability:As part of the condition of the contract if the operator is under an obligation to maintain theInfrastructure to a specified level of serviceability or to restore to a specified condition before handing over to grantor, then such expenditure shall be recognised as a provision at the inception of maintenance period.

Items provided by grantor to operator:The Infrastructure items for which the operator is given access by the grantor are not assets of the operator. The Asset for which operator can keep or deal with as it wishes and it is a part of consideration then it can be treated as assets ofthe operator and recognised at Fair value. The operator also recognises liability for unfulfilled

obligations (if any) it has assumed in exchange for the asset.

Conclusion:Many Public sector companies like IRCON, NHAI, etc., are already working as operator to boost Indian economy and are earning handsome profits. The service concession contracts may be seen as the future of Indian infrastructure development. Plenty of opportunities lies with sustainable growth as the economy is progressive and government also promotes SWADESHI.

of the millennium, the company built the projects like NBCC Place & NBCC Plaza in Delhi; Vibgyor Towers at Rajarhat, Kolkata and also in other cities such as Vadodara in Gujarat which accorded new heights and the company won the SCOPE turnaround award in 2005-06. On October 14, 2008, NBCC was granted Schedule ‘A’ PSU status. The contracting model of the company also took a conceptual turnaround and the company entered into the shoes of the Project Manager from that of a contractor. Now the PMC works of the company were awarded 100 per cent to the sub contractors instead of self-execution.

The company also undertook various works in the North East Region, Border Fencing at Indo Pak and Bangladesh borders and construction of roads under Pradhan Mantri Gramin Sadak Yojna in various North East states along with Bihar and Odisha. The geographical diversification with planned business expansion gave the new lifeblood to the financial health of the company.

NBCC continued to add new flags in the glorious journey and entered into its first project of redevelopment in the New Moti Bagh Colony wherein 123 acres land was redeveloped. For project finance, 3 acres land was sold to Hotel Leela, 492

The Success Story of NBCCStrategic Expansion

Expansion of Business, as suggested by the phrase itself can be simply understood either by the expansion of geographical

markets to reach new customers or to diversify the product to expand the business market to add new customers in the portfolio. A market expansion growth strategy, often called market development, entails selling current products in a new market. If a business does not find new markets for its products, it cannot increase sales or profits. A small company may also use a market expansion strategy if it finds new usage for its product. So in order to survive in competition era, new avenues are a must to explore.

NBCC is going to complete 60 years of establishment in the year 2020. The Company has witnessed many ups and downs in its diversified journey. The company was initially set up as an extended arm of Govt. of India in the construction field. The company used to bag orders largely on nomination basis from the different Govt. Departments and get them executed in-house by employing contractual/own labour. Gradually the company diversified and outstretched its presence in the foreign projects in the countries like Libya, Iraq, Yemen, Nepal, Maldives, Mauritius, Turkey and Botswana. The expansion strategy succeeded and the company explored new overseas markets. However, the Gulf war brought misfortune wherein all the works in the Gulf Countries were immediately suspended and also the non-settlement of contractual dues due to political instability worsened the liquidity position. The litigation further troubled and affected inland operations.

To overcome the situation, NBCC opted for product diversification in EPC business such as construction of Chimneys, Cooling Towers, Environmental and Transmission Projects and forayed into the real estate market. In the early years

houses were built out of the successful mobilisation of funds amounting to approx. 611 crores. Surplus fund of Rs. 330.61 crores was deposited back in Consolidated Fund of India after completion of project. Immediately after, the company was chosen to redevelop East Kidwai Nagar (10 times bigger project than NMB). Since the time, new feathers continued adding to the hat and the company was awarded Navratna Status by GOI on June 23, 2014. The GOI entrusted the redevelopment of 10 railway stations and 3 GPRA colonies in Sarojini Nagar, Netaji Nagar and Nauroji Nagar on the same redevelopment model. The talks for Wadala and Dharavi are still in the pipeline.

As an expansion strategy, the company established NBCC Services Limited, NBCC Engineering and Consultancy Limited, NBCC Gulf LLC

and went for JVs such as NBCC-MHG JV and REDCC Limited to expand the business. Overseas MoUs were signed in Malaysia, Turkey, Oman, Niger, Uganda, Malawi, Zambia, Gabon, Gambia, Liberia, Togo, Seychelles, Mauritius and Maldives to pronounce its presence across the globe. The company was chosen for the prestigious World Expo 2020 India Pavilion Project to be constructed in Dubai by GOI.

As a different expansion plan, the company took over Hindustan Steelworks Construction Limited in April 2017 with 51 per cent equity stake. Similarly, HSCC (India) Limited was acquired in December 2018 with 100 per cent equity stake. NBCC is the first public sector company which submits EOI in NCLT for takeover of JP Infratech Limited. Amrapali Projects are conferred to NBCC by the Hon’ble Supreme Court.

NBCC marked its presence in the business even after GFR nomination was withdrawn in the year 2016. The eminent batches of success continued to add due to different and dynamic expansion strategies adopted by the management from time to time.

It is envisioned that in the years to come, the existing horizons shall continue to be challenged by NBCC.

Financial Strategies as adapted in last five years

THE UNION BUDGET - Most awaited for the policy makers, Corporate, Individuals, Entrepreneurs, Retailers, Investors, also referred to as the Annual Financial Statement in the Article 112 of the Constitution of India.

Let’s start with what was inherited and changed.The economy inherited to Government had grown by 6.4 percent in the year ending March 2014. However, major reforms, lower interest rates, and infrastructure push accelerated economic growth to as high as 8.2 percent in 2016-17.

The fall in Crude & Food prices together were able to bring the benchmark inflation level down to nearly half of where it stood in 2014. This finally gave our central bank enough room to bring down interest rates almost monotonically from 8 percent to 5.75 percent in the five years leading up to June 2019 which promoted growth in the economy.

But, the higher they rise, the harder they fall. Rising bad loans and frauds led the way to more stringent NPA management, squeezing out banking credit. NBFCs followed soon after, with asset-liability mismatches and a liquidity squeeze. While

due to economic reforms by RBI our financial institutions were cleaning up their mess, credit in the system has also dried up.

The maiden budget of NDA 1.0 allocated `1.91 lakh crore to infrastructure in 2014-15, it has grown at a commendable compounded annual rate of 33 percent to `5.97 lakh crore in 2018-19. The present state of the economy warrants renewed government focus on infrastructure, and not just through higher allocation, but also through more reforms and smoothing out the glitches of previous reforms. 2014-15The budget gave a bonanza to the individuals by increasing the basic tax exemption limit from `2 lakh to `2.5 lakh and to `3 lakh for senior citizens aged 60 and above but below 80 years.The deduction limit under 80C was also hiked to `1.5 lakh. Another demand that was honoured was to increase interest paid on housing loan to 2 lakh from the previous limit of `1.5 lakh.

2015-16Again the individuals received an additional deduction of `50,000 was introduced under section 80CCD (1b) on the contribution made to NPS over and above the deduction of `1.5 lakh available under section 80C.Another blessing that came to individual was the hike in deduction limit from `15,000 to `25,000 and for senior and very senior citizens; the limit was hiked from `20,000 to `30,000.

To bring economic parity the surcharge on taxable income was increased from 10 per cent to 12 per cent for those earning more than `1 crore.

2016-17In this budget no changes were made in the slab rates however; to promote housing for all, an additional deduction of `50,000 for housing loans up to 35 lakh, provided cost of

surcharge on taxable income was increased from 12 per cent to 15 per cent for those earning more than `1 crore.

2017-18The Budget brought a major relief by reducing the rate of tax to 5% from 10% for individual in the slab of `2.5 Lakh to 5 Lakhs

also a standard deduction of 40,000 in place of present exemption for transport allowance and reimbursement of miscellaneous medical expenses was given.

2018-19The final budget of the 1st NDA government did not made any recognised changes however the standard deduction of `40,000 was increased to `50,000

Challenges Ahead♦ The first challenge is to arrest the inflation

and maintain the GDP growth, last 5 years have seen a fall in inflation rate from 5.8% to 3.48% and also to maintain a healthy GDP rate since India is now among the top 10 countries in terms of GDP.

♦ Second challenge is boosting both consumption and investment. But some of the signs are ominous. While industrial production turned negative in April, auto companies are facing an inventory pile up in the face of plunging demand. One of the ways of addressing the problem is by putting more money in the hands of consumers by lowering income-tax. But this is easier said than done given the tight fiscal situation.

♦ Another task is to simplify the GST processes and lower the levy on items such as cement. The new return form for the GST is ready and the need is to push for the implementation according to the schedule and then introduce some more changes, both in the return and the e-Way bill.

Recycled Aggregate Concrete An Investigation of Properties and Structural Applications

Comparative Study of Conventional Building Foundations with Foundations on Treated/Reinforced Ground

Worldwide, sustainability is the pressing need of the hour in the construction industry and towards this end, production of fresh concrete using Recycled Coarse Aggregate (RCA), manufactured from demolished concrete waste, is being increasingly encouraged so as to reduce the demand of natural sources of aggregate, decrease the environmental impact of concrete construction and help in safe and sustainable disposal of concrete wastes. Utilisation of RCA in the self-compacting concrete is being explored for its rheology and thixotropy which affect the concrete flow in pipes, multi-lift casting, formwork pressure, etc. Strength of original concrete imparts only marginal effect on the compressive strength and split tensile

The work involved two aspects: i) provision of alternative to traditional cast-in-situ foundations for pre-engineered superstructures; ii) provision of stone columns as ground strengthening measure under static and seismic loads. As a provision of alternative to traditional cast-in-situ foundations for pre-engineered superstructures, design of four types of pre-fabricated foundations have been carried out which can serve as a foundation for pre-engineered structures especially in rural areas.

In order to study the performance of a square footing on stone columns treated dry sand bed under seismic loading, an

strength of Recycled Aggregate Concretes (RACs). Porous and soft adhered mortar content in RCA is the main cause of altering the water permeability of RAC and fly ash as a partial replacement of cement in such concrete may improve the fine refinement of RCA, and hence, its water permeability characteristics enhanced. Before designers can consider structural use of RACs, they would be keen to know its behaviour under actions like bending and shear and more importantly in bond, which underpins design for bending. Concrete containing RCA is susceptible to crack propagation leading to possibly lower bond strengths. However, the effect of RCA replacement levels on bond strength has been observed to be marginal.

Salient Outcome♦ When using RCAs derived from concrete of

unknown provenance, a conservative 25 per cent loss of compressive strength and a conservative 20 per cent loss of tensile strength may be assumed in RAC relative to NA concrete.

♦ High water absorption & Lower specific gravity values of RCA compared with natural aggregates.

♦ Permeability characteristics of the RAC improves by substitution of RCA by fly-ash.

The laminar box consists of 23 hollow aluminum layers which are separated by linear roller bearings arranged in such a manner so that relative movement between layers can be permitted with minimum friction. Effect of parameters such as characteristics of input motion in the form of acceleration and frequency, applied vertical load, relative density of sand bed and spacing to diameter ratio of stone columns on response of the footing by means of its vertical settlement under seismic

conditions has been studied. These parameters have been found to influence the response of footing and the results depict that installation of stone columns is effective in improving the settlement characteristics of the footing.

Development of Agriculture Waste based Accelerator for Enhanced Concrete Hardening (AgWACH)

Production of environmental-friendly concrete using industrial waste products has gained increased interest in the construction industry. Replacement of cement with the industrial waste products such as fly ash reduces the hydration rate considerably thereby delaying the process of early strength development and thus, the pace of the overall construction process gets affected. In this project, a cost effective hardening accelerator (AgWACH) has been developed for developing early strength in such sustainable concrete. Abundantly available agricultural waste such as bagasse has been used as a raw material for the development of the hardening accelerator. The newly developed cost-effective hardening accelerator would also be helpful for early strength generation in precast structural elements leading to early removal of formwork, which will help in accelerating the overall production cycle of precast elements. AgWACH can be commercially produced and such product, after proper certification, would be very much useful to the construction industry.

Mechanical and Durability Properties of Nano-silica based High Performance Concrete

High-performance concrete is an emerging type of concrete whose applications are growing both in volume and in diversity. It is becoming an engineered, high-tech material whose properties, performance and possibilities continue to astonish us. Nano-technology is the engineering at nano-scale to produce material with unique properties that cannot be achieved using traditional material. For heterogeneous composite such as concrete, addition of nano-particle makes it an ideal candidate for application in nano-technology. Hydrated cement paste which is the binder in concrete is formed by a chemical reaction with water and has structure on scales that range from nanometers to millimeters. As a result, its structure can be modified and the hydration reactions can be controlled and altered. One such nanomaterial is nano-silica which not only has similarity in chemical composition to constituents of C-S-H, but also has the capability to improve cement composites properties through different mechanisms.

To examine the possibility of extracting nano-silica from rice husk ash which is an agricultural waste, tests were conducted at Structural Engineering Laboratory, IIT Roorkee. It was found that nano-silica prepared in the laboratory is very cost effective in comparison to the nano-silica available in the market. Nano-silica modified concretes of high strength (M60) and normal strength (M40) were then made and tested for mechanical and durability performance. Mechanical strength tests suggested that replacement of cement with nano-silica extracted from rice husk ash, in the range of 0.5 to 0.75% along with 5% micro-silica in concrete

showed optimum strength results. Later, the prepared concretes were

evaluated for various durability parameters and the results were compared with concrete made using only micro-silica. Lower chloride diffusion coefficient for nano-silica modified concrete suggested better resistance against external chloride attack in comparison to micro-silica based concrete. Permeability and sorptivity test results showed that concrete made with nano-silica is more impermeable than the concrete made with micro-silica, suggesting that it is appropriate to use nano-silica based concrete in places susceptible to water ingress. The vulnerability of concrete towards electrochemical activity and corrosion of reinforcement is indicated by concrete resistivity. Higher resistivity shows lesser vulnerability of concrete towards corrosion. The electrical resistivity of concrete made with nano-silica was found to be more than that for micro-silica based concrete. Use of nano-silica in structures exposed to industrial waste, or biogenic acid attack in concrete sewer lines was justified from the acid attack results.

On the contrary, fire tests suggest that nano-silica based concrete is found to be more vulnerable to high temperature and damage as loss in strength, mass and quality was found to be more extensive in this type of concrete. This needs further investigation and shall be taken up in near future. Another important aspect to be considered for performance evaluation of any new material in concrete, is its ability to enhance the service life of a structure. Service life of any reinforced concrete structure would depend upon the type of degradation mechanism and environmental

exposure. In this study it was proposed to estimate the service life of reinforced concrete made of the chosen concrete against chloride induced corrosion which is identified as the main cause of deterioration of different types of concrete structures. The sources of chlorides are the seawater, atmospheric chloride ingress near sea shores and deicing salts used during winter. Limit state for determining service life of a structure can be corrosion initiation, initiation of cracking or time to reach certain crack width or loss of structural capacity. In this study, initiation of corrosion was chosen as the limit state. Service life for both high strength and normal strength nano-silica modified concretes were determined. For normal strength nano-silica based concrete, service life was found to increase by almost three times in comparison to plain concrete and by 1.6 times in comparison to micro-silica based concrete. While on the other hand an increase of almost 2.5 times was observed for nano-silica based high strength concrete as compared to micro-silica based concrete.

B. IDENTIFICATION OF POSTS SUITABLE FOR BENCHMARK DISABILITIES IN PURSUANCE OF THE PROVISIONS MADE IN THE RIGHTS OF PERSONS WITH DISABILITIES ACT, 2016

The Right of Persons with Disabilities Act, 2016 (RPWD Act, 2016) was enacted and came into force w.e.f. 19.4.2017. The act replaces the existing persons with Disabilities Act, 1995 (Equal Opportunity Protection of Rights and full participation). As per RPWD Act, 2016, reservation for disabled persons has been amended and increased from 3% to 4%. Also certain new categories of disabilities under section 34(1) of the RPWD Act, 2016 have been included for reservation to PWD candidates, as detailed below:• Blind and Low Vision;• Deaf and Hard of Hearing• Locomotors disability including

cerebral palsy, leprosy, dwarfism, Acid Attack Victims and Muscular Dystrophy;

• Autism, Intellectual disability, Specific Learning Disabilities and mental illness

• Multiple disabilities amongst persons under clauses (a) to (d) including deaf –blindness in the posts identified for each disabilities.

With the direction of Ministry of Empowerment of Persons with Disabilities & Ministry of Housing & Urban Affairs, Govt. of India and with the approval of Competent Authority, an Expert Committee for identification of posts suitable for benchmark disabilities was constituted in the Company.

C. GREAT PLACE TO WORK SURVEYAs planned, to reap professional Excellence with other multi-faceted benefits such as image building of the organisation, NBCC (India) Ltd. partnered with Great-Place-to-Work (GPTW) Institute, global authority on building, sustaining and recognising high-trust, and high-performing workplace cultures.

Institute accordingly conducted its trademarked Employee Survey and Culture Audit at NBCC from 14.05.2019 to 28.05.2019. The methodology adopted by GPTW Institute is recognised as rigorous and objective and is considered as the gold standard for defining great workplaces across business, academia and government organisation.

On the basis of analysis of survey result and Cultural Audit, GPTW Institute places surveyed organisation in the distinguished list of companies identified as ‘Great Place to Work’ ,which is one of the prestigious global certifications. Placement of a company in this distinguished list of ‘Great Place to Work’ signifies that the company has unique culture of High Trust and High PerformanceTM.

Every member of HRM Team has put relentless efforts ensuring successful completion of Cultural Audit and Employee survey and it is now expected that the efforts made by HRM members will definitely bring NBCC’s name in the select brand of distinguished companies identified as Great Places to Work.

D. OUTBOUND TRAINING PROGRAM The major attraction among all training programs is the ‘Outbound Training Program’ at Ranikhet. In two batches, 40 participants have undergone experiential team building program which includes Management Games like Crossing Acid River, Fish & Fisherman, Trust Fall, Criss Cross (Cow Web), Key Punch, Rock Climbing, Pricking the balloon, Hoopla, Night outs (Jungle Night & Stay), Blind Fold Card, Blind Fold walk, etc., were

introduced to learn competencies of Planning, Organising, Strategising, & Decision Making.

E. SKILL INDIA MISSION IN NBCCNBCC, being the leading Construction Giant PSU, has pioneered to support the Government’s Skill India Mission by training over 1000 workers of the construction sector through implementation of Best-in-Class Employer for Recognition of Prior Learning [RPL Type-4] Scheme of Pradhan Mantri Kaushal Vikas Yojana [PMKVY]. Further, NBCC has signed MoU with Construction Skill Development Council of India (CSDCI). CII has been appointed as a co-coordinating agency for conducting the assessment of our Contractor Workers under the Scheme across various sites of NBCC located in Delhi/NCR.

Till today over 1000 Workers from different trades have been certified under Recognition of Prior Learning [RPL] Program. They have been covered from different sites of NBCC located at Delhi/ NCR and its neighbouring places. The benefits of the Skill India Program are: • Government of India approved

certificate.• Life Insurance in case of unfortunate

accidental death.• `500 as a token of appreciation.• Preference in getting Mudra Loan.• Advantage in travelling to foreign

countries.

The state-of-the-art National Museum of Indian Cinema building has been built by NBCC with five floors and two Mezzanine floors. The project also involved refurbishing of the historic Gulshan Mahal using innovative technology. The new complex was inaugurated by Hon’ble Prime Minister of India, Shri Narendra Modi on January 19, 2019.
