dr. ing. Ion Basgan (1902 - 1980) is the one that using the sonicity principle licensed in 1934 in Romania and USA a new drilling system: “Method for improving the efficiency and perfecting the ROTATIVE OIL DRILLING through percussive rotation and hydrodynamic pressure absorption.” Basgan procedure made a fulminant carrier in USA being used in Romania too after 1944 without its merits being recognized.

The first edition of the International Conference on Condition Monitoring, Diagnosis and Maintenance – CMDM 2011, was organized by the CIGRE’s Romanian National Committee - as organizer and CNTEE Transelectrica - as co-organizer, under the patronage of the Romanian Ministry of Economy, Trade and Business Environment.The international event took place at Radisson Blu Hotel, Bucharest, Romania, on September 19 – 23, 2011.Key facts of CMDM 2011:• 253 registered participants,

coming from 26 countries and a wide area of interest (public power sector, universities, private power sector, etc.), from national or international companies;

• 66 articles presented during 5 days;

Justin Capră (1933 – 2015) was a Romanian engineer and inventor. He INVENTED THE JET PACK and then he proposed this device to the Romanian Academy in 1956 and completed it in 1958. When the Academy declined to show interest, he offered it to the American Embassy, which was also uninterested. He was then jailed by the Communist regime for having approached the embassy. He flown the device and received a patent in 1958.

On behalf of the Romanian National Committee of CIGRE, it is our great pleasure to welcome our distinguished guests of the third edition of the International Conference on Condition Monitoring, Diagnosis and Maintenance, event organized every two years by CIGRE Romanian National Committee as organizer and CNTEE Transelectrica (the Romanian TSO) as co-organizer, in Bucharest - Romania.

The main topics of CMDM 2015 cover the technical activities of minimum 7 (seven) CIGRE Study Committees: A1, A2, A3, B1, B2, B3, D1.

Among the CMDM 2015 topics we may mention: 1. Smart Grids; 2. Condition monitoring and diagnosis for power equipment and high voltage lines; 3. Condition monitoring and diagnosis in power plants; 4. CMDM 2015 includes also tutorials, technical papers sessions and a 4 days exhibition.

The conference will bring together power system engineers, decision makers, economists, academicians and others with interest in the power field. Petrache Poenaru was a mathematician, physicist, engineer, inventor, teacher and organizer of the educational system, as well as a politician, agronomist, and zootechnologist, founder of the Philharmonic Society, the Botanical Gardens and the National Museum of Antiquities in Bucharest.While a student in Paris, Petrache Poenaru invented the WORLD’S FIRST FOUNTAIN PEN, an invention for which the French Government issued a patent on 25 May 1827.

ABOUT CMDM 2013 The second edition of the International Conference on Condition Monitoring, Diagnosis and Maintenance - CMDM 2013 was organized by the Romanian National Committee of CIGRE, as organizer and CNTEE Transelectrica (the Romanian TSO) and A-LST-R (the Romanian technical authority in the field of Live Maintenance), as co-organizers.The international event took place at Radisson Blu Hotel, Bucharest, Romania, on September 2-5, 2013.The conference also had a joint session with SC A1 (the SC A1 CIGRE Meeting and Colloquium took place at Hotel Howard Johnson , 31st August – 7th September 2013, Bucharest..

Hermann Julius Oberth (1894 – 1989) was born in Sibiu - Romania and he was a physicist and engineer. He is considered one of the founding FATHERS OF ROCKETRY AND ASTRONAUTICS.Wernher von Braun said: “Hermann Oberth was the first, who when thinking about the possibility of spaceships grabbed a slide-rule and presented mathematically analyzed concepts and designs.... I, myself, owe to him not only the guiding-star of my life, but also my first contact with the theoretical and practical aspects of rocketry and space travel. A place of honor should be reserved in the history of science and technology for his ground-breaking contributions in the field of astronautics”.

Gheorghe Botezatu (1882 – 1940) was a Romanian born engineer, businessman, and pioneer of helicopter flight.In 1914 he realized THE MOON LANDING CALCULATIONS that helped the US Apollo lunar program of the 1960’s.

Was born in Caçador, Brasil, on March 02th, 1962. Graduated from Universidade Federal do Paraná in 1986 in Electrical Engineering. Holds D.Sc. from COPPE - Universidade Federal do Rio de Janeiro (2003). Started his research career with Cepel – Centro de Pesquisas de Energia Elétrica - Brasil in 1989 working with circuit-breakers and power transformers. Coordinated the development of DianE System, a corporative software for Analysis and Diagnostic of Substation Equipment at Cepel until 2014. Nowadays acts as consultant in the area of maintenance, monitoring and asset management. He is member of CIGRE SC A2 since 2002 and convener of the CIGRE WG A2.44 – Transformer Intelligent Condition Monitoring, since Dec/2010.

Mr. Ciprian Diaconu graduated the Polytechnic University of Bucharest, Energy Faculty (1986), and in 2009 obtained the PhD title in power network management. In his 25 years’ experience in the high voltage power network domain, Mr. Ciprian Diaconu has passed through successive stages in RENEL and CONEL, these last years being member in CNTEE Transelectrica Directorate, Deputy Director General of the Technical Management, technical and engineering coordinating director, asset management director, technical division director coordinating the maintenance, operation, planning and grid connection activities. Ştefan Odobleja (1902 – 1978) was a Romanian scientist considered “FATHER OF CYBERNETICS”. His major work, Psychologie consonantiste, first published in 1938 and 1939, in Paris, lays the theoretical foundations of the generalized cybernetics.He established many of the major themes regarding cybernetics and systems thinking nine years before Norbert Wiener.

He received the Ph.D. degree from the University Politehnica Timisoara Romania, where he was associate professor until 1991. He received and European grant and was visiting at the Karlsruhe Institute of Technology, KIT, Germany form 1991 to 1992. Since 1992 he has been with ABB Corporate Research Germany. He is member in international engineering organizations: senior member IEEE and member CIGRE (Nicolaie received the CIGRE Technical Committee Award, 2006). Nicolaie has over 30 years of research, engineering and university experience. He has published papers including CIGRE Technical reports as author and co-author, has multiple patents. He is convener of the newly started CIGRE WG B3.44.

Simon RYDER was born in England in 1973, and studied Engineering Science at St John’s College, Oxford University, graduating in 1996. He was with GEC Alsthom and later Alstom between 1997 and 2003, working in design, development and eventually research. He has been with Doble Engineering since 2003, working on transformer procurement and transformer life management. He is a senior member of IEEE and a fellow of IET. He was a member of CIGRE working group A2.36 on transformer procurement, he is convenor of CIGRE working group A2.48 on shunt reactors, and he will be chairman of study committee A2 for 4 years from 2016.
