About the FRN
The Roane FRN is a nonprofit organization, which coordinates monthly networking meetings
among families, providers and community representatives. We strive to increase community
awareness of local and state issues that affect children and families. We assist and encourage
community groups to work together to identify and address local issues, promote coordination
of existing community services to maximize benefits to families and promote opportunities for
families to impact decisions that affect them. Please join us in our monthly meetings held at the
Mid-Ohio Valley Health Dept., in Spencer on the 3rd Tuesday of each month at 12 p.m.
This guide is limited to those services and agencies deemed essential or useful for the quality of
life of Roane County’s families and citizens, particularly those facing economic hardships or
other challenges.
While many of the listed services, agencies and organizations have physical locations
elsewhere, they nonetheless serve the residents of Roane County. In most cases, nothing
comparable is found within the boundaries of our county.

The WV Health Right Mobile Dental Clinic travels to McDowell, Boone, Logan, Clay, Harrison and Roane counties twice a month to serve low-income adult patients, aged 18+, who need fillings, extractions, or dental cleanings. Do not treat children. Do not provide partials, dentures, or oral surgery. Goal is to relieve dental pain and infection, thus, improving the oral health of impoverished adults in rural West Virginia. To qualify, patients must be uninsured or have Medicaid or Medicare coverage and household income must be at or below 250% of the Federal Poverty Level guidelines. Habitat homeowners must be active participants in building a better home and future for themselves and their families. Every Habitat home is an investment.
• Prospective Habitat homeowners must demonstrate a need for safe, affordable housing. Need will vary from community to community.
• Once selected, Habitat homeowners must partner with us throughout the process. This partnership includes performing “sweat equity,” or helping to build their own home or the homes of others in our homeownership program. Sweat equity can also include taking homeownership classes or performing volunteer work in a Habitat ReStore.
• Homeowners must also be able and willing to pay an affordable mortgage. Mortgage payments are cycled back into the community to help build additional Habitat houses.

A 70 acre impoundment located just south of Spencer on WV Rt 36 features 1,600 acres and 21 miles of trails in pristine Appalachian backcountry for you to explore. The lake is well known for world class walleye, musky and bass fishing. Paddlers flock to these waters for a peaceful glide across the waters where they might see blue herons or even a bald eagle. Charles Fork Lake features camping with electric hookups at $14/night and $8/night for non-electric sites. Vault toilets are available at the campground and a beautiful picnic pavilion for your birthday party, family reunion or other activity at no charge (first come, first serve).

Ben's Run is one of the coolest inner-city trail systems in West Virginia with a winery at one trailhead, the city pool and Washington Park at the other, and the iconic Ben's Run Dam in between! With six miles of beautiful trails located almost right downtown, what a perfect place to escape for an afternoon hike or to make your destination for a weekend mountain biking stay-cation. The trails were created in 2015 thanks to a $40,000 grant from the WV Department of Transportation. There are challenging "rock gardens", a beautiful tumbling stream, quaint bridges, and quiet benches for you to sit and relax, pray, or write your next big literary piece. The trails are super well marked with signs at all junctions, detailed trail maps and even "Fire Tack" markers for night hiking/riding.

Miletree Lakes are located just off West Main Street near McDonalds. The City of Spencer reserve water supply is provided by two impoundments here. Fishermen use these lakes to catch trophy size crappie, largemouth bass, and bluegill. In the spring, the West Virginia Division of Natural Resources stocks the lake with catchable trout. A hiking trail exists from the dirt parking area around to the upper lake. Future plans for Miletree Lakes include an improved access road on the western side of the lake, hiking trails and general improvements.

The City of Spencer features a Civil War park founded on the same land that Union and Confederate soldiers took up arms on in August 1861. Today, the park features a replica wooden cannon (visit the site and read the kiosks to learn why a wooden cannon) as well as a cemetary where the first casuality of the battle, Union soldier William Pool, is buried. Interpretive kiosks are placed at the cemetery, at the cannon, at the springs, and at the courthouse on Main Street. Also, the ruins of the Spencer State Hospital Farm Superintendant Home are a favorite photography site for visitors. The view of Spencer and the Spring Creek/Tanner's Run Valleys are breathtaking here. This historic site is part of the Blue and Gray Highway and site of the former Spencer State Hospital farm. Across Spring Creek from downtown Spencer lies the community of Alvord. Once its very own municipality, Alvord is now a historic part of the City of Spencer. Griffith Park (a.k.a. Fifth Street Park) provides a recreational resource to this neighborhood. The park features an assortment of playground equipment, basketball court and skateboard park. There is a picnic shelter at the park for birthday parties or neighborhood gatherings. Plenty of greenspace exists for pick-up ballgames like soccer, two-hand touch football or a championship game of wiffleball. The City of Spencer is dedicated to keeping this a vibrant park space for the Alvord community.

BoMar was awarded a grant to hire a person under contract to run the Drop-In Center. The Drop In Center is a separate program which is funded by DHHR-BHHF and supports persons in recovery from addictions or mental health issues.

The program currently serves 2,000 students in Roane, Jackson, and Mason Counties (1/5 the total after school population in WV) and operates 3 preschools in Roane and Jackson Counties. PATCH successfully administers several different grants that focus on character education, tobacco, drug, and alcohol prevention, civic duty and service learning, watershed and clean water awareness, entrepreneurial job skills, and leadership. The PATCH staff endeavor each year to offer programs that children are excited to participate in, and this maintains interest and involvement. From entrepreneurial and job skill courses to heritage and traditional instruction (fiddle, guitar, quilting/crocheting, fly tying, etc) to science and technology, the courses offered through the PATCH program continue to offer students a choice of unique programs that “are intentional, involve choice, and develop the use of new and exciting opportunities for learning” which are key components to successful academic achievement as cited by research presented in the Harvard Family Research Project (HFRP, Feb. 2008). PATCH offers a variety of 94 different educational enrichment programs across the counties for grades Pre K-12 and their families and plans to keep the same success record at the schools, for the students, and for families that we serve.

A free, educational program for West Virginia youths in all 55 counties
4-H is world leader in developing youths to become productive citizens and catalysts for positive change to meet the needs of a diverse and changing society. Through a focus on the four “Hs” of head, heart, hands and health, participating youths will learn to develop life skills and knowledge, build self-esteem and positive values, become more active citizens through service and adopt healthy habits. Anyone between the ages of 9 and 21 can join 4-H with a parent or guardian’s permission. Younger kids who are interested in the practices of 4-H can start at age 7 in the Cloverbud program, which focuses more on fun and social activities that set the stage for future learning.

Scouting is a year-round program uniquely designed to meet the needs of youth and their families. The program offers fun and challenging activities that promote character development and physical fitness. Family involvement is an essential part of the program, and parents are encouraged to play an active role in making the most of the short time they have to impact the lives of their children. Scouting is designed to be experienced outdoors. Hiking, camping, mountain biking, skateboarding, BMX, mountain climbing, kayaking, whitewater rafting—these are just some of a Scout’s outdoor experiences.
