Heather and Alan Thoms-Chesley

have four beautiful children.

Victoria, the oldest, is nine. She

has autism, mental retardation

and a neurological disorder called

Rett Syndrome.

It is impossible to imagine the

physical and emotional burdens

Heather faces as primary caretaker

for three young boys and a child

who has severe disabilities. Just

feeding Victoria supper takes

Heather an hour or more.

For months on end, Heather

sought assistance for her family

and “bounced like a ping pong ball

from agency to agency.” Time after

time, her request was denied.

Heather’s sense of desperation

grew daily, but she refused to give

up. She called The Arc of

Baltimore, fully expecting to hear

another “no.”What Heather heard,

instead, were five magic words that

changed her life:

“We can help your family.”

Life in the Thoms-Chesley home

is surprisingly ordinary. Some days unfold

without a hitch; some are a bit chaotic.

The kids can be laughing one moment and

crying the next. Add in some good

old-fashioned sibling rivalry and the

Thoms-Chesleys look like your basic

garden-variety family—except for a thing

called magic.

“I feel like The Arc of Baltimore

sprinkled this family with pixie dust,”

relates mom Heather. “Victoria deserves to

be with her family, and she might not have

been able to if it weren’t for The Arc of

Baltimore. They help us in so many

different ways.”

“Victoria is a pip,” Heather jokes

lovingly. “She doesn’t have words, but she

speaks volumes in different ways. If you

offer her three options for a snack,

Victoria fixes her gaze on the item she

wants. If she doesn’t like any of them, she

fixes her gaze on you, at which point you’d

better find something else. Quickly!”

Movie night is a favorite family

activity, despite the boys’ complaints about

Victoria choosing “Barbie’s Fairytopia”

every time it’s her turn to pick…or

Victoria’s none-too-subtle reluctance to

make room on her bed for the family to

watch the movie together.

Victoria always chuckles devilishly

when one of her brothers gets a time-out.

When she grabs a graham cracker away

from her youngest sibling, Victoria giggles

proudly—but only until she finds out that

the deed earned her a time-out. In the

Thoms-Chesley household, everyone is

treated equally. And family is everything.

“With four kids and a husband who

works long hours, there’s a lot of

responsibility on me,” Heather states.

“Having The Arc’s support keeps me—and

this family—in one piece. Just knowing I

have seven days of respite care a year from

The Arc is like having a magic lantern

to hold onto. It gives me tangible hope

during rough times.”

Roughtimes there have been,

in spades. Rett Syndrome has a regressive

phase that causes so much angst for

Victoria that she has tantrums that can last

for hours. Attempting to throw her body

against walls, Victoria screams with

frustration and writhes in pain.

Even tantrum-free days are filled with

challenges. “Dressing Victoria is like

dressing a snake. I have to catch her as she

wanders in circles. Then I put my hand up

a shirt sleeve, grab her hand and pull it

through the sleeve. And remember: that’s

just one sleeve, on one piece of clothing.”

Last fall, Victoria started having

seizures and started to lose what little

balance she possessed. Getting Victoria in

and out of the house was becoming much

more difficult for Heather to manage.

“The Arc pulled a rabbit out of a hat

again,” Heather marvels. “Victoria’s

caseworker got funds for supplies

and manpower from a local

foundation to rebuild the

front porch and install a

ramp this year. It will

be a blessing after

months and months

of having to place

Victoria’s legs correctly

and lift her body up, step

by step.”

Bath time is precisely

choreographed as well. After

Victoria’s motor skills declined, The Arc

Family Fund paid for a hydraulic chair to

lift her in and out of the tub. Still, Victoria

needs to be guided to walk backwards to

get on the chair, then each leg needs to be

turned in the direction of the tub. After she

gets seated, her legs have to be reposi-

tioned. “Meanwhile,” Heather points out,

“don’t forget: I have three young boys who

need supervision.”

That’s where Nina LaSorte, one of The

Arc’s child support specialists, comes in.

She spends 15 hours with the Thoms-

Chesleys each week. The Arc also arranged

for Victoria’s Girl Scout Troop leader,

Nancy Lachnit, to provide assistance on

weekends and other times school is closed.

Both women understand that their job is to

help the whole family. They take care of

Victoria, play with the boys and pitch in

wherever needed.

One of Victoria’s favorite things to do

is to go to the mall with Nina. The

merchants know Victoria, and she knows

the routine: a stop at Starbucks for a drink,

followed by a visit to the pet store to pet

some of the animals. Then it’s off to the

Dollar Store and—best for last—the

Disney Store.

Fivedays a week, Victoria attends

Ridge-Ruxton, a Baltimore County special

education school, but it was important to

Heather that her daughter have the

opportunity to go to a neighborhood

public school, even part-time. The Arc

staff encouraged Heather every step of the

way, including helping with Victoria’s IEP.

Now Victoria attends Harford Heights

Elementary School two mornings a week.

“She has music and library with all of

the other kids, then eats lunch and has

recess with them. Her brother, Aaron,

attends the same school, and Victoria

always recognizes him. When other kids

ask if Victoria is his sister, he just says, ‘yes.’

It’s not a big deal that she’s different.

“Victoria shows people that even with

a profound handicap, she can do the same

things as other kids. She makes it clear that

she can interact, that she’s aware of her

surroundings and that she’s very

opinionated.

“Life would not be the same—

especially for my daughter—if it weren’t

for The Arc’s support. From big-ticket

items like staff support, a ramp and a

hydraulic chair—to seemingly little things

like adult diapers and co-pays for medical

appointments—everything helps, especially

when you’re living on one income.

The Arc support system is like a colorful

scarf that gets pulled out of a

magician’s sleeve. It never seems to

have an end.

“I learned how to be an effective

advocate from The Arc; they advised me

never to accept ‘no’ for an answer. Now I’m

in a position to give back, which feels so

good. I led the session on autism for The

Arc’s annual Family Support Series this

year. And I’m co-president of the local

chapter of the Autism Society of America...

Every day, The Arc’s enthusiastic

staff works magic to help

individuals live as independently as

possible in neighborhoods across Greater

Baltimore...to work in meaningful jobs

with companies that know the value of

employing individuals with

disabilities...and to be dynamic

participants in community life. We are

equally proud of the depth of our

programming for families like the Thoms-

Chesleys, whose story is a poignant

example of The Arc’s dedication to keeping

parents and children together. To that end,

this year has been incredibly productive:

� Our treatment foster care program

provided safe, nurturing homes for 105

children. We provided unparalleled

training for new and current foster

parents and continued to search for

others interested in opening their homes

and hearts to children in need.

� We expanded our respite care efforts by

providing childcare at our Family

Support Series workshops and by

forming a partnership with a Baltimore

City church to provide a “Parents’ Day

Out” four times a year. Participants will

be trained by The Arc.

� Despite the loss of United Way funding,

we remained steadfast in our desire to

increase in-home supports to make like

easier for families who have a child with

a disability. To this end, we are ramping

up efforts to locate new funding

sources.

� We partnered with “Parents’ Place of

Maryland” to provide a six-session

series on issues relating to special

education. A repeat performance is

already in the works.

� In a similar vein, we started an IEP

Advocacy program to assist families and

caregivers who find it difficult to

navigate the local special education

school system.

� Bay Buddies, our summer enrichment

program for children from four

Baltimore City and County schools, has

been in operation for six years. We hope

to secure ongoing funding and, possibly,

add another school or two.

� A mentoring program to ease the

transition of youth moving from

Baltimore City schools to new programs

is being launched. Each individual will

be paired with a local college student.

Our organization takes great pride in

those achievements as well as in our on-

going commitment to adult programming.

Without our dedicated staff, devoted

volunteers and generous donors, none of it

would be possible. We thank all of you for

using your own special magic to be of

service to others.
