PrefaceThe Government of Abu Dhabi Emirate is committed to protect and conserve theenvironment, and to protect and promote human health and safety for all inhabitantsof the Emirate.
This commitment can be achieved through partnership between all government andprivate sectors to ensure activities within Abu Dhabi Emirate are undertaken in aresponsible, safe and sustainable manner and within an Environment, Health andSafety Management System (EHSMS) Framework.
EHSMS is a performance based management system that defines the roles andresponsibilities of all concerned parties and sets the minimum requirements neededat Emirate level for development of individual EHSMS and implementation. It is anapproach that recognises the inter-relationships between workers, the community,and the environment in contributing to diverse risks.
On 6th December 2006, the Executive Council issued a Decree (Committee Decree 2-Session 31/2006) approving "Abu Dhabi Emirate EHS policy" and nominated theEnvironment Agency–Abu Dhabi (EAD) as the Authority responsible for supervisingthe implementation of the EHSMS at Abu Dhabi Emirate level in cooperation andcoordination with all concerned parties.The EHS Policy has the following main goals:
1. Implementation of EHSMS framework by all sectors.2. Compliance with EHSMS requirements.3. Minimization of hazards and risks to the environment and to the health and
safety of workers and the community.4. Continual progress towards sustainable development.
The policy focuses on the importance of partnering with government and privatesector and on engaging all members of the society in protecting the environment andbeing responsible for health and safety issues.
To facilitate the development and implementation of Abu Dhabi Emirate EHSMSFramework, the Executive Council established the "EHS Higher Committee"(Committee Decree 10-Session 19/2007)) on 11th June 2007.The committee is chaired by EAD and comprises members from the following parties:

Starting June 2007, the Higher Committee supervised the development of theEHSMS Framework with the help of seven "Sector Technical Committees" chaired bythe member of the Higher Committee representing that sector (Energy, Industry,Transport, Tourism, Health, Oil and Gas, Construction and Building). Waste sectorwas recently added to the targeted sectors.
Abu Dhabi Emirate EHSMS Framework was initially produced in the form of aManual (draft version) that included a set of documents designed to facilitatedevelopment and implementation of the system, in addition to a set of sectorguidelines that outlines the basic requirements of economic sectors initially targeted.These documents were reviewed by all sector technical committees.
Abu Dhabi EHSMS Framework was launched in February 2008 during the NationalSymposium held under the patronage of H.H Sheikh Hamdan Bin Zayed Al Nahyan,UAE Deputy Prime Minister and Chairman of EAD. Initially the documents of theframework were included in one Manual was distributed to all sectors and otherconcerned parties during the Symposium.
Starting March 2008, the Framework went through a one year process ofconsultation and revision to produce the system documents within “Abu DhabiEHSMS Regulatory Framework” which incorporates the main requirements anygovernment entity/private entity needs to satisfy in order to develop and implementan EHSMS, taking into consideration that this is supplemented by entity specificprocedures.
This process culminated with an “EHSMS consultation workshop” held during 12-13January 2009.
This version of the “EHSMS Regulatory Framework” includes the EHSMS Manualand a set of Codes of Practice identifying the main requirements for systemimplementation, administration, management, monitoring, auditing, inspection andreporting as well as specific issues related to environment and occupational healthand safety.
