The National Information Technology development Agency (NITDA) is the official government body that develops and regulates Information Technology in Nigeria. As part of NITDA's mandate to regulate emerging technologies, NITDA has initiated a project to develop a Blueprint and National Strategy for application of Distributed Ledger Technology (DLT)/Blockchain Technology in Nigeria. The main objective of the project is to assist the Agency in developing business friendly and acceptable regulatory instrument for use of this emerging technology. These regulatory instruments are expected to put into consideration all requirements to ensure healthy use of the technology for services across sectors. In order to achieve this, NITDA wishes to engage all stakeholders in the ecosystem in various capacity to achieve a wider range of contribution towards achieving a national blueprint.

The IT industry is evolving rapidly with revolutionary changes being witnessed every year. New discoveries of emerging technologies are being made for businesses to dwell upon. The private sector especially financial services companies are the earliest adopters of most emerging technologies, while government is behind in the curve.With business technology rapidly advancing, companies stand to gain competitive edge if they can stay current on IT trends that drive effectiveness. As emerging technologies such as DLT/Blockchain drive new business and service models, governments need to equally create and enforce regulations to protect citizens and ensure fair markets while letting innovation and business flourish.

The Nigerian government, through NITDA is inclined to employ its statutory responsibility towards emerging technologies to come up with corresponding regulatory instruments for a healthy ecosystem.DLT/Blockchain Technology is one of the emerging discoveries in recent times.The technology is getting popular as a quarter of large enterprises are venturing into blockchain, a figure expected to jump to more than 50% by 2020. For the government, the concern hasbeen on how the technology can be used to foster healthy growth of nation's economy and safety. There is need to have the right regulatory instruments and implementation strategy for the government to be able to guide adoption of the technology by the public.

National Information Technology Development Agency (NITDA) is empowered by its enabling Act to create a framework for the planning, research, development, standardization, application, coordination, monitoring, evaluation and regulation of Information Technology practices in Nigeria by developing standards, guidelines and regulations for that purpose.
