This Aviation Security Training Program is prepared and implemented by AC Aviation Co., Ltd. All contents
in this manual are based on Company Policies. The Head of Security is responsible for revising this manual
as deemed necessary when Company Policies are changed.
This manual shall be used only by the Company personnel, who shall not copy or disclose its content to any
third party without prior Company approval. Sub-contractors holding a controlled copy of this manual may
photocopy relevant CHAPTERs and distribute them on a need-to-know basis to their authorized full-time
staff. Any reproduction of this manual in any media without the Company’s prior consent is strictly prohibited.
ACCESS TO THE AVIATION SECURITY TRAINING PROGRAM
The Aviation Security Training Program is available to all Company staffs. Sub-contractors may be issued a
controlled or uncontrolled copy of this manual as deemed appropriate. Additional controlled copy of this
Aviation Security Program can be requested by following the Document Control Procedure as described
herein. It is the responsibility of each holder of a controlled copy of this manual to ensure that his/her copy is
completed with currently effective revisions in accordance with the List of Effective Pages.
AMENDMENTS
The Company-designated Management Representative is responsible for reviewing this manual.
Amendments will be issued in English. Amended text will be marked by a vertical bar on the right margin by
the line or paragraph that had changed or revised. Revision of the whole page or CHAPTER shall not have
the vertical mark but will be identified in the Transmittal Letter and List of Effective Pages. The master copy
of all amendments will be kept in Document Control Center (DCC).

0.8 Definitions and Glossary
Definitions
Aviation Operator Security Program (AVOSP): Airport Security Program (ASP), Aircraft Operator Security
Program (AOSP), Regulated Agents Security Program, Regulated Postal Authority Program or Air Traffic
Service Provider Security Program.
Aviation Operator Security Program Holder (AVOSP Holder): Airport Operator, Aircraft Operator,
Regulated Agents, Regulated Postal Authority or Air Traffic Service Provider.
Aviation Personnel: Persons work in Aviation Industry but are not performed direct security control, which
including Ground Handling Agents employed by Airport or Airlines Operators, Regulated Post or Air Traffic
Service Providers and Security Personnel.
Aviation Security Training Program (ASTP): Certified Aviation Security Training Program by Civil Aviation
Authority for Airport Operators, Aircraft Operators, Regulated Agents, Regulated Postal Authority, Air Traffic
Service Provider or Certified Aviation Security Training Schools.
Aircraft Security Check: An inspection of the interior of an aircraft to which passengers may have had
access and an inspection of the hold for the purposes of discovering suspicious objects, weapons, explosives
or other dangerous devices, articles and substances.
Aircraft Security Search: A thorough inspection of the interior and exterior of an aircraft for the purposes of
discovering suspicious objects, weapons, explosives or other dangerous devices, articles or substances.
Background Check: a check of a person's identity and previous experience, including any criminal History,
where appropriate, as part of the assessment of an individual's suitability for unescorted access to a security
restricted area.
Certified Instructor: a person who is qualified and skillful in aviation security that has been certified for
him/her to instruct in aviation security that follows all aspects of NCASTP.
Designated Aviation Security Responsibilities: Direct responsivities to protect the Acts of Unlawful
Interference (AUI) to Civil Aviation. These responsibilities included but not limited to:
Access Control;
Surveillance & patrol;
Aircraft security;
In-flight security (for Pilots & crews);
Body & baggage searching for passengers;
Hold baggage, cargo & mail screening;
Vehicle screening;
Aviation Security Training;
Quality Assurance;
Aviation Security Management.
Internal Auditor: Personnel worked in organization which hold Aviation Operator Security Program (AVOSP)
and have performed Security Audit, Inspection, Testing and Survey.
On-the-job-training: Training conducts in the real or simulated work environment which the participants
can practice under the supervision and assessment by the Certified Instructor or Supervisor.
Security Personnel: Those persons responsible for implementing the following security measures such as
Security Guard and Head of Security. Those responsibilities included but not limited to:

Non-Security Personnel: Aviation personnel that does not have the responsibilities of aviation security

Head of Security: Person is appointed for security responsibilities and decision making for his organization
which is indicated in his Aviation Operator Security Program (AVOSP).

CHAPTER 1 Elements of The Aviation Security Training Program
1.1 Introduction
As required by the Civil Aviation Authority of Thailand (CAAT), this Aviation Security Training Program (ASTP)
is written to comply with National Civil Aviation Security Training Program (NCASTP) to ensure that both
security personnel and non-security personnel of AC Aviation are capable of knowledge, skills and attitude
towards security, and properly trained according to the requirement specified in this training program.
1.2 Objective and Scope
The objectives of this Aviation Security Training Program (ASTP) are as follows:
To specify guidelines for personnel selected to perform security personnel duties;
To ensure the security personnel such as Head of Security and Security Guard who are obliged to
comply with the requirements of the security training is trained and able to perform their duties
effectively and efficiency; and
To provide training for non-security personnel of the company to be aware of the importance of
aviation security.
This Aviation Security Training Program (ASTP) places importance in training all personnel related to aviation
which is not limited to the designated security personnel who must be responsible for security only. In
addition, the content of the training program also includes the requirements for recruiting security personnel,
certified instructor and internal auditor.
1.3 Training and Assessment
Note: No person is to be assigned any duties or functions without supervision unless, as the case may be,
he/she has completed initial aviation security awareness training to become qualified or has undertaken
recurrent aviation security awareness training to remain qualified. Initial knowledge and practical training shall
be conducted prior to assignment of duties to new hires in the classroom by certified aviation security
instructor approved by CAAT. Before holding classroom training, Head of Training shall submit to the CAAT:
The curriculum vitae of the instructors for acceptance;
The course syllabus for review; and
The scheduled and location of the training for notification.
Note: No classroom training shall be held until the instructors and course syllabus have been accepted by
CAAT. The training requirement for each type of training is specified in Chapter 3 of this training program. To
assure that each trainee has attained satisfactory competence in his/her training, a closed-book examination
with multiple-choice, true or false, or fill-in questions will be given at the end of training. The passing mark
shall be 80%.

1.4 Training Facilities and Environment AC Aviation provides adequate training facilities with good environmental factors for all personnel that will help them in learning and improve their knowledge and skills. The training room is located in MJETS Private
Jets Terminal and equipped with the following facilities;
1 classroom (capacity for 20-25 Participants) or equivalent room as appropriate
Adequate lighting, amplifiers & loudspeakers
Air conditioning set to comfort room temperature
Projector screen and laser pointers
White board or flip chart with marker pens and computer notebook
Desks and chairs for all trainee
The certified aviation security instructor shall provide reading notes and slides to all personnel attending the classroom training. For the practical training, the instructor shall prepare instructional equipment such as
samples of prohibited items, weapons, suspicious carton, pipe bomb and etc. All the equipment used in the practical training shall be the ones used in actual operations to avoid any confusion.

Chapter 2 General Requirements for Aviation Security Training Program (ASTP)
2.1 Aviation Security Training Program (ASTP)
All of the Aviation Security Training Program (ASTP) must have evidence to show that it has been following
the regulations of the National Civil Aviation Security Training Program (NCASTP). Aviation Security Training
Program (ASTP) must have or do the following;
Submission of approval that requires in the National Civil Aviation Security Training Program
(NCASTP).
Requirements for planning, such as personnel that is not directly responsible towards aviation
security, personnel that is responsible towards aviation security, or an approval of an
instructor/lecturer.
Explanation of procedures for planning.
Explanation of procedures for saving documents and record retention.
Organization of all documents to show prove and evidence that the requirements has been met,
which might include the following;
o Implementing and organizing of the course outline.
o The purpose of everyone who attends the training.
o Time duration
o Course structure
o Words of explanation
o Course schedule
Requirements of all the conveniences that can improve a better training environment.
The knowledge and skills that is being gain during training for the security personnel together with
the required equipment needs to be use in practical training and in real situation.
Consideration of career development goal, especially with many opportunities that has arisen from
training. The course outline should be appropriate to the individual level of knowledge and skill set.
This should have the purpose of letting each individual know of their possibilities of success in the
future.
Explanation of other necessary requirements that is consistent with the National Civil Aviation
Security Training Program (NCASTP).
2.2 Process in getting an approval of Aviation Security Training Program (ASTP)
Process in getting an approval for Aviation Security Training Program ( ASTP) takes a total of 45 days from
the day CAAT received the Aviation Security Training Program (ASTP). *It will take the same 45 days in case
of a situation where asking for further documents.
2.3 Review and amendments of Aviation Security Training Program (ASTP)
Aviation Security Training Program (ASTP) must be reviewed in accordance to the following;
Whenever there is a request from Civil Aviation Authority of Thailand (CAAT).
Whenever there is a change in the National Civil Aviation Security Training Program (NCASTP).
An amendment in Aviation Operator Security Program (AVOSP).
An amendment in Aviation Security Training Program (ASTP) such as a person that has been
selected in training, procedures in training or documents and manuals use in training.
The results in monitoring the training quality shows if there are any signs of gap in aviation security.

Review Aviation Security Training Program (ASTP) every 5 calendar years (In case there was no
review previously).
If there is a change or amendments that is of importance towards Aviation Security Training Program (ASTP)
after a review, the amended program will have to be resubmitted and get approval again from CAAT. The
importance of this change means that the Aviation Security Training Program (ASTP) is the result of a change
in the individual training approval.
It is the responsibility of the Head of Security to review and update training curricula in accordance with
changes in regulatory requirements, operational environment and Company SPM. The process of submitting
and approving the ASTP training plan takes 45 working days (since the date of receiving the ASTP). * In case
of more information are required counts like a new startup process

3.1 Non-Security Personnel
3.1.1 Recruitment Process for Non-Security Personnel
There are specific requirements for the recruitment of non-security personnel as compared to the
requirements for the recruitment of the security personnel that states in the National Civil Aviation Security
Training Program (NCASTP). Although the Aviation Operator Security Program (AVOSP) holder has
confidence in the process of recruiting personnel, so that all the personnel that has been hired will strictly
follow the regulations that states in the National Civil Aviation Security Program (NCASP) and that all
personnel will require a background check before being hired by the operator.
3.1.2 Initial Training for Non-Security Personnel
3.1.2.1 Security Awareness Initial Training (Aviation Personnel, Flight Crew and ISR)

Objectives: To provide specific security knowledge, procedures & measurements to flight crew and ISR, established security awareness in daily operations and able to handling security incidents such as unruly passenger, sabotage of aircraft & aircraft search for suspected articles or improvised explosive devices, hijacking etc.
Prerequisite: After completion of training specified in Table 3A.
Duration: 3 hours in classroom training and 1-hour practical training in classroom (workshop)
Contents: Assessing the severity of incidents resulting from interventions Illegal by law or other incidents
Communication and coordination of the crew
Proper response for personal protection
Use of equipment Non-Lethal protection provided to staff in aircraft, which must be licensed by the State of Aircraft Operator

Condition: To pass the examination, the trainee must obtain a test score of 80%. Examination may be held within 7 days for Flight Crew and ISR. The person who received a test score of 75 percent and for those who received the score lower than 75 percent or unable to pass the retest within 7 days, must return to full training.
3.1.3 Recurrent Training for Non-Security Personnel
3.1.3.1 Security Awareness Recurrent Training (Aviation Personnel, Flight Crew and ISR)

Objectives: To review security knowledge, procedures & measurements to all staffs, promote security awareness and practice for preliminary security incidents handling or suspicious activities handling procedures such as suspicious behaviors, suspected articles and bomb threat.
Recurrent Period: Within 1 years after completion of training specified in Table 3A (Flight Crew and ISR only).
Within 2 years after completion of training specified in Table 3A (Aviation Personnel only). If the result from aviation security quality control is not satisfied or when the significant changes have occurred, the recurrent period will be conducted more frequent depending on the situation.
Duration: 4 hours in classroom training
Contents: The training content is appropriate for the local needs
Personnel have knowledge and update situations as well as development and standards in training by practical methods
Check the level of understanding and compliance with various requirements
Assessment: Closed book examination
Passing Score: 80%
3.1.3.2 In-Flight Security Recurrent Training (Flight Crew and ISR)

3.2 Security Personnel
3.2.1 Security Guard
Security Guard is responsible for implementing security measures relating to aircraft or airport operations and should pass the necessary qualifications, knowledge and experience, including:
Male or female age more than 23-Year-Old;
Education at least High School Level;
Knowledge and experience in airline security operations at least 1 years or;
Experience in other security-related fields such as law enforcement, the military or security service provider;
Knowledge in the following specific areas;
Security systems and access control; or
Ground or in-flight security; or
Restricted and prohibited articles; or
An overview of terrorism etc.
Shall pass the background check that no criminal records from the Criminal Record Division, Royal Thai Police, no corruption records, no mental illness etc.;
Benefit if can operate Microsoft Office specifically Word, Power Point etc.;
Ability to work with team members from all levels;
Potential for leadership and ability to persuade his clients to follow the security measurements of his company;
Ability to work alone and under pressure;
Willing to work on 24/7 shift;
Ability to communicate in English both speaking and writing skills, if 3rd language ability will be beneficially such as Chinese, Japanese etc.

3.2.1.1 Recruitment Process
AC Aviation has developed the criteria for qualify security personnel to ensure the ability to monitor daily security activities, appropriate response in Acts of Unlawful Interference that states in the National Civil Aviation Security Training Program (NCASTP).
This recruitment procedures should be followed in order to determine whether an employee or potential recruit has the required competencies and sufficient integrity to be entrusted to carry out aviation security duties.
In practice, effective selection and recruitment means identifying the roles, skills, and abilities of security personnel and providing recruitment and selection that is fair, efficient and ultimately predicts performance on the job. In turn, the recruitment of appropriate personnel should reduce staff turnover, make training more effective, and increase job satisfaction for individuals.
Another factor highlighted in a review of competencies is that the job analysis procedures should be regularly reviewed and updated, particularly when there may be a change to the job requirement, Regulations, Infrastructure & Environment etc. which will be affected to different security threats. If significantly change occurs. ACA shall review the job analysis procedures as soon as applicable.
3.2.1.1.1 Application Form
Application form has to identify these details such as
Personal information with recent picture, education background, training records, pass experience, any concerned information with this position, reference person etc.
Applicant consent for Background check with the applicant signature;
Certified correct information by the applicant’s signature. If ACA know that this applicant provided the fraud information. This applicant shall be terminated for this position;
ACA Human Resource Department shall keep the Applicant form until the termination of working contract and ready to be inspected by the appropriate security authority.
3.2.1.1.2 Interview
Interview should be performed by a qualified Interviewer whom has sufficient skill & knowledge in the recruitment process. Objective of Interview are:
To find out the reasons of work termination or resignation, job changing, new job enthusiasm etc.;
To ensure that the applicant shows the sufficient evidence to identify his status during his absent from his job;
To collect the supporting documents such as social welfare, marriage certificate, work permit, transcript etc.;
To submit the appropriate referee whom should be verified for the referee’s credentials before verify the applicant.
Note: Interviewer Team should include of an Experience Human Resource staff, Subject Matter Experts of Security & a psychologist etc. 3.2.1.1.3 Selection
Effective selection process can distinguish and select the appropriate security personnel in each required position which will be affected to the satisfaction in security training and ensured for the better quality of On-The-Job performance, increase job satisfaction and reduce turnover rate of security personnel.
In practice, effective selection process should be considered for each job requirements which indicated for duties & responsibilities, personnel competencies and organization work environments.
Details of Job Description can be verified the correctness of the selected positions.
Consider the Physical Conditions of the selected Security Staffs in these criteria such as:

o Background Check from the Criminal Record Division, Royal Thai Police did not indicate for
criminal records. o Health Certificate from reliable hospital in these criteria as good eyesight, no color-blind, no
hard of hearing, no chronic disease such as cancer, diabetic, leprosy, no infective disease, no mental disorder etc.
o Past experience shows ability to work for long time period, tolerance, fidelity, no sack history from corruption or quarrel & fight, leader in strike etc.
o Good Appearance shows the general Health Conditions, no physical incapacity, no obvious tattoo, no dangerous personality etc.
o Interview results have shown for non-aggressive, ability for self-improvement, reaction for the difficulty questions or situations, ability to observe etc.
o Reliable referees to prove for fidelity, loyalty for his career, job abilities etc. o Approved letter or Certificates for Internal Auditor, Aviation Security Instructor from the
previous company or CAAT.

The content should include the following:
The training is appropriate for the local needs;
Personnel have knowledge and update situations as well as development and standards in training by practical methods; and
Check the level of understanding and compliance with various requirements. 3.2.1.2.3 Method of Training
Training methods must be appropriate for the skills and knowledge to be transmitted, and:
Must be organized in a form of theoretical training and carried out by certified instructor from Civil Aviation Authority of Thailand or an ICAO Certified Instructor;
Must be organized in a form of practical training that may simulate the environment and assume general situations in the classroom so the trainees can practice simulation including the development the practical skills of the trainees; and
Must be in a form of on-the-job training is one method of training. However, it may be considered as part of the training review based on the efficiency of the performance of the security personnel.
3.2.1.2.4 Continuous Leave
In the event that the security guard do not perform the security duties for 3 consecutive months or more, such security guard must be retrained on the skills needed to perform specific security duties. 3.2.2 Head of Security
Head of Security is responsible for implementing security measures relating to aircraft or airport operations should pass the necessary qualifications, knowledge and experience, including:
Knowledge of international, regional and national aviation security regulations;
Knowledge and experience in aviation industry at least 3 years and /or aviation security operations at least 1 year; or

Experience in other security-related fields such as law enforcement or the military or aviation security
auditor or instructor; or
Certification or equivalent approval by the appropriate authority;
Knowledge in the following specific areas such as: o security systems and access control; o ground or in-flight security; o restricted and prohibited articles; o an overview of terrorism etc.
Shall pass the background check that no criminal records from the Criminal Record Division, Royal Thai Police, no corruption records, no mental illness etc;
Education at least Bachelor’s degree holder if concerning security will be beneficially;
Demonstrated proficiency with Microsoft Office specifically Word and Power Point;
Strong critical and analysis thinking, time management, decision making, problem solving including Root cause analysis;
Strong Inter-personal skill and able to work with team members from all levels;
Good leadership quality and ability to propose for solution and issues identified;
Ability to meet tight deadline with minimum supervision;
Willing to responsibility for 24/7 security operations;
Ability to communicate in English both listening, speaking and writing, if 3rd language ability will be beneficially such as Chinese, Japanese etc.
Strict discipline (preferred);
Ability to balance between commercial & operational needs;
Willing to travel;
Excellent communicator with government agencies. In addition to the qualifications mentioned above, Head of Security should have the following criteria:
Ability to issue commands in striped patterns;
Well written and verbally;
Able to supervise the implementation of the relevant security plan;
Able to respond in the initial stages Security emergency situations;
Able to monitor in compliance with the Standard Operating Procedures;
Can evaluate the performance of security personnel and supervise the training in practice;
Can prepare reports, record and file an incident report; and

3.2.2.1.2 Recurrent Training for Security Personnel (Head of Security)
Head of Security must be trained in the recurrent training at least once a year for the training on security awareness as specified in 3.2.2.1.2 at least 4 hours and for the specific training which is necessary to perform the duties at least in accordance with above training specified in 3.2.2.1.2 not less than 3 hours. part of the training review based on the efficiency of the performance of the security personnel. 3.2.2.1.4 Continuous Leave
In the event that the head of security do not perform the security duties for 3 consecutive months or more, such head of security must be retrained on the skills needed to perform specific security duties. 3.2.3 Certified Aviation Security Instructor
AC Aviation utilize only the Certified Aviation Security Instructor by CAAT (Outsource). The duties and responsibilities of a Certified Aviation Security Instructor are:
Present a valid Civil Aviation Security Instructor Certificate from CAAT which appropriate for certain security courses such as security awareness, security guard and in-flight security;
Present a valid criminal record and background check from Royal Thai Police;
Have at least 3 years experiences in the area of conducted security courses;
Assist ACA Head of Training by guidance for Training Needs Analysis (TNA) on a regular basis in order to ensure existing material is relevant and meets the learners’ and company’s needs;
Design, develop, and review training courses and materials in order to meet training needs and enhance training delivery in compliance with national and international regulations;
Conduct professional self-development activities such as reading documents and researching security matters. Attend courses and conferences in order to keep up to date with security developments;
Analyze course evaluation after course completion;
To provide security advice and counselling to all functions in order to guide them to meet the required standards;
Conduct security courses at least 20 hours per year or attend training skill course to maintain certificate of security instructor; and
Renewal his Certificate with Civil Aviation Authority of Thailand (CAAT) within 5 years and pass the Subject Matter Expertise (SME) Test at least 80%.
3.2.4 Internal Auditor
Internal Auditor is personnel who work for the purpose of performing quality control activities such as audit, test, inspection and survey for aviation operators (AVOSP). 3.2.4.1 Recruitment Process
Recruitment of internal auditors must comply with the Recruitment Policy of the Aviation Operator (AVOSP). In addition, the internal auditor must have the following additional qualifications:
Have an appropriate education level or sufficient work experience;
Have a good knowledge of international regulations such as Annex 17 of the ICAO, including regional regulations. (If relevant) and have in-depth knowledge of National Civil Aviation Security Program (NCASP) and the regulations issued under the program;
Have good knowledge about air transport operations;
Have good knowledge of operations and operational procedures in implementing aviation security measures;
Must not have a criminal record;
Have a background check in order to gain access to sensitive information;
Good physical ability (such as vision, hearing, etc.)
Good speaking and writing skills; and

Good interpersonal communication skills such as honesty, integrity, diplomacy, discretionary skills
and with flexibility as appropriate.
3.2.4.2 Qualification
Appointed internal auditor must have experience in aviation security or at least 2 years in the related field. The internal auditor must be familiar with and have knowledge about details of the National Civil Aviation Security Program (NCASP) and laws or regulations related to aviation security.
3.2.4.3 Initial Training
Initial training for internal auditor consists of theoretical training which includes examinations as well as practical training. 3.2.4.3.1 Theoretical Training
Theoretical training must be conducted by a certified instructor and must cover the following topics:
Risk - Understanding of threats, vulnerability or weak point, the probability and impact that will occur, including the assessment of risks in aviation security;
National aviation security framework, such as a risk context statement, national plans for operators from national committee and the board of entrepreneurs;
Definitions of quality control activities, such as audit, test, inspection and survey;
The legal power base for quality control activities, including the obligation of aviation industry and the auditor's power;
Audit Methodology, especially initiating, conducting, preparing all aspects of the audit report and follow-up activities;
Techniques for quality control, such as techniques in questioning, recording evidence;
The use of tools and internal quality control systems in the organization;
Testing operations includes covert tests;
Survey;
Data recording and ensuring that plans are implemented (Corrective Action Plan);
The training duration must not be less than 5 days to cover all the topic mentioned above; and
A theoretical examination must be organized before the training begins. Examinations should require testing of knowledge and understanding according to the training content.
3.2.4.3.2 Practical Training
Practical training must be conducted by a certified instructor and in the form of on-the-job training under supervision of a certified instructor of the civil aviation security auditor or under the supervision of appointed internal auditor with experiences more than 2 years. The practical training shall include, at a minimum, the following topics:
The complete audit process;
Covert Testing (depending on legal authority);
Use of tools and internal quality control systems in the organization; and
All quality control activities carried out by trainee auditor must be under supervision of appointed internal auditor with experiences more than 2 years.
Such auditors must have received theoretical training and must pass examination which covers all 4 items of practical training, and must participate in quality control activities at least 70 hours (by counting hours of actual work) within 12 months under supervision of appointed internal auditor with experiences more than 2 years prior to be appointed as qualified internal auditor.

3.2.4.4 Recurrent Training
Recurrent training must be conducted regularly every year and in the form of:
Formally participating in formal quality control training or training for auditors that are in accordance with the skills and knowledge of each individual. For example, initial training is not suitable for experienced auditors; or
Performs quality control activities for 50 hours within a 12-month period. 3.2.4.5 Continuous Leave
In the event that the internal auditor has not performed the duty of quality control activities for 2 years or longer, such internal auditor must have received a recurrent training and must perform the duties of the auditor for 10 hours under supervision of appointed internal auditor with experiences more than 2 years prior to be considered as qualified internal auditor. 3.3 Data Recording
3.3.1 Record Retention for Recruitment and Background Check of Security Personnel
All recruitment process of personnel shall be recorded in accordance with the NCASTP. In addition to the
recruitment process for aviation security personnel and/or personnel that is responsible in security, ACA
therefore shall comply in retaining all records and evidence in the recruitment process as follows;
Human Resource Department shall sufficiently maintain the security personnel selection data as:
o Conclusion of security personnel’s interviewing;
o Correction of the Verification Process;
o Verification Results;
o Background check from Royal Thai Police;
o Medical check for the fitness of security personnel;
o Name & title of authorized Head of Department;
Note: All the records shall be kept at least 1 year after the respective personnel has left the company and all
the information shall be available for CAAT during the retention period and for the purpose of CAAT audit.
External Security Service Provider shall provide the data for CAAT audit.
Certified Aviation Security Instructor records shall be kept by Training Department as:
o Name of Certified Aviation Security Instructor;
o Date of Certification;
o Date of Revalidation Certification;
o Details of the Host organization or Training Department;
o Details of Cancellation Certification.
Note: Certified Aviation Security Instructor and Training Department have to report the present status to
Aviation Security and Facilitation Standards Department, Civil Aviation Authority of Thailand (CAAT). Aviation
Security and Facilitation Standards Department, Civil Aviation Authority of Thailand (CAAT) will withdraw the
Aviation Security Certificate after 6 months from the expiry date.
The Internal Auditor records and the history shall be kept by Human Resource Department and
Training Department with the following information:
o Details of recruitment;

o Details of each auditor, which has evidence showing that the training is in accordance with
Requirements in the National Civil Aviation Security Training Plan (NCASTP);
o Evidence showing that the internal auditor is appointed; and
o Background checks from Royal Thai Police
3.3.2 Record Retention for Training of Non-Security Personnel and Security Personnel
All training records for both non-security and security personnel shall be documented and retained in
accordance with the NCASTP.
Training records shall be documented, recorded and maintained at Training Department.
Training Department shall keep the Security Training Records according to the NCASTP requirement
or customer airline requirements by State.
Training Department shall maintain current and accurate training records for all categories of staffs
to whom the NCASTP applies.
Records should be retained at least for the duration of each employee’s period of employment and
for longer if required by the appropriate authority.
Additionally, records should be complete and properly updated, and shall be made available at the
request of the appropriate authority and national auditors or inspectors. At a minimum, such
documentation should include (Doc.8973 Para. 8.1.5.9):
o the employee’s name and job title;
o the current employer’s identity;
o the date on which employment commenced;
o security activities and date first undertaken;
o details of training received, including dates and duration in hours;
o name of trainer and signatures of both instructor and trainee, with date;
o performance records and test results; and
o percentage or minimum marks attained during the certification process.
o Performance records and test results should be kept confidential.
Note: Training records will be kept in the individual’s training record folder for additional 2 years after the
respective staff has left the company and then discarded.
3.3.3 Record Retention for Approval of Aviation Security Training Program (ASTP)
The holder of the Aviation Security Training Plan (ASTP Holder) must keep the evidence of Aviation Security (ASTP) that has been approved by the Civil Aviation Authority of Thailand and the approval letter.
