Whereas,

This Academic Senate has observed that Collegial Governance is a requirement for the advancement of University service arid reputation, and

Whereas,

Collegial Governance consists of more than consultation with this body, particularly in those areas in which the constitu­ents of the membership have particular expertise, and

Whereas,

This body has determined ~hat a step toward Collegial Gov­ernance on this campus is the election of Departmental Chairpersons to fixed terms by the members of the department faculty, now therefore be it

In response to your request, Lezlie, I am extending an invi­tation to both the Chair and immediate Past-Chair of the Academic Senate to attend regular meetings of the Foundation Board of Directors. The additional invitation to the immediate Past-Chair of the Academic Senate can provide the continuity and additional input you suggested.

As you are aware, the next Board meeting is next Tuesday, February 10, and you and Joe Weatherby will be expected. I have also advised Al Amaral to send both of your respective offices necessary Board meeting notices, agendas, minutes, etc., on a regular basis.

Subject: 19 7 6-7 7 Governor 1 s Budget

On January 20, 1976 you wrote me a memorandum of concern on the fact that the Governor's budget did not contain planning money for either the rehabilitation of Crandall Gymnasium or the Faculty Office Building. I advised you that we would be working with the various Sacramento offices to reinstate those two projects if it is at all possible. Since my response to you, you are aware from the last President's Council meeting that we have made some progress. Specifically with respect to the Crandall Gymnasium, it appears that there may have to be a policy determination made at the Sacramento level on whether or not the State will embark upon a program to bring all of its facilities up to current building code standards. As you may recall, all rehabilitation projects from both the University of California and State University System were deferred from consideration primarily because the University of California's request for such projects exceeded $100 million. Apart from the fact that the Crandall facility needs to be brought up to current code requirements, we do need the building remodeled to provide a much more satisfactory physical education plant to complement the other physical education buildin8.

I am pleased to advise you that the picture with respect to the Faculty Office Building is encouraging. We have been advised by staff members of the Department of Finance that they strongly support the need for an additional faculty office building at this campus, and the project would have been included in the 1976-77 Governor's budget had it been sufficiently high on the Trustees' priority list of projects. As you are aware, I am sure, there is an agreement between the Department of Finance and Trustees, however, that the Department of Finance will respect the priority lists as submitted and not select projects at random which in the judgment of Finance may have a higher priority. We have been further advised that the support for this project by the Sacramento offices will in fact make available to the State University System an allocation of funds adequate to permit the completion of the working drawings development for that building even though the amount may not appear in the Governor's budget. does occur, and we are very optimistic that it will, the building can be kept on schedule and we will request construction funds for the building in the 1977 Capital Outlay Program with funds available July of that year. We can anticipate a completion date of some 18 months subsequent to that. Because I know this project is of utmost interest and concern to the faculty in general, I would encourage you to · share this information as the opportunity may present itself.

Subject: Senate Resolution on Use of 12-Hour Clock

You received a copy of my memorandum, dated December 12, 1976, in which I requested input from the Administrative Council, the Academic Council, and the Student Personnel Council on the subject matter.

I now have received responses from all three councils and as indicated in the various council minutes (attached), each council endorsed the continuation of the current use of the 24-hour clock mode of designation for Cal Poly.

While I concur with the unanimous recommendation of the three university councils, I also favor the recommendation of the Student Personnel Council that ••a convenient 12-hourconversion table be supplied 11 on university documents and schedules where appropriate to assist students and employees in converting the 24-hour clock to standard time. I will ask the appropriate personnel to implement the recommendation regarding conversion tables.
