Administrators, School Test Coordinators, and District Test Coordinators
are responsible for reading and becoming familiar with relevant information
in this addendum and the appropriate Test Administration Manual(s). You

Important Information
1. Districts and schools are required to follow the 2016 ACCESS FOR ELLS 2.0 schedules
listed on page 1 of this addendum, unless a request for a change is made by the district
and approved by Florida Department of Education (FDOE).
2. Inappropriate actions by school or district personnel before, during, or after test
administration may result in consequences such as test invalidations and/or loss of
teaching certification. Please carefully read the Test Security Policies and Procedures on
page 12 of this addendum. District Test Coordinators must require that all school
administrators, School Test Coordinators, and Test Administrators receive adequate
training and certification prior to test administration and sign the FDOE Test
Administration and Security Agreement in Appendix B of this addendum.
3. Students may not have ANY electronic devices, including but not limited to, cell phones
or smartphones, during testing or during a break, even if the devices are turned off or the
students do not use them. If a student is found to be in possession of ANY electronic
device(s) during testing OR during a break, his or her test section must be marked as
Invalidated (INV) in order to successfully enforce this policy.
4. Test Administrators must NOT administer the ACCESS for ELLs 2.0 system of
assessments to their family members. Students who are related to their assigned Test
Administrator must be reassigned to an alternate Test Administrator. Under NO
circumstances may a student’s parent/guardian be present in that student’s testing room.
5. Test Administrators MUST:
o complete training modules via the WIDA Secure Portal to become certified to
administer the ACCESS for ELLS 2.0 system of assessments
o be knowledgeable of all ACCESS for ELLS 2.0 test materials
o be proficient in English (listening, speaking, reading, and writing) to effectively
apply the scoring rubric and evaluate students’ responses in English as required
o follow the Test Administrator’s Script for administering the ACCESS for ELLs
2.0 system of assessments
o ensure that all students are given sufficient time to complete the test
6. ACCESS for ELLS 2.0 (Grades 1–12) and Alternate ACCESS for ELLs (Grades 1–12)
contain four sections—Listening, Reading, Writing, and Speaking—and students must
take all four sections. Students are permitted to take the four sections on separate days;
however, students must complete one test section within one school day and before
continuing to the next test section.
o Individual administration of the Speaking section for ACCESS for ELLs 2.0 is
required for all students.
o Individual administration of all sections of the Alternate ACCESS for ELLs is
required for all students.

7. Kindergarten ACCESS for ELLs is divided into two sections, with six parts total, which
together cover all four language domains.
o Individual administration of the Kindergarten ACCESS for ELLs is required for
all students.
8. In order to use a Pre-ID label, the student ID number, district number, and school number
must be correct. When a Pre-ID label is affixed, complete Box 1: Date of Testing on the
student response booklet.
o If information is available, complete Box 21: Bilingual/ESL Program Type and
Box 22: State Support Delivery Model.
o If applicable, complete Box 20: Accommodations and Box 23: Do Not Score
9. Per Section 1002.37(9)(c), Florida Statutes (F.S.), districts must make arrangements to
test Florida Virtual School (FLVS) Full-Time ELL students in the district in which they
reside.
10. District Coordinators should identify a date that secure materials are to be returned to the
district office to ensure ALL SECURE TEST MATERIALS ARE RETURNED to DRC
after the ACCESS for ELLS 2.0 test administration.
11. No special sorting is required to return secure materials. All materials (used and unused,
Test Administration Manuals and test books) can be placed in any box. Alternate
ACCESS for ELLs materials may be mixed with ACCESS for ELLs 2.0 materials.
Condense boxes whenever possible.
12. Florida-specific information for the 2016 ACCESS for ELLS 2.0 administration can be
found at https://www.wida.us/membership/states/Florida.aspx.
13. District Coordinators ONLY are provided a user name and password to WIDA AMS
(www.wida-ams.us/) in order to:
o order test materials
o submit a WIDA AMS Materials Accountability Form to report missing materials
o retrieve Score Reports after test administration
o retrieve Missing Materials Report after test administration
14. For Braille, Reading and Writing sections are in braille for (Grades 1–12) students taking
the Tier B test form of ACCESS for ELLs 2.0. All braille test responses must be
transcribed and recorded by the Test Administrator to a standard student response booklet
that has a student Pre-ID label applied within 48 hours of testing.
For large-print, the Test Administrator must transcribe and record the student’s exact
responses from the large-print version of the test to a standard student response booklet
that has a student Pre-ID label applied within 48 hours of testing.
Note: The Test Administrator must indicate the accommodation in Box 20 on the student
response booklet.

15. District Test Coordinators: If there are updates and/or changes for ACCESS for ELLs
2.0 district personnel, District Test Coordinators must provide notification via email to

Test Administration Policies and Procedures
Administration Schedule
The official state test administration window for the 2016 ACCESS for ELLs 2.0 system of
assessments is February 8–March 25, 2016.
Any deviation from these dates must be requested in writing by the district and subsequently
approved in writing by the Florida Department of Education (FDOE) prior to implementation.
Districts may choose to administer the ACCESS for ELLs 2.0 system of assessments at any time
during the test administration window.

Students to be Tested
All students enrolled in the district (grades K–12) and classified ELL, with a code of “LY” on
the first day of the test administration window, must be administered the English language
proficiency assessment:
Kindergarten ACCESS for ELLs
ACCESS for ELLs 2.0
Alternate ACCESS for ELLs
Home Education Program Students
Students who receive instruction at home, are registered appropriately with their district office as
Home Education Program students, and meet the requirement for students to be tested for the 2016
ACCESS for ELLs 2.0 administration may participate in the administration for their grade level
only, as directed by the District Test Coordinator.
Florida Virtual School Students
Per Section 1002.37(9)(c), F.S., students enrolled full-time in the Florida Virtual School and who
meet the requirement for students to be tested for the 2016 ACCESS for ELLs 2.0 administration
require accommodations for testing in the district in which they reside. The District Test
Coordinator will be notified by the Virtual School Coordinator if an ELL student is enrolled full-
time in Florida Virtual School. These students should not be confused with Home Education
Program Students.

Students with Disabilities
ELLs with disabilities participate in the statewide assessment program by taking one of the
following:
Kindergarten ACCESS for ELLs without accommodations,
Kindergarten ACCESS for ELLs with accommodations,
ACCESS for ELLs 2.0 without accommodations,
ACCESS for ELLs 2.0 with accommodations, or
Alternate ACCESS for ELLs
All determinations regarding participation and accommodations in the statewide assessment
program must be documented in the student’s IEP or Section 504 Plan, and in the student’s ELL
plan.
Make-Up Administration Policies
All security and administration procedures must be followed while conducting make-up tests.
Please remember that after ANY administration, initial or make-up, secure materials must be
returned immediately to the School Test Coordinator and placed in locked storage. Secure
materials should not remain in classrooms or be taken out of the building overnight.
Training Materials
The training materials for the 2016 ACCESS for ELLs 2.0 system of assessments are provided
on the WIDA Secure Portal. Login is required to access the training modules.
Test Administrators must score 80% or higher on the appropriate quiz to become a certified
Test Administrator on the WIDA Secure Portal. For some educators, one or more quizzes are
required.
Kindergarten ACCESS for ELLs: Kindergarten Training Module and take the
Kindergarten Quiz
ACCESS for ELLs 2.0: Speaking Assessment Scoring Module(s) and take the appropriate
quiz (Grades 1–5 or 6–12)

Planning Sheet
ALL students may be provided with a Planning Sheet to take notes and plan their responses.
The Planning Sheet is provided in Appendix B of this addendum. Please note that all USED
Planning Sheets must be submitted with test materials.

Ordering Test Materials
District Test Coordinators must order all test materials via WIDA AMS (www.wida-ams.us) during
October 19 – November 30, 2015 for the following assessments:
ACCESS for ELLs 2.0 (Grades 1–12)
Alternate ACCESS for ELLs (Grades 1–12)
Kindergarten ACCESS for ELLs (Large-print accommodated format only)
Note: Kindergarten ACCESS for ELLs test materials will be generated from Survey 2 enrollments.
The Tier Placement Protocol document in Appendix C in the ACCESS for ELLs 2.0 Paper Test
Administration Manual helps Test Coordinators and Test Administrators determine the appropriate
tier to order for each student. An additional resource to aid in tier placement is the WIDA Tier
Placement Tutorial at www.wida.us/assessment/ACCESS/TierPlacementTutorial/player.html.

For Grades 1–12 students participating in the ACCESS for ELLs 2.0 (Grades 1–12) administration,
please note that the following Comprehensive English Language Learning Assessment (CELLA)
proficiency levels and scales scores can be used to assign Tier A, B, or C.

Important: If a student was on the verge of achieving a higher proficiency level, it is
recommended to place the student in the higher tier.

Student Demographic Information
Pre-ID Labels (White)
The pre-identification (Pre-ID) information provided by each district via Survey 2 is used to
create student labels. District Test Coordinators should not upload student information via
WIDA AMS. In order to use the Pre-ID label, the student ID number, district number, and
school number must be correct.
If student demographic information is incorrect on the Pre-ID label, the District Test
Coordinator may correct student information via WIDA AMS from January 4, 2016 through
March 25, 2016. When student information is corrected via WIDA AMS, Test Administrators
can proceed with affixing the Pre-ID label, even if it contains incorrect information, to a student
response booklet.
Important: Shipment 1 will contain Pre-ID labels. Florida will not receive a second shipment.

NEW – District/School Labels (Yellow)
District/School labels are to be used for students who do not receive Pre-ID labels. The label
contains a barcode that indicates the test booklet should be processed and scored for students
whose information is filled in on the demographic pages. The district and school listed on the
label must be checked to ensure they are correct. If they are incorrect, contact DRC Customer
Service immediately at [email protected] or 855-787-9615.
Completing Demographic Information Considerations
Box 4: Native Language
For Native language codes specific to Florida, please refer to Appendix N: Languages Codes in
the FDOE Database Manual. Please start at the left and leave the last box(es) blank.
Box 16: State Student ID Number
Provide the 10-digit student ID number. If the number is only 9 digits long, add an “X” after the
last digit. Leave remaining boxes blank.
Boxes 17–19: State Defined Optional Data; District Student ID Number; District Defined
Optional Data
Please leave these sections blank.
NEW—Florida Virtual School Labels
Florida Virtual School (FLVS) Pre-ID labels and District/School label will be provided to the
testing district. The District Test Coordinator will be notified by the Virtual School Coordinator if an
ELL student is enrolled full-time in FLVS. In addition, student information will be provided to
complete the student demographic pages when the FLVS District/School label is applied to the test
booklet.
NEW—Do Not Process Labels
Do Not Process labels are supplied for use on test booklets that are damaged or should not be
processed. This label should not be used for invalidation situations.

Test Security Policies and Procedures
Florida Statute and State Board of Education Rules
The Florida State Board of Education Rule 6A-10.042, F.A.C. was developed to meet the
requirements of the Test Security Statute, s. 1008.24, F.S., and applies to anyone involved in the
administration of a statewide assessment. The Rule prohibits activities that may threaten the
integrity of the test. See Appendix A for the full text of the Florida Test Security Statute and the
Florida State Board of Education Rule. Examples of prohibited activities are listed below:
copying the passages, test items, or performance tasks
explaining the test items or performance tasks
changing or otherwise interfering with student responses to test items
If students with current IEPs, Section 504 plans, or ELL plans are permitted accommodations,
Test Administrators may provide the accommodations as described in the respective Test
Administration Manual.
The security of all test materials must be maintained before, during, and after the test
administration. Under no circumstances are students permitted to handle secure materials before
or after test administration.
Please remember that after ANY administration, initial or make-up, secure materials must be
returned to the School Test Coordinator and placed in locked storage. No more than three
persons should have access to the locked storage room. Test books, answer sheets, Listening and
Speaking CDs, and the Test Administrator’s Script should never be left unsecured. These secure
materials should not remain in the classrooms or be taken off the school’s campus overnight.
Materials must be tracked using the security numbers described later in this section. Secure
documents should never be destroyed (e.g., shredded, thrown in the trash, etc.) except for soiled
documents, which must be destroyed in a secure manner.
District Test Coordinators must require that all school administrators, School Test Coordinators,
Test Administrators, and proctors receive adequate training prior to test administration and that
all personnel involved in test administration must sign and return the FDOE Test Administration
Security Agreement in Appendix B of this addendum. Additionally, any other person who assists
the School Test Coordinator or Test Administrator must sign and return the agreement.
Each school is required to maintain an accurate ACCESS for ELLs 2.0 Security Log, provided in
Appendix B of this addendum. Anyone who enters a testing room for the purpose of monitoring a
test is required to sign the log. This applies to the Test Administrator or anyone who relieves a
Test Administrator, even for a short break, regardless of how much time he/she spend monitoring
a testing room.
Test Administrators must NOT administer the ACCESS for ELLs 2.0 to their family members.
Students related to their assigned Test Administrator must be reassigned to an alternate Test
Administrator.
Please remember that inappropriate actions by school or district personnel can result in student or
classroom invalidations and/or loss of teaching certification.

Missing Materials/Breaches of Administration Procedures
The School Test Coordinator must verify that all secure materials listed on the packing list are
received and should report any packing errors or any missing secure documents to the District
Test Coordinator immediately. Every secure document will be scanned and tracked
electronically. The District Test Coordinator and School Test Coordinator should track each
secure booklet on the ACCESS for ELLs 2.0 Security Checklist (white). Individuals are
responsible for the secure documents assigned to them. Test Administrators should report any
missing secure materials to the School Test Coordinator immediately.
If, after a thorough investigation, a secure document is not found, the School Test Coordinator
must inform the District Test Coordinator. The District Test Coordinator should complete the
Materials Accountability Form in WIDA AMS. For additional information, please refer to
Section 9 in the ACCESS for ELLs 2.0 Paper Test Administration Manual.
If a security breach or test irregularity is identified, the School Test Coordinator must inform the
District Test Coordinator. The District Test Coordinator should call the Bureau of K–12 Student
Assessment to discuss the concern, and then must submit a written report within ten working
days after the irregularity or security breach has been discovered. The form designed to report
test irregularities and security breaches can be found in Appendix B of this addendum. School
personnel and District Test Coordinators must use these forms to submit with a written report.
Compile all pertinent information and submit the written report to the Bureau of K–12 Student
Assessment via fax at 850-245-0771 or via email at [email protected].
If there is reason to believe that a secure document has been stolen, photographed, or copied, the
School Test Coordinator should contact the District Test Coordinator immediately. The District
Test Coordinator must then call the Bureau of K–12 Student Assessment to discuss a plan of
action. This action may involve local law enforcement.
A detailed report must be submitted to the Bureau of K–12 Student Assessment within 30
calendar days of the initiation of the investigation. The report must include the nature of the
situation, the time and place of the occurrence, the names of the persons involved, a description
of the communication between the District Test Coordinator’s office and school personnel, how
the incident was resolved, and what steps are being implemented to avoid future irregularities or
security breaches.

Test Invalidation Policies and Procedures
District Test Coordinators should advise schools of the appropriate course of action if invalidation
is being considered. Remember that the main purpose of invalidation is to identify when the validity
of test results has been compromised.
A Test Administrator should discuss any situation involving possible invalidation with the School
Test Coordinator, and the situation should be investigated immediately. For assistance identifying
circumstances when validation is an appropriate course of action, review the guidelines below.
1. A student has an electronic device during testing. If a student is found with an electronic
device during testing or during breaks within a test session, the student’s test section MUST be
invalidated.
2. A student is cheated during testing. Cheating is a cause for immediate test invalidation.
Possible cheating situation s include looking at or copying from another student’s test, allowing
another student to look at or copy from the student’s test, or accessing unauthorized aids.
Please note, as stated in Rule 6A-10.042, FAC, in situations involving cheating a report must be
submitted to FDOE within 10 calendar days of the incident, as outlined on page 21 of this
addendum.
3. A student become ill and is unable to finish OR a student is not allowed the correct
amount of time. Invalidation decisions should be made on whether the student was provided
adequate time to respond completely to the test items. The student should be asked if he or she
is comfortable with his or her performance on the test section to determine if the test should be
scored. If the student feels he or she was provided enough time to respond completely, the test
section should be submitted for scoring.
If it is determined that the student was not provided adequate time to respond completely AND
the validity of test results has been compromised, the test section should be invalidated.
However, if the validity of the test results has not been compromised AND the student has not
left the school’s campus, the student may return to the testing room during the same school day
to complete the test. If a student starts a test session and leaves campus without finishing (due to
an appointment, illness, etc.), he or she will NOT be allowed to complete that test section.
4. A student is given an accommodation not allowed on statewide assessments. If a student is
given an accommodation that is not allowed on statewide assessment and compromises the
validity of the test, that student’s test must be invalidated. Test Administrators who will
administer tests to students who require accommodations should be familiar with allowable
accommodations to ensure they are not offering classroom testing accommodations that are not
allowed on statewide assessments.
5. A student is given an accommodation not indicated on the student’s IEP, Section 504 plan,
or ELL plan. Testing with accommodations not indicated on a student’s IEP, Section 504 plan,
or ELL plan may be cause for invalidation.

6. A student was NOT provided an allowable accommodation indicated on the student’s IEP,
Section 504 plan, or ELL plan. The situation should be discussed with the student and his or
her parents/guardians to determine if the lack of the accommodation significantly affected the
student’s performance and if the test should be scored.
7. An error occurs in test administration procedures that could compromise the validity of
test results. If the validity of the test results has been compromised (e.g., a student had access
to an unauthorized visual aid that gave an unfair advantage), the test must be invalidation.
8. A disruption occurs during testing. If students are disrupted during testing due to a
circumstance out of their control (e.g., severe weather), test invalidation may be considered if a
student feels his or her performance was significantly affected by the disruption.
9. A student is given unauthorized help during testing. If a student received unauthorized
assistance or has been given an unfair advance (e.g., a Test Administrator told a student to
check the answer to a specific item), the student’s test must be invalidated.
10. A student is disruptive during testing. If a student is disruptive during testing, the School Test
Coordinator should determine whether invalidation is an appropriate course of action.
Materials Receipt and Inventory
Ship-to-District
Test materials are delivered to districts for distribution to schools. Test materials and Pre-ID
labels will arrive in ONE shipment. A 5% overage of test materials is sent directly to the school.
District Test Coordinators will also receive a 5% overage of test materials in the last numbered
box of the shipment. It is imperative that the School Test Coordinator and Test Administrator
inventory test materials and report any discrepancies to the District Test Coordinator.
Reviewing test materials prior to test administration
Prior to test administration, the Test Administrator should review test materials for each
assessment to be administered. It may be helpful for Kindergarten Test Administrators to
conduct a mock administration of the test with a trained colleague.
Preparing the Room for Testing
The test should be administered in a room that has comfortable seating, good lighting, and
sufficient workspace. Make sure that the room is adequately ventilated and free of distractions.
Remove or cover all visual aids on student desks and in the room, such as posters showing
reading or language arts concepts. Students may not have access to any unauthorized writing
aids, such as word lists, spelling lists, lists of adjectives and adverbs, word definitions,
punctuation charts, translation devices, or organizational patterns.
Discuss any potential concerns with your School Test Coordinator. In Appendix B of this
addendum, you will find the following signs: “TESTING—Please Do Not Disturb” and “No

Electronic Devices Not Permitted During Testing.” Make copies to post at all entrances to the
testing room prior to the beginning of testing.
Security Log
Maintain an accurate 2016 ACCESS for ELLs 2.0 Security Log for your testing room. Anyone
who enters the room for the purpose of monitoring a test MUST sign the log. This applies to
Test Administrators and anyone who relieves a Test Administrator, even for a short break,
regardless of how much time he/she spends monitoring a testing room. This document can be
found in Appendix B of this addendum.
Electronic Devices
Students may not have any electronic devices at their desks, clipped to their belts, in their
pockets, or anywhere they can reach them during testing or during a break, even if the device are
turned off or the students do not use them. If a student is found to be in possession of ANY
electronic device(s) during testing or during a break, his or her test section must be
invalidated/marked as INV in Box 23 of the student response booklet in order to successfully
enforce this policy.
One-on-One Testing
The Test Administrator should sit at a right angle to the student, rather than across from or next to
the student. Assemble the materials you will need for administering the test. All students should
be tested in the same manner. A blank Test Session Roster – Individual Administration: Speaking
is provided in Appendix B of this addendum for School Test Coordinators to create for Test
Administrators.
Group Administration
Arrange the room so that each student will have enough workspace for the test materials. There
must be sufficient space (at least three feet) between students to prevent cheating. Make sure that
students are not facing each other when seated at tables and are not in seating (stadium or
staggered) that allows them to view another student’s answers. All students should be tested in
the same manner. A blank Test Session Roster – Individual Administration is provided in
Appendix B of this addendum for School Test Coordinators to create for Test Administrators.
Group Administration – Multiple Tiers
Schedule only one Tier (A, B, or C) in a single test session. In addition, schedule only one grade-
level cluster in a single test session. A blank Test Session Roster – Individual Administration is
provided in Appendix B of this addendum for School Test Coordinators to create for Test
Administrators.

Accommodations
All permissible test accommodations must be documented in the student’s IEP or Section 504
Plan, and in the student’s ELL plan. Test Administrators must grid the accommodation(s)
implemented in Box 20 of the student response booklet. District Test Coordinators may also
update accommodations for a student via WIDA AMS during January 4 – March 25, 2016.

Accommodations and Exemptions for ELLs who are Deaf or Hard-of-Hearing
Students who are deaf and unable to produce spoken language should be exempted from the
Listening and Speaking sections. The teacher of each deaf or hard-of-hearing student should make a
determination regarding whether the student is able to participate in the Listening or Speaking
sections. Once a determination is made, the student response booklet should be marked to reflect
any exemptions.
The following paragraphs provide information about what accommodations are available for deaf or
hard-of-hearing students.
Listening Section: Students who are deaf and receive language input only through signing should
be exempt from the Listening section. For students who have some hearing ability, Test
Administrators may use signing to clarify the directions to the Listening section, but they may not
use signing to explain the content of the Listening section questions. An administrator may read the
Listening script aloud (rather than playing the CD) for reinforcement for a hard-of-hearing student
who is a proficient speech (lip) reader.
Speaking Section: Students who are not able to produce spoken language should be exempt from
the Speaking section. Test Administrators may use signing to clarify the directions to the Speaking
section, but they may NOT use signing to explain the content of the Speaking section questions.
Reading and Writing Sections: Test Administrators may sign the directions and may use signing
to answer any questions the students have about the directions. However, administrators may NOT
use signing to explain the content of the Reading or Writing section questions.

Pre-ID Labels and Gridding
If a Pre-ID label is available for a student, it should be applied to the student response booklet. If a
Pre-ID is not available, it is necessary to affix a District/School label. Complete the student’s
demographic information and grid accommodation(s) implemented in Box 20 of the student
response booklet.
If the student is deaf or hard-of-hearing, grid SPD in Box 23 of the student response booklet to
indicate if the student is exempt from the Listening or Speaking sections of the test.
Return of Materials
Ship-to-District
The District Test Coordinator should identify a date when ACCESS for ELLs 2.0 test materials
should be returned to the district office. All used and unused test materials, including
Kindergarten ACCESS for ELLs and Alternate ACCESS for ELLs materials, must be shipped to
DRC by April 1, 2016. No special sorting is required. All materials can be placed in any box.
Alternate ACCESS for ELLs materials may be mixed with ACCESS for ELLs 2.0 materials.
Condense boxes whenever possible.
Missing Materials
If, after a thorough investigation, a secure document is not found, the School Test Coordinator
must inform the District Test Coordinator. The District Test Coordinator should complete the
Materials Accountability Form in WIDA AMS.
Return Planning Sheets
Planning Sheets containing student work must be submitted with test materials. A blank Planning
Sheet is provided in Appendix B of this addendum.

Florida Test Security Statute
1008.24 Test Administration and Security; Public Records Exemption
(1) A person may not knowingly and willfully violate test security rules adopted by the State
Board of Education for mandatory tests administered by or through the State Board of Education
or the Commissioner of Education to students, educators, or applicants for certification or
administered by school districts pursuant to s. 1008.22, or, with respect to any such test,
knowingly and willfully to:
(a) Give examinees access to test questions prior to testing;
(b) Copy, reproduce, or use in any manner inconsistent with test security rules all or any
portion of any secure test booklet;
(c) Coach examinees during testing or alter or interfere with examinees’ responses in any way;
(d) Make answer keys available to examinees;
(e) Fail to follow security rules for distribution and return of secure test as directed, or fail to
account for all secure test materials before, during, and after testing;
(f) Fail to follow test administration directions specified in the test administration manuals; or
(g) Participate in, direct, aid, counsel, assist in, or encourage any of the acts prohibited in this
section.
(2) A person who violates this section commits a misdemeanor of the first degree, punishable
as provided in s. 775.082 or s. 775.083.
(3)(a) A school district may contract with qualified contractors to administer and proctor
statewide, standardized assessments required under s. 1008.22 or assessments associated with
Florida approved courses under s. 1003.499, as approved by the Department of Education in
accordance with rules of the State Board of Education. Assessments may be administered or
proctored by qualified contractors at sites that meet criteria established by rules of the State
Board of Education and adopted pursuant to ss. 120.536(1) and 120.54 to implement the
contracting requirements of this subsection.
(b) A school district may use district employees, such as education paraprofessionals as
described in s. 1012.37, to administer and proctor statewide, standardized assessments required
under s. 1008.22 or assessments associated with Florida approved courses under s. 1003.499, in
accordance with this section and related rules adopted by the State Board of Education. The rules
must establish training requirements that must be successfully completed by district employees
prior to the employees performing duties pursuant this paragraph.
(4)(a) A district school superintendent, a president of a public postsecondary educational
institution, or a president of a nonpublic postsecondary educational institution shall cooperate
with the Commissioner of Education in any investigation concerning the administration of a test
administered pursuant to state statute or rule.
(b) The identity of a school or postsecondary educational institution, personal identifying
information of any personnel of any school district or postsecondary educational institution, or
any specific allegations of misconduct obtained or reported pursuant to an investigation
conducted by the Department of Education of a testing impropriety are confidential and exempt
from s. 119.07(1) and s. 24(a), Art. I of the State Constitution until the conclusion of the
investigation or until such time as the investigation ceases to be active. For the purpose of this
paragraph, an investigation is deemed concluded upon a finding that no impropriety has
occurred, upon the conclusion of any resulting preliminary investigation pursuant to s. 1012.796,
upon the completion of any resulting investigation by a law enforcement agency, or upon the
referral of the matter to an employer who has the authority to take disciplinary action against an
individual who is suspected of a testing impropriety. For the purpose of this paragraph, an
investigation is considered active so long as it is ongoing and there is a reasonable, good faith
anticipation that an administrative finding will be made in the foreseeable future.
(5) Exceptional students with disabilities, as defined in s. 1003.01(3), shall have access to
testing sites. The Department of Education and each school district shall adopt policies that are
necessary to ensure such access.

Florida State Board of Education – Test Security
6A-10.042 Test Administration and Security
(1) Tests implemented in accordance with the requirements of Sections 1004.93, 1008.22,
1008.30, 1012.55 and 1012.56, F.S., shall be maintained and administered in a secure manner
such that the integrity of the tests shall be preserved.
(a) Test questions shall be preserved in a secure manner by individuals who are developing and
validating the tests. Such individuals shall not reveal in any manner, verbally or in writing, the
test questions under development.
(b) Tests or individual test questions shall not be revealed, copied, or otherwise reproduced by
persons who are involved in the administration, proctoring, or scoring of any test.
(c) Examinees shall not be assisted in answering test questions by any means by persons
administering or proctoring the administration of any test.
(d) Examinees’ answers to questions shall not be interfered with in any way by persons
administering, proctoring, or scoring the examinations.
(e) Examinees shall not be given answer keys by any person.
(f) Persons who are involved in administering or proctoring the tests or persons who teach or
otherwise prepare examinees for the tests shall not participate in, direct, aid, counsel, assist in, or
encourage any activity which could result in the inaccurate measurement or reporting of the
examinees’ achievement.
(g) Each person who has access to tests or test questions during the development, printing,
administration, or scoring of the tests shall be informed of specifications for maintaining test
security, the provisions in statute and rule governing test security, and a description of the
penalties for breaches of test security.
(h) During each test administration, school district and institutional test administration
coordinators and contractors employing test administrators and proctors shall ensure that
required testing procedures are being followed at all test administration sites. Officials from the
Department are authorized to conduct unannounced observations of test administration
procedures at any test administration site to ensure that testing procedures are being correctly
followed.
(2) Test materials, including all test booklets and other materials containing secure test questions,
answer keys, and student responses, shall be kept secure and precisely accounted for in
accordance with the procedures specified in the examination program administration manuals
and other communications provided by the Department. Such procedures shall include but are
not limited to the following:
(a) All test materials shall be kept in secure, locked storage prior to and after administration of
any test.
(b) All test materials shall be precisely accounted for and written documentation kept by test
administrators and proctors for each point at which test materials are distributed and returned.
(c) Any discrepancies noted in the number or serial numbers of test materials received from
contractors shall be reported to the Department by designated institutional or school district
personnel prior to the administration of the test.
(d) In the event that test materials are determined to be missing while in the possession of an
institution or school district, designated institutional or school district personnel shall investigate
the cause of the discrepancy and provide the Department with a report of the investigation within
thirty (30) calendar days of the initiation of the investigation. At a minimum, the report shall
include the nature of the situation, the time and place of occurrence, and the names of the
persons involved in or witness to the occurrence. Officials from the Department are authorized to
conduct additional investigations.
(e) In those cases where the responsibility for secure destruction of certain test materials is
assigned by the Department to designated institutional or school district personnel, the
responsible institutional or school district representative shall certify in writing that such
destruction was accomplished in a secure manner.
(f) In those cases where test materials are permitted by the Department to be maintained in an
institution or school district, the test materials shall be maintained in a secure manner as
specified in the instructions provided by the Department. Access to the materials shall be limited
to the individuals and purposes specified by the Department.
(3) In those situations where an employee of the educational institution, school district, or
contractor, or an employee of the Department suspects a student of cheating on a test or suspects
other violations of the provisions of this rule, a report shall be made to the department or test
support contractor, as specified in the test administration procedures, within ten (10) calendar
days. The report shall include a description of the incident, the names of the persons involved in
or witness to the incident, and other information as appropriate. Officials from the Department
are authorized to conduct additional investigations.
(4) Violations of test security provisions shall be subject to penalties provided in statute and
State Board Rules.
(5) School districts and public educational institutions under Section 1003.49, F.S., may contract
with third-party contractors to administer and proctor statewide standardized assessments
required under Section 1008.22, F.S., or assessments associated with Florida approved courses
under Section 1003.499, F.S.
(a) School districts and educational institutions must require the contractor to provide a safe and
comfortable facility that does not interfere with a student’s ability to demonstrate mastery on the
tests.
(b) School district or educational institution use of third-party contractors (including contracted
affiliates, such as franchises) shall not relieve the district or institution of its obligation to provide
access to statewide testing for Florida Virtual School or virtual charter school students pursuant
to Sections 1002.33(20), 1002.37 and 1002.45(6)(b), F.S.
(c) The contractor must adhere to all test administration and security protocols as prescribed by
the Department pursuant to Section 120.81(1)(c), F.S., and shall be subject to all provisions of
this rule.
(d) The contractor must not collect nor maintain any student’s personally-identifiable
information beyond that required for test administration.
(e) All technology used to administer computer-based tests must meet assessment technology
guidelines and online test security requirements as prescribed by the Department pursuant to
Section 120.81(1)(c), F.S.

Bureau of K–12 Student Assessment
Florida State Board of Education Rule 6A-10.042, FAC, was developed to meet the requirements of the test security
statute, Section 1008.24, F.S., and applies to anyone involved in the administration of a statewide assessment test.
The rule prohibits activities that may threaten the integrity of the test. See the “Florida Test Security Statute” and the
“Florida State Board of Education – Test Security Rule” located in Appendix A. Examples of prohibited activities are
listed below:
Revealing the passages, test items, or performance tasks
Copying the passages, test items, or performance tasks Interpreting or reading test items or passages for students
Changing or otherwise interfering with student responses to test items
Copying or reading student responses
Translating the reading passages into the student’s home language
Translating test items orally or in writing into the student’s home language
Providing dictionaries or translation devices for students to use during the test administration
If any of the above examples are allowable accommodations for students with current IEPs, Section 504 plans, or
ELL plans, Test Administrators are permitted to provide allowable test accommodation(s) as described in each test
administration manual.
All personnel are prohibited from copying the test items and/or the contents of student test books and answer
sheets. The security of all test materials must be maintained before, during, and after the test administration.
Please remember that after ANY administration, initial OR make-up, materials must be returned
immediately to the School Test Coordinator and placed in locked storage. Secure materials should not remain
in classrooms or be taken out of the building overnight.
The use of untrained Test Administrators increases the risk of test invalidation due to test irregularities or
breaches in security. Inappropriate actions by district or school personnel will result in further investigation,
possible loss of teaching certification, and possible involvement of law enforcement agencies.

Order additional materials via WIDA AMS during January 20–March 18, 2016

Work with the School Test Coordinator(s) to troubleshoot any issues.
Provide the School Test Coordinators with additional test materials as necessary. If district overage is depleted, order additional test materials in WIDA AMS.
Monitor the administration of the ACCESS for ELLs 2.0 system of assessments at each participating school and ensure that security policies and procedures are being followed.
Complete the Materials Accountability Form via WIDA AMS for schools that cannot return one or more secure materials that have a security number. Note: The Materials Accountability Form is available throughout the testing window, but MUST be completed by April 1, 2016.
After Testing Identify a date that test materials must be returned to the district office.
Collect test materials from School Test Coordinator(s) once testing is completed at each testing site. Affix UPS labels to all boxes.

Receive test materials from the District Test Coordinator. Inventory the contents of your boxes within 24 hours of receipt and report any missing materials immediately. Note: Schools will receive test materials after January 15, 2016.
Track and maintain a record of the security numbers of materials you receive from the District Test Coordinator on the ACCESS for ELLs 2.0 School Security Checklist.
Review student Pre-ID Labels to ensure that the data printed is accurate. Report any inaccurate information to the District Test Coordinator.
□ If needed, the District Test Coordinator may ask you to verify and/orcorrect student information in WIDA AMS.
If any students who require accommodations are testing at your school, discuss with Test Administrators how accommodations will be provided. Make all the necessary arrangements for test accommodations prior to the test dates.
Ensure that appropriate test settings are available for all test sessions.
Ensure that room space and equipment (e.g., CD players) are reserved for testing days.
Create and maintain a Test Session Master Schedule.
□ Distribute Test Session Rosters to Test Administrators at least two daysprior to testing. Test Session Rosters are provided in the ACCESS for ELLs2.0 FDOE TAM Addendum.
Instruct Test Administrators to collect the required administration information, including accommodations used by each student, attendance information, and seating charts (as required by your district).
During Testing (Test Window: February 8 – March 25, 2016)
Maintain a record of all secure materials assigned to each Test Administrator on the ACCESS for ELLs 2.0 Security Checklist.
Visit each testing classroom to monitor the administration of the ACCESS for ELLs 2.0 system of assessments to ensure that security policies and procedures are being followed.
Be available to answer questions from Test Administrators.
Provide Test Administrators with additional test materials as necessary.
Arrange for and supervise make up administrations.
Work with the District Test Coordinator to troubleshoot any issues.
After Testing Verify that all distributed secure materials have been returned by the Test Administrators. Secure materials should not remain in classrooms or be taken out of the building overnight.
Make copies of all collected required administration information, seating charts, and Security Logs, and file the copies.
Ensure USED paper-based test materials are labeled with a Pre-ID Label, District/School Label, or Do Not Process Label.
If a Test Administrator notifies you of any incorrect information on the Pre-ID Label, notify your District Test Coordinator.
Inspect student answer documents for stray marks ONLY on student demographic pages, and, if applicable, remove any stray planning sheets.
Note: USED Planning Sheets must be returned with test materials. Notify the District Test Coordinator immediately if any secure materials are
missing, and complete the necessary internal investigation. Organize test materials and return them to the District Test Coordinator as
indicated in the ACCESS for ELLs 2.0 Paper TAM. Note: All materials (used and unused, manuals, Planning Sheets, and test books) can be placed in any box. No special sorting is required.
Discuss with your District Test Coordinator to determine the date secure materials must be returned to the district office.

Follow all test security policies and procedures in the ACCESS for ELLs 2.0 FDOE TAM Addendum and appropriate Test Administration Manual.
□ Complete and return the FDOE Test Administration and Security Agreementform to the School Test Coordinator.
Receive and inventory test materials from the School Test Coordinator. Note: Schools will receive test materials after January 15, 2016.
Review and familiarize yourself with all the information in the appropriate TAM, the Test Administrator’s Script, student test booklets, Speaking test booklets, and Listening and Speaking CDs.
□ If administering Kindergarten ACCESS for ELLS, conduct a mock testadministration with a trained colleague to become familiar with the testformat and ancillary materials.
If you are administering tests to student who require accommodations, discuss with your School Test Coordinator how accommodations will be provided and familiarize yourself with permissible accommodations in the appropriate TAM.
Prepare the testing room and any media-delivered materials according to the directions in the appropriate TAM and ACCESS for ELLs 2.0 FDOE TAM Addendum.
□ Try out media-delivered materials (i.e., CDs or online audio) for Listeningand Speaking tests in the testing room.
If needed, review student Pre-ID Labels to ensure that the data printed is accurate. Report any inaccurate information to the School Test Coordinator.
Prepare a Security Log to be used in your testing room. A blank Security Log is provided in the ACCESS for ELLs 2.0 FDOE TAM Addendum.
Receive Test Session Rosters from the School Test Coordinator at least two days prior to testing.
Day of the Test (Test Window: February 8–March 25, 2016)
Arrange the room so students have an adequate workspace for testing. Remove or cover all visual aids in the room that provide clues or answers. Post a “TESTING – Please Do Not Disturb” sign and an “Electronic Devices are Not
Permitted During Testing” sign on each testing room door. Signs are provided in the ACCESS for ELLs 2.0 FDOE TAM Addendum.
Students must use a No. 2 pencil to fill out information and record their responses. Provide sharpened No. 2 pencils for students who do not have them.
Ensure that proctors and anyone who enters your room for the purpose of monitoring the test sign the Security Log for your testing room.
Administer the paper-based test according to the following steps: Ensure that students have cleared their desks of all non-testing materials. Distribute paper-based tests when students are seated. Make sure pre-
identified documents are given to the correct students. Provide a Planning Sheet to students, if needed. A Planning Sheet is provided
in the ACCESS for ELLs 2.0 FDOE TAM Addendum. Reference the directions in the appropriate TAM. Read the Test Administrator’s Script verbatim. Maintain test security at all times; report security violations or concerns to the
School Test Coordinator.
Monitor and supervise students during the testing session by moving around the room.
If you are administering tests to students who require accommodations, provide all permissible accommodations and grid the Accommodation(s) in Box 20 of the student response booklet.
Discuss any invalidation concerns with the School Test Coordinator.
After Testing Collect, account for, and return all test materials (including USED Planning Sheets) to the School Test Coordinator.
Ensure USED paper-based test materials are labeled with a Pre-ID Label, District/School Label, or Do Not Process label.
Verify that you have collected all required administration information, including accommodations used by each student, attendance information, and seating charts (as required by your district).
Verify that the Security Log has been completed correctly; make copies for your files.
Notify the School Test Coordinator immediately if any secure test materials are missing.
Within 48 Hours of Testing
If a Large-print or Braille accommodated format has student responses, the Test Administrator must transcribe the student’s exact responses into a standard version test booklet within 48 hours of testing. Affix assigned Pre-ID Label and grid the Accommodation in Box 20 of the student
response booklet.
