their communities. Yet when companies consider building or expanding in a particular area, many
look at quality of life issues such as education which county government does not typically influence
-- or does it? A panel of three experts will discuss how schools and other public facilities like
libraries are important community assets. Georgia State School Superintendent Dr. John Barge
discusses how the state is working to improve school achievement and how the waiver from “No
Child Left Behind” and programs like “Race to the Top” can affect your local schools. Georgia
School Boards Association Executive Director Sis Henry focuses on the changing face of public
education, on building community partnerships, and on ways austerity cuts can help foster those

General Session: “Making Criminal Justice Reform Work”Georgia's tough stance on crime has removed many dangerous individuals from our communities,
but it also has created other problems such as higher public safety costs at the state and local level.
Jail overcrowding, recidivism, sentencing and other issues were thoroughly examined over the last
year through the work of the Special Council on Criminal Justice Reform. Georgia Department of
Corrections Commissioner Brian Owens will provide an overview of the state’s prison system and
outline changes made by the 2012 Georgia General Assembly. One of the solutions that has been
widely discussed is the expansion of accountability courts. State Court Judge Chief Kent Lawrence and
Athens-Clarke County Manager Alan Reddish will explain how their drug courts work in their com-
munity and how you can use their model to set up similar programs in your county.
