Terms – Accommodation for the Homeless Phase 2Target group DescriptionActively involved with homelessness services

The person is receiving support from a funded homelessness support provider and will receive appropriate needs-based supports while establishing the tenancy.

Chronic homelessness Person has continuous or episodic experiences totalling six months or more, where they are living with no shelter or in non-conventional accommodation.

Family violence Behaviour by a person towards a family member of that person if that behaviour:is physically or sexually abusiveis emotionally or psychologically abusiveis economically abusiveis threateningis coercivein any other way controls or dominates the family member and causes that family member to feel fear for the safety or wellbeing of that family member or another person; orbehaviour by a person that causes a child to hear or witness, or otherwise be exposed to the effects of, behaviour referred to above1.

People who are homeless Has the same definition as the statistical definition of homelessness issued by the Australian Bureau of Statistics in 20122.

Rough sleeping The person is currently with no shelter or who is living in non-conventional accommodation, such as on the streets, sleeping in parks, squatting, staying in cars or railway carriages or living in improvised dwellings.

Young people leaving care Out-of-home care refers to services offered by a registered community service organisation, pursuant to Sections 44 to 72 of Children, Youth and Families Act 2005. Out-of-home Care services provide placement and support services to

1. Introduction1.1. InvitationThe Department of Health and Human Services (the department) invites submissions from Registered Housing Agencies or Community Service Organisations under:

• Accommodation for the Homeless Phase 2 and• Community Sector Owned Rooming House Upgrade.The department is seeking project proposals from suitably qualified and experienced Registered Housing Agencies and Community Service Organisations that:

• Will deliver new or innovative redeveloped long term housing or crisis accommodation options that provide flexible support for Victorians most in need and leverage other service delivery opportunities to provide a pathway out of homelessness

• Will upgrade rooming houses with communal facilities into fully self-contained apartments providing modern and safe accommodation for residents.

This document provides guidance to Registered Housing Agencies and Community Service Organisations that wish to deliver housing under Accommodation for the Homeless Phase 2 and the Rooming House Upgrade.

This document should be read before deciding whether to submit an application for funding under Accommodation for the Homeless Phase 2 or Community Sector Owned Rooming House Upgrade.

1.2. Background1.2.1. PurposeA key component of Accommodation for the Homeless Phase 2 is to address homelessness by growing and enhancing the supply of crisis accommodation and long-term housing options in Victoria, particularly for vulnerable client groups who may require supports to get their lives back on track. These groups include women and children escaping family violence, young people from disadvantaged backgrounds and people experiencing chronic homelessness and rough sleeping. The second phase of the Accommodation for the Homeless program builds on the success of Phase 1.

The Victorian Government is investing to improve and upgrade community sector owned rooming houses. A number of rooming houses in Victoria operate an outdated model of accommodation with shared communal living, bathroom and kitchen facilities. The upgrades will convert rooming houses into fully self-contained apartments providing modern and safe accommodation for residents.

Successful applications will be able to show their capacity to deliver against key government objectives.

• Deliver new or innovative redeveloped long term housing or crisis accommodation options (Accommodation for the Homeless Phase 2)

• Deliver flexible support for Victorians most in need and provides a pathway out of homelessness (Accommodation for the Homeless Phase 2)

• Considers innovative models of housing and support, which are supported by a strong evidence base (Accommodation for the Homeless Phase 2)

• Leverage existing funding/support opportunities e.g. flexible funding packages and outreach services (Accommodation for the Homeless Phase 2)

• Deliver high quality self-contained units which provide modern and safe accommodation for residents (Community Sector Owned Rooming House Upgrade)

• Provide a financially viable and sustainable accommodation and service model (both projects)• Deliver value for money (both projects)• Effective project management capacity (both projects)• Improve linkages and strategic partnerships with other agencies providing services for people at risk of, or

experiencing, homelessness.

1.2.2. Housing First‘Housing First’ is a policy perspective that seeks to address a person’s homelessness first, so they can, with help, address other aspects of their life and thereby transition back into a stable and productive life.

The ‘Housing First’ perspective assumes people without a stable place to live do not want to be homeless, and do not want the insecure life that typically accompanies homelessness. It assumes they aspire for the same stability and social/economic engagement to which people who have a place to call home typically aspire, and with help will act to achieve these things.

1.3. Project Information1.3.1. Accommodation for the Homeless Phase 2Up to $25 million (over four years) is available to deliver new or redeveloped innovative long term housing or crisis accommodation options that offer flexible support for Victorians most in need and provide a pathway out of homelessness. This includes up to $21.9 million in capital grants, and up to $3.1 million for support services.

1.3.2. Community Sector Owned Rooming House UpgradeUp to $10 million is available to upgrade community sector owned rooming houses into fully self-contained apartments providing modern and safe accommodation for residents. The department will consider applications that demonstrate value for money as well as a focus on improved outcomes for client groups.

Applicants will find more information and the application documents on the Department of Health and Human Services website <https://dhhs.vic.gov.au/improving-housing-services-vulnerable-victorians>. It is expected that a number of agencies will be selected to establish these initiatives across Victoria where there is a demonstrated need.

2. Information on the Invited Submission2.1. Purpose of the invited submissionThe purpose of the invited submission process is to identify, assess and select Registered Housing Agencies and Community Services Organisations who can commit to delivering new or innovative redeveloped long term housing or crisis accommodation options that offer flexible support for Victorians most in need.

For the Community Sector Owned Rooming House Upgrade, the purpose of the invited submission process is to identify, assess and select Registered Housing Agencies who can commit to upgrading rooming houses into self-contained apartments providing modern and safe accommodation for residents.

2.2. Who should applyThis invited submission is an application process offered by the Victorian Government to Registered Housing Agencies and Community Service Organisations.

2.3. Key datesKey dates for this invited submission process are indicated below. These dates are a guide only to projected timelines. The department will attempt to maintain this schedule, but reserves the right to vary all dates.

If the department decides to change any of the key dates prior to the closing date for submission of applications, it will give notice to each registered applicant by email. It is the applicant’s responsibility to monitor any emails sent to the applicant’s nominated registrant.

2.4. Application process2.4.1. Application documentationThe Returnable schedules represent the application that must be completed by submitting agencies. All documentation relating to the application is available to submitting agencies by visiting the Department of Health and Human Services website <https://dhhs.vic.gov.au/improving-housing-services-vulnerable-victorians>.

There are seven Returnable schedules for Accommodation for the Homeless Phase 2 (numbered 1 to 7).

There are six Returnable schedules for the Community Sector Owned Rooming House Upgrade (numbered 1 to 6).

2.4.2. Submission processSubmitting agencies are required to complete and return the applicable Returnable schedules, responding to each of the Key Selection Criteria, and attach separate documentary evidence as appropriate.

2.4.3. Submission requirementsSubmitting agencies are required to provide one digital copy in MS Word or Excel, and a second copy converted to PDF.

All supporting documents need to be clearly referenced to the relevant criteria. No responsibility will be taken by the department for unreferenced material that cannot be related to specific selection criteria.

2.4.4. Assessment processThe completed Returnable Schedules and associated documentation provided from Registered Housing Agencies or Community Service Organisations will be the material assessed. All applications will be assessed against the

key selection criteria and if necessary take into account a priority assessment, which provides the basis for choosing between proposals if more proposals are successful in the first two stages of the assessment than can receive funding. The priority assessment will be completed by the assessment panel on the basis of material provided by the applicants in their applications.

The department will determine how the funding is allocated, taking into account the areas/cohorts of greatest need, and the evaluation criteria. In particular, the department will consider the value for money offered by the applicant’s capacity to leverage the Government’s investment to a greater value through borrowing or other means and/or demonstrate the capacity to deliver services specific to people disadvantaged by family violence, and arrangements to ensure support for clients to gain and maintain long-term stable housing.

All application assessments will be considered in line with budget availability at the time of assessment, at the department’s sole discretion. All applicants will be notified in writing of the outcome of their application.

2.5. Conditions of the Application process and use of information2.5.1. Ownership of applicationsApplications and accompanying documents shall be and will remain the property of the department. The department reserves the right to contact any parties detailed in the application.

2.5.2. Confidentiality, disclosure and proprietary informationThe Victorian Government favours public disclosure of all submission and agreement details. In deciding on whether to disclose information submitted as part of the selection of prospective Registered Housing Agencies and Community Service Organisations, the Government applies Freedom of Information principles including a public interest test.

Submitting agencies should be aware of the Freedom of Information Act 1982 and obtain their own advice on any impact of the legislation on their participation in this application process.

Some submitting agencies may consider information submitted by them during the Freedom of Information process to be proprietary and accordingly should not be communicated to others.

Non-disclosure of submission provisions must be made in writing by submitting agencies to the department and justified under the principles of exemption within Section 34(2) of the Freedom of Information Act 1982.

2.5.3. Responsibility for Loss The Department of Health and Human Services is not responsible for any expense or loss that might be incurred by submitting agencies with the application preparation, or selection of applications.

2.5.4. Conditions of ApplicationThis process is governed by the Conditions of Application document which accompanies this document pack.

2.6. Victorian Industry Participation PolicyThe Victorian Industry Participation Policy seeks to maximise opportunities for Australian, New Zealand and Victorian suppliers to compete for government business on the basis of best value for money over the life of the goods or services.

It is expect that applicants will inform themselves of the requirements of the Victorian Industry Participation Policy. Where the final amount of a funded project meets or exceeds the thresholds specified in the policy, the applicant will be expected to discharge their responsibilities with respect to the policy.

3. Requirements3.1. Summary of proposed arrangementsThe following notes form an indicative summary of the commercial and operating arrangements. In the event of a contradiction between this indicative summary and the Funding Agreement with applicants, the Funding Agreement shall prevail.

3.2. Applications

Accommodation for the Homeless Phase 2Applications are open to both Registered Housing Agencies and Community Service Organisations.

Community Sector Owned Rooming House UpgradeApplications are open to Registered Housing Agencies only.

3.3. Accommodation for the Homeless Phase 2Submissions are open to Registered Housing Agencies and Community Service Organisations to deliver new or redeveloped innovative long term housing or crisis accommodation options that offer flexible support for Victorians most in need and provides a pathway out of homelessness.

Applicants need to outline the appropriate accommodation and service delivery model for their project. The projects identified by applicants may focus on a crisis response for a target group, or an accommodation solution which provides a long-term exit strategy from the homelessness service system. It should demonstrate for those same target groups that the provision of accommodation integrated with flexible and holistic support to provide a pathway out of homelessness (e.g. dispersed or cluster-style accommodation that provides an environment conducive to minimising the duration, impact and recurrence of homelessness).

Proposals submitted from individual organisations will be considered by the department. However, the department strongly encourages applicants to establish or build on existing partnerships with other Registered Housing Agencies or Community Service Organisations. Partnerships that provide innovative wrap around supports to homeless people to help them to sustain their housing will be highly regarded.

Target groupThe department has identified a number of vulnerable client groups who will benefit most from investment through the Accommodation for the Homeless Phase 2 program. These groups are:

• Women and children escaping family violence• Young people. This can include, but is not limited to, young people leaving care or youth justice clients• People experiencing chronic homelessness and rough sleeping• Aboriginal and Torres Strait Islander people.The department may consider project proposals which fall outside the target group identified above. However, the onus is on the applicant to demonstrate and provide evidence of the targeted need in their proposal.

Community Sector Owned Rooming House UpgradeThe department is seeking project proposals from Registered Housing Agencies to upgrade sector owned rooming houses, with an outdated model of shared facilities, into fully self-contained apartments providing modern and safe accommodation for residents.

Shared communal living, bathroom and kitchen facilities are no longer considered an appropriate model for rooming houses.

Location of accommodation It is expected that projects will be across Victoria where it can be demonstrated that there is a need for upgraded rooming house accommodation. The onus is on the applicant to demonstrate this need as part of their application.

4.1. General GuidanceTo assist submitting agencies in developing their submissions, the department has provided policy guidance for each of the Key Selection Criteria for Accommodation for the Homeless Phase 2.

The applicant demonstrates experience, expertise and understanding in delivering accommodation for people who are at risk of, or experiencing, homelessness, especially cohorts in the target group.Responses should include, but are not limited to:• An outline of the proposed project, with details of the

accommodation being procured or redeveloped• Details of a project/implementation plan including construction

details, timeframes and work plan. This may include intended project management methodology and governance

• Details of roles, responsibilities and subcontracting arrangements and infrastructure support

• Details of current or previous projects or initiatives which demonstrate relevant experience and expertise in delivering accommodation for people who are at risk of, or experiencing, homelessness

• Details of other areas useful to the project, such as (but not limited to) a site plan, risk management, information management and project governance.

Demonstrated capacity to deliver flexible support for Victorians most in need and provides a pathway out of homelessness.

The applicant demonstrates an ability to link the accommodation and support services towards a long-term exit for people in the homelessness service system. The applicant also demonstrates an ability to consider other successful models of housing and support for people who are homeless, which may be implemented in other locations.

Responses should include, but are not limited to:

• An outline of the client group for the project

• A description and rationale for the service delivery model proposed for the project

• Evidence which establishes the efficacy of the selected service delivery model

Guidance on Schedule 5 Details

Value for Money ‘Housing First’ is a policy perspective that seeks to address a person’s homelessness first, so they can, with help, address other aspects of their life and transition back into a stable and productive life.This program flows from a ‘housing first’ policy perspective. Value for money from the Government’s investment will recognise the value to Government of links between housing and the other enablers of a stable life and social/economic engagement.Value for money may be demonstrated through an applicant’s capacity to deliver a higher standard of services specific to people impacted by homelessness, or leveraging government funding through borrowing to expand the supply of social housing.

Evidence that the proposed project is financially sustainable, with other funding sources identified and committed to the project.

Applicants need to submit a budget for this project proposal as per the returnable schedule.Applicants must state the amount they are seeking through Accommodation for the Homeless Phase 2.Responses should include, but are not limited to:• Evidence of other funding options being identified and committed by

the applicant. This can be through external private finance and other internal or third party contributions (i.e. land, philanthropic and other capital) or in-kind contributions towards the cash cost of service provision (e.g. community development, coordination of support)

• Evidence of ongoing operational financial viability

• It is expected that in-kind contributions are in addition to existing resourcing from the department. The onus is on applicants to quantify any in-kind contributions to this project

• Evidence of the project’s capacity to offer value for money from the government’s investment.
