Region 12 is located in the Southwestern part of Mindanao, which is composed of the provinces of South Cotabato, Sultan Kudarat, Cotabato and Sarangani; the chartered cities of Cotabato and General Santos and the component cities of Kidapawan, Tacurong and Koronadal.

EXECUTIVE SUMMARY
PRO 12 Headquarters is located at Tambler, General Santos City, and is composed of two CPOs, namely Cotabato City PO located at PC Hill, Cotabato City, General Santos City PO at Camp Fermin G Lira, General Santos City and four PPOs, namely Cotabato PPO located at Amas, Kidapawan City, Sultan Kudarat PPO at Camp Amando Dumlao Sr., Isulan, Sultan Kudarat, South Cotabato PPO at Koronadal City and Sarangani PPO at Kawas, Alabel, Sarangani with 45 Municipal Police Stations under the four Provincial Police Offices and 15 Police Stations under the two City Police Offices.
It has four Provincial Mobile Force Companies (PMFC), two City Mobile Force Companies (CMFC) and a Regional Mobile Force Battalion (RMFB) with five Maneuver Companies.
The total strength of the Office is 7,560 composed of 356 PCOs, 6,840 PNCOs and 364 NUP distributed to the different police offices/units. The current police-to-population ratio is 1:631 based on the total number of uniformed personnel strength 7,196 vis-a-vis the present Regional Population registered at 4,545,276.

RESOURCE MANAGEMENT OPTIMIZE UTILIZATION OF FINANCIAL AND LOGISTICAL RESOURCES
1. FINANCIAL MANAGEMENT PROGRAM For the period covering December 1- 31, 2018, this office received and
timely released a total amount of Twenty One Million Six Hundred Fifty-Seven Thousand Three Hundred Pesos (PhP 21,657,300.00) to support the Administrative and Operational activities of Police Regional Office 12, broken-down as follows:
a. Other Accomplishment
On December 13, 2018, at 10:00 o’clock in the morning, PSSUPT LEX EPHRAIM C GURAT, Acting Chief, RCD together with PSUPT BELFLOR B CAUSING, Deputy Chief, RCD; PSUPT RICHARD BALUIS, Chief, RFSO 12 and personnel of RCD and RFSO 12 conducted “PAMASKONG HANDOG”, an Outreach Program of PRO 12 and RFSO 12 to 25 Orphans; and 11 Staff and Workers of Mercy Ville Home for Children at Polonuling, Tupi, South Cotabato. The activity ended at 1:10 o’clock in the afternoon with fruitful result.

A. IMPROVE CRIME PREVENTION
RESULTS-ORIENTED OPERATIONS 1. INTELLIGENCE
NPA Surrenderees: On December 28, 2018 at about 8:30 AM, two
CPP-NPA-Terrorists (CNTs) belonging to GF 71, FSMRC namely Darwin Tanoda.k.a Darwin, 26 years old, a resident of Barangay DatalBukay, Glan, Sarangani Province, member of Platoon South, GF 71, FSMRC and Felipe Magwana.k.a Jesse, 36 years old, a resident of Barangay Alegria, Alabel, Sarangani Province, member of Platoon North, GF 71, FSMRC voluntarily surrendered to the government troops under 73rd IB, PA at Barangay Poblacion, Malapatan, Sarangani Province. They also turned over one unit Garand Rifle with serial number D280743 and one unit Calibre .45 Pistol with serial number 955623. (IR from PIB, SPPO dated December 29, 2018)
UXO Recovery: December 18, 2018 at 3:00 PM at Barangay Kalawag
3, Isulan, Sultan Kudarat Elements of 2nd Mechanized BDE, PA responded to an information from children playing at the said place on the alleged one (1) UXO 60mm mortar found at the water lining thereat. After recovery, they coordinated and turned-over same to PNP EOD for proper disposal. (Ref: ROPD Journal dated December 18-19, 2018)
2. OPERATIONS
I. ANTI-CRIMINALITY
a. FOOT AND MOBILE PATROL OPERATIONS A total of 582,720 man-hours on police beat/foot patrol and
239,249 man-hours on police mobile patrol were conducted particularly in crime prone areas throughout the region. Police response time improved to five minutes in urban centers and three minutes in rural/remote areas. During the period, 1,593 legitimate calls had been responded/acted appropriately

b. CAMPAIGN AGAINST KIDNAPPING
For the period in review, there was no kidnapping incident that transpired in the AOR.
c. CAMPAIGN AGAINST CARNAPPING/ENFORCEMENT OF TRAFFIC LAWS
For the period covered, eight motor vehicle (MVs) were
reported stolen/carnapped, of which one MVs were recovered.
d. ANTI-BANK/ARMORED CAR/HIGHWAY ROBBERY CAMPAIGN
There was no reported case on Bank Robbery for the period covered in the AOR.
e. ANTI-ORGANIZED SYNDICATED CRIME GROUPS/CRIMINAL GANGS CAMPAIGN
For the period covered, this Office has conducted 14 operations
on Campaign against criminal gangs wherein 17 were arrested, and 3 cases were filed in court.

f. ANTI-PROSTITUTION/VAGRANCY/CHILD AND WOMEN ABUSE CAMPAIGN
For the period, three Prostitution/Vagrancy/Pornography
transpired in the AOR while for anti-child abuse/pedophile, four cases were reported, 140 operations conducted that resulted to the arrest of one personality and filing of three cases in court.
g. CAMPAIGN AGAINST SMUGGLING
For the period covered, there were no reported cases on Anti-Smuglling and Piracy in the AOR.
h. CAMPAIGN AGAINST CATTLE RUSTLING For the period covered, there was no cattle rustling incident that
transpired in the AOR.
i. TARGET HARDENING MEASURES
A total of 21,029 target hardening activities were conducted through police presence, beat/foot and mobile patrol.
j. SECURITY OPERATIONS DURING
INTERNATIONAL/NATIONAL/LOCAL EVENTS/VIP/RALLIES AND DEMONSTRATION
For the period covered, a total of 154 operations were conducted during international/national/local events/VIP/rallies and demonstration.

k. CONDUCT OF SIMEX/CEREX/COMMEX
For the period, a total of 248 CEREX/SIMEX/COMMEX exercises were conducted.
l. INTERNAL SECURITY OPERATIONS (ISO)
During the period, this Office conducted a total of 16 major, 12
minor and 1,129 preventive patrols within our AOR.
3. LAW ENFORCEMENT
a. CAMPAIGN AGAINST ILLEGAL DRUGS
This Office conducted 127 positive operations that resulted in the apprehension of 120 persons, 2 killed in action, 9 eluded arrest, 22 grms of marijuana, and 38.47 grms of shabu with a total value of Php 309,318.00.
b. IMPLEMENTATION OF LOI PAGLALANSAG OMEGA/KONTRA BOGA CAMPAIGN AGAINST LOOSE FAs
For the period, this Office conducted 27 operations which resulted
to the confiscation/recovery of 26 HP and 19 LP firearms and 344 ammos. A total of 32 persons were arrested and 344 cases filed in court.

d. CAMPAIGN AGAINST ILLEGAL GAMBLING
For the period, the Office conducted 91 positive operations that resulted in the arrest of 184 personalities and the confiscation of gambling paraphernalia and bet money amounting to Php 39,542.00 and 91 cases filed in court.
e. IMPLEMENTATION OF LOI KALIKASAN
e.1. Campaign against Illegal Logging For the period covered, this Office conducted 5 operations
that resulted in the recovery of 4,100 board feet of illegally sawn worth Php 118,000.00 All were subsequently turned-over to DENR for proper disposition.
e.2. Campaign against Illegal Fishing
For the period covered, there were no Illegal Fishing transpired within the AOR.
f. OTHER SIGNIFICANT ACTIVITIES
⦁ After Activity Report on the 4th Quarter Regional Peace and Order Council (RPOC) XII Meeting Cum Year-End Activity: On December 14, 2018 at about 1:30 PM, the undersigned attended the 4th Quarter Meeting on Regional Peace and Order Council (RPOC) XII held at The EMR Convention Center, Koronadal City which was presided by Governor Datu Pax Mangudadatu, Al Haj of Sultan Kudarat, Chairperson, RPOC XII. It was attended by PSUPT JEMUEL F SIASON, OIC, ROPD; BGEN CIRILITO E. SOBEJANA, Commander, 6th ID, PA; BGEN MARIO LACUROM, Officer-In-Charge, 10th ID, PA; PDs/CDs of SCPPO, SKPPO, GSCPO, and CCPO; LGU Officials; Regional Directors of different government agencies; and other regular members of RPOC XII. During the meeting, the RPOC XII Secretariat presented the highlights of the previous meeting and followed by the business arising from the previous meeting: Establishment of ISO Center in Region XII; CSO Membership in the RPOC XII; Membership of the 4th ID 901st BDE as expanded members of the RPOC and Permanent and Alternate Representative to the RPOC. PSUPT SIASON presented the Peace and Order Situation and Insurgency and Violent Extremism updates. It was followed by proposed resolutions from RPOC XII Secretariat and other matters concerning peace and order.

c. IMPROVE CRIME SOLUTION
RESULTS-ORIENTED INVESTIGATION
1. INVESTIGATION For the period covered from 1-31 December 2018, the Regional
Investigation and Detective Management Division recorded a total of 1614 crime
incidents and out of this a total of 1204 crimes were cleared while 1144 were solved.
These indicate that this PRO has 74.60% Crime Clearance Efficiency (CCE) and
70.88% Crime Solution Efficiency (CSE). The Average Monthly Crime Rate (AMCR)
is registered at 8 incidents per 100,000.00 populations.
I. Significant Investigative Accomplishments
a. Creation of SITG CASES:
1. SITG “Southseas” – Special Investigation Task Group “SOUTHSEA” (SITG “SOUTHSEAS”) be created to be spearheaded and to coordinate the investigative and prosecutorial efforts of the tasked units for the speedy solution of the case. The Bombing incident transpired on December 31, 2018 at about 1:59 PM at Southseas, Magallanes street, Cotabato City
b. Administrative Complaints Referred/Investigation for Pre-Charge Evaluation
For the period under review, this Office conducted evaluation
and pre-charge investigation on three administrative complaints/cases involving three personnel. Three complaints are under Pre-Charge Investigation.
For the initial evaluation on administrative complaints/cases
totaling to seven complaints involving eleven personnel. There are still seven complaints under Pre-Charge Investigation.

d. Establishment of Quality Assistance Support to Victims and Complainants (QASVC)
Pursuant to DIDM Investigative Directive No. 2015-02, all city and municipal police stations have established the QASVC wherein the Investigator-On-Case provides feedback and notifications to the victims and complainants as to the status of the case, schedule of hearing, arrest of suspects or offenders and other necessary assistance. This ensures client satisfaction.
e. Arrest of Wanted and Most Wanted Persons

For the period from 01-31 December 2018, a total of 126 persons with warrants were arrested, five of those arrested were listed in the Top 10 Most Wanted Person by City and Municipal level.

Arrest were received regionwide, 44 of these were duly served with arrest while 56 Warrant of Arrest were served without arrest for the reasons that the accused whereabouts cannot be located in the area of responsibility or elsewhere and others were recalled by the issuing court. f. Women and Children Protection Desk (WCPD)
A total 162 of crimes related to women and children were accounted categorized as follows: Crimes against Children 29, Youth Offender Cases 104 and Violence against Women 29. Out of these figures, a total of 38 cases were filed in court while 124 cases fall either under investigation or referred to DSWD/Brgy.

On December 21, 2018 at about 11:10 in the morning PSI RONALYN
DOMIDER, PCR/WCPD/Admin Officer and PO3 Belly Ray Librado, PCR PNCO of Tacurong CPS together with Hon. Psyche Sucaldito, City Councilor, Hon. Cirilo Flores, City Councilor, Hon. Wilson Ferrer, City Councilor and others attended during the Committee on Transportation Meeting held at Sangguniang Panlungsod Conference Room, Tacurong City. Topics discussed were flow of traffic, designated parking areas within Tacurong City and other transportation matters. Activity ended at about 12:00 in the afternoon of same date.

Sammuel Brando Pagod, Asst. PCR PNCO of this station participated in the 4th quarter National Simultaneous Earthquake Drill held at Esperanza National High School, Brgy. Poblacion, Esperanza, Sultan Kudarat. Initiated by personnel of Bureau of Fire Protection and Personnel of MDRRMC and participated by more or less on 5 thousand students and teachers of Esperanza National high School. c. Success stories in the operationalization of BPO/BPAT.
BPAT Organization has a great contribution to the PNP especially in its
campaign against criminality and in maintaining peace and order situation in their respective locality.
The BPATs, as the main actors, conducts community-based activities and information campaign in support of the PNP’s anti-criminality effort, internal security operation, and disaster management and control program.
They are an effective tool in the effective prevention, control and suppression of crime and efficient management of disasters and emergencies and are valuable partners in the development of the community.
d. Issues and concerns in the operationalization of BPO/BPAT. On December 8, 2018, at 10:30 in the morning, PO3 Irene P Gatdula, Asst. WCPD PNCO conducted lecture to the BPAT's trainees at Sunken Arena, Brgy. Poblacion, Malungon, Sarangani Province. He discussed about RA 9262 Violence against Women and their Children of 2004. Likewise, the said PNCO oriented about the Oplan clean rider which one way of the police force to fight against Riding in tandem Activity ended at around 10:20 in the morning on the same date.

led by SPO4 Cipriano Cagas Jr, ESPO attended the Holy Eucharist in celebration of the First Sunday of Advent held at Sacred Heart of Jesus Chapel Camp Fermin Lira Jr., General Santos City. The activity aims to inspire every individual not only to work but most importantly to live with meaning guided by God and with intercession of the Holy Spirit. Activity ended at around 10:10 in the morning of the same date.

Lugaw Ni Mamang Pulis

Bacurnay, STI/CAC Vice-Chairman conducted the Send-Off program for "Lugaw Ni Mamang Pulis” at Cotabato City Police Office, PC Hill, Cotabato City. Afterwhich, All station, CHQ and CMFC personnel led by PINSP GUIAMBANGAN together with Mr. Bacurnay, roomed around the Cotabato City to conduct mobile feeding to less fortunate children. LIBUNGAN MPS
The implementation of this project is usually initiated by the Municipal Police
stations through GAD fund. Libungan Municipal Police Station set this as station’s
best practice wherein every personnel whose celebrating birthdays contributes any
amount while some personnel donates clothes or goods. The FJGAD PNCO will
coordinate with the DSWD to identify the poor of the poorest schools, purok or
barangay. After identifying the area, the committee will conduct meeting in order to
identify the needs of the people, how many students belong to the poor of the
poorest or how many households in the area and set the date for the outreach
program. The PCR personnel will coordinate with the barangay officials or school
heads of the area. After which, it will be the task of the marketing team to prepare
the things needed for the outreach program.
During the outreach program, series of activities will be conducted such as:
lecture, environmental protection, feeding, gift giving and renovation of Day care
school.
The project aims to help the less fortunate and to strengthen Police
Community relations and bring back the trust of the community.
MLANG MPS
On December 7, 2018 at about 6:00 o’clock in the morning,Mlang MPS personnel spearheaded by PSUPT GEOVANNI E LADEO, COP together with the augmented personnel from other municipal police stations of CPPO;Kabacan MPS, Tulunan MPS, PresRoxas MPS and Carmen MPS , CPPO-EOD, CPMFC, RMFB 12, 7IB Charlie Coy, PA, BPATs, Reservist, Mlang LGU-K9 personnel, Karancho and

other security volunteers provided security assistance during the Culmination Day of the10thKawayanan Festival 2018of this municipality with the theme: “Mlang: Shining Brighter Through the Years”.The activity started with the civic parade around the town which participated by Mlang officials and employeesheaded by HON.RUSSEL ABONADO, Municipal Mayor, teachers, drum and bugles of the different schools, Senior Citizens from different Barangays, business sectors, transport group, and other stakeholders. The second part of theProgram is the giving of speeches opened by Vice Mayor Hon. Joselito F Pinol followed by the representative of Governor Suharto Mangundadatu, Board Member Socrates Pinol, Representative Nancy Catamco, and Guest Honor and SpeakerChristopher Lawrence "Bong" Tesoro Go Special Assistant to the President (SAP).It ended with no untoward incident happened.

Bialong conducted checkpoint operation and OplanSita / KapkapBakal at Brgy. Bialong COMPAC, along National Highway, Brgy.Bialong, Mlang, Cotabato. All vehicles passing by within the AOR were inspected. Activity was done to pre-empt any terroristic activity by lawless group.

SKul Ka Ba (Sama-samang Kabataan Upang Labanan ang Kasamaan ng Bisyo at Adiksyon)
Background Information The province of Sultan Kudarat is experiencing a steady growth in socio-economic development for the past years and alongside with this improvement is the increasing threat of illegal drugs not only in urban centers but as well as to the rural barangays all throughout the province. Detecting illegal drug trade that occurs within the communities are also getting increasingly difficult to do because of advancement in technologies where illegal drug traders are using them in their favor such as the ever expanding coverage of mobile phone, improving road accesses and growing transportation services, money transfer facilities, among others. Another observed conduit of illegal drugs reaching the people of Sultan Kudarat is, alarmingly, through young students who are enrolled to colleges and universities all throughout the country. Governor Datu Suharto T. Mangudadatu, Al Haj has pointed out that some of these young people who become exposed to illegal drugs from places where they are enrolled acted as medium and sources of unlawful substances once they go back to their respective hometowns. This is a real threat and if left unabated will increase the susceptibility of other children towards prohibited drugs. Governor Mangudadatu built up a policy to see to it that vulnerable children and students will be sufficiently made aware of the ill-effects of drugs and make them say “No” to its temptation. As the Chairperson of the Provincial Peace and Order Council (PPOC) and Provincial Anti-Drug Abuse Council ( PADAC) he called the attention of partner agencies: Philippine Drug Enforcement Agency (PDEA), Philippine National Police (PNP) through the Sultan Kudarat Provincial Police Office (SKPPO), Department of Education (DepEd), Department of Interior and Local Government (DILG), Provincial Social Welfare and Development Office (PSWDO) and Provincial Health Office (PHO) and other concerned agencies to come up with an operational framework to counter the threat and menace of illegal drugs in the province and prepare the graduating high school students, both public and private schools, including out-of-school youths and working youths to be psychologically and mentally prepared to resist the use of prohibited drugs, and to ensure promotion of a healthy lifestyle once they are left on their own to study in colleges and universities. Having involved, informed, and assertive students will influence them in their decisions to stay away from being victims of substance abuse and unwanted pregnancies. Purpose of the Program
Formulate a workable program framework that will mobilize the local peace and order councils (LPOCs) and local anti-drug abuse councils (LADACs) from the provincial level down to the barangays and make them implement a sustainable anti-illegal drugs education campaign for high school students both in public and private sectors

Organize a provincial team to act as the technical working group/action team of the PPOC and ensure the successful implementation of the program
Provide the needed training to City and Municipal drug educators to serve as front-liners in program implementation by taking the lead and become primary educators of students
Appropriate funds to defray the costs of project (Sec. 51, Republic Act 9165)
Conduct a continuing anti-drug education to equip graduating high school students with the strength, willingness and mental readiness to combat drug pressures
Strategies
1. Organize the Technical Working Group which shall serve as a special implementing arm of the PPOC for this purpose
2. Provide a comprehensive training module for the city/municipal teams so they will be properly guided with coming up of a uniform lesson plan that will enhance the program’s probable impact on students
3. Conduct the training of trainers component to equip the frontline LGUs (city and municipalities) with knowledge, attitude and skills and be willing to sustain and institutionalize the education campaign program
4. Coordinate and be in partnership with DepEd to integrate the education component of the program in schools curricula, of both the public and private schools particularly the fourth year high schools, in consonance with Section 43 of Republic Act 9165
5. Collaborate the program to the all local chief executives of component LGUs
Students who have successfully attended all Modules will be awarded Certificate of Completion and be proclaimed graduates of the SKul Ka Ba program. Summer shall be allotted as period of review/assessment/evaluation in preparation and enhancement of the program for the next year school year.
